| All right. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation | 00:04:00 | |
| under God, indivisible, with liberty and justice for all. | 00:04:06 | |
| Good morning, everybody and welcome to today's regularly scheduled Board of County Commissioners meeting. Today is Wednesday, May | 00:04:19 | |
| 15th. Roll call please. | 00:04:23 | |
| Mike Freeman, Scott James. What are you saying? Harry Buck here. Kevin Ross here. Let the record reflect 4 out of five | 00:04:28 | |
| commissioners are here with Commissioner Freeman being excused. Minutes Approval of Minutes, May 1st, 2024. Second, a motion for | 00:04:34 | |
| approval of the minutes for May 1st by Commissioner Buck, Second by Commissioner James. Further discussion hearing. None. All | 00:04:40 | |
| those in favor signify by saying aye. Aye. All opposed. Same sign. And that passes 4 to 0 amendments to the agenda and the | 00:04:47 | |
| amendments to today's agenda. | 00:04:53 | |
| Yes, Mr. Sure, I've got two, but one. I would like to remove the arbitrary 15 minute vote from the public comment today. | 00:05:00 | |
| Are you making a formal motion? I would make that a formal motion. I moved to remove the 15 minute arbitrary votes from the | 00:05:08 | |
| public. Comment, Sir, second. | 00:05:12 | |
| Hearing no say that motion dies. What's your other one? I've had a special consideration from the residents of East Greater. I did | 00:05:17 | |
| similson and e-mail that they would like to have this consideration. Basically I formed it in a resolution that was for Monday, | 00:05:23 | |
| but I think they'd like to see this today. But regardless if this passes or does not get on the agenda today. | 00:05:30 | |
| They would very much like to have one application, as previously discussed in work sessions, to be zones from R1 to the | 00:05:37 | |
| agricultural. | 00:05:41 | |
| Agriculture district, for all those who have signed the petition and support, they are very adamant about this and I believe that | 00:05:47 | |
| this would be the best for our citizens to not have to go through an individual process like they've been presented with. Someone | 00:05:52 | |
| passes out Commissioner saying that doesn't follow our rules which suggests that we are not suggest say that we have to have these | 00:05:58 | |
| in a day and 1/2. | 00:06:04 | |
| Ahead of time to bring these things to the agenda. So I'm going to counter that you've done things like this before, like a | 00:06:10 | |
| moratorium on PEDs at the last minute, within 15 minutes. So according to the. | 00:06:15 | |
| Unconstitutional. I disagree, Commissioner. You can disagree all you want, but I'll make a motion to add this resolution. | 00:06:23 | |
| All right. There's motion for Commissioner saying, is there a second? | 00:06:30 | |
| Right. That motion died with no second. So any other amendments to the agenda, Houston? All right, thank you. I'd look for | 00:06:34 | |
| approval of consent agenda, move to approve consent agenda. | 00:06:39 | |
| Motion from Commissioner James for approval. Consent agenda second from Commissioner Buck. All those in favor signify by saying | 00:06:45 | |

| Any questions for Tony? Thank you, Sir. Have a great day. | 00:14:50 | |
| New business item number one. Consider petition for abatement or refund of Taxes for account number R 3725405, Vivid Holdings LLC. | 00:14:55 | |
| Good morning, Miss. Assessor. | 00:15:01 | |
| Morning Commissioners, Brenda down as well County Assessor. I have two abatement petitions for you this morning and I will be | 00:15:08 | |
| requesting approval on both of them. The first of which is R 3725405, Vivid Holdings LLC and it is for year 2023. This property | 00:15:14 | |
| includes 6 investor reflects garage warehouses. They total 34,542 square feet and they sit on 2 acres of land located in Decono in | 00:15:21 | |
| the Grand Divide Business Park. This account was not appealed during the normal appeal period and the agent filed this abatement | 00:15:27 | |
| instead. | 00:15:34 | |
| Therefore, I'm recommending A partial approval of this abatement petition and requesting that you set the 2023 value at 3.9 | 00:16:13 | |
