The haters influence influenced by communication and has strong ties to literacy. | 00:37:04 | |
Currently, only 39% of children are reading a group level by the end of third grade in North County. Third grade is a pivotal | 00:37:09 | |
moment for children's education, as this is when children stop learning to read and start reading to learn. | 00:37:16 | |
So they show that grandmother reading at this stage predicts future success, but also when students are not at grade level. It can | 00:37:23 | |
have negative societal economic impacts, including increased incarceration rates and public assistance needs. | 00:37:29 | |
Weld County is a child care desert, meaning that there is not a Med capacity to give every child the quality start to. | 00:37:37 | |
To life. They deserve will. Quality child care is crucial. It is only one of the essential resources it takes to achieve a | 00:37:44 | |
brighter future for our community. It takes nonprofits, coaches, parents, governments and the overall community to make this all | 00:37:50 | |

Tirelessly, daily work in our community to try to advance early childhood education in our community where we are a child care | 00:38:19 | |
desert. And I think that there's a couple of reasons behind that and I think you all probably already know this. I'm just going to | 00:38:25 | |
enlighten you a little bit. I think you all have the same path maybe. | 00:38:32 | |
My mom. | 00:38:40 | |
There's a great example. My mom is one of eleven children. | 00:38:42 | |
And this. And and then there she had three. | 00:38:47 | |
And then from there I had two. | 00:38:52 | |
And of the two, my children are talking about maybe having one and. | 00:38:54 | |
Each place creating is what we already see a train wreck. A report came out about childcare but also came out about workforce. And | 00:39:01 | |
one of the biggest issues really hitting our country soon will be to work for shortage. And while county will not be an exception | 00:39:09 | |
to that rule, unless we become advocates today to be able to try to find a way to help add more childcare resources so that | 00:39:16 | |
families can actually decide, no, I can't stop that, I don't want more children. I can't have more children. | 00:39:24 | |
I have no place to take them to to have quality childcare in our community. | 00:39:32 | |
And so I think today's a great example of one of the things that we could do as a community begin to invest in programs like what | 00:39:37 | |
United Way is doing and trying to add more childcare facilities. And I don't like just childcare centers. We're talking about | 00:39:44 | |
folks wanting to just open up a childcare in your home. And we can add that we literally last year added 100 new seats. | 00:39:51 | |
To while county and we'll continue to do that. But we could always do more And so we would love while county to take a look at | 00:40:00 | |
early childhood and begin to take a look at how we can invest in early childhood and more importantly invest in our our community | 00:40:06 | |
that and their families. I tell my wife I said Mike fear is all of us are going to get old and nobody will have to take care of | 00:40:12 | |
us, right. So let's invest in it today and this is a great way to do it. So thank you for your support for what United Way is | 00:40:18 | |
doing and we ask that you know, I know. | 00:40:25 | |
Pretty much everybody on this board, we look to sit down with a cup of coffee and just talk a little bit about how much more I | 00:40:32 | |

