Roosevelt Roughriders Day Wednesday, April 24th, 2024. Whereas the Roosevelt Roughriders girls basketball team competed in the 5A 00:06:47
State Championship game against the Northfield Nighthawks on Saturday, March 9th at the Denver Coliseum. And whereas Roosevelt got 00:06:54
off to a hot start leading by 18 in the first half, the Rough Riders were tested by many comeback attempts but managed to make 00:07:02
adjustments when necessary to claim a 6963 victory and earn their second consecutive state championship. 00:07:09
And whereas the results shown during the game was evident throughout a season that saw Roosevelt record an impressive 26 and two 00:07:17
record and only lose 1 league game, many Roosevelt players were named to the Allstate team by the Colorado High School Activities 00:07:24
Association sophomore power forward Kyla Hollier. 00:07:30
Was named 5A Player of the Year Junior shooting guard Ryan Bonson Price was named first team Allstate and senior point guard 00:07:37

Struggling with hype. What is cool about this group of girls is, you know, two years ago, the confusion of what was going to 00:09:09
happen moving forward. They won the state title last year, then go back-to-back and win it again this year. And this year was a 00:09:16
little tougher for them. As you know, everybody knew they were returning everyone on the roster. So going into it, you know, 00:09:23
everybody's done for them. 00:09:31
Out of the blocks they had Cherry Creek down to the water and then just continued. Then they went all right through the season and 00:09:39
just like the year previous, they lost their last season game to Riverdale who was the for a state chance this last year. And then 00:09:45
you know, went through the state playoffs and just continued their domination through the state playoffs and then ended up state 00:09:51
champs again, I think a little bit this year with the chip on their shoulder because they were never named number one in the 00:09:57

They always have teams ranked above them and they still came out, you know, ahead at the end. So it's a it was a good problem and 00:10:10
as athletic director to see everything they've accomplished last two years. And if you talk to the underclassmen, they're hoping 00:10:16

the chair of this particular Board of County Commissioners, and not that there's a kind of an unspoken friendly rivalry over whose 00:12:36

I think we're kinda Nick and Nick in the race, right? Eaten might have one of them. So it's on you, freshman and sophomores and 00:12:50

Any comments you'd like to make? Thank you for allowing me to speak today. As you guys want to know, law enforcement has faced a 00:29:22
lot of struggles over the last few years, mostly from the state legislature, specifically beginning in 2020 with Senate Bill 217. 00:29:30
In the following year with House Bill 211250, unfortunately that that war on law enforcement hasn't stopped and we see that now 00:29:38
with the current bill that's being talked about at our state legislature with House Bill 1460. It's a it's a very aggressive bill 00:29:46
that quite frankly is worse than what we've seen before and I didn't think that was possible. Any effort that this board and your 00:29:54
let's say your brother and the CCI can offer to help stop that work from moving forward. 00:30:01

little earlier than we typically do. Our first supplemental request for the year and then just for the record and for the public, 00:39:52
the ordinance is truly to obligate the dollars that the board has agreed on prior to the two prior in the year. And so I would 00:39:59
like to just briefly go over the emergency ordinance starting at the end and working our way up to the general fund. 00:40:07
The last one, the last one is emergency ordinance and this is always done with the first ordinance of the year is to have the 00:40:15
encumbrance role go forward. So these are projects that were started in 2023. They weren't finished. And so we have a little over 00:40:23
$25 million of projects that were started in 2023 have not been completed and we're asking to roll those dollars forward. 00:40:31
Excuse me. After that, you know, if you keep going up, if you'll see an Exhibit F we had a work session last week about wearing 00:41:12
Human Services funds. These are dollars that are typically completely grant funded. They have had some struggles over the past 00:41:18
couple years with the massive increase that the county has seen with health insurance. So the majority of those funds are for 00:41:25
personnel services with a little bit of the dollars being obligated for the program such as Congregate meals and the AAA, which is 00:41:32
our our program for the elderly. 00:41:39
And then you'll also see that the dollars that were originally budgeted in 2024 for Veteran Services are now being moved to Human 00:41:46
Services since the board agreed that that's where that program should be obligated. 00:41:52
Excuse me. After that again we get to the employee appreciation program for the health and fleet. We also has an increased request 00:41:59
of a vehicle for the positions that the DA requested from the board. There is a grant match in the capital fund and public Works 00:42:07
is the employee appreciation program. When we get to the general fund, these are mostly items that were requested between the 00:42:15
approved budget and now things that we didn't foresee such as the special election. 00:42:23
For under elections, we didn't anticipate that there would be a special election. So the costs associated with that are now in the 00:42:31
supplemental, so those dollars can be obligated for that purpose. Again, the day's office, there was a work session in December 00:42:37
requesting three additional people. There were some issues at the CBI level and then with the investigations to improve their 00:42:44
investigations, the board approved that. So now we are obligating those dollars and then as a part of the the Sheriff's Office 00:42:50
request. 00:42:56
With the FSLA designation of sworn this the request that we have included here from the board's direction in March is an impacts 00:43:03
all of the sworn from the very first detention deputy it impacts all the patrol deputies and and leadership all the way up to the 00:43:11
membership. There is a positive impact and and just again for the board's clarification and for the Sheriff's Office we we are 00:43:19
recommending moving forward with some of the other requests we were simply asking for. 00:43:27
The completion of the compensation study to support and the analysis that that study gives us for the rest of the requests. And so 00:43:35
with that, I believe that is everything that we would ask if the Board has any questions before you open it up for public comment. 00:43:43

