Proclamations Number One Day of the Young Child, March 30th, 2024. 00:34:29
Whereas the United Way of Rogue County and Roe County's Early Childhood Council and its community partners, in conjunction with 00:34:35
the National Association for the Education of Young Children, are celebrating the Day of the Young Child Saturday, March 30th. And 00:34:41
whereas these organizations are working together to increase awareness and importance of early childhood development while helping 00:34:47
to facilitate accessible pathways. 00:34:52
Of services which will lead to the lifelong well-being for all children prenatal through eight years of age. And whereas teachers, 00:34:58
childcare professionals, nonprofits and all those who make a difference in the lives of young children in well county deserve 00:35:04
things and recognition. And whereas public policies that support early learning opportunities for all young children are crucial 00:35:11
to all children in Wall County being valued, healthy and thriving, now therefore be it proclaimed by the Board of Globe County 00:35:17
Commissioners. 00:35:23
That Saturday, March 30th, 2024. 00:35:29
Known as the Day of the Young Child and the courage all citizens to work and make a good investment in early childhood in Royal 00:35:32
County and across Colorado. Signed by all 5 county commissioners. 00:35:37
Did we have anybody here, Ernest, did you want to step up? 00:35:49
First, I think she'd bring them all up. I mean, if they're going to be here. 00:35:55
You don't have to speak. 00:36:02
Thank you Commissioners, for your acknowledgement and support of early childhood in our community and celebration of the good 00:36:08
young child in White County. We host the Northern Colorado Children's Festival. This event is more than a fun day for families, 00:36:13
but an opportunity for stakeholders to come together and highlight the importance of early childhood and the role plays in shaping 00:36:19
the future of our children and community, as well as their valuable information, activities and resources with families and other 00:36:24
providers. 00:36:29
Learning does not begin when a child enters school. Quality education starts at birth. Research consistently shows that children 00:36:35
who have access to quality early childhood education programs. 00:36:41
More likely. That's right. Academically, socially, and emotionally, this foundation makes an impact later in life. Imagine being a 00:36:46
child that could not read at the level you're supposed to be at while your peers continue to learn more. What effects would that 00:36:52
have on your confidence and desire to continue to learn and grow? 00:36:58
The haters influence influenced by communication and has strong ties to literacy. 00:37:04
Currently, only 39% of children are reading a group level by the end of third grade in North County. Third grade is a pivotal 00:37:09
moment for children's education, as this is when children stop learning to read and start reading to learn. 00:37:16
So they show that grandmother reading at this stage predicts future success, but also when students are not at grade level. It can 00:37:23
have negative societal economic impacts, including increased incarceration rates and public assistance needs. 00:37:29
Weld County is a child care desert, meaning that there is not a Med capacity to give every child the quality start to. 00:37:37
To life. They deserve will. Quality child care is crucial. It is only one of the essential resources it takes to achieve a 00:37:44
brighter future for our community. It takes nonprofits, coaches, parents, governments and the overall community to make this all 00:37:50
possible. It takes a village. Thank you. Thank you. 00:37:56
Ladies and gentlemen, thank you so much for recognizing United Way and the hard work that they're doing to to And so I I just want 00:38:07
to acknowledge these amazing women behind me who? 00:38:13
Tirelessly, daily work in our community to try to advance early childhood education in our community where we are a child care 00:38:19
desert. And I think that there's a couple of reasons behind that and I think you all probably already know this. I'm just going to 00:38:25
enlighten you a little bit. I think you all have the same path maybe. 00:38:32
My mom. 00:38:40
There's a great example. My mom is one of eleven children. 00:38:42
And this. And and then there she had three. 00:38:47
And then from there I had two. 00:38:52
And of the two, my children are talking about maybe having one and. 00:38:54
Each place creating is what we already see a train wreck. A report came out about childcare but also came out about workforce. And 00:39:01
one of the biggest issues really hitting our country soon will be to work for shortage. And while county will not be an exception 00:39:09
to that rule, unless we become advocates today to be able to try to find a way to help add more childcare resources so that 00:39:16
families can actually decide, no, I can't stop that, I don't want more children. I can't have more children. 00:39:24
I have no place to take them to to have quality childcare in our community. 00:39:32
And so I think today's a great example of one of the things that we could do as a community begin to invest in programs like what 00:39:37
United Way is doing and trying to add more childcare facilities. And I don't like just childcare centers. We're talking about 00:39:44
folks wanting to just open up a childcare in your home. And we can add that we literally last year added 100 new seats. 00:39:51
To while county and we'll continue to do that. But we could always do more And so we would love while county to take a look at 00:40:00
early childhood and begin to take a look at how we can invest in early childhood and more importantly invest in our our community 00:40:06
that and their families. I tell my wife I said Mike fear is all of us are going to get old and nobody will have to take care of 00:40:12
us, right. So let's invest in it today and this is a great way to do it. So thank you for your support for what United Way is 00:40:18
doing and we ask that you know, I know. 00:40:25
Pretty much everybody on this board, we look to sit down with a cup of coffee and just talk a little bit about how much more I 00:40:32
think the county we could become progressively looking at this issue and say how can we invest in this future for children, but 00:40:37