| million after making the 2023 legislative value reduction of 30,000. That is noted in parentheses on the abatement petition. It | 00:16:19 | |
| alters the final calculation of tax from $165,433.53. | 00:16:25 | |
| To $126,277.66 resulting in an abatement of $39,155.87. So any questions for Brenda? | 00:16:32 | |
| So the proper motion to his proven part Mr. Chair, I would move that we approve in part the petition for abatement of refund of | 00:16:45 | |
| taxes for account number R 3725405 for Vivid Holdings, LLC. There's a motion to approve in part the refund of taxes for account | 00:16:53 | |
| number Partial refund of taxes for Account number R 37254057 by Commissioner Buck Further discussion. | 00:17:01 | |
| None. All those in favor signify by saying aye, aye. All opposed. Same sign, and that item passes unanimously. | 00:17:11 | |
| Item number two, consider Petition for Abatement of Refund of Taxes for Account number R 895-9229, RKB Inc. | 00:17:18 | |
| Due to the market approach and also reconsidering the cost approach with a small amount of additional depreciation, we were able | 00:18:05 | |
| to reach an agreement with the agent that a fair value is $234.97 a square foot or 12,630,000. Therefore, for texture 2023, I am | 00:18:14 | |
| requesting A partial approval by adjusting the actual value from $13,028,310 to $12,630,000. So after making the required 2023 | 00:18:23 | |
| legislative value reduction of 30,000, as you'll see noted in parentheses, the final tax will go from 500 and six $76,447.82. | 00:18:33 | |
| To $558,783.38, which is an abatement of $17,664.44. Excellent. Any questions for Brendan? Yes. Is this also an in part? It is | 00:18:42 | |
| also in part. OK, thank you. Hold on. I'll move them to approve the tax payment in part. | 00:18:50 | |
| All right. There's a motion from commissioner saying for approval of the tax abatement in part for R 8959229 Second, by | 00:19:00 | |
| Commissioner James, further discussion and then all in favor signify by saying aye, aye, I'll oppose. Same sign and that passes 4 | 00:19:06 | |
| to 0. Thank you, Brenda. Have a wonderful day. | 00:19:11 | |
| Item number three consider Contract ID 8114 Individual Provider contract for. | 00:19:18 | |
| Purchase of foster care services at a foster care home and authorized chair to sign Elena Moss. Good morning. Good morning | 00:19:23 | |
| Commissioners. Karen McDougal, Deputy County Attorney. I'm here on behalf of the Department of Human Services to request your | 00:19:31 | |
| approval for this fully certified kinship foster care provider and Centennial Co. The pass around was approved by all 5 | 00:19:38 | |
| commissioners on 5/7/24 and the term is from May 9th, 2024 through November 7th, 2024 and we request your approval. | 00:19:46 | |
| Any questions for Corinne? Move to approve contract, ID 8114. | 00:19:53 | |
| Most of my Commissioner James for approval contract ID 8114 Seven by Commissioner about further discussion. | 00:19:57 | |
| Hearing none, all those in favor signify by saying aye, aye, All opposed. Same sign and contract. ID 8114. Passes unanimously. | 00:20:03 | |
| Item number four, consider 2024 funding award allocations for various projects through Community Development Block Grant CBG | 00:20:13 | |
| program. | 00:20:17 | |
| Good morning, Elizabeth, and good morning, Nick. | 00:20:23 | |
| Good morning, commissioners with Smith, Rafferty, Planning Department, CDBG manage, CDBG department also here with the the Chair | 00:20:27 | |
| and Cynthia. | 00:20:32 | |
| Umm, the Chair of our CDBG Advisory Committee, Nick Wharton and Cynthia Martin, also CDBG and analyst and we are really happy to | 00:20:38 | |
| present to you today the 2024 allocations for our program. | 00:20:45 | |
| The county for 2024. We hadn't officially received our number or our grant agreement yet for our allocation, so the advisory | 00:20:55 | |
| committee did a great job of trying to make selections based on previous year's funding amounts that we have. | 00:21:03 | |
| Are received. We did agree. They did agree unanimously on April 3rd to award funding to recommend award of your your permission | 00:21:11 | |
| for funding to the Town of Arch for an infrastructure improvements project for $240,000. The Town of Firestone for $50,000 for | 00:21:19 | |
