County Justice Services Department. Whereas Sharon Barons has served the Well County Justice Service Department from February 9th, 00:16:30
1998 to December 29th, 20/20/23 Wow. And whereas the Board of World County Commissioners wishes to recognize her dedicated service 00:16:37

I wrote down a few things because I think if I wing it out, probably lose it in there. So thank you for the opportunity to express 00:17:16
our appreciation and gratitude to Sharon Burns for many years of service to Well County. It's a bittersweet moment as we bid 00:17:21
farewell to a dear friend and colleague. 00:17:27
Sharon started her career with WELL County with the Sheriff's Office and their business office. 00:17:34
A state would have it. Several years later, she moved into a very unique and important role, with the county providing 00:17:39
administrative support to the Well County Community Corrections Board. 00:17:44
And being a liaison with the state and the courts for the delivery of local community correction services. 00:17:49
About a year later is when I joined Team World and we would become the first employees of the now Department of Justice Services. 00:17:55
I'll never forget the time when arriving to her very small downtown office to introduce myself. 00:18:03
In the 16 years in our department, she has been a driving. 00:18:10
Behind the work of community corrections working closely with our local vendor, the Department of Corrections Courts. 00:18:14
And with the state to ensure all fiscal matters. 00:18:21
And talking about a budget of $4 million where she knows where every penny of that is. 00:18:24
Everything is in order that referrals of offenders made to community corrections were processed incorrectly and on time. 00:18:30
That the Community Questions facility was well maintained and overall providing direct administrative support to the Community 00:18:38
Corrections Board. A lot of work and Sharon did it separately. 00:18:43
On behalf of our department. 00:18:49
Many are here in the 2nd row. 00:18:51
Cheering on Sharon. 00:18:53
We want to publicly say thank you, Sharon. You will. You will be greatly missed and your legacy will live on in the work we do. We 00:18:57
wish you all the best and to your family, we're right here. 00:19:02
What come to know over the years to you? Please know that it's been a sincere privilege working with Sharon and getting to know 00:19:09
all of you. Thank you. Thank you. 00:19:13
I want to thank everybody and the county commissioners. It's been an honor working at Well County and it's been a privilege 00:19:24
working with my coworkers. They're very awesome. 00:19:29
And have outstanding family that supported me throughout the years and I'm looking forward to retirement to our next chapter and 00:19:35
my husband that I will miss everyone at at work and stuff because I would become my family also. So and I want to thank Doug for 00:19:40
teaching me all about community corrections because I when I came from the chair office I didn't even know what community 00:19:46
corrections was. 00:19:51
But through his knowledge and his expertise of teaching me and one of him personally, thank you for that. And thank you, Ken 00:19:57
finishers spending on and working with Val Kenny. Again, thank you. Thank you. 00:20:02
For Doug, and I have to tell you, he speaks so highly of you and the wealth of knowledge and information that you have is going to 00:20:14
be very difficult to try to follow. So I just want to thank you for a tremendous number of years that you've been with Well 00:20:22
County, we are so proud of you. We do always hate to see our best go, but I hope you have a fabulous retirement. 00:20:29
Hope to see you around in the community, so thank you so much. Thank you. 00:20:38
98 to 23, my rough man says that's 25 years. It's pretty good long run. Congratulations and thank you for all your time. I want 00:20:44
you to be aware that we do have a working retiree program. 00:20:49
You can come back and perhaps help your director with these rather abysmal fantasy football team. 00:20:56
Retirement. Retirement is this we reward at the end of a good, long run of service to the citizens of Well County. 00:21:03
Please enjoy every minute of your retirement with your family and friends and know that you're always welcome here. Thank you for 00:21:12
your service to people of the world of wealth, County. We appreciate it. Thank you, Mr. Singh. Well, I'm surprised Commissioner 00:21:18