It's specified in case law, seeing that regardless of whether items are permanently attached to a building. | 00:47:34 | |
Property tax law requires every owner to annually provide a listing and the cost of their equipment will accept an IRS | 00:48:15 | |
depreciation schedule. But if we don't get a full and accurate listing, then we're expected to estimate the value and the last day | 00:48:21 | |
through. If the owner does not provide that full and accurate listing in the year of the valuation, then they lose their rights to | 00:48:27 | |
file an abatement to the tax. | 00:48:33 | |
Personal property. So each of my office mails from the declaration form in January. We mail it to the same address where they | 00:48:40 | |
filed their Secretary of State business filing, and we did that in January of 2021. This appointment is for 21 and 22. We didn't | 00:48:47 | |
receive a return deck. We mailed the owner a notice of value in June, including the notice of value. Also include a letter saying | 00:48:53 | |
if you don't protest your value, if you don't get this corrected in this calendar year, you're going to lose your right to appeal. | 00:49:00 | |
Then we send another letter if we don't hear back. And then we physically try to inspect the property and go talk to the owner in | 00:49:08 | |
order to do everything we can for a property owner to not lose those rights. We did that on this account and didn't hear anything | 00:49:14 | |
in 21. We started all over again in January of 22 with that same process. We checked our records and we haven't ever received any | 00:49:20 | |
mail back. So returned mail on any of these mailings that we did. In the meanwhile, the treasurer was trying to make sure that he | 00:49:26 | |
was getting his taxes paid. | 00:49:32 | |
Real property and so. | 00:50:10 | |
It's about $300,000 in actual value. So if you look on your petition form at tax year 2022, I'm going backwards at this moment | 00:50:43 | |
because it because it's confusing. We had an original value of $418,129 and we're recommending that we remove $296,717.00 in real | 00:50:51 | |
property and set the corrected actual value at 121,412. | 00:51:00 | |
I did 2022 first because in 2021 we're recommending the exact same methodology. | 00:51:10 | |
And in 2021, we were dealing with covert and business personal property was allowed to get an additional adjustment because it's a | 00:51:16 | |
valuing use and they weren't able to use all of that equipment when we were dealing with COVAD. So we had made an additional | 00:51:24 | |
adjustment in 2021 and we are recommending that instead of the value of 121,412 like we did for 2022 that we applied the same | 00:51:31 | |
adjustment we did for other business personal property, which reduces the value to 81,144. So in summary. | 00:51:39 | |
Mr. Ribble did not report his equipment listing to us in 21 and 22 and as a result he lost his right to have an abatement of tax | 00:51:47 | |
for his personal property value. However, we believe there's real property value included and it was and we call that double | 00:51:55 | |
taxation. So we researched the real property value and after removing that, we've confirmed the remaining personal property value | 00:52:02 | |
is a reasonable estimate. Therefore, we're recommending approval in part of this abatement request for tax year 21 and 22. | 00:52:09 | |
This approval will result in a tax abatement for 21 of $4467.40 and for tax year 22A tax abatement of 8779 cents. | 00:52:17 | |

And so just getting started here, basically the functional classification map is used as the official roadway plan for the county | 01:03:41 | |
and is one of the most important transportation planning tools associated with our transportation plan, which is our 2045 broad | 01:03:48 | |

Essentially this functional classification map as we're building out a roadway infrastructure in the in the years to come and then | 01:04:03 | |
so we're planning for future projects, long range projects. | 01:04:09 | |
As as well as shorter term projects like in our capital improvements plan. This functional classification map is really crucial to | 01:04:16 | |
ensuring that the county can make these improvements in a cost effective manner. So it's it's truly an important document and an | 01:04:24 | |
important tool for us as planners and as the county. | 01:04:31 | |
For our transportation system. | 01:04:39 | |
So I wanted to go into a little bit of the history and how this map came about and kind of over the years how it's evolved and how | 01:04:41 | |
it continues to evolve. | 01:04:46 | |
So essentially the first document of its type that I have record of was created in 1973 and it was a third plan map that was a | 01:04:52 | |
part of the Weld County Comp plan at the time. Basically an addendum to that plan and it covers. | 01:05:02 | |
Many of the different things that we covered today in our functional classification map, including basically cross section for | 01:05:13 | |
different types of roads and basically a hierarchy of roads in the system back in 1973. As time went on that plan evolved a little | 01:05:20 | |
bit and in 1987. | 01:05:26 | |
We had a transportation plan adopted and part of that plan included a map that was basically an updated version of this that | 01:05:34 | |
included. | 01:05:39 | |
Highway system as well as an arterial and collector system for the county. | 01:05:44 | |
And covered cross section for each of those items. | 01:05:50 | |
Getting a little further along here, in 1995 we had a Rd. classification map, same same kind of deal on that. And then in 22,000 | 01:05:54 | |
and two, we actually hired FHUA consultant to create a roadway classification map and they use some of those older documents and | 01:06:02 | |
some more information that they were able to. | 01:06:09 | |
Providing and uncover research on that and updated that particular map, it really focused again on the arterial and collector | 01:06:17 | |
local Rd. system. | 01:06:23 | |
In 2004, we have our first strategic roadway map, which essentially was kind of the top corridors in Weld County that saw a lot of | 01:06:30 | |
traffic and we're basically slated as far as corridors that needed improvements in the future. | 01:06:38 | |
In FHU was the consultant that helps create that document as well. | 01:06:47 | |
And then in 2007, an update to that strategic woodland map was was adopted by the board. | 01:06:53 | |
Moving forward in 2009, we really have our first functional classification map that looks more like what we're adopting today. | 01:07:01 | |
Again, it used the hierarchy system of roadway classifications starting with arterial and collector and local in 2011. That map | 01:07:08 | |
was updated 2015 as well. | 01:07:15 | |
And then in 2017, we updated the functional classification map. | 01:07:23 | |
Again, and and really just adding additional roads each time here. As you can see, each time these are adopted, there's typically | 01:07:30 | |
about two to three years in between each of them. | 01:07:37 | |
And then getting here to 2020, we have the functional classification map that was adopted with our 2045 transportation plan, so. | 01:07:46 | |
Obviously, we've got some adjustments on that map and that 2020. | 01:07:56 | |