| their day of service out of the Town of Eaton for their ADA ramp improvement project. Phase two 180,000 The City of Evans for ADA | 00:21:27 | |
| ramp project in 181,000. | 00:21:35 | |
| And the town of Platteville for their park, playground, ABA enhancements of 96,000, obviously we didn't, we we did receive two | 00:21:44 | |
| more applications. We don't know, we didn't know what the remaining balance would be. And so we would go back to the advisory | 00:21:50 | |
| committee next month to further consideration now that we have a number that we can work from to get their recommendation on the | 00:21:56 | |
| remaining projects and then we bring that back to you as well for approval for that, but for right now to get our annual action | 00:22:02 | |
| plan started. | 00:22:08 | |
| So in that process going with HUD, we want to present these projects to you and and just obviously this is a a board that you guys | 00:22:15 | |
| had a committee you had appointed. And so we're really excited that Nick could join us today to do this presentation to you for | 00:22:21 | |
| your approval on these projects. | 00:22:27 | |
| Excellent. Next in here. Do you have anything to add? | 00:22:34 | |
| Just my appreciation for the our wonderful advisory committee, they're really all excellent folks and it's another advantage | 00:22:39 | |
| besides just helping us to make these decisions is just a camaraderie or just the ability for some of the small communities who | 00:22:50 | |
| are have a board, a representative you know on our board to get together and and you know talk about common issues and kind of. | 00:23:00 | |
| More relaxed setting, so I do appreciate that, Mister. | 00:23:11 | |
| Wharton, yes, Just to thank the commissioners for appointing us to the Board and we do love working on what we do. And thank you | 00:23:17 | |
| for your consideration for our request. Absolutely any questions. | 00:23:23 | |
| Thanks for getting it done. Move to approve the resolution second. | 00:23:31 | |
| We have a motion from Commissioner James for approval of the funding the resolution second by Commissioner Puck. Any further | 00:23:34 | |
| discussion? | 00:23:37 | |
| I would just say thank you, Excellent job. I know these projects, they mean a lot to the local communities when we get them out. | 00:23:41 | |
| I know it was challenging when we don't have a dollar value for what we're getting in trying to. | 00:23:49 | |
| I guess project right what we're going to receive. You guys did an excellent job and you really. | 00:23:54 | |
| Tried to hit all the projects that we had coming in. So great job. And with that I call to call all those in favor signify by | 00:24:00 | |
| saying aye, aye all opposed same sign and that allocation approves unanimously. Thank you very much for your hard work. Thank you. | 00:24:07 | |
| Item number 5 Consider Contract to Buy and Sell Real estate, 3109 35th Ave. Greeley Lots three and Five and authorized chair to | 00:24:16 | |
| sign all necessary documents 3109 LLC for the purchase of the two watts, Lot 3 and Lot 5 of the US was. | 00:24:25 | |
| Communications first filing first replant in the city of Grayling it's at that address. These are the two lots that are next to | 00:24:35 | |
| adjacent to the property that the county already owns that use it for our backup 911 site necessary for the purposes of putting up | 00:24:45 | |
| some new buildings parking lot and two things one is we had concerns about the fact that it was part of a. | 00:24:56 | |
| I called a homeowners association, but it's an association. | 00:25:08 | |
| So one of the conditions of this agreement is that they extricate that those two lots from that agreement. So that has to be done | 00:25:13 | |
| before we close. Second thing is that we have an agreement for the purpose of. | 00:25:21 | |
| Sharing costs as to the maintenance of the entrance Rd. So it's it's almost like a driveway and I think that seems fair with the | 00:25:30 | |
| US West Communications and I think there's one other lot owner. So we'll get that done that needs to be done before we close also. | 00:25:38 | |
| So those are the two requirements. | 00:25:46 | |
