| Second, got a motion by Commissioner Bucks and by Commissioner James regarding minutes. Any further discussion? | 00:02:42 | |
| All right, all those in favor signify by saying aye, aye, All opposed. Same sign. We have to prove 5 to 0 certification hearings. | 00:02:49 | |
| Hearings conducted on January 10th, 2024. Item number one IL D23-0001. | 00:02:56 | |
| William and Deborah Centennial, Item number two, PCSC 220021. Don Foster and Mary Lee Hardy. Kara Foster Trucking, Inc. | 00:03:03 | |
| #3 usr 22-0018 Lovely and ready mixed concrete ink. | 00:03:13 | |
| Oh, just certify hearings. Motion by Commissioner Bucks, second by Commissioner James. Any further discussion? | 00:03:18 | |
| All those in favor signify by saying aye aye same sign certification hearings passes unanimously. | 00:03:25 | |
| Amendments to Agenda, Mr. Chair, I move that in that the the temporary closure is not ready. We remove item number 13 under new | 00:03:32 | |
| business, which is number 13. Consider temporary closure of CR 39 between CR70 and 72. | 00:03:39 | |
| All right. Moving to amend the agenda, we have a motion to amend the agenda removing item number 13 under new business | 00:03:48 | |
| understanding is the contractor got behind, it's not quite done any further discussion. | 00:03:54 | |
| Right all those in favor of amending agenda to remove item number 13 signify by saying aye aye all opposed same sign and the | 00:04:02 | |
| agenda has been amended removing item number 13, approval of consent agenda. | 00:04:09 | |
| Actually I have a question that came up and. | 00:04:18 | |
| I just scan this really fast. I may have missed it, but there's something here from planning to ask about. There's an annexation. | 00:04:23 | |
| Constituent asphalt and I don't see the referral. | 00:04:30 | |
| We realize the referrals. I thought so. It's under the consent agenda, Commissioner. Yes, Sir. | 00:04:33 | |
| Can we take that out of the consent agenda for now? | 00:04:40 | |
| Is that a motion to remove that from considering that motion? | 00:04:44 | |
| To remove which. | 00:04:47 | |
| It would be annexation 20240162. | 00:04:50 | |
| I don't see that on here anywhere. | 00:04:56 | |
| One Commissioner, one number under the consent agenda. | 00:05:04 | |
| So as it shows. | 00:05:09 | |
| Mine it is 202-4016 to. | 00:05:12 | |
| OK. But do you have, is there any communications or probably review? | 00:05:17 | |
| That should be easy to find. | 00:05:24 | |
| So I'm looking at it right now. There's no category for annexations. | 00:05:26 | |
| So what category is it? | 00:05:31 | |
| It's under the consent agenda, I believe. Well, we understand about what category under the consent agenda commissioner say so it | 00:05:34 | |
| doesn't give anything under an annexation look on your agenda and see if you can find it. | 00:05:39 | |
| So that we know where the heck you're talking about. | 00:05:45 | |
| So under consent agenda we want certain things together as my understanding. | 00:05:49 | |
| I'm looking at the first of the board Public Review #1. Is that it? | 00:05:53 | |
| It doesn't give me that option. | 00:05:59 | |
| I don't know because it's here on my agenda. | 00:06:02 | |
| Resolutions. Petitions. Impact Report, Map. What's the item? | 00:06:13 | |
| Item number one under public review. | 00:06:18 | |
| Page 6 of the agenda. | 00:06:23 | |
| Oh, OK, 0162. OK, so I didn't get that last four right 0162? | 00:06:30 | |
| So it's in our agenda. I think it's OK to continue. | 00:06:37 | |
| Consented in. | 00:06:41 | |
| Like I want to make you understand the request. Are you? Are you requesting that this be removed to discuss separately? Yeah for | 00:06:43 | |
| another day until we. | 00:06:48 | |
| Because I asked the question this morning, it was probably a little late. I just got public notice. If there's another day, we | 00:06:53 | |
| have to. | 00:06:56 | |
| We're going to do it. It doesn't look like we did a referral. You don't have to take any action on that. It's just it was sent to | 00:07:00 | |
