| Roosevelt Roughriders Day Wednesday, April 24th, 2024. Whereas the Roosevelt Roughriders girls basketball team competed in the 5A | 00:06:47 | |
| State Championship game against the Northfield Nighthawks on Saturday, March 9th at the Denver Coliseum. And whereas Roosevelt got | 00:06:54 | |
| off to a hot start leading by 18 in the first half, the Rough Riders were tested by many comeback attempts but managed to make | 00:07:02 | |
| adjustments when necessary to claim a 6963 victory and earn their second consecutive state championship. | 00:07:09 | |
| And whereas the results shown during the game was evident throughout a season that saw Roosevelt record an impressive 26 and two | 00:07:17 | |
| record and only lose 1 league game, many Roosevelt players were named to the Allstate team by the Colorado High School Activities | 00:07:24 | |

| Struggling with hype. What is cool about this group of girls is, you know, two years ago, the confusion of what was going to | 00:09:09 | |
| happen moving forward. They won the state title last year, then go back-to-back and win it again this year. And this year was a | 00:09:16 | |
| little tougher for them. As you know, everybody knew they were returning everyone on the roster. So going into it, you know, | 00:09:23 | |
| everybody's done for them. | 00:09:31 | |
| Out of the blocks they had Cherry Creek down to the water and then just continued. Then they went all right through the season and | 00:09:39 | |
| just like the year previous, they lost their last season game to Riverdale who was the for a state chance this last year. And then | 00:09:45 | |
| you know, went through the state playoffs and just continued their domination through the state playoffs and then ended up state | 00:09:51 | |
| champs again, I think a little bit this year with the chip on their shoulder because they were never named number one in the | 00:09:57 | |

| They always have teams ranked above them and they still came out, you know, ahead at the end. So it's a it was a good problem and | 00:10:10 | |
| as athletic director to see everything they've accomplished last two years. And if you talk to the underclassmen, they're hoping | 00:10:16 | |
| to be here and expecting to be here again next year. So it was a good season for them. Any of the players, do you have anything | 00:10:21 | |

| the chair of this particular Board of County Commissioners, and not that there's a kind of an unspoken friendly rivalry over whose | 00:12:36 | |

| I think we're kinda Nick and Nick in the race, right? Eaten might have one of them. So it's on you, freshman and sophomores and | 00:12:50 | |
| juniors. I want you to remember how hard you worked and how good it felt when you won. I want to remember how hard you worked and | 00:12:56 | |
| how it felt when you lost in the lessons that you learned. | 00:13:02 | |

| something you'll carry with your your entire life and really prep you for any goals or life challenges ahead or even things that | 00:14:39 | |

| I would echo all the sentiments that have been shared by my my fellow commissioners. As a former coach, I know how hard it is to | 00:14:55 | |

| challenge. But I know you guys and ladies can be, excuse me, up to the challenge. I also just want to comment what a wonderful | 00:15:09 | |
| time it is to be in female athletics as a proud parent of two daughters and watching the NCAA tournament. | 00:15:17 | |

| It shows such a great evolvement from people as they're going, This is the greatest work there is, right? And when you look at | 00:15:26 | |

| Any comments you'd like to make? Thank you for allowing me to speak today. As you guys want to know, law enforcement has faced a | 00:29:22 | |
| lot of struggles over the last few years, mostly from the state legislature, specifically beginning in 2020 with Senate Bill 217. | 00:29:30 | |
| In the following year with House Bill 211250, unfortunately that that war on law enforcement hasn't stopped and we see that now | 00:29:38 | |
| with the current bill that's being talked about at our state legislature with House Bill 1460. It's a it's a very aggressive bill | 00:29:46 | |
| that quite frankly is worse than what we've seen before and I didn't think that was possible. Any effort that this board and your | 00:29:54 | |
| let's say your brother and the CCI can offer to help stop that work from moving forward. | 00:30:01 | |
| Would be very appreciated. | 00:30:10 | |
| And as always, you guys have supported law enforcement throughout the years. I'm very honored by the fact that you would even | 00:30:11 | |
| consider a resolution to oppose that bill and we we could really use your support. So thank you. | 00:30:18 | |
| Bruce, you presented this resolution. Is there prepared it? Is there anything you'd like to comment on it? Yes, the bill really | 00:30:26 | |
| morphed last night. So it started off as being one that created a criminal offense. If the report was not made, they took that | 00:30:33 | |
| out. They made it so that it's more a civil rights. | 00:30:40 | |
| Bill and also our reporting requirements that can go to the post certification that can be taken what for two reasons. One that | 00:30:49 | |
| you didn't reasonable you were reasonably aware but it doesn't define what that means and also. | 00:30:58 | |
| Unlawful conduct, but it doesn't define that I I do recall in the discussion at the very end of their. | 00:31:09 | |

| Talked about unlawful conduct being anything that she considered to be harmful which I mean opens it up to everything. So what | 00:31:24 | |
| this resolution also does is provide in accordance with the letter that the board gave to the sheriff's deputies in 2020 extends | 00:31:32 | |
| that so that you would provide legal representation if pursuant to that bill if it should pass that there would be if if they're | 00:31:40 | |
| post certification is in jeopardy. | 00:31:49 | |

| Listening to that bill late into the night last night, I didn't think it could get any worse than what it started off as it. It | 00:32:03 | |
| surprised me because it did as it as the sponsor said she was turning it into a civil rights bill. | 00:32:10 | |
| I I was just appalled that this is I think sometimes par for the legislature that stakeholders were not involved at all and it was | 00:32:53 | |
| in it was an embarrassment to I think several of the chiefs and police that were all there that didn't get a chance to comment on | 00:32:59 | |

| It's not only wasn't ready for prime time, it's just a bad bill and hopefully the governor sees what it is. We struggles already | 00:33:13 | |
| with retention and hiring of law enforcement that I think and I hope he kills this bill. So, but I thought there was good | 00:33:20 | |
| testimony against this bill. | 00:33:27 | |

| Excuse me. After that again we get to the employee appreciation program for the health and fleet. We also has an increased request | 00:41:59 | |
| of a vehicle for the positions that the DA requested from the board. There is a grant match in the capital fund and public Works | 00:42:07 | |
| is the employee appreciation program. When we get to the general fund, these are mostly items that were requested between the | 00:42:15 | |
| approved budget and now things that we didn't foresee such as the special election. | 00:42:23 | |
| For under elections, we didn't anticipate that there would be a special election. So the costs associated with that are now in the | 00:42:31 | |
| supplemental, so those dollars can be obligated for that purpose. Again, the day's office, there was a work session in December | 00:42:37 | |
| requesting three additional people. There were some issues at the CBI level and then with the investigations to improve their | 00:42:44 | |
| investigations, the board approved that. So now we are obligating those dollars and then as a part of the the Sheriff's Office | 00:42:50 | |

| With the FSLA designation of sworn this the request that we have included here from the board's direction in March is an impacts | 00:43:03 | |