| OK. Any additional questions for Bruce regarding this? | 00:25:55 | |
| All right. All those in and look for a motion, I guess bring it back to the move to approve the resolution second. | 00:26:01 | |
| Motion by Commissioner James to approve the resolution to purchase the real estate at 3109 35th Ave. Building lots three and five, | 00:26:07 | |
| and for the chair sign all necessary documents. Second by Commissioner Buck Further discussion. | 00:26:13 | |
| None of those in favor signify by saying aye, aye, all opposed. Same sign and that passes unanimously. | 00:26:20 | |
| That concludes new business and brings us to planning Planning item number one. Second reading of Code Ordinance 2024-04. In the | 00:26:31 | |
| matter of repealing and reenacting with amendments Chapter 23 Zoning of the Well County Code Accessory Dwelling Units and R1 | 00:26:37 | |
| Revisions moved. Read by technical only. Second motion by Commissioner James, read by title only, Second by Commissioner Buck. Any | 00:26:43 | |
| discussion. | 00:26:50 | |
| None all in favor signify by saying aye aye. I'll oppose same sign and that will be read by title One this Code Ordinance 2024904 | 00:26:57 | |
| in the matter of repealing and reenacting with amendments Chapter 23 of the Zoning of the Well County Code Accessory Dwelling | 00:27:03 | |
| Units and R1 revisions. | 00:27:09 | |
| Just a reminder of current timeline up on the screen, the BCC approved first reading on April 22nd. | 00:27:50 | |
| The Secretary is today the third meeting set for June 3rd. And again, as you guys know, the Board can revise the ordinance at | 00:27:56 | |
| anytime and decide not to adopt ultimately. Additionally, the hearing dates are subject to change. | 00:28:03 | |
| And cyber reviews and I2 and I3 zones. They will be added to Article 5, Chapter 21 to be processed by OJ as part of the 241 World | 00:28:43 | |
| War process by separate ordinance. | 00:28:48 | |
| Additionally, staff and scheduled a work session for May 22nd, 2024 which is part of third reading to discuss other potential | 00:28:54 | |
| changes to the ordinance including ability to allow accessory drawing units on some R1 lots that don't have public sewer and | 00:29:01 | |
| changing the definition regarding to allow the use of tractors. So staff recommends adoption of the ordinance on second reading | 00:29:07 | |
| and Jason Maxley with the Long Gas Energy Department is here if you have any questions pertaining to the Class 2 changes. | 00:29:14 | |
| Do you have anything there? | 00:29:22 | |
| Any questions for planning staff? | 00:29:25 | |
| All right, what that'll bring that? We have this as a public hearing. So if anybody from the public wishes to come forward and | 00:29:28 | |
| speak to anything regarding Code Ordinance 2024-04, now is your opportunity. Please come to the podium, state your name and | 00:29:35 | |
| address for the record, and keep your comments to 3 minutes. Does anybody wish to speak to this matter? | 00:29:42 | |
| Come on up, man. | 00:29:49 | |
| All right, that's your. This is your moment. | 00:29:54 | |
| Address and Laura in Longmont, Warren County. In regards to the Adu. I did a little bit more research and I just wanted to bring a | 00:29:59 | |
| few things to everybody's attention. This will affect the way it's written. | 00:30:06 | |
| Partly 70 subdivisions. | 00:30:15 | |
| That are 0 to 35 acres that are all one zoned with city or district water and a septic system. | 00:30:19 | |
| As it's written so 70 subdivisions in Weld county will not be able to do 80 years, so I wanted to bring that to your attention and | 00:30:29 | |
| that starts with a price of $1.00 to $1.3 million homes. | 00:30:36 | |
| I just think. | 00:30:46 | |
| Something that should be considered to make that change. | 00:30:50 | |
| Any questions? | 00:30:54 | |
| I got the information from the real estate Mrs. system. Thank you for your comments. So I have questions. Yes. So back to, I'm | 00:30:57 | |
| trying to remember what you had said before and a change from today. Can you just basically that properties that are zoned are one | 00:31:05 | |
| with a septic are not allowed to have Adus? | 00:31:13 | |