James didn't catch this, but you mentioned that you didn't know what committee questions was. Are they corrected? 00:21:23
And I I'm untouched and humbled by the the descriptions of your your steadfastness. 00:21:33
Your faithfulness. 00:21:41
Performing that service with love and and faithfulness. 00:22:15
OK. I'm gonna be pretty brief. I don't really agree with what everybody said. Thank you so much for what you've done for Wall 00:22:18
County. Thank you for your 25 years of service. More importantly, enjoy your retirement. I hope you and your husband have some 00:22:25
great plans going forward. I know I'm looking forward to it. I'm not too distant future. So congratulations and thank you. And 00:22:31
we'd love to take a picture with your staff, your family, whoever you would like to bring up. That would be great. 00:22:37
Front. 00:22:51
OK, I'll hold you. 00:22:57
OK. Are we all ready? Perfect. 00:23:25
123. 00:23:28
123 and one more. 00:23:31
Thank you guys. 00:23:35
Thank you. 00:23:36
Thank you very much. Congratulations. Thank you. Thank you. 00:23:40
OK, without removing on the launch general ones for December 5th, 2020, second presentation. Oh, I'm sorry, I wrote down #2 and 00:24:22

Thank you. Thanks again. See we have two of our Constitution coaches here. I'd love to read both the percentages. So say you get 00:24:35
the award. You spent so much time on this. 00:24:40
Thank you for the opportunity to speak to you this morning. 00:24:46
On September 23rd, 2023, the community gathered at Windsor High School Auditorium to celebrate our US Constitution with the 00:24:50
specific focus of congratulating the winners of the US Constitution contest promoted by Commissioner saying I believe in in the 00:24:57
past, this contest was founded by the Bell County Commissioners by Matcher. The event was held at the end of Freedom Week 00:25:04
celebrating the US Constitution and sponsored by Blessings of Liberty and Patriot Academy. 00:25:12
The first place winners received a pewter bust of George Washington, Alexander Hamilton or Thomas Jefferson. 00:25:20
The first place in the high school division received registration to the Junior Leadership Conference in Denver this coming June. 00:25:26
The second and third place winners received parchment copies of the US Constitution, the Declaration of Independence, and the 00:25:33
Preamble to the US Constitution. 00:25:37
The frame picture you are receiving this morning. 00:25:41
Captured my heart and attention in its pictured message of freedom. 00:25:45
And was the 1st place winner in the elementary division of the art category. Even Moses in fifth grade home schooler in Weld 00:25:50
County depicted the five freedoms we have from our constitution, the freedom of speech, religion, press, their arms and to 00:25:55
assemble. 00:26:01
I asked even family if we could copy her picture for you, our commissioners, and they agreed. 00:26:06
She is not able to be present at this at an obligation that came up this morning and we can, we can reschedule this. 00:26:12
During. 00:26:20
A youth choir read several patriotic songs for the community when they started singing God Bless America and Elderly Man Stood 00:26:22
tall and straight. 00:26:27
Immediately the audience also rose to their feet and saying, God Bless America. 00:26:32
Our children, community and nation need these experiences. 00:26:37
And have the message of freedom ring out throughout the community and in our schools. Our community is hungry for this spirit of 00:26:41
America. 00:26:45
Thank you for making this event happen for our community. 00:26:50
We the people have elected you to be our leaders in well county. Heaven entrusted you with the responsibilities. 00:26:54
Of governing and defending and protecting our US Constitution with its freedoms. 00:27:00
We thank you for doing so and hope you will continue to defend and protect. 00:27:05
But unwavering allegiance to our Constitution, we are in a daily battle against socialism. 00:27:10
Communism and Marxism, if our citizens have no knowledge of the US Constitution, has freedoms, they will easily comply to an 00:27:17
ideology. 00:27:22
That strips away their freedoms, as we witness during COVID. 00:27:27
Thank you for protecting and defending our freedoms during covet and every day you govern our county. 00:27:30
We have discovered that many of our of our schools are not teaching the US Constitution. Therefore, not only the students, but 00:27:37