not only with children but our future workforce. So thank you so much for your time. I greatly appreciate it and thank you ladies 00:40:41
for all you do. 00:40:46
Take just don't anybody go anywhere yet, right? This is this is the fun time, right? So if you don't mind, just for your record, 00:40:57
if both of you would just say your name and address, we have that. That is part of our procedure. 00:41:02

that, we'd love to take a picture with you with this proclamation. Is that OK? So if everybody will come on up here. 00:41:25
All right, everybody ready? 00:41:55
123. 00:42:06
Thank you. 00:42:12
Good to see you. 00:42:15

solicitation. The Department of Information Technology is evaluating those replies and anticipates bringing a recommendation to 00:45:16
the Board on April 10th, 2024. 00:45:23
Questions for Toby. All right, thank you, Sir. That concludes bids and brings us to new business. 00:45:30
Item number one Consider Petition for Abatement of Refund Taxes for Account number P 9107041, The Mill Event Venue, LLC. Good 00:45:36
Morning Assessor Donuts. 00:45:43
It's specified in case law, seeing that regardless of whether items are permanently attached to a building. 00:47:34
Property tax law requires every owner to annually provide a listing and the cost of their equipment will accept an IRS 00:48:15
depreciation schedule. But if we don't get a full and accurate listing, then we're expected to estimate the value and the last day 00:48:21
through. If the owner does not provide that full and accurate listing in the year of the valuation, then they lose their rights to 00:48:27
file an abatement to the tax. 00:48:33
Personal property. So each of my office mails from the declaration form in January. We mail it to the same address where they 00:48:40
filed their Secretary of State business filing, and we did that in January of 2021. This appointment is for 21 and 22. We didn't 00:48:47
receive a return deck. We mailed the owner a notice of value in June, including the notice of value. Also include a letter saying 00:48:53
if you don't protest your value, if you don't get this corrected in this calendar year, you're going to lose your right to appeal. 00:49:00
Then we send another letter if we don't hear back. And then we physically try to inspect the property and go talk to the owner in 00:49:08
order to do everything we can for a property owner to not lose those rights. We did that on this account and didn't hear anything 00:49:14
in 21. We started all over again in January of 22 with that same process. We checked our records and we haven't ever received any 00:49:20
mail back. So returned mail on any of these mailings that we did. In the meanwhile, the treasurer was trying to make sure that he 00:49:26
was getting his taxes paid. 00:49:32
Real property and so. 00:50:10
It's about $300,000 in actual value. So if you look on your petition form at tax year 2022, I'm going backwards at this moment 00:50:43
because it because it's confusing. We had an original value of $418,129 and we're recommending that we remove $296,717.00 in real 00:50:51
property and set the corrected actual value at 121,412. 00:51:00
I did 2022 first because in 2021 we're recommending the exact same methodology. 00:51:10
And in 2021, we were dealing with covert and business personal property was allowed to get an additional adjustment because it's a 00:51:16
valuing use and they weren't able to use all of that equipment when we were dealing with COVAD. So we had made an additional 00:51:24
adjustment in 2021 and we are recommending that instead of the value of 121,412 like we did for 2022 that we applied the same 00:51:31
adjustment we did for other business personal property, which reduces the value to 81,144. So in summary. 00:51:39
Mr. Ribble did not report his equipment listing to us in 21 and 22 and as a result he lost his right to have an abatement of tax 00:51:47
for his personal property value. However, we believe there's real property value included and it was and we call that double 00:51:55
taxation. So we researched the real property value and after removing that, we've confirmed the remaining personal property value 00:52:02
is a reasonable estimate. Therefore, we're recommending approval in part of this abatement request for tax year 21 and 22. 00:52:09
This approval will result in a tax abatement for 21 of $4467.40 and for tax year 22A tax abatement of 8779 cents. 00:52:17
Is there a representative here for the middle event venue? 00:52:32
Yes Sir. And if you don't mind, just state your name and address for the record. Any comments you'd like to make to us, Sir? My 00:52:36
name is Brandon Rebel and I live at 6600 Royal Country Down Drive, Windsor Weld county side. 00:52:42
And everything that Miss Donzer said is correct. She is absolutely right and we are here because I did not know about filing the. 00:52:49
Claiming claiming what was what was real property and what was what was personal property. So everything that she that she said 00:53:01
was correct. The only thing I'd like to clarify for the record is that we did discuss going back and forth with the assessors 00:53:07
office that all communication was going to the physical address of the business. 00:53:13
Which we which we clarified the e-mail which has never been our mailing address so I was unaware of this until until I got served 00:53:20
notice. But I agree with everything that she just said and her recommendation on the abatement. 00:53:26
Brandy everything to respond to that. 00:53:35
My only responsibility that we use the Secretary of State filing for mailing address and when Mr. Ribble contacted us and told us 00:53:39
that he had changed his mailing address we've updated that and and now we have a lot of methods to communicate with Mr. Ruble 00:53:45
including e-mail and phone but we are required to mail those documents so so we're going to continue mailing in the future just 00:53:51
for clarification but if there's any question we'd be happy to answer this. 00:53:58
Support. Have any questions for either party here? 00:54:06
Yes, Mr. Cena, Mr. Rules, are you satisfied with this abatement then? 00:54:08
Yes, ma'am, I am. Thank you. Thank you. I just want to say what's not to love? 00:54:13
We approve the abatement as detailed by the assessor. 00:54:19
I got a motion from Commissioner James for approval second by Commissioner Buck. Any further discussion? 00:54:24