| Right. We should allow those. What you're saying, Yes, I'm saying we should allow it because by not allowing it, there are 70 | 00:31:22 | |
| subdivisions just in in Weld County alone that would be affected by not being able to have ADS and that makes sense especially if. | 00:31:30 | |
| It's found that the septic could handle those, right? That makes a lot of sense to me. And even if it's found that the subject | 00:31:38 | |
| can't with the property size, you can have a self-contained Adu with a self-contained septic tank and a self-contained it can be | 00:31:45 | |
| self-contained versus a city lot where it cannot. | 00:31:52 | |
| Right. And it's it's not much different than even putting an add-on to a current home that would have a septic with the same | 00:31:59 | |
| dimensions. So somebody wants to serve their mother-in-law, it's often called mother-in-law units, but sometimes it's for disabled | 00:32:06 | |
| children. It's for people taken care of to live with the family and multigenerational issue that is. | 00:32:12 | |
| It's quite substantial right now just in Walton County where parents are aging, parents are living with kids etcetera, etcetera. | 00:32:21 | |
| So I I agree with you completely and I would wholeheartedly. | 00:32:26 | |
| Asked for that common sense measure to be added into this ordinance because again, I think that goes above and beyond maybe even | 00:32:32 | |
| what the state is requiring. But also that's just a good governance, that's good business to allow that kind of function to occur, | 00:32:38 | |
| especially again if there's no danger to. | 00:32:45 | |
| Umm the density isn't going to be as bad like it would be in the cities themselves. You don't have a parking issue or anything | 00:33:28 | |
| else that's going to create in the city. Basically requiring the city city sewer and city water. Also something else that I | 00:33:34 | |
| noticed in from the writing of this at State City. | 00:33:40 | |
| Water. | 00:33:46 | |
| In Wall County, we have a lot of district water, correct? And that really should be addressed in in the writing of that to not | 00:33:49 | |
| just say city water, it should be addressed to be city slash district waters or just the ability to provide water, correct? | 00:33:57 | |
| What the answer is, yeah, I just think 70 subdivisions, you know, across world county that it affects greatly by by saying no, you | 00:35:18 | |
| can't do this, but everybody in the city can. | 00:35:23 | |
| It again common sense it doesn't work. | 00:35:29 | |
| I have to get everybody in my subdivision to agree to change tag and then we have to go through the entire process. And as you | 00:36:08 | |
| very well know, that's very hard to do to get everybody to agree. So the R1 learning with the septic would be appreciated for all | 00:36:14 | |
| the 70 subdivisions that are out there, including the largest one is Pelican Lakes. | 00:36:21 | |
| Largest subdivision you guys have in Royal County, so that's totally affected too. | 00:36:28 | |
| Anybody else wish to make public comment today? | 00:36:34 | |
| Towards Code Ordinance 2024-04. | 00:36:37 | |
| Alright, seeing then I'm getting you. I'm sorry. Jump up here. Don't wait. | 00:36:41 | |
| How y'all doing? Good. How are you? Please state your name and address for the record. I'm Michelle Smith, 1847 Sherry Ave. I'm | 00:36:47 | |
| around the east side of Greeley. I was at the meeting last week and I was, I just brought up a concern, I just request, and they | 00:36:53 | |
| had told me to be able to speak to all refined folks. I have to attend this meeting and I was just wondering, so we have, you | 00:36:58 | |
| know, a handful of people and you've been in contact who would like to switch to AG. And so is this in regards to this ordinance | 00:37:04 | |
| or directly to East Green? | 00:37:10 | |
| Don't mind, let's keep those comments for public comments, which is just directly after this. | 00:37:17 | |
| That would be the appropriate place for that. I would disagree. This does have to do with this zoning, because this zoning change | 00:37:21 | |
| came about because of that same topic. However, I think she has the right to speak on this topic on this. Is this about, That's | 00:37:29 | |