| the board recognizing it right when we got that, we put it under public review. | 00:07:07 | |
| Because we have no option anyway, right? There's nothing for you to do. It's just you with you show up that you got that we. | 00:07:14 | |
| So I think we are going to leave a word such an acknowledgement of receipt, correct. Let me share my motion stands and move | 00:07:26 | |
| approve the consent agenda and I will second that motion from Commissioner James to approve consent agenda second from | 00:07:31 | |
| Commissioner Freeman, roll call vote please. | 00:07:37 | |
| Mike Freeman, yes, yes. | 00:07:42 | |
| Kevin Ross, yes. | 00:07:47 | |

| Michael Bedell from Public Works Department. | 00:21:04 | |
| Umm this item. | 00:21:12 | |
| First of all, there was a pass around on this item. | 00:21:14 | |
| Dated January 8th. | 00:21:18 | |
| That went around and was approved for recommendation. | 00:21:20 | |
| Recommended for approval this Items associated with a railroad crossing on County Road 54 between 17 and 15. | 00:21:24 | |
| Which isn't has been signed as a rough crossing. | 00:21:36 | |
| Has quite an accident history. It's been a problem. | 00:21:42 | |
| Literally as long as I can remember. | 00:21:47 | |
| And. | 00:21:51 | |
| This agreement is associated with the design phase of making the improvements for that crossing. | 00:21:53 | |
| Ourselves in Great Western Railway. | 00:22:02 | |
| Are proposing to share the cost of the design of this railway crossing improvement. | 00:22:05 | |
| And our portion would be. | 00:22:13 | |
| Let's see here, 69,585 is half of the cost. | 00:22:17 | |
| And then once we get through this phase. | 00:22:22 | |
| We would have a second agreement for the construction. | 00:22:25 | |
| Phase of this crossing. | 00:22:28 | |
| And I'll be glad to answer any questions anyone has. Anybody have any questions for Michael? Obviously that's a regular part of my | 00:22:32 | |
| commute. You know what I'm talking? I know exactly. Landowner tells me all the time. He's like the graphics are saying some guy | 00:22:38 | |
| just ran off of this thing again and they hit it too fast. But that being said, there's two crossings there that are bang, bang. | 00:22:45 | |
| The other one, Yeah, the one furthest. | 00:22:51 | |
| West is a Great Western one. | 00:22:58 | |
| And it's the worst ones, yeah. And to fix it right, we're talking about raising the rail. The rail tracks even. So it's a major | 00:23:01 | |
| thing. The one up the hill from there to the east is UP Railroad. We've also inspected it. | 00:23:11 | |
| And we believe it can be fixed by basically just leaving the railroad alone and having our own crews go in there. | 00:23:21 | |
| And do some remove some existing asphalt and repave it so that it's a better ride. And I think that that's our plan for that | 00:23:29 | |
| crossing. And I mean to ask the questions like I'm a traffic engineer, that's you. But are we going to tackle the road towards | 00:23:36 | |
| projects at once or it seems to me good question. | 00:23:42 | |
| I'm certainly in support of what you're asking for. It would make sense to coordinate that would make all the sense in the world. | 00:23:50 | |
| I can't answer that question right now, but that totally. | 00:23:57 | |
| A ton of sense and. | 00:24:01 | |
| Once we finish the design of this thing, then we probably need to start. | 00:24:04 | |
| Talk and coordinating with our operations folks and seeing if there is a way to to possibly go out and work on both at the same | 00:24:10 | |
| time. We we would probably need to close the road for, I don't know, a week or something like that. | 00:24:18 | |
| But yeah, I'm glad you mentioned that and and Curtis is in here and and that's a really good idea. So he he think you think he's | 00:24:26 | |
| hearing what we're saying here. | 00:24:30 | |