Hearing none. All those in favor of approving the petition excuse me, the abatement amount of proposed by the assessor signify by 00:54:30
saying aye aye, all opposed. Same sign and that passes unanimously 5 to 0. Thank you for being here today. We appreciate it. 00:54:37
Good time. 00:54:45
This brings us to item number two. Consider grant application for Energy and Mineral Impact Assistance Fund. 00:54:53

think, but hopefully we'll be successful and again a highly impacted Rd. from oil and gas. So with that, I'll go ahead and call 00:56:06
the colony. All those in favor signify by saying aye, aye, all opposed. Same sign and it approves 5 to 0 to submit that 00:56:13
application. Thanks, Elizabeth. 00:56:19
Item number three, consider warranty D to convey property for relocation of high pressure gas pipeline meter station for County 00:56:26
Road 41 and State Highway 52 intersection project and authorized turn sign public service company in Colorado, Colorado 00:56:33
Corporation DBA Excel Energy. Good morning. Good morning Commissioners. Eric Green with Old County Public Works. 00:56:41
So basically this warranty need is to convey property from Weld County to Public Service Company of Colorado. The the property is 00:56:49
located in the northeast quadrant of the. 00:56:54
Kind of Road 41 and Hwy. 52 Intersection Improvements Project. 00:56:58
That the deed would allow for a conveyance of 0.131 acres of land to public service company. 00:57:03
So that an Excel energy high pressure gas pipeline meter station can be relocated this spring in 2024 and then following that for 00:57:10

eight, Public Works of the Royal County Code, Appendix 8 O Functional Classification Map. This item was continued from February 01:03:11
26th, 2024. Good morning, Evan. 01:03:18
Good morning, Commissioners. Evan Pinkham with the Department of Planning Services here today. 01:03:27
Appreciate everybody's time on this and appreciate the opportunity to come back with this item after the continuance. 01:03:34
And so just getting started here, basically the functional classification map is used as the official roadway plan for the county 01:03:41
and is one of the most important transportation planning tools associated with our transportation plan, which is our 2045 broad 01:03:48
county transportation plan. 01:03:55
Essentially this functional classification map as we're building out a roadway infrastructure in the in the years to come and then 01:04:03
so we're planning for future projects, long range projects. 01:04:09
As as well as shorter term projects like in our capital improvements plan. This functional classification map is really crucial to 01:04:16
ensuring that the county can make these improvements in a cost effective manner. So it's it's truly an important document and an 01:04:24
important tool for us as planners and as the county. 01:04:31
For our transportation system. 01:04:39
So I wanted to go into a little bit of the history and how this map came about and kind of over the years how it's evolved and how 01:04:41
it continues to evolve. 01:04:46
So essentially the first document of its type that I have record of was created in 1973 and it was a third plan map that was a 01:04:52
part of the Weld County Comp plan at the time. Basically an addendum to that plan and it covers. 01:05:02
Many of the different things that we covered today in our functional classification map, including basically cross section for 01:05:13
different types of roads and basically a hierarchy of roads in the system back in 1973. As time went on that plan evolved a little 01:05:20
bit and in 1987. 01:05:26
We had a transportation plan adopted and part of that plan included a map that was basically an updated version of this that 01:05:34
included. 01:05:39
Highway system as well as an arterial and collector system for the county. 01:05:44
And covered cross section for each of those items. 01:05:50
Getting a little further along here, in 1995 we had a Rd. classification map, same same kind of deal on that. And then in 22,000 01:05:54
and two, we actually hired FHUA consultant to create a roadway classification map and they use some of those older documents and 01:06:02
some more information that they were able to. 01:06:09
Providing and uncover research on that and updated that particular map, it really focused again on the arterial and collector 01:06:17
local Rd. system. 01:06:23
In 2004, we have our first strategic roadway map, which essentially was kind of the top corridors in Weld County that saw a lot of 01:06:30
traffic and we're basically slated as far as corridors that needed improvements in the future. 01:06:38
In FHU was the consultant that helps create that document as well. 01:06:47
And then in 2007, an update to that strategic woodland map was was adopted by the board. 01:06:53
Moving forward in 2009, we really have our first functional classification map that looks more like what we're adopting today. 01:07:01
Again, it used the hierarchy system of roadway classifications starting with arterial and collector and local in 2011. That map 01:07:08
was updated 2015 as well. 01:07:15
And then in 2017, we updated the functional classification map. 01:07:23
Again, and and really just adding additional roads each time here. As you can see, each time these are adopted, there's typically 01:07:30
about two to three years in between each of them. 01:07:37
And then getting here to 2020, we have the functional classification map that was adopted with our 2045 transportation plan, so. 01:07:46
Obviously, we've got some adjustments on that map and that 2020. 01:07:56
Functional classification map. 01:08:00
It still relies on that that same structure of arterial roadways collecting roadways. 01:08:04
And local roadways and then we added another layer under that which is the county highway and typically the right of way is a 01:08:10
little bit higher on that county highway than. 01:08:16
A regular arterial roadways. 01:08:23
So 2020 was the last update that we had. So that's a little bit of a history on it looking at the functional classification 01:08:25
whether the kind of. 01:08:29
Things that it Why? You know, Why is it needed? Why are we? Why do we look at these things and what what are the elements that 01:08:35
we're looking at here? 01:08:39
Just looking at our classification definitions like I was talking about earlier, we have the Arterial classification, Collector 01:08:44