most likely the instructors as well, are not aware of what our US Constitution provides. 00:27:44
Hence. 00:27:51
Patriot Academy, which we're part of, and Blessings and Liberty will continue to teach the US Constitution to provide support to 00:27:52
you while county commissioners and promoting AUS Constitution contest. Our plan is to share this contest next this spring and help 00:27:58
the schools with curriculum. 00:28:03
Ideas and other needs for the US Constitution contest. Thank you again for allowing us to share. May God bless you and have a 00:28:09
Merry Christmas. Merry Christmas. So here you come. 00:28:14
Actually, could we stand like with our signs in the front? So we take a picture, of course. 00:28:22
So in the back of Memorial. 00:28:32
Oh my. 00:28:36
Very frustrating. 00:28:45
Was such a wonderful dance here. 00:28:55
Gave you such a deal, I told them. 00:29:02
You want to begin it? I can take the photo for you. 00:29:23
OK. Thank you. 00:29:29
Yeah, absolutely. 00:29:33
I'm going to take. 00:29:38
OK, Are you ready? Oh, we have a flash. 00:29:47

OK, 123. 00:30:00
1. 00:30:04
Sorry. 00:30:07
Thank you. 00:30:11
When you look at it, you'll constantly. 00:30:19
Yes, I love. 00:30:23
That's right. 00:30:26
It was a beautiful event. It was held by the Blessings of Liberty at Windsor High School and the room was packed. 00:30:40
And it was so exciting because people were learning about the Constitution. They were given out constitutions and the songs and 00:30:49
just a beautiful presentation by Tom Pregnant Witter. I think I pronounced that right this time. He did an excellent job 00:30:56
explaining why our Constitution is still so relevant and important today. Just as it was written. It's still, it's not a living 00:31:04
document. It's actually, it's it's it is immutable. Some of the, well, all the freedoms it contains therein. 00:31:11
To restrain the federal government and. 00:31:19
Give the rights to us to self govern and the rights to the people and to states. So I just it was a beautiful view. I hope that 00:31:22
they can attend next year. It was I guess it was hacked to the gills and everybody was so, so super excited and these kids really 00:31:27
deserved the awards for the hard work that they did. 00:31:33
Thank you. 00:31:40

I would like Commissioner James second by Commissioner saying to approve all in favor, aye. 00:40:55
#13 Consider revisions to fee schedule for fees collected by Lowell County Department of Public Health and Environment. 00:41:01
Good morning, commissioners. Jason Chester with the Health Department. Morning, Jason. 00:41:10
This is a update for the fee schedule for calendar year fiscal year 2024. A few minor updates to environmental health fees, more 00:41:14
significant updates to public health fees, but those updates are really more affect more of the back end rather than actual out of 00:41:22
pocket costs for customers. The fee schedule was presented to the board in the work session on November 21st and I recommend that 00:41:30
the board approve the fee schedule. OK, questions. Move to approve second move by Commissioner block second by Commissioner James. 00:41:38
And I just want to say how impressed I am with this year's calculations and the thought it took to put in the ski schedule. This 00:41:46
makes a lot more sense rather than just a blanket. We're just going to go with this amount for this percentage amount. 00:41:53
Fee should reflect indeed what something costs. 00:42:01
You know, so we can recover our costs and that best serves the citizens. I just want to say thank you so much for you and the 00:42:05
staff and all the work you've done on this and I will also be a guest. I I appreciate that. I wish I could take credit, but you 00:42:10
know it goes to the staff. I just kind of look at that direction, so. 00:42:15
Move to approve 2nd and move by commissioner by second. By Commissioner James to approve. All in favor. Aye. Opposed motion. Thank 00:42:22
you. Thanks Jason. 00:42:26
#14 Consider contract ID 7658 for an Application for Energy and Mineral Impact Assistance Fund Program for County Road 21 00:42:34
improvements, Project December Cycle Tier One and authorized Department of Public Works dissident electronically. Good morning, 00:42:42
Elizabeth. Good morning, commissioners. Elizabeth Robert Public Works. You're asking for your support to submit the Tier 1 Dole 00:42:50