The law enforcement officers in Northern Colorado, we provided that proposal and we had several discussions about that that 00:46:32
proposal. I think about a month ago the board elected to fund a portion of that proposal and hold on the civilian staff. Obviously 00:46:39
I would like to see how that that proposal be funded all at once, but I work at at the role of the funding that I get. So I would 00:46:47
still make that plea, but I would like to see the the entire proposal be funded. 00:46:55
Possible, but that's up to your guys's decision. So thank you for at least listening. Thank you for the opportunity to to speak 00:47:03

and accelerate their steps, carry over their steps and additional items for recruitment and retention of officers for providing 00:47:47
safety to Wells County. 00:47:53
This gets us into a better situation to compete with other comparable agencies and in addition the only thing we did not address 00:47:59
was this non sworn staff and administrative staff to help support his team and would like to direct staff to address the items for 00:48:07
the non sworn and administrative staff. As soon as work day goes live I would request staff attention on this matter. We are going 00:48:14
to increase the steps as requested by the sheriff and make sure all positions top out in six years and we're going to. 00:48:22
Reclassify his office staff as requested, along with the new rule. 00:48:29
New roles and responsibilities defined by the Sheriff and increase the Animal Control office grade as well. I would like those 00:48:34
numbers reflected in this emergency ordinance to be addressed immediately once work day goes live. 00:48:40
I definitely want to thank the sheriff for taking time to explain to me his needs and to work things out with him and appreciate 00:48:48

switching the the Resource Center is one of those partnership organizations that are. 00:54:33
Veteran services department works with, right. And so there would be some funding that goes there, but our veteran service office, 00:54:41
right, didn't move and is it is where our Human Services office is at. It's no longer where the clerk and recorders building is 00:54:49
currently located. So I think you're aware of that, but not everybody is. So that's a great opportunity and I have a objection to 00:54:57
that because it's harder to be able to connect or because that social service. 00:55:04
At the other place he was able to just write directly to the office, but now you got to go to the receptionist and then they call 00:55:13
him down and and that cuts off basically. 00:55:21
We feel as veterans being able to connect better. So I, Thomas and and the other thing there is a benefit there too because like 00:55:30

We can connect you or other veterans immediately with those services down the hall or they could refer them to veteran services to 00:55:43
make sure that they're getting their due benefits right. So there's there's pluses and minuses to everything. Well, if there's a 00:55:50
way we can have a better connectivity with the for the veterans to that veterans service, do we appreciate it. But I'm glad about 00:55:56
the the veterans center that you're kind of connecting with them and helping them out because they needed to. And I do know TJ, 00:56:03

Second of all, is this Safe Streets and Roads for All program Grant? What is that more about, even though it's obviously streets 00:56:17

Commissioners, we were successful in obtaining a $400,000 federal grant from USD OT through FHWA for a an SS4A, which stands for 00:56:51
Safe Streets and Roads for All. This is so that the county can develop a safety action plan for our unincorporated areas of the 00:56:59
county where we have our highest fatality rates. So the intent being that we are looking at the safety of all of our roads in the 00:57:07
unincorporated areas to help develop a plan on identifying those locations And then. 00:57:15
What we should do then in the future to potentially fix those issues if they're fixable and and are avoidable that we can go after 00:57:23
future grant funding to obtain? 00:57:29
Help implement infrastructure improvements for that so a lot of the communities can apply for these safety plans themselves. City 00:57:37
of Greeley has. We have many communities this next go around applying for their own safety action plans. The intent being that 00:57:42
we're not overlapping one another's jurisdictions, but we're finding ways to work together on reducing fatalities because I think 00:57:48
the goal is that we want to have the traveling public be as safe as possible on all of our Rd. system. 00:57:54

State Championship game against the Northfield Nighthawks on Saturday, March 9th at the Denver Coliseum. And whereas Roosevelt got 00:06:54
off to a hot start leading by 18 in the first half, the Rough Riders were tested by many comeback attempts but managed to make 00:07:02
adjustments when necessary to claim a 6963 victory and earn their second consecutive state championship. 00:07:09
And whereas the results shown during the game was evident throughout a season that saw Roosevelt record an impressive 26 and two 00:07:17
record and only lose 1 league game, many Roosevelt players were named to the Allstate team by the Colorado High School Activities 00:07:24