Collector Classification. 01:08:49
And then local Rd. classification. So each of these has different level of right of way, a future right of way that are identified 01:08:55
with each and I'll go over that here in a second. But typically when we're looking at each one of these, we're looking at 01:09:02
different things. So as you can imagine for arterial roadways, we're looking at moderate to long roadways as far as continuity and 01:09:09
really it's an extension of the state highway system. 01:09:16
There's they serve as a connection to larger population centers. 01:09:24
And typically the average daily trips. 01:09:29
Average traffic on these roads is very high in comparison to other roadways. 01:09:33
Collector Red Wings are short to moderate as far as continuity, and they link essentially the local Rd. system to the arterial Rd. 01:09:40
system. 01:09:45
So they serve lower population centers, lower density population centers. 01:09:51
Usually shorter trips and kind of that mid range as far as traffic volumes. 01:09:56
Local roadways are short to moderate generally, and they serve lower population centers, and typically the traffic on these roads 01:10:03
is typically quite a bit lower in general. 01:10:09
Looking at right of way associated with these as you can see on the slide, local roads are are your typical 60 foot right of way 01:10:17
and typically we have that on every County Road that we maintain at at a minimum that's 60 feet, it's really. 01:10:24
Just what's what's needed to be able to have a two lane roadway and be able to maintenance that roadway, maintain that roadway as 01:10:32
well as the the ditches on either side collect the roadways include a little bit more future right of way. So it's 80 feet total 01:10:40
right of way, so an additional 10 feet on either side. That's what that collector roadway typically has in our definitions there. 01:10:48
So then we move on to arterial. 01:10:56
These arterial roadways really what we're planning for ultimately there as like as you'll see in a few slides is the ultimate 01:11:04
build out of the roadway. We're looking at 140 feet of future right of way on this particular classification. And like I said 01:11:13
earlier, these typically have 60 feet of current right of way, but that future right of way is is basically what we. 01:11:22
Are looking at as far as setbacks. 01:11:32
I'll go into setbacks a little bit here on the next slide. 01:11:36
So as we're looking at these setbacks, we are measuring from the future right of way of the classification of the road that we 01:11:41
hope that is. 01:11:47
That. 01:11:53
That is that we're looking at there. So setback is going to be typically excuse me, setbacks are 20 feet from future right of way 01:11:55
for for any new structures. So this is new construction. We're not you know looking at things that are already completed, but the 01:12:01
set back is for new construction. 01:12:07
And the larger setbacks required for collector and arterial roads help to ensure that those future projects can be completed in a 01:12:14
cost effective manner. And they're done that way. That happens through, you know, good planning and making sure that these new 01:12:21
structures are outside of that future right of way. 01:12:28
There we go. And then we're going into typical cross section here on these. 01:12:37
For arterial roadways, it's a little hard to see, but basically on the left side there we're looking at an urban arterial in Weld 01:12:43
County. 01:12:47
What we're going to have here as far as the cross section on number of lanes that we're looking at and other features of a fully 01:12:51
built out roadway. 01:12:55
In that urban arterial for initial phase, you're still looking at that 60 feet of right away essentially and with the two lane 01:13:01
highway on that with different with shoulders on the other side and then the ultimate build out you know. 01:13:10
What we're ultimately looking at as long as you know. 01:13:20
Traffic increases on that particular roadway and. 01:13:26
The needs are met. 01:13:30
We're looking at a four lane roadway with a center median on that, with the potentially a trail on either side in an urban 01:13:32
setting. 01:13:36
Then on the arterial side, on the other side with the royal arterial, same kind of thing. We're looking at A2 lane Hwy. 2 lane 01:13:42
roadway in the initial phase and then ultimate phase you'd have a four lane highway with. 01:13:49
Roadway with a ditch in between with a center. Median ditch. 01:13:58
Moving on to Collector Roadways, essentially what we can fit inside that 80 feet. 01:14:05
Is going to be a through lane. 01:14:12
Roadway. So that'd be two through lanes and then a center medium center lane that would allow for turn lanes. 01:14:15
As you can see, there's different. 01:14:22
Differences between the rural and urban on this collector, but essentially the full build out of that roadway would be allowing 01:14:26
for that center turning lane. 01:14:31
Local roadways. 01:14:37
A lot of what our system is made-up, made-up of, are 60 feet of right of way. We've got the. 01:14:40
Two lane roadway there with ditches on the other side. In an urban setting, you can have trails. 01:14:47
Excuse me? Sidewalk on either side. 01:14:54
So moving on here. 01:15:02
Where we find this in web county code would be section 8810, and this is under the Web County Transportation Plan and Functional 01:15:04
Classification Map. And it says that it's recommended that we update this map every two years. 01:15:11
We typically update as as needed, but it's recommended at that two to two to three-year range and right now. 01:15:20
With the last update being in 2020, we're a little bit overdue, but we wanted to make sure that we kind of took a good look at 01:15:30
these changes that were. 01:15:34
We're requesting here today. 01:15:40
So getting into the particular updates that were. 01:15:47
Requesting. 01:15:52
To update on the functional classification map here, we'll start with County Road. 01:15:55
County Road 13 at County Road 50. 01:16:02
This is really brought on by a joint project that we have with landlord county and the Town of Johnstown and it's a realignment 01:16:05
project at Kennedy Rd. 13 and 50. And what we're seeing here is a realignment of while County Road 13 on the West side meeting up 01:16:13