application for County Road 21 improvements. The Board approved the December application cycle at the October 12th, 2023. 00:42:57
A capital improvement plan work session and so we are just trying to further get those submitted so that. 00:43:05
We can see how we do this next go around the World County Road 21 improvements. The Tier $1.00 grant is for $200,000, the 00:43:14
application is $499,000 and this would be a materials only application. 00:43:21
Happy to answer any questions. Any questions? 00:43:28
Move to approve second, then moved by Commissioner James, second by Mr. Brock to approve all in favor. Aye, opposed. 00:43:32
Motion Kiddies #15 Considered Contract ID 7659 Grand Application for Energy and Mineral Impact Assistance Fund programs for Cairo 00:43:39
6 and 13 Intersection Roundabout Project December Cycle Tier 2 and authorized Department of Public Works to submit electronically. 00:43:48
Elizabeth Rutherford Public Works. This is the Tier 2 application for $1 million. This is for our County Road 6 and 13 roundabout 00:43:58
project. Again, this was approved for the December cycle application at the October 12th, 2023 CIP meeting for Public Works. 00:44:06
And this application is the world county is looking as part of our CIP, it's an $11,699,920 estimated project cost and that will 00:44:14
be going to bid later. 00:44:21
But we've acquired all the right of way. We're at utility relocation, construction would be for 25 S The intent would be that 00:44:30
construction would be would start January of 2025 and be completed by the end of July. And so this would fit the December cycle 00:44:37
for DOLA. So we're asking for your approval. This is a Tier 2, so if awarded this is the one where you have to go and do a 00:44:43
presentation and. 00:44:50
Help ask for the money. 00:44:58
Mr. James is more than that. 00:45:01
OK. Any questions on this? If I could Mr. Chair, I don't. I just want to thank you Elizabeth. You always stay. So on top of these 00:45:04
energy and mineral impact grants and the amount of money that you have brought into, I should say rightfully brought back to Weld 00:45:11
County because as I often testify when when when I go to these Weld counties where the mineral production takes place, it makes 00:45:18
sense that the the Impact Assistance Fund come back to us. So thank you. And with that I would move to approve contract ID 7659. 00:45:26
Looked like Mr. James. Second like Mr. Brock to approve. 00:45:34
Further discussion. Just an English comment, although some folks in my room may not agree with this. I'm all for asking for money, 00:45:37
so thanks so much. 00:45:41
OK. All in favor. 00:45:49
Opposed motion carries. 00:45:52
Thanks Elizabeth #16 consider non exclusive license agreement for crude oil pipeline associated with location assessment for 00:45:55
pipeline current lab 22-0011 within portions of County Road 27 unintended public right of way and authorized chair to sign Suncor 00:46:04
Energy USA Pipeline company Chairman. This is the lap agree or the Nella which is for the purposes of putting. 00:46:13
The pipeline within. 00:46:23
The County Road 27 area and right of way. 00:46:25
It goes about 8 tenths of a mile. 00:46:31
So we sent them. 00:46:35
Non exclusive license agreement. We've used these in the past. 00:46:39
For such installations. 00:46:44
They agreed to all of the provisions except they asked for one change, which we agreed to. That's on the top of page 2. 00:46:47
We added the sentence or modified the sentence so that it says such removal or relocation of and vacation shall be at the 2nd 00:46:57
party so. 00:47:02
Shall be accomplished within two years of receiving notice of the revocation by First Party. 00:47:09
They had asked for that language, so that's the only change. 00:47:16
From what we had sent them, so we recommend approval. 00:47:20
So this is actually non maintaining County Road 27 just north of County Road 84. 00:47:25
I believe that's correct. So the the fact is it's about 8 tenths of a mile when it goes into the right of way. 00:47:32
OK, Any further discussion? OK, I will move to approve the resolution. Second, I moved by Commissioner James, seconded by 00:47:41
Commissioner Buck to approve all in favor. Aye, opposed motion. 00:47:47
#17 Final Reading of Code Ordinance 2023 Dash. 00:47:54
In the matter of opinion, acting with the amendments, Chapter 12 Licenses and Permits of the Lowell County Code Secure 00:47:58
Transportation Services. 00:48:02