It still relies on that that same structure of arterial roadways collecting roadways. | 01:08:04 | |
And local roadways and then we added another layer under that which is the county highway and typically the right of way is a | 01:08:10 | |

So 2020 was the last update that we had. So that's a little bit of a history on it looking at the functional classification | 01:08:25 | |

Just looking at our classification definitions like I was talking about earlier, we have the Arterial classification, Collector | 01:08:44 | |

And then local Rd. classification. So each of these has different level of right of way, a future right of way that are identified | 01:08:55 | |
with each and I'll go over that here in a second. But typically when we're looking at each one of these, we're looking at | 01:09:02 | |
different things. So as you can imagine for arterial roadways, we're looking at moderate to long roadways as far as continuity and | 01:09:09 | |
really it's an extension of the state highway system. | 01:09:16 | |
There's they serve as a connection to larger population centers. | 01:09:24 | |
And typically the average daily trips. | 01:09:29 | |
Average traffic on these roads is very high in comparison to other roadways. | 01:09:33 | |
Collector Red Wings are short to moderate as far as continuity, and they link essentially the local Rd. system to the arterial Rd. | 01:09:40 | |
system. | 01:09:45 | |
So they serve lower population centers, lower density population centers. | 01:09:51 | |
Usually shorter trips and kind of that mid range as far as traffic volumes. | 01:09:56 | |
Local roadways are short to moderate generally, and they serve lower population centers, and typically the traffic on these roads | 01:10:03 | |
is typically quite a bit lower in general. | 01:10:09 | |
Looking at right of way associated with these as you can see on the slide, local roads are are your typical 60 foot right of way | 01:10:17 | |
and typically we have that on every County Road that we maintain at at a minimum that's 60 feet, it's really. | 01:10:24 | |
Just what's what's needed to be able to have a two lane roadway and be able to maintenance that roadway, maintain that roadway as | 01:10:32 | |
well as the the ditches on either side collect the roadways include a little bit more future right of way. So it's 80 feet total | 01:10:40 | |
right of way, so an additional 10 feet on either side. That's what that collector roadway typically has in our definitions there. | 01:10:48 | |
So then we move on to arterial. | 01:10:56 | |
These arterial roadways really what we're planning for ultimately there as like as you'll see in a few slides is the ultimate | 01:11:04 | |
build out of the roadway. We're looking at 140 feet of future right of way on this particular classification. And like I said | 01:11:13 | |
earlier, these typically have 60 feet of current right of way, but that future right of way is is basically what we. | 01:11:22 | |
Are looking at as far as setbacks. | 01:11:32 | |
I'll go into setbacks a little bit here on the next slide. | 01:11:36 | |
So as we're looking at these setbacks, we are measuring from the future right of way of the classification of the road that we | 01:11:41 | |
hope that is. | 01:11:47 | |
That. | 01:11:53 | |
That is that we're looking at there. So setback is going to be typically excuse me, setbacks are 20 feet from future right of way | 01:11:55 | |
for for any new structures. So this is new construction. We're not you know looking at things that are already completed, but the | 01:12:01 | |

And the larger setbacks required for collector and arterial roads help to ensure that those future projects can be completed in a | 01:12:14 | |
cost effective manner. And they're done that way. That happens through, you know, good planning and making sure that these new | 01:12:21 | |
structures are outside of that future right of way. | 01:12:28 | |