with Webb County Road 13 on the east side. This is an area of the county that's growing very quickly. Traffic counts in this area 01:16:20
above. 01:16:28
4000 trips per day on County Road 13, so obviously quite a bit of traffic utilizing that roadway. 01:16:36
And what our recommendation here is, is to show that alignment on our functional classification functional classification map. 01:16:46
That shows the CIP project realignment here on the right. 01:16:58
This is a project that's on our CIP list, our our capital improvements plan list. 01:17:02
And. 01:17:09
We're looking to have it constructed in 2026, so we believe this is. 01:17:10
An eminent project and a realignment that we should be showing as a future arterial on our class functional classification map. 01:17:17
So moving on here we've got. 01:17:26
The Webb County Way. This is a road that was completed recently due to some due to a closure on O Street just West of this 01:17:29
location that US 85. 01:17:35
The wild county where we're looking to upgrade this one from a local road to a collector roadway. 01:17:41
This has fairly high traffic count at a little over 1000 trips per day. We see this as a kind of a clean up effort as far as our 01:17:48
functional classification map with it being a new road since our last adopted map, we really haven't had a chance to to upgrade 01:17:56
this one until now. So really I believe just a clean up effort on this one. 01:18:04
The next Rd. that we're looking at here is. 01:18:15
What kind of at 7 just north of Weld County Road 26? 01:18:20
This is currently a collecting roadway. We're looking to upgrade this to an arterial roadway. 01:18:26
This is a very large, fairly large traffic count on this one. It's 2800 vehicles per day and it really connects parts of Longmont 01:18:33
and Firestone up to need for some folks that like choose to go that route. It's an area of the county that's also growing very 01:18:41
quickly and this. 01:18:48
Upgrade will we see as a another cleanup effort to say the least on this one with the developments on either side eminent you know 01:18:56
this is. 01:19:01
When we want to reserve for additional right of way. 01:19:08
Next we have welcomed Road 90. This would be between. 01:19:13
Web Camera 13 and Web Camera 29. Currently this is a local Rd. 01:19:17
And we're looking to upgrade this to a collector roadway. Traffic counts are a little under 300 per day, but this is a major. 01:19:25
Connection A connection between Pierce and Fort Collins and Wellington I25. 01:19:33
You know, this is just a roadway that we'll see a lot more traffic in the future. We want to ensure that we're able to make those 01:19:39
improvements as the traffic increases. 01:19:44
Where the little bit of a split in this roadway because of a severance annexation, but All in all just looking at. 01:19:51
Upgrading to collector there on that one. 01:20:01
Next we have Kenya 21 looking to upgrade this one from local to a collector roadway this is. 01:20:04
Traffic count is a little under 1400 vehicles per day. 01:20:13
It connects between 2 collector roadways, a state highway and really more or less a clean up effort. As far as with it being a 01:20:18
local Rd. in that little stretch there doesn't doesn't make a whole lot of sense as far as having collector on either side and. 01:20:27
This is a road that connects Milliken to Platteville and a lot of other things. 01:20:36
On that one. 01:20:46
So I just want to pause here for a second and talk about you know as the as we're making these updates and the changes to the 01:20:50
functional classification that we have our our shots. 01:20:55
You know 2020 and now 2024 in between that time period there are annexations that occur in the county obviously and some of our 01:21:02
roadways are taken up in those annexations and and we need to make adjustments on those as well. So not a slide that I have here, 01:21:11
but we are you know in the updated map looking at removing all those Annex Annexed roadways. So just another part of us. 01:21:20
So when we went to the Planning Commission on this, we were recommending Log 10, Road 27 to be included. 01:21:31
As far as the upgrade on this functional classification map, we would recommended that webcam route 27 basically at the curve at 01:21:39
Bracewell to the West to Kenya 27 just north of Kenya 64 1/2 that stretch between. 01:21:48
And we had 64 1/2 and State Highway 392 and then a realignment option be included in the functional classification map as an 01:21:58
upgrade to a arterial. And we've had a public meeting since then, a lot of conversations, conversations with the board, 01:22:04
conversations internally. 01:22:10
We've also had conversations with CRT and clearly on this particular upgrade and and right now we're we're just you know kind of 01:22:16
retracting on this and and looking at it as. 01:22:22
Really we need additional time to look at all the aspects of this upgrade and and options that we are looking at as far as 01:22:29
realignment. So in my recommendations here today, I've removed that particular roadway for for upgrade now once we you know get 01:22:37
through these conversations get through. 01:22:45
Gathering public comment on this item. 01:22:54
We can come back at a later date and and look at that upgrade or or or maybe not, you know, maybe not looking an upgrade there and 01:22:58
maybe a different county roadway in the area. 01:23:03
So kind of retracting on that one and. 01:23:09
But we are staff is our engineering staff and Public Works is reviewing different realignments for Cameo 27 in the area and we'll 01:23:14
present those to the Board of County Commissioners during our capital improvements plan meeting this year. 01:23:21
But just some continued conversations. 01:23:30
So well county met with. 01:23:33
City of Greeley, East Africa, having improvements at the curve at baseball in particular. 01:23:37
This is a stretch of roadway that really is looking to annex in the short term. Potentially later this year is their timeline, and 01:23:43
in those conversations we've found that Guild is looking to. 01:23:49
Improve the roadway in in 2026 and they're proposing a through lane. 01:23:57
Cross section. 01:24:04
And also basically leans in either direction and a center lane. 01:24:06
And a guardrail on that roadway. So they're looking at improvements in that location and we will continue to work with Greeley on 01:24:13