With read by title only, Second then moved by Commissioner James, Second by Commissioner, Book to read by title only. All in favor 00:48:05
Opposed motion carries 2023-20. 00:48:11
In the matter of repealing and re enacting with amendments Chapter 12 Licenses and permits of the Welcoming Code Secure 00:48:17
Transportation Services. 00:48:22
OK. I don't think we have any changes and so we'd recommend approval. 00:48:28
This is a public hearing. Is everybody in the public that wishes to come up and discuss Code Ordinance 2023-20? 00:48:35
See no public comment. I will bring it back to the board. 00:48:44
Miss Chamber, We Approve on Final Reading Code Ordinance #2023, Dash 22nd. 00:48:47
To approve all in favor, Aye, Motion carries. 00:48:53
I cover 18 Final Reading of Code Ordinance 2023, Dash 21 and not a repealing reenactment with men in Chapter four, Health and 00:48:59
Animals of the World County Code, No Cohesion. 00:49:04
Have to read by title. Second move by Commissioner James, like Mr. Brock to read by title only. All in favor, Aye. Opposed motion 00:49:10
carries this code Ordinance 2023 Dash 21. 00:49:16
In the manner of repealing and reenacting with amendments Chapter 14, Health and Animals of the World County Code No Co Humane. 00:49:21
And again, we have no changes since the second reading. 00:49:31
All this does is change the name of. 00:49:34
Requisite. 00:49:38
Animal. 00:49:41
OK. Any questions for the proof? OK, this is the public hearing. Is there anybody that wishes to come forward and discuss Code 00:49:44
Ordinance 2023 Dash 21? 00:49:48
See no public comment. I will close that and bring it back to the board. 00:49:55
Mr. Move to Approve on Final Reading. Code Ordinance, 2023, Dash 21. 00:49:59
Second like Commissioner James Second like Mr. Buck to approve on File Reading Code Ordinance 2023 Dash 21. 00:50:03
Any further discussion all in favor. 00:50:11
Opposed motion carries. 00:50:15
Concludes new business will go to public comment. Is there anybody in the public that has any public comment this morning? 00:50:16
Welcome back. 00:50:24
Hi, good morning. My name is Steve Peats. I'm in Greeley. And first of all, I would like to say that. 00:50:41
There's a a bookstore downtown Greeley and has a lot of books in it, and I do mean a lot of books and. 00:50:49
Two of these, while I was in there. Two were actually three books caught my attention. I only got 2. 00:50:56
On the Declaration of Independence and the Constitution of the United States. Good reading. 00:51:03
Also good and thick reading is The Federalist Papers. 00:51:09
And I thought that they also had another book that I didn't get. It's called the Articles of Confederation. I'm sure that's an 00:51:13
interesting book too. 00:51:17
And. 00:51:22
And also when I was in school, and I think it was either elementary or junior high school, we studied also the Gettysburg Address. 00:51:24
And, and I think that this is good reading. In fact, if you want my opinion before anybody takes office, they should know the 00:51:34
Decoration of Independence, the Constitution, and at least the yeah, I just had the Gettysburg Address and it wouldn't hurt to 00:51:40
figure out this either. 00:51:47
But anyway, I just thought that goes along with with you guys had earlier. 00:51:54
Also. 00:52:00
Too I heard in the news. Was that yesterday or the day before? Another thousand of. 00:52:02
Icon What I think of illegals have come into Denver. 00:52:11
And they've had at least 10,000 over the last year, year and a half. 00:52:16
And. 00:52:22
And I think that's a big problem. Big problem. What county. We can have good resources for housing our own. How can we house 00:52:24
anybody else? 00:52:29
Recently I heard also, and this was nine years, sixteen $51 billion had been spent on the illegals when they came in for for them 00:52:35
to have resources. 00:52:41
Are they South? 00:52:48
Close to the southern border, the towns where are overwhelmed. 00:52:51
And we're heading north. 00:52:55
Also it's been over. Also was on the news and I didn't write it down, but it's been set up. Over a million people have come into 00:52:59
the country in the past year. 00:53:06
According to the the News. 00:53:14
So they're working on our resources away from us. They get Medicaid and they could get Medicaid. And also Colorado has a. 00:53:19
A program for the. 00:53:31
Illegals to get on some kind of knuckle. 00:53:35
They they have to pay no premium or very low premium, even premium under Medicare what we have to pay. 00:53:38