For arterial roadways, it's a little hard to see, but basically on the left side there we're looking at an urban arterial in Weld | 01:12:43 | |

In that urban arterial for initial phase, you're still looking at that 60 feet of right away essentially and with the two lane | 01:13:01 | |
highway on that with different with shoulders on the other side and then the ultimate build out you know. | 01:13:10 | |

With the last update being in 2020, we're a little bit overdue, but we wanted to make sure that we kind of took a good look at | 01:15:30 | |

So getting into the particular updates that were. | 01:15:47 | |

To update on the functional classification map here, we'll start with County Road. | 01:15:55 | |
County Road 13 at County Road 50. | 01:16:02 | |
This is really brought on by a joint project that we have with landlord county and the Town of Johnstown and it's a realignment | 01:16:05 | |
project at Kennedy Rd. 13 and 50. And what we're seeing here is a realignment of while County Road 13 on the West side meeting up | 01:16:13 | |
with Webb County Road 13 on the east side. This is an area of the county that's growing very quickly. Traffic counts in this area | 01:16:20 | |
above. | 01:16:28 | |
4000 trips per day on County Road 13, so obviously quite a bit of traffic utilizing that roadway. | 01:16:36 | |
And what our recommendation here is, is to show that alignment on our functional classification functional classification map. | 01:16:46 | |
That shows the CIP project realignment here on the right. | 01:16:58 | |
This is a project that's on our CIP list, our our capital improvements plan list. | 01:17:02 | |
And. | 01:17:09 | |
We're looking to have it constructed in 2026, so we believe this is. | 01:17:10 | |
An eminent project and a realignment that we should be showing as a future arterial on our class functional classification map. | 01:17:17 | |
So moving on here we've got. | 01:17:26 | |
The Webb County Way. This is a road that was completed recently due to some due to a closure on O Street just West of this | 01:17:29 | |
location that US 85. | 01:17:35 | |
The wild county where we're looking to upgrade this one from a local road to a collector roadway. | 01:17:41 | |
This has fairly high traffic count at a little over 1000 trips per day. We see this as a kind of a clean up effort as far as our | 01:17:48 | |
functional classification map with it being a new road since our last adopted map, we really haven't had a chance to to upgrade | 01:17:56 | |
this one until now. So really I believe just a clean up effort on this one. | 01:18:04 | |
The next Rd. that we're looking at here is. | 01:18:15 | |
What kind of at 7 just north of Weld County Road 26? | 01:18:20 | |
This is currently a collecting roadway. We're looking to upgrade this to an arterial roadway. | 01:18:26 | |
This is a very large, fairly large traffic count on this one. It's 2800 vehicles per day and it really connects parts of Longmont | 01:18:33 | |
and Firestone up to need for some folks that like choose to go that route. It's an area of the county that's also growing very | 01:18:41 | |
quickly and this. | 01:18:48 | |
Upgrade will we see as a another cleanup effort to say the least on this one with the developments on either side eminent you know | 01:18:56 | |
this is. | 01:19:01 | |
When we want to reserve for additional right of way. | 01:19:08 | |
Next we have welcomed Road 90. This would be between. | 01:19:13 | |
Web Camera 13 and Web Camera 29. Currently this is a local Rd. | 01:19:17 | |
And we're looking to upgrade this to a collector roadway. Traffic counts are a little under 300 per day, but this is a major. | 01:19:25 | |
Connection A connection between Pierce and Fort Collins and Wellington I25. | 01:19:33 | |
You know, this is just a roadway that we'll see a lot more traffic in the future. We want to ensure that we're able to make those | 01:19:39 | |
improvements as the traffic increases. | 01:19:44 | |
Where the little bit of a split in this roadway because of a severance annexation, but All in all just looking at. | 01:19:51 | |
Upgrading to collector there on that one. | 01:20:01 | |
Next we have Kenya 21 looking to upgrade this one from local to a collector roadway this is. | 01:20:04 | |
Traffic count is a little under 1400 vehicles per day. | 01:20:13 | |
It connects between 2 collector roadways, a state highway and really more or less a clean up effort. As far as with it being a | 01:20:18 | |
local Rd. in that little stretch there doesn't doesn't make a whole lot of sense as far as having collector on either side and. | 01:20:27 | |
This is a road that connects Milliken to Platteville and a lot of other things. | 01:20:36 | |
On that one. | 01:20:46 | |
So I just want to pause here for a second and talk about you know as the as we're making these updates and the changes to the | 01:20:50 | |
functional classification that we have our our shots. | 01:20:55 | |
You know 2020 and now 2024 in between that time period there are annexations that occur in the county obviously and some of our | 01:21:02 | |
roadways are taken up in those annexations and and we need to make adjustments on those as well. So not a slide that I have here, | 01:21:11 | |
but we are you know in the updated map looking at removing all those Annex Annexed roadways. So just another part of us. | 01:21:20 | |
So when we went to the Planning Commission on this, we were recommending Log 10, Road 27 to be included. | 01:21:31 | |
As far as the upgrade on this functional classification map, we would recommended that webcam route 27 basically at the curve at | 01:21:39 | |
Bracewell to the West to Kenya 27 just north of Kenya 64 1/2 that stretch between. | 01:21:48 | |
And we had 64 1/2 and State Highway 392 and then a realignment option be included in the functional classification map as an | 01:21:58 | |
upgrade to a arterial. And we've had a public meeting since then, a lot of conversations, conversations with the board, | 01:22:04 | |
conversations internally. | 01:22:10 | |
We've also had conversations with CRT and clearly on this particular upgrade and and right now we're we're just you know kind of | 01:22:16 | |
retracting on this and and looking at it as. | 01:22:22 | |
Really we need additional time to look at all the aspects of this upgrade and and options that we are looking at as far as | 01:22:29 | |
realignment. So in my recommendations here today, I've removed that particular roadway for for upgrade now once we you know get | 01:22:37 | |
through these conversations get through. | 01:22:45 | |
Gathering public comment on this item. | 01:22:54 | |
We can come back at a later date and and look at that upgrade or or or maybe not, you know, maybe not looking an upgrade there and | 01:22:58 | |
maybe a different county roadway in the area. | 01:23:03 | |