that. If, if plans change, sure we can we can reassess, but but that's that's our conversation with Greeley on that particular 01:24:19
stretch of roadway. 01:24:25
And then we continue to have conversations. We see that regarding safety improvements at White County Road 27 and State Highway 01:24:33
392. I know this is an area, but top of mind, top of mind as far as you know, safety and a lot of other concerns in the area. And 01:24:40
so we're making sure that we're making the right safety improvements in that location and we're going to have additional 01:24:47
conversations with our board and with seat belt on that one. 01:24:54
So like I said, we had a public meeting, we hosted a public meeting here in the Event Center on March 5th, 2024 at 5:00 PM and we 01:25:03
gave some information regarding proposed changes to the functional classification map and as well as we discussed the plans for 01:25:10
West County Road 27. And like I said, we're, we're still evaluating those improvements and and looking to kind of further further 01:25:17
that discussion along here. 01:25:24
As time goes on. 01:25:32
So that brings me to basically the functional classification map that we're looking at. 01:25:34
Adopting through this process, this is the printed version of that or excuse me, the the PDF version of that. 01:25:39
There's also a way to get. 01:25:47
There's a way to get to this PDF on our website, and I'll show you that in a second. As well as the portal, the map portal. 01:25:50
That you can view this in a little bit more detail, which sometimes this map is really hard to view on APDF and it's it's nicer to 01:25:58
see it on agis system. 01:26:03
So just kind of going through. 01:26:09
How to get to that information? This is a main page world Gov. 01:26:12
You would go to the Public Works Department web page. 01:26:17
On the Public works page it's scroll. 01:26:23
Go to Transportation Planning. 01:26:27
What's my favorite page? 01:26:30
And. 01:26:33
And then this is the transportation planning page. 01:26:37
On the top I've. 01:26:41
Our functional classification map and PDF and then the proposed changes to the map couple PDF there, but you can also reach the. 01:26:43
We already adopted 2020 functional classification map by clicking this. 01:26:53
And then on a GIS portal. 01:26:58
Which are the website for that is at the bottom there, but if you have questions at night you can. 01:27:02
Contact me on this particular page you would go over to the side and make sure and click Public Works and Functional 01:27:07
Classification. 01:27:11
And then we can see the different classifications of the roadway. 01:27:17
The roadway system here, blue is going to be collector, red is arterial and then green is the county highway. So. 01:27:22
And then looking at our functional classification map adoption timeline. 01:27:29
As since sitting here today, where the first reading? 01:27:34
And then second reading is April 22nd at 9:11 same location and May 13th would be third reading. 01:27:38
At 9:00 AM. 01:27:48
That is all I have for my presentation, but I'm happy to answer any questions. 01:27:53
Thanks 7 Commission. 01:27:58
So on this special classification map, have we counted it all for the the new federal bill that went through? 01:28:01
Or is going through 3372? 01:28:08
The larger trucks that they're authorizing the pilot project to 91,000 lbs. 01:28:12
We accounted for that. I'm not real familiar with that, so I would have to check with our staff, but I. 01:28:19
Yeah, like I said, I'm not real familiar with that. I can. 01:28:25
OK. Well, just just to let you know, so there's a group and while they're protesting the federal bill, they have mentioned that 01:28:27
we've got, you know, 2900 miles of gravel and caved. 01:28:32
429 bridges, thousands of culverts, and they're expecting that with the heavier weights. What if this pilot project is successful? 01:28:37
You know they're they're mentioning some bridges and and they said they consulted engineers but they're they said there's some 01:28:49
bridges in particular that we have that would be at risk. 01:28:53
With the higher weight. So I was just wondering if it sounds like we. 01:28:59
Haven't discussed that at all with staff. It said 27 non Interstate bridges in Weld County. 01:29:03
I believe this is sent to all of us on the board, but doesn't mention the bill does not provide funding for state DOT's or local 01:29:09
government to make repairs from the heavier trucks on the road. So if if we were to on this functional classification map account 01:29:15
for this phenomenon that obviously is coming. Can you point out which roads we would direct those trucks to knowing that we're 01:29:22
we're probably going to have some of these on our roads. 01:29:28
Yeah, I would always say that the state system and then you know County Road 49 obviously and and some others we can. 01:29:36
Yeah, definitely put together a list that we would. 01:29:44
You know, push that traffic to we. In our transportation plan, we have freight corridors. 01:29:48
And we've listed several freight corridors that that can accept those. 01:29:55
Just a second, Commissioner Freeman. Elizabeth, do you mind addressing this? I know you have some information on this, please. So 01:30:00
the county does have an oversized overweight permit process that we require for those types of vehicles. And as part of that 01:30:06
review, Public Works does take into consideration the routes that because they'd also have to get those through the state as well. 01:30:12
And so we work closely with the state on permitting those routes and what we allow them to use for our transportation system 01:30:18
because. 01:30:23
For this reason, we do not want to take them down a road that couldn't physically, you know, physically handle. 01:30:30
That load or or that size vehicle and so Amy Munchie and her team do a great job of really taking those requests into 01:30:36
consideration for. 01:30:41
Determining the routes the most appropriate routes in coordination with the state that they should be using. 01:30:48
Awesome. Thank you, Mr. Freeman. No, I was just gonna say that, you know what, I think that's a great, great point going forward, 01:30:53
but it really is irrelevant to the functional classification map that we're talking about today. 01:30:58