But yet they take away people's Medicaid, seniors, and even disabled people. 00:53:49
Is on the chopping block. 00:53:56
I myself have experienced that. I got my second appeal in. I haven't heard anything yet. 00:54:01
It's a travesty when somebody that is the United States citizen will. 00:54:09
Or even somebody that has gone through the process to be a citizen of this country and. 00:54:16
They alluded to them getting benefits and they pay taxes. 00:54:24
I just think that we need to do something for our citizens first. 00:54:29
Also to Commissioner James. 00:54:35
Do you have the MPO schedule for next year? I not for next year yet. I will get that probably after this meeting tomorrow night. 00:54:41
We're just meeting to answer your next question. Oh, OK. I don't know how to find a meeting. 00:54:46
Also too, I would like to. 00:54:54
I invite Commissioner James and any other commissioner up there. We're going to have a Stephen. January, February, the Low County 00:54:57
Mobility Council and Amendment Mobility Council will have a joint. 00:55:04
Meaning in Windsor, last I knew, it's ended in January or February and I can let you know. 00:55:11
Listen, please do, and we like to invite you. 00:55:18
'Cause it's very interesting. Oh yes, I'm on the road, County mobility counselor. 00:55:24
But also last year invited the voter and they don't call it mobility council, they call it something else, but we invited them. It 00:55:31
was very interesting meeting. 00:55:37
And I think that we and but we also has true stories of people lacking in mobility. 00:55:44
That the disabled seniors. 00:55:54
That's where we're on. But just anybody in Rock County, if it's in Greeley area or whatever and some of the the stories that were 00:55:57
brought to us could make you, a growing man, cry. We need to have more mobility and accessibility here in Weld County and and 00:56:04
connectivity. Thank you very much. Thank you, Steve. Any other public comment? 00:56:12
I guess we've changed what we said. We can sit there, you can stand the podium, whatever you're most comfortable with. 00:56:28
OK, my name is Bill Gallardo. I'm from Greeley Co. 00:56:35
I'm here to thank the county commissioners, County Council for doing their job. They've turned down the county commissioners twice 00:56:39
now. 00:56:43
Increasing the mill levy. 00:56:49
I had a discussion with a friend of mine have great respect for and he told me I didn't know what I'm talking about, so I'm going 00:56:51
to do more research than come back with my opinion. 00:56:55
I do know that $53 million is needed for maintenance. 00:56:59
I do not know what the gas, high gas prices or the Ukrainian war have to do with it. 00:57:04
I know, I do know that it increased in a mill levy has to come in front of the public because it's an increase in. 00:57:12
Not to the city, County Council, but I will be back once I check deeper into it because the person that told me I didn't know what 00:57:19
I'm talking about have great respect for him and I'll be back to talk about it. Because with that last county Commission, County 00:57:25
Council and what I heard was a back door. 00:57:31
I like Proposition H on the county people, the taxpayers. I don't agree with what how the Commission is going about going about 00:57:38
the mill levy and I will research it and I will come back. Thank you. So just for the record, we weren't asking to increase the 00:57:44
ability. It's it wasn't 15.38, which is where it's been for since 2018 when we lowered it the last time we were given a 7 mill 00:57:50
rebate. That's what we did. What? What did he say? Increase it from what you lowered it to. It's still taxed. I don't care how you 00:57:56
word it, but we didn't. 00:58:03
There was OK. 00:58:10
I'm sorry, I did say increase in the levy and the resolution. So you have to say that you're increasing as resolution. I'm reading 00:58:11
from what you wanted. I still don't understand what Ukrainian. 00:58:16
When you lower it and then you raise it, it's an increase. 00:58:23
And we never raised it from when we over the years when it's our, Miller said. At 22.038. Over the years it's been lowered since, 00:58:27
I think 2004 to 15.3038. We're not asking to go. 00:58:33
Proposal. You're raising it. 00:58:40
OK, well, OK, you need to go visit with the guy that explained it to you because he's right. But anytime you, if you lower it and 00:58:42
then you raise it, that's an increase. I don't care how you look at it. 00:58:47