Struggling with hype. What is cool about this group of girls is, you know, two years ago, the confusion of what was going to 00:09:09
happen moving forward. They won the state title last year, then go back-to-back and win it again this year. And this year was a 00:09:16
little tougher for them. As you know, everybody knew they were returning everyone on the roster. So going into it, you know, 00:09:23
everybody's done for them. 00:09:31
Out of the blocks they had Cherry Creek down to the water and then just continued. Then they went all right through the season and 00:09:39
just like the year previous, they lost their last season game to Riverdale who was the for a state chance this last year. And then 00:09:45
you know, went through the state playoffs and just continued their domination through the state playoffs and then ended up state 00:09:51
champs again, I think a little bit this year with the chip on their shoulder because they were never named number one in the 00:09:57

They always have teams ranked above them and they still came out, you know, ahead at the end. So it's a it was a good problem and 00:10:10
as athletic director to see everything they've accomplished last two years. And if you talk to the underclassmen, they're hoping 00:10:16

lot of struggles over the last few years, mostly from the state legislature, specifically beginning in 2020 with Senate Bill 217. 00:29:30
In the following year with House Bill 211250, unfortunately that that war on law enforcement hasn't stopped and we see that now 00:29:38
with the current bill that's being talked about at our state legislature with House Bill 1460. It's a it's a very aggressive bill 00:29:46
that quite frankly is worse than what we've seen before and I didn't think that was possible. Any effort that this board and your 00:29:54
let's say your brother and the CCI can offer to help stop that work from moving forward. 00:30:01

And as always, you guys have supported law enforcement throughout the years. I'm very honored by the fact that you would even 00:30:11

$25 million of projects that were started in 2023 have not been completed and we're asking to roll those dollars forward. 00:40:31

Human Services funds. These are dollars that are typically completely grant funded. They have had some struggles over the past 00:41:18

personnel services with a little bit of the dollars being obligated for the program such as Congregate meals and the AAA, which is 00:41:32
our our program for the elderly. 00:41:39
And then you'll also see that the dollars that were originally budgeted in 2024 for Veteran Services are now being moved to Human 00:41:46
Services since the board agreed that that's where that program should be obligated. 00:41:52
Excuse me. After that again we get to the employee appreciation program for the health and fleet. We also has an increased request 00:41:59
of a vehicle for the positions that the DA requested from the board. There is a grant match in the capital fund and public Works 00:42:07
is the employee appreciation program. When we get to the general fund, these are mostly items that were requested between the 00:42:15
approved budget and now things that we didn't foresee such as the special election. 00:42:23
For under elections, we didn't anticipate that there would be a special election. So the costs associated with that are now in the 00:42:31
supplemental, so those dollars can be obligated for that purpose. Again, the day's office, there was a work session in December 00:42:37
requesting three additional people. There were some issues at the CBI level and then with the investigations to improve their 00:42:44
investigations, the board approved that. So now we are obligating those dollars and then as a part of the the Sheriff's Office 00:42:50

With the FSLA designation of sworn this the request that we have included here from the board's direction in March is an impacts 00:43:03
all of the sworn from the very first detention deputy it impacts all the patrol deputies and and leadership all the way up to the 00:43:11
membership. There is a positive impact and and just again for the board's clarification and for the Sheriff's Office we we are 00:43:19
recommending moving forward with some of the other requests we were simply asking for. 00:43:27
The completion of the compensation study to support and the analysis that that study gives us for the rest of the requests. And so 00:43:35

proposal. I think about a month ago the board elected to fund a portion of that proposal and hold on the civilian staff. Obviously 00:46:39
I would like to see how that that proposal be funded all at once, but I work at at the role of the funding that I get. So I would 00:46:47
still make that plea, but I would like to see the the entire proposal be funded. 00:46:55

This gets us into a better situation to compete with other comparable agencies and in addition the only thing we did not address 00:47:59
was this non sworn staff and administrative staff to help support his team and would like to direct staff to address the items for 00:48:07
the non sworn and administrative staff. As soon as work day goes live I would request staff attention on this matter. We are going 00:48:14
to increase the steps as requested by the sheriff and make sure all positions top out in six years and we're going to. 00:48:22
Reclassify his office staff as requested, along with the new rule. 00:48:29
New roles and responsibilities defined by the Sheriff and increase the Animal Control office grade as well. I would like those 00:48:34

Safe Streets and Roads for All. This is so that the county can develop a safety action plan for our unincorporated areas of the 00:56:59
county where we have our highest fatality rates. So the intent being that we are looking at the safety of all of our roads in the 00:57:07
unincorporated areas to help develop a plan on identifying those locations And then. 00:57:15
What we should do then in the future to potentially fix those issues if they're fixable and and are avoidable that we can go after 00:57:23
future grant funding to obtain? 00:57:29
Help implement infrastructure improvements for that so a lot of the communities can apply for these safety plans themselves. City 00:57:37
of Greeley has. We have many communities this next go around applying for their own safety action plans. The intent being that 00:57:42
we're not overlapping one another's jurisdictions, but we're finding ways to work together on reducing fatalities because I think 00:57:48
the goal is that we want to have the traveling public be as safe as possible on all of our Rd. system. 00:57:54