Any other comments or questions for staff from the board? I'm not sure that's relevant Mr. Chair, that's this is part of our, this 01:31:05
is part of our function as far as cost, so. 01:31:10
Let's go ahead and move on, please. 01:31:18
OK. Any other questions or comments for staff? 01:31:22
All right. This is a public comment at, excuse me, excuse me, public hearing. So at this time, if anybody from the public wishes 01:31:25
to come forth and address any concerns or or questions they have about this functional classification map that's been presented 01:31:31
here today, ask that you please come forward, state your comments to the Board of Commissioners. Keep those comments to 3 minutes. 01:31:37
And when you get up there, make sure you state your name and address for the record, please. So anybody wish to comment on the MAP 01:31:43
today? 01:31:49
My name is Dave Mitchell and I live at 32799 County Road 27. Just want to thank you for listening to us. 01:32:04
When we came with the hearing. 01:32:12
Comment about road 27. 01:32:15
Thank you so much for that and just please. 01:32:18
Get more of the community involvement. 01:32:23
Figure out some way that they can be involved in this process a little bit more to help bring their concerns and comments. 01:32:26
To the table when when these discussions go on, we thank you for that. The other comment I have is that in this proposal, this 01:32:34
being made is I don't have a problem with what you're doing with trying to establish classifications for roadways and the like. 01:32:42
But I just think that should have been a second item. 01:32:52
From the actual Rd. designations in each area. 01:32:55
Make it a separate item to update the classifications and things for the roadways, but then address each one of those because each 01:32:59
one has different circumstances for the residents in the areas that they pertain to. And so I feel that gives those individuals in 01:33:08
those areas a little better opportunity to voice their opinion about what's happening to their Rd. in their area. 01:33:16
Comment I have. Thanks Steve. 01:33:25
Hi, I'm Glenn Peterson, 3442 County Road 27 in Greenland. 01:33:32
And it's my understanding. 01:33:40
That the designation of County Road 27 could have been changed from local to arterial. 01:33:43
Changing them the amount of right of way by more than double. 01:33:52
And I guess my concern is that nobody. 01:33:58
I didn't receive a letter or any other notification that changes like that could be made. 01:34:03
And that would be significant not only for the traffic. 01:34:08
Along that road. 01:34:12
That you know. 01:34:14
Half my property to disappear. 01:34:17
If that right of way was enforced later, so it just it seems. 01:34:20
Like our notification of these meetings or about these changes should have taken place. 01:34:26
And I do appreciate the fact that you've set back to look at that road again because in. 01:34:34
The continuity that was mentioned earlier, row 27 doesn't have it. It doesn't go up to 14. 01:34:43
And they're at. 01:34:53
Umm 74 it turns into a dirt Rd. then and then at 76 at dead ends. 01:34:56
And so increasing traffic. 01:35:04
And 27 S would increase traffic on 27 N and then you come up to 874. 01:35:09
And you've got a blind spot coming along on. 01:35:18
Road 74 so to the. 01:35:25
East of 27 there is both a A show. 01:35:27
And a curve that makes a real blind spot, so it just seems like. 01:35:32
1727 at 392 to increase traffic then just moves your. 01:35:38
Traffic accident potential up two miles to road 74 and 27 so but I I thank you that you're looking at things again I I hope that 01:35:46
there turns out to be a a better choice. 01:35:53
Thank you. Thank you. 01:36:01
Good morning, Good morning. I'm Kevin Shoemaker, 12710 Shiloh Rd. I'm speaking for the brace ball, HOA, I'm the president over 01:36:11
there right on the bracelet code and I just want to bring your attention and again we appreciate the effort and going into. 01:36:18
The consideration and the expansions and not and so forth, the one that you wanted to bring up was is per the sheriff's records, 01:36:26
there was 43 accidents in the last 17 months on the baseball curve, three of those since the last meeting that we were here and 01:36:31
so. 01:36:36
With that said, the there's four new developments east of Bracewell within a three mile distance east has been approved. That's 01:36:42
going to be up to 7600 residents. 01:36:47
And that's going to put that many more people going to Severance Middle School because that is that's all the Severance winter 01:36:52
Severance School District. 01:36:56
Of those, there's going to be a high percentage of high school kids. 01:37:01
My daughter was in high school and was on 392 and a car pulled out in front of her and her car was totaled. And that's a very 01:37:04
tough conversation or tough phone call to get. So we really appreciate all of the attention and the information that you guys look 01:37:11
at as far as what what that corridor is going to be for our future expansion. So thank you. Thank you. 01:37:17
What about what I say? I live on 392 between 27 and 22nd, so I get all the issues I guess, but my biggest concern was that when we 01:37:32
first saw this was safety. 01:37:38
Because if you go and look at where we're going to. 01:37:45
Put the two sections coming together. It was a lowest point on three 9216 feet higher to the West. 01:37:49
And about 13 feet higher elevation on the east side, so you got it in lower spot. So all of a sudden you got people coming over 01:37:57
here and you're going to double the traffic coming into that intersection and potentially having more accidents. That was one of 01:38:04
my biggest concerns with the the layout you had. So I appreciate you going back and rethinking this process. So we had a chance to 01:38:12
maybe communicate more in regard to some of those issues that may come up. 01:38:19
When it comes to, I know somebody commented once that you know where state highway you got to worry about the state trail. Get out 01:38:27
there and see how many wide bags they carry out before they do something with the like. 01:38:33
But I tell you right now, there's more accidents there than ever gets turned in. 01:38:40
But I cleaned it up several times. 01:38:45
Coming up from Town Road 27, they'll shoot right across the highway and land out my pasture and I don't know how many of those. 01:38:48