That's I will look into it, Mr. Freeman and I will be back. OK. Any other public comment? 00:58:52
Hello, my name is Ed Grant. 00:59:08
I think Admiralty took my 3 minutes, but anyway he called me general nuisance. So anyway, yeah, I was going to comment according 00:59:12
to the top of your schedule, this is December 6th, 2023. Tomorrow is a pretty important day. December 7th 1941 was when Japan van 00:59:18
Pearl Harbor. 00:59:23
'S. 00:59:31
Hallelujah. Hawaii would not become a state until 1959. They had moved the fleet from San Diego, CA which was a state in 1870, out 00:59:32
to Pearl Harbor. So when Japan bombed, it actually was not a state. They actually bombed the territory. But I would just like to 00:59:39
comment that for the 11177 guys who drowned on the USS Arizona and the other 2000 people including my mother's third cousin three 00:59:45
times removed, Albert Dundas was on the USS Oklahoma. 00:59:52
Not just so you're actually capsized. The moon song. The guy that lived through it, he. 00:59:59
They fixed him up and he looked to be fighting the rest of the world. He then came back. He had like a couple of dozen surgeries 01:00:06
because he looked so terrible from all his bones. He went out there for a bank and he worked in the backroom because he could not 01:00:12
deal with the public. The bank did not him want him deal dealing with customers because he looked pretty bad. Even after all those 01:00:18
surgeries. He looked at B72, which wasn't too bad for it. You know why we survived for a Harvard? 01:00:24
I would just like to comment throughout the soldiers, sailors, pilots buried around the world including Punch Bowl in Hawaii, 01:00:31
Arlington Cemetery, Arlington County Cemetery, North Africa, all over Europe. We have 600 thousand Americans buried all over those 01:00:38
because of that that particular war and not to mention 55,000,000 others mostly civilians who died. But hey, we've got a lot 01:00:46
better killing each other. We only killed 20 million in World War One. We managed to boot that up 2 1/2 times to make. 01:00:53
Football too. So I would just like to save all those families of those people that I hope that their soldiers, sailors and pilots 01:01:01
rest in peace and let their families have a happy holiday. Thank you. 01:01:06
Appreciate. Thank you. Any other public comment? 01:01:12
OK, so you know for the public comment, we will adjourn the board meeting at 9:49. We do have two 9:00 hearings before our land 01:01:17
use cases, so if we could take 5 minutes please. 01:01:24

That's Mr. Chair wish to make an amendment to the agenda to have a presentation of the Well Commissioner constitution contest and 00:14:50
we actually get to receive something very nice from that contest that was actually designed by one of the students that won. So 00:14:57
I'd like permission for Miss Lindsay to come up and make that presentation. 00:15:05
I would, I would second you the motion and to amend and cherish province on where you put the agenda item. 00:15:14
Who? 00:15:23
Yeah, I think there was an amendment to. 00:15:25
Amendment to the. 00:15:29

of prerogative and after commissioner, if you don't mind. 00:16:15
This is I'm just honored to read this certificate of Achievement. This certificate is plainly presented to Sharon Barons Well 00:16:22
County Justice Services Department. Whereas Sharon Barons has served the Well County Justice Service Department from February 9th, 00:16:30
1998 to December 29th, 20/20/23 Wow. And whereas the Board of World County Commissioners wishes to recognize her dedicated service 00:16:37
to Well County and its citizens, now, therefore, let it be known that the Well County. 00:16:45
The Commissioners wishes to express its gratitude to Sharon Barons for her outstanding dedication to the Well County and its 00:16:53
citizens and signed by all 5 County Commissioners. 00:16:58
I'll jump in and say a few words. Doug Early with the Justice Services Department. 00:17:10

Perfect. 00:23:25

Thank you guys. 00:23:35
Thank you. 00:23:36
Thank you very much. Congratulations. Thank you. Thank you. 00:23:40
OK, without removing on the launch general ones for December 5th, 2020, second presentation. Oh, I'm sorry, I wrote down #2 and 00:24:22
forgot it. Second presentation, please. 00:24:28
I think I've gotten a good amount with your phone and I'll take someone from us. 00:29:54
OK, 123. 00:30:00
1. 00:30:04
Sorry. 00:30:07
Thank you.