| why I'm asking. The Violent Congress strategy. Excuse me the same, excuse me, is this about code learning and so forth? Is this | 00:37:37 | |
| specifically about E Greek? No, no, no, it's either. It's finding the way. I'm so sorry. It's just about the application. | 00:37:45 | |
| You know the fee, if it's about the application of fee, I'd say that's most appropriate for public comment immediately after this. | 00:37:53 | |
| And we'll address that here just right next. Thank you so much. Thank you. | 00:37:58 | |
| All right. Anybody else have any comments to make to Code Ordinance 2024-04? | 00:38:05 | |
| All right. Seeing none, I'll go ahead and close public comment on that matter and bring it back to the board. | 00:38:10 | |
| Mr. Chair, looking forward to our meeting this Wednesday. I would move that we approve on second reading Code Ordinance 2024-04. | 00:38:17 | |
| I have a motion from Commissioner James to approve on Second reading Code Ordinance 2024, Dash 04 second by Commissioner Buck | 00:38:25 | |
| further discussion. | 00:38:29 | |
| Hearing none roll call vote please. | 00:38:35 | |
| Mike Raymond, Scott James. What are you saying? Yes, for today, Perry. But Kevin Ross Yes, let the record reflect that passes 4 to | 00:38:39 | |
| 0 today on second reading. | 00:38:45 | |
| This is this is opportune time. | 00:39:24 | |
| And I hate to say this, but just state your name and address again. | 00:39:29 | |
| Ave. so last week to go out and come here and speak to you fine folks and I was just wondering, so you know as each meeting goes | 00:39:33 | |
| by we're having smaller and smaller groups because inevitably people are getting exhausted. You know coming into these seven | 00:39:41 | |
| meetings, beating the dead horse and I was just you know, it's. | 00:39:49 | |
| It's request a request for the application fee to be waived possibly because we're talking about thousands of dollars for a for | 00:39:57 | |
| serving for the subdivision itself. And for the $3000, we're talking about people that are elderly, 1 income people that have | 00:40:05 | |
| their businesses on these properties. And you know, like I said, they're seeing individuals who just don't even go through this | 00:40:13 | |
| process anymore and they're like, you know, how about that? I'll just go and I'll do the R1 extended. | 00:40:21 | |
| I'm exhausted because people are missing work. For instance, my husband can't take keep consecutively taking days off to, you | 00:40:30 | |
| know, come to meetings. And so just through consideration if you can for the group of individuals, because we wouldn't have to be | 00:40:36 | |
| going through this process if this wouldn't have come up. And I'm not saying it's. | 00:40:42 | |
| Anybody start with just for, you know, consider it maybe for, you know this group, I understand those regulations or whatnot. | 00:40:49 | |
| So to that. | 00:40:59 | |
| We, you know, we've had these town halls and and my understanding from getting briefed on this is that is another productive town | 00:41:38 | |
| hall last week. | 00:41:43 | |
| Some, you know, comments made-up front, but then everyone realized at the end, right, we have been hearing what we need to do. | 00:41:48 | |
| Let's submit those applications again, no fees being collected at that moment so that then we can see, OK, do we have 3 applicants | 00:41:54 | |
| or do we have 100 applicants? | 00:41:59 | |
| The fees are waived. The fees the money is making. It's intimidating people. Oh gosh, we're going to have to turn this in this | 00:42:06 | |
| application and then later on we're going to be, you know, we're going to have to figure out. | 00:42:13 | |
| Who it's just the whole process is intimidating and I feel like it's just lagging on and lagging on and lagging on. Whereas if you | 00:42:22 | |
| guys do have the jurisdiction that said, look I will go ahead and move up for you guys. Let's get out of this mess. Let's get it | 00:42:28 | |
| figured out and now instead of having a beautiful people, we have a handful of people. | 00:42:34 | |
| Appreciate those comments. But then I think of everybody else out there that ever comes to us and wants to do it change his own. | 00:42:41 | |