But we are staff is our engineering staff and Public Works is reviewing different realignments for Cameo 27 in the area and we'll | 01:23:14 | |

So well county met with. | 01:23:33 | |
City of Greeley, East Africa, having improvements at the curve at baseball in particular. | 01:23:37 | |
This is a stretch of roadway that really is looking to annex in the short term. Potentially later this year is their timeline, and | 01:23:43 | |
in those conversations we've found that Guild is looking to. | 01:23:49 | |
Improve the roadway in in 2026 and they're proposing a through lane. | 01:23:57 | |

And also basically leans in either direction and a center lane. | 01:24:06 | |
And a guardrail on that roadway. So they're looking at improvements in that location and we will continue to work with Greeley on | 01:24:13 | |
that. If, if plans change, sure we can we can reassess, but but that's that's our conversation with Greeley on that particular | 01:24:19 | |
stretch of roadway. | 01:24:25 | |
And then we continue to have conversations. We see that regarding safety improvements at White County Road 27 and State Highway | 01:24:33 | |
392. I know this is an area, but top of mind, top of mind as far as you know, safety and a lot of other concerns in the area. And | 01:24:40 | |
so we're making sure that we're making the right safety improvements in that location and we're going to have additional | 01:24:47 | |
conversations with our board and with seat belt on that one. | 01:24:54 | |
So like I said, we had a public meeting, we hosted a public meeting here in the Event Center on March 5th, 2024 at 5:00 PM and we | 01:25:03 | |
gave some information regarding proposed changes to the functional classification map and as well as we discussed the plans for | 01:25:10 | |
West County Road 27. And like I said, we're, we're still evaluating those improvements and and looking to kind of further further | 01:25:17 | |