Then they come and cut my wire out of electric stamps. I need to get 220 I think, instead of 110 and getting a little shock of 01:38:53
their life, but. 01:38:58
Back out, so there's a lot of accidents, in fact, in the last. 01:39:05
Since November, there's been three accidents. There's never been reported. 01:39:12
So it happens all the time, and two of those within one week. 01:39:15
And. 01:39:19
One once in October, there was three accidents there in one day. 01:39:22
OK. And so by putting all the traffic coming into that low spot, we can't see it coming from the other side. I brought it 01:39:27
yesterday and it takes a while before you can see what's going beyond when you go on either side of that because of the hill on 01:39:32
each side. So I'd like to have you take that into consideration when you're looking at stuff there and I appreciate you guys 01:39:38
taking some time to set this back and. 01:39:44
Just communicate with us and get ready to do something so we can have some input. OK. Thank you. 01:39:51
Anybody else have any additional comment here? Yes, ma'am. 01:40:01
Good morning. My name is Stephanie Fever, 32801 County Road 27. 01:40:06
I just had a quick question about the capital improvement plan meeting. Is that a public? 01:40:12
Meeting when you'll be. 01:40:17
Bringing some decisions about the 27 Rd. 01:40:19
Yeah, that's a work session that we host generally that's in September, October time frame we hosted in our events room where we 01:40:22
had that public meeting the town hall with with everybody regarding the functional classification map. But all meetings like that 01:40:30
are public. Yeah, Mr. Freeman, we've actually moved the CIP meeting will be in June this year. We're right. Thank you. So that we 01:40:37
can get ahead of the budget process. I don't have the exact date, but it's June something I think 27th, June 27th. Thank you. 01:40:44
Great. Thank you. 01:40:52
Also, I assume you are still be in communication with the City of Greeley regarding that curve. Do they make their plans public 01:40:55
for ready for public viewing? Do they have a timeline of? 01:41:00
Do we know a timeline for that yet or probably not. I don't, I don't have that unless you guys in your discussions now. 01:41:05
Yeah, I don't have a timeline as far as you know what when they'll be sharing additional information on that. I know the project's 01:41:12
looking at 2026 for construction. So if that's true, they're going to be, you know, moving forward with design and everything. But 01:41:18
I'm not exactly sure of their public process on those projects. We we had a meeting with the City of Greeley yesterday to try and 01:41:24
get an update on where they're at and what they're anticipating for this. 01:41:30
Area, and I would say that probably the next step in the process that we'll be bringing to both the council and the board would be 01:41:37
an annexation agreement. So that really could move forward with, you know, just a simultaneous project, so it doesn't have to be 01:41:43
piece meal. 01:41:48
OK. Thank you. And I did just want to say thank you very much for taking the time to have that extra community meeting. I know we 01:41:55
kind of ran a little bit late, but we definitely appreciate your time and your consideration and kind of putting this one on the 01:41:59
back burner. So thank you very much. 01:42:04
Does anybody else wish to have comment here? 01:42:11
Yes, Sir. 01:42:14
My name is Ken Schrader. I live on 31552 County Road 27. 01:42:19
And I just have another concern. I mean, I'm still going back to like I think it was seven years ago. The plan was to take what is 01:42:24
80 3rd Ave. now. 01:42:29
And when it's straight N to 392 to connect with County Road 27. 01:42:35
On the other side of 392, you would eliminate all those curves and especially the dangerous one. My concern now hearing that 01:42:41
really is going to take that over. 01:42:46
Is that the voter never goes straight. They'll keep that dangerous curve. You got another curve there, and if you want to connect 01:42:52
to 27, you're going to add another curve. 01:42:56
The best solution is still. 01:43:02
Run that road straight north, and I know it's probably more expensive because there's a ditch, big irrigation ditch that a new 01:43:05
bridge will have to be built. That adds to the cost, but I think safety should take priority. 01:43:12
And my concern is that if Greeley does this. 01:43:19
The solutions never. It's never going to be fixed. 01:43:23
Because really spends all that money on that curve trying to make improve it, which they might improve it, but it doesn't 01:43:27
eliminate the problem. So I would really like. 01:43:33
Them to look at still taking that road straight north and making an intersection with 27 and 392. I think that would be the safest 01:43:39
solution. 01:43:44
Thank you, Sir. 01:43:50
Any additional comment? 01:43:53
Hearing none, I'll go ahead and close public hearing for Code Ordinance 2024 O one for the first reading. 01:43:56
And bring it back to the board. 01:44:03
Mr. Chair, move we approve on first reading Code Ordinance #2024-O, One second. 01:44:07
I got a motion for approval of Court Ordinance 2024-01 from Commissioner James second by Commissioner Pot. Further discussion. 01:44:13
I'm going to add into I just want to thank staff for taking all the time to put this together, listening to the residents concerns 01:44:23
working with them. I want to thank all the members from the community for attending the town hall that we had earlier in the month 01:44:30
and giving us your input. We greatly appreciate it And with that I'll go ahead and call the call All those in favor signify by 01:44:37
saying aye, aye, all opposed. Same sign and total immense 2024 O1 passes 5 to 0. 01:44:44
On 1st. 01:44:51
Reading so that goes ahead and concludes new business. This brings us to public comment. Is there anyone here that wishes to speak 01:44:52
to the Board of County Commissioners regarding any comments that you may have? We ask that you limit those comments to 3 minutes. 01:44:59

the World County Clerk to the Board at PO Box 758-1150 O St. Greeley Co 806 Three Two. 01:45:14
Or again, by visiting us in person? Does anybody wish to make public comment today? 01:45:22
Go ahead and close public comment and we will adjourn. We'll take a 5 minute break here and we will come back for public hearings 01:45:30
for our 10/8. 01:45:34