Thank you. 00:31:40
Thank you. Thank you. Thank you for the presentation. OK, with that, we'll move on to. 00:31:43
Quartz General Awards. Second, I'm moved by Commissioner called up. I'll give you a call. 00:31:48

Questions. I do have a quick question. I'm sorry, I didn't get to you on. 00:33:55
No, I can't find it of course. Is it completely covered by grant funds and where the funds coming from? 00:33:59
Thank you for the question, Commissioner. Yes, this is covered by grant funding through the Department of Labor and this is a 00:34:05
mandatory program which we're required to offer through our workforce center. 00:34:11
That answers my question. 00:34:18
Of the pro contract ID 7606 and moved by Commissioner James, second by Commissioner Buck to approve all in favor opposed motion 00:34:20
carries #4 Consider contract ID 7607, Expenditure authorization and Work Plan for Workforce Innovation Opportunity Act Program 00:34:28
Funds for Foreign Labor Certification Grant and authorized Jurassic sign electronically. 00:34:35
Thank you. This is also an expenditure authorization and it is associated with Emergent Seasonal Farm Worker Program. But this is 00:34:42
for the Foreign Labor Certification Grant. So this funding is for services to assist employers in agricultural industry to fill 00:34:49
temporary and seasonal positions with foreign workers. Funds may be used for job orders, housing inspections, staff time and 00:34:56
trainings. And our request this morning is approval of the expenditure authorization. 00:35:02
OK. Question I do this probably along the same lines, yes. Yeah. So this is a mandatory program as well required to be 00:35:10
administered through our workforce center. The funding amount for this program is just a little over $12,000 and it really does 00:35:16
assist our agricultural. 00:35:21
Community with getting workers to work the seasonal needs. 00:35:28
Thank. 00:35:34
We've approved contract ID 7607. We would like Mr. James second, like Mr. Buck to approve all in favor. 00:35:35

Transitional house incorporated during businesses Greeley Family House. Thank you. This is a non financial MOU. We partner with 00:38:08
the Greeley family house when we have kiddos that come into foster care that have bed bug. 00:38:15

utilizes the department's recommended Child's Heart 2024 budget. 00:40:06
Are we? And this is something we need to do annually. Our request this morning is approval of the plan and authorize myself and 00:40:14
the 4D administrator to sign and submit to the state. 00:40:18
I did have a quick question. You may have already answered this because did we have a work session on this. 00:40:24
And I just forgot, no, we did not have a work session, OK. It mentioned 30 employees that 30 new employees or is that? 00:40:30
No, that is the existing number of employees that we have. And just to be clear, the federal funding for this program is 66% and 00:40:37
the county funding is 34%. 00:40:43
Thank you. 00:40:50
Move to Approve contract ID 7643. 00:40:51

I cover 18 Final Reading of Code Ordinance 2023, Dash 21 and not a repealing reenactment with men in Chapter four, Health and 00:48:59

carries this code Ordinance 2023 Dash 21.