to that rule, unless we become advocates today to be able to try to find a way to help add more childcare resources so that | 00:39:16 | |
families can actually decide, no, I can't stop that, I don't want more children. I can't have more children. | 00:39:24 | |
I have no place to take them to to have quality childcare in our community. | 00:39:32 | |
And so I think today's a great example of one of the things that we could do as a community begin to invest in programs like what | 00:39:37 | |
United Way is doing and trying to add more childcare facilities. And I don't like just childcare centers. We're talking about | 00:39:44 | |
folks wanting to just open up a childcare in your home. And we can add that we literally last year added 100 new seats. | 00:39:51 | |
To while county and we'll continue to do that. But we could always do more And so we would love while county to take a look at | 00:40:00 | |
early childhood and begin to take a look at how we can invest in early childhood and more importantly invest in our our community | 00:40:06 | |
that and their families. I tell my wife I said Mike fear is all of us are going to get old and nobody will have to take care of | 00:40:12 | |
us, right. So let's invest in it today and this is a great way to do it. So thank you for your support for what United Way is | 00:40:18 | |

and is one of the most important transportation planning tools associated with our transportation plan, which is our 2045 broad | 01:03:48 | |

Essentially this functional classification map as we're building out a roadway infrastructure in the in the years to come and then | 01:04:03 | |
so we're planning for future projects, long range projects. | 01:04:09 | |
As as well as shorter term projects like in our capital improvements plan. This functional classification map is really crucial to | 01:04:16 | |
ensuring that the county can make these improvements in a cost effective manner. So it's it's truly an important document and an | 01:04:24 | |
important tool for us as planners and as the county. | 01:04:31 | |
For our transportation system. | 01:04:39 | |
So I wanted to go into a little bit of the history and how this map came about and kind of over the years how it's evolved and how | 01:04:41 | |
it continues to evolve. | 01:04:46 | |
So essentially the first document of its type that I have record of was created in 1973 and it was a third plan map that was a | 01:04:52 | |
part of the Weld County Comp plan at the time. Basically an addendum to that plan and it covers. | 01:05:02 | |
Many of the different things that we covered today in our functional classification map, including basically cross section for | 01:05:13 | |
different types of roads and basically a hierarchy of roads in the system back in 1973. As time went on that plan evolved a little | 01:05:20 | |
bit and in 1987. | 01:05:26 | |
We had a transportation plan adopted and part of that plan included a map that was basically an updated version of this that | 01:05:34 | |
included. | 01:05:39 | |
Highway system as well as an arterial and collector system for the county. | 01:05:44 | |
And covered cross section for each of those items. | 01:05:50 | |
Getting a little further along here, in 1995 we had a Rd. classification map, same same kind of deal on that. And then in 22,000 | 01:05:54 | |
and two, we actually hired FHUA consultant to create a roadway classification map and they use some of those older documents and | 01:06:02 | |
some more information that they were able to. | 01:06:09 | |
Providing and uncover research on that and updated that particular map, it really focused again on the arterial and collector | 01:06:17 | |
local Rd. system. | 01:06:23 | |
In 2004, we have our first strategic roadway map, which essentially was kind of the top corridors in Weld County that saw a lot of | 01:06:30 | |
traffic and we're basically slated as far as corridors that needed improvements in the future. | 01:06:38 | |
In FHU was the consultant that helps create that document as well. | 01:06:47 | |
And then in 2007, an update to that strategic woodland map was was adopted by the board. | 01:06:53 | |
Moving forward in 2009, we really have our first functional classification map that looks more like what we're adopting today. | 01:07:01 | |
Again, it used the hierarchy system of roadway classifications starting with arterial and collector and local in 2011. That map | 01:07:08 | |
was updated 2015 as well. | 01:07:15 | |
And then in 2017, we updated the functional classification map. | 01:07:23 | |
Again, and and really just adding additional roads each time here. As you can see, each time these are adopted, there's typically | 01:07:30 | |
about two to three years in between each of them. | 01:07:37 | |
And then getting here to 2020, we have the functional classification map that was adopted with our 2045 transportation plan, so. | 01:07:46 | |
Obviously, we've got some adjustments on that map and that 2020. | 01:07:56 | |