| Wait, so yes, I believe I'm supporting the request. No, that's that's a good idea. Motion by Commissioner James for approval any | 00:24:37 | |
| further. | 00:24:41 | |
| So I do have a question. So is this the same? I'm not 100% that I'm familiar with that, but is that the same one that crosses | 00:24:45 | |
| County Road 49? | 00:24:50 | |
| No, no, this is one that. So this one actually have trains running on it. Yes, Yes, it does. Yeah, not a lot of train traffic. | 00:24:55 | |
| But couple a day, they they Yeah, it's a spur thing. | 00:25:02 | |
| No, this is, this is between 17 and 15. OK, alright. So now I know what you're talking about. So, so both of these railroad tracks | 00:25:08 | |
| actually have trains that are actually actively running, fairly actively and and they're so close to one another that I mean if | 00:25:15 | |
| you could do at the same time and only close the road once, I think is what you're driving in. Yeah. There's a motion on the floor | 00:25:21 | |
| from Commissioner James for approval. Second by Commissioner Freeman. Any further questions or discussion? | 00:25:28 | |
| Those in favor of approving contract ID 7754 signify by saying aye aye, all opposed. Same sign contract ID 7754 passes 5 to 0. | 00:25:36 | |
| Thank you, Michael. Thank you. | 00:25:41 | |

| Something else? | 00:28:21 | |
| Good morning. | 00:28:31 | |
| I've been here. | 00:28:33 | |
| And it's a new year. My name is Steve Keats. I'm in Greeley and hopefully a better year. I've been hoping. But what I see around | 00:28:35 | |
| me and hear around me and see even on news. | 00:28:40 | |
| Which you always can't believe all of it, but. | 00:28:47 | |
| It's not getting any better and I was hoping we have a better year. | 00:28:51 | |
| But it doesn't look like we are. A friend of mine gave me this. | 00:28:56 | |
| And I like to read it if all possible. | 00:29:01 | |
| It says a prayer for our veterans. | 00:29:05 | |
| Oh God, our Heavenly Father, You have blessed us with a brave men and women who are willing to defend our freedom. | 00:29:08 | |
| May you protect me, Your protection and grace surround them each day. Let your healing hand be upon those who suffer wounds and | 00:29:16 | |
| injuries, and may those who have made the ultimate sacrifice rest forever in your holy presence. | 00:29:23 | |
| Comfort the families who mourn and I love to remember the precious lives of their loved ones. Help us to honor and support them. | 00:29:32 | |
| Let us ever be mindful of each sacrifice made. | 00:29:38 | |
| On behalf of the American people by our sons, daughters, husbands, wives, mothers and fathers and friends. Amen friend of mine | 00:29:46 | |
| gave that to me. Very touching and. | 00:29:51 | |
| But yeah, the veterans ain't getting much support if it's from Virginia government, and sometimes from other sources too. But | 00:29:57 | |
| those are the two main ones. | 00:30:02 | |
| And also too that. | 00:30:08 | |
| Honor was our. | 00:30:11 | |
| A lot of times our veterans aren't honored because if we were, we would be housed. We'd have easier to get a job. | 00:30:15 | |
| And get around in transportation if we can afford a car or not. | 00:30:22 | |
| And we are being invaded from the South. | 00:30:28 | |
| A body of. | 00:30:32 | |
| And they are taking our resources. | 00:30:34 | |
| Our schools, our. | 00:30:37 | |
| And everything. Where is that going to leave this country if we don't do something? And locally as well as nationally? | 00:30:41 | |
| And getting worse and worse out there. | 00:30:50 | |
| What are we gonna do about it? Because it's coming. And if we don't do something about it now, we're going to be sorry later. | 00:30:53 | |
| Thank you. Thank you, Mr. Teats. | 00:30:57 | |
| Any other public comment? | 00:31:02 | |
| Seeing that, I'll go ahead and close public comment. We'll go ahead and adjourn our regular meeting. We'll take a second here | 00:31:06 | |
| before we go into. | 00:31:10 | |
| I would choose. | 00:31:14 | |
| Thank you. | 00:31:18 |
