I've done nothing but thought about this for the last week. 00:07:46
And have gone back and forth with myself in a principle. 00:07:50
I am, of all people on this Board of County Commissioners, has certainly taken full advantage of my pushed Amendment rights. 00:07:55
To make a statement. We are not statutorily bound to provide public comments in this meeting only on matters that are before us in 00:08:00
a legislative, quasi judicial manner. 00:08:05
But just because. 00:08:11
It's legal. Don't make it right. I've said that a lot through my my lifetime in public service. 00:08:13
I have sat as a planning commissioner, as a member of a town council, as a mayor and now as a second term county commissioner. 00:08:20
And have by and large seen an absolute lack of involvement in public comments. 00:08:27
Occasionally other from kind concerned citizens who come to me and talk to me about things that are not necessarily my purview. 00:08:33
But I do think of those folks when I represent this county on matters of transportation. 00:08:40
They're in the in the back of my head. 00:08:45
To make an analogy last night. 00:08:48
This morning actually at about 12:15. 00:08:52
House Bill 24/12/92 came out of committee on party line votes. 00:08:54
Extreme left. 00:09:00
Democrats Epps and Hernandez introduced a piece of legislation. 00:09:01
That more or less severely infringes our Second Amendment rights. 00:09:06
And a lot of us were there testifying that it was wrong. 00:09:12
And many of us will say, you know, I included, have a concealed carry permit signed by our sheriff. I am a responsible gun owner. 00:09:15
I responsibly exercise my Second Amendment rights. 00:09:21
And by and large, I am with the majority. By and large, we responsibly exercise our First Amendment rights. 00:09:28
And I can say that in my entire time as public, as a public servant, I've seen people respectfully do that. 00:09:36
Over the last couple of years, I've watched the political circus come to town. 00:09:44
It has been a misuse. 00:09:47
Of the 1st Amendment right, but it's not illegal. 00:09:49
And for the same principle that we. 00:09:52
Not deny people their Second Amendment right because the actions of a very, very, very small few we need. 00:09:55
Deny people the exercise of their First Amendment right, whether it's legally bound or not. 00:10:04
Because of the actions of a very very very small view. 00:10:09
So therefore, I will be supportive of the motion to amend this agenda. 00:10:13
And would ask that we put together a work session to talk about public comment as we move forward. 00:10:19
All right. The only comments that I would have Mr. James is the the conversation we had yesterday that you think it's much better 00:10:24
position to do town hall meetings and we're scheduled them now for every two weeks because it's a much more appropriate place to 00:10:31
have public comment than a three minute, 3 minute comments during our business meeting. And I agree with you on that and I support 00:10:39
you on that. That's why I don't think that it's necessary that we actually have those in our business meetings. 00:10:46

County Commissioners in the lawsuit against Bill 191124 and Hospital 2311 Hundred, which basically handcuffs our Sheriff from 00:12:04
cooperating with ICE is central to this conversation about sanctuary counties. 00:12:11
Marriage that want to have standing in this. This is what Douglas County is also doing, is marriage have standing. They're asking 00:12:20
other web counties to join them in this lawsuit. I believe this is important because the answer we said yesterday that we will do 00:12:24
nothing is not leadership. 00:12:29

I don't know where you're saying the commissioner said we would do nothing. I believe we had a work session regarding our 00:12:39
consideration of resolutions, proclamations or statements from the board yesterday and the board is continuing to work on that as 00:12:44
we come to some sort of agreement on what the board will put forth, Commissioner saying so I don't think that's accurate in your 00:12:50
statement at the board said or anywhere indicated they were doing nothing. There was a response. Illegals are dropped off. We will 00:12:56

County Attorney says we do not have standing and it will be dismissed. And I don't think it makes sense to spend low county tax 00:13:25

Thank you Sir Jason Cheshire with the Health Department. This is an amendment to a long standing grant that finds several 00:20:25
employees for emergency public health emergency preparedness. 00:20:30
The amount is for $12,000. There was additional money made available by CDPHE. We submitted a request for additional $12,000 for 00:20:35
training purposes. So this amendment would provide that additional funding and allow our staff to take advantage of it through 00:20:42
training. This was submitted to the Board on the past round dated February 26th of this year and I recommend that the Board 00:20:48

Thank you, Sir. This is a contract with state food safety. I just want to point out that's a private company. It's not a 00:21:34
governmental organization. They provide training. In this case, it's training for certified food protection managers. Change. An 00:21:40
upcoming change in state law is going to require that the individual in charge at all times for regulated food establishment be a 00:21:46
certified food protection manager. 00:21:52
That's going to create additional demand for this training. This contract would allow our department to act as a Proctor so 00:21:59
individuals that need that training can go online, take the class and come to our department to have the exam proctored. This is 00:22:06
an effort just to assist the regulated community and compliance. There's no funding associated with the agreement. It will take a 00:22:12
bit of staff time on our part and negligible amount of staff time. 00:22:19
But again, I think it's a good service to provide the regulated community to allow them to comply in an easier manner. This was 00:22:26
submitted to the board on a passed around February 29th of this year, and I recommend that the board approve this agreement with 00:22:32

I think we should and we can look at what's happening in Denver. We can California, Los Angeles, New York or whatever. 00:28:19

Local. Our federal government is even getting way further away, including our Congress. 00:31:16
And we somehow and locally, if this the state, the county and the cities need to, I think they need to read that as well, the 00:31:22

We should have, even though it's your business meeting, but also it's the affairs of the county. 00:31:35
As well, and we should have a say into it because we pay a lot of taxes. 00:31:42

And and we're the ones that, according to our constitution, it's the people who are lost. We govern ourselves through 00:31:55
representation if we can't. 00:32:00
Have face to face conversation it is 3 minutes 5 minutes or whatever we should be able to have that and so I think that it it 00:32:04
needs to be put back on because the City Council will we still have public comment and and also the MPO and various other places 00:32:12
I've got. So I would like to back on and I would like to keep my vision of positive about the county commissioners even though we 00:32:20
disagree in certain areas. 00:32:28