different things. So as you can imagine for arterial roadways, we're looking at moderate to long roadways as far as continuity and | 01:09:09 | |
really it's an extension of the state highway system. | 01:09:16 | |
There's they serve as a connection to larger population centers. | 01:09:24 | |
And typically the average daily trips. | 01:09:29 | |
Average traffic on these roads is very high in comparison to other roadways. | 01:09:33 | |
Collector Red Wings are short to moderate as far as continuity, and they link essentially the local Rd. system to the arterial Rd. | 01:09:40 | |
system. | 01:09:45 | |
So they serve lower population centers, lower density population centers. | 01:09:51 | |
Usually shorter trips and kind of that mid range as far as traffic volumes. | 01:09:56 | |
Local roadways are short to moderate generally, and they serve lower population centers, and typically the traffic on these roads | 01:10:03 | |
is typically quite a bit lower in general. | 01:10:09 | |
Looking at right of way associated with these as you can see on the slide, local roads are are your typical 60 foot right of way | 01:10:17 | |
and typically we have that on every County Road that we maintain at at a minimum that's 60 feet, it's really. | 01:10:24 | |
Just what's what's needed to be able to have a two lane roadway and be able to maintenance that roadway, maintain that roadway as | 01:10:32 | |
well as the the ditches on either side collect the roadways include a little bit more future right of way. So it's 80 feet total | 01:10:40 | |
right of way, so an additional 10 feet on either side. That's what that collector roadway typically has in our definitions there. | 01:10:48 | |
So then we move on to arterial. | 01:10:56 | |
These arterial roadways really what we're planning for ultimately there as like as you'll see in a few slides is the ultimate | 01:11:04 | |
build out of the roadway. We're looking at 140 feet of future right of way on this particular classification. And like I said | 01:11:13 | |
earlier, these typically have 60 feet of current right of way, but that future right of way is is basically what we. | 01:11:22 | |
Are looking at as far as setbacks. | 01:11:32 | |
I'll go into setbacks a little bit here on the next slide. | 01:11:36 | |
So as we're looking at these setbacks, we are measuring from the future right of way of the classification of the road that we | 01:11:41 | |

You know 2020 and now 2024 in between that time period there are annexations that occur in the county obviously and some of our | 01:21:02 | |
roadways are taken up in those annexations and and we need to make adjustments on those as well. So not a slide that I have here, | 01:21:11 | |
but we are you know in the updated map looking at removing all those Annex Annexed roadways. So just another part of us. | 01:21:20 | |
So when we went to the Planning Commission on this, we were recommending Log 10, Road 27 to be included. | 01:21:31 | |
As far as the upgrade on this functional classification map, we would recommended that webcam route 27 basically at the curve at | 01:21:39 | |
Bracewell to the West to Kenya 27 just north of Kenya 64 1/2 that stretch between. | 01:21:48 | |
And we had 64 1/2 and State Highway 392 and then a realignment option be included in the functional classification map as an | 01:21:58 | |
upgrade to a arterial. And we've had a public meeting since then, a lot of conversations, conversations with the board, | 01:22:04 | |
conversations internally. | 01:22:10 | |
We've also had conversations with CRT and clearly on this particular upgrade and and right now we're we're just you know kind of | 01:22:16 | |
retracting on this and and looking at it as. | 01:22:22 | |
Really we need additional time to look at all the aspects of this upgrade and and options that we are looking at as far as | 01:22:29 | |
realignment. So in my recommendations here today, I've removed that particular roadway for for upgrade now once we you know get | 01:22:37 | |

We can come back at a later date and and look at that upgrade or or or maybe not, you know, maybe not looking an upgrade there and | 01:22:58 | |

Improve the roadway in in 2026 and they're proposing a through lane. | 01:23:57 | |

And a guardrail on that roadway. So they're looking at improvements in that location and we will continue to work with Greeley on | 01:24:13 | |

And then we continue to have conversations. We see that regarding safety improvements at White County Road 27 and State Highway | 01:24:33 | |
392. I know this is an area, but top of mind, top of mind as far as you know, safety and a lot of other concerns in the area. And | 01:24:40 | |
so we're making sure that we're making the right safety improvements in that location and we're going to have additional | 01:24:47 | |

So like I said, we had a public meeting, we hosted a public meeting here in the Event Center on March 5th, 2024 at 5:00 PM and we | 01:25:03 | |