| That is not for one subdivision and I appreciate that Michelle. I just think that it's it is being consistent in our code. We are | 00:42:49 | |
| trying to accommodate and work with your group because you are asking us to change something for you, right. There is staff time | 00:42:56 | |
| and going through this process if when for instance my realtor told me that this was agriculture, we purchased the property as AG. | 00:43:04 | |
| So we don't know where somewhere down the line somebody messed up. | 00:43:12 | |
| I'm not blaming any of you were in the 1964 or anything, but you know if we're talking about 3 grand, but that these these older | 00:43:16 | |
| people, they don't even want to deal with me. Some of them don't even open doors. | 00:43:22 | |
| So I really appreciate your time. Thank you so much. Appreciate your comments very much. And by the way, I fully agree we have the | 00:43:29 | |
| power to do this for you. We have the power to do this for the entire community. If we're not here to serve the common person, we | 00:43:34 | |
| have lost our way. | 00:43:39 | |
| That's exactly right. But we the people. So I feel like we're against, we're being helped against that, that if this is our fault | 00:43:45 | |
| and we're clueless, these are just blue collar you know individuals who are so have their businesses. And so I don't really make | 00:43:51 | |
| sure this this conversation is very public until this is accomplished for you because this is important. If we don't represent | 00:43:57 | |
| you, we represent no one. Thank you. | 00:44:02 | |
| I appreciate it. Thank you. I just felt like in the community. | 00:44:08 | |
| Town hall that we had, there wasn't a consensus. | 00:44:13 | |
| When the discussion really came up, it didn't sound like everybody wanted to go forth, so I'm not sure we're all on that same page | 00:44:16 | |
| to just blanket this thing. So I think the discussion needs to be had. I'm sorry. | 00:44:23 | |
| Yeah, but either way, we're not talking about, you know, I think that if somebody would stand up and say, look, you guys don't | 00:44:31 | |
| have to pay that $3000, you would have more people that would be owned the free, OK, so we could just get out and you know what, | 00:44:36 | |
| I'm not saying free, but we wouldn't be in this predicament. We wouldn't be. There wouldn't be so many concerned people at that | 00:44:41 | |
| one. | 00:44:46 | |
| I really think have you been in a meeting with commissioner saying on this I haven't met with commissioners. I this is just | 00:45:24 | |
| feedback and forth emails and you know here's your schedule like the times that you know to to be able to speak about it. I have | 00:45:30 | |
| talked to Max about it too as well and we had an interview for that. And you know I have also emailed a couple of people the | 00:45:36 | |
| applications of the group. I think there's like the answer is no, but the answer is as far as making sure people are aware of | 00:45:42 | |
| times because they haven't been told. | 00:45:48 | |
| The community meeting times they were not. Yeah, exactly. They weren't. They weren't told. There's I had several people in my they | 00:45:54 | |
| have no clue. My girlfriend, for instance, she hasn't. I just told her right now before I came. Nobody knows about these meetings. | 00:46:00 | |
| So thank you so much. I appreciate it. | 00:46:06 | |
| All right. Is there additional public comment today? | 00:46:13 | |
| Come on up Sir, State your name and address. 7557 Road Kind of Road, 100 Wellington and. | 00:46:17 | |
| Last Wednesday, Rice or commented on the issue with water over E American and. | 00:46:27 | |
| And chemism, that Overland nursery, but where I was really concerned about was the environment of the EPA and. | 00:46:35 | |
| Through the years, as a rancher and as a statement of Colorado, I had a lot of interaction with federal agencies through grants | 00:46:44 | |
| and quarantines, things like this and. | 00:46:49 | |
| I was a member of the Carotid Cannabis Association, the Colorado Independent Cattlemen's Growers Wildly Livestock Association. And | 00:46:54 | |
| I never had one positive comment about EPA. And I would just strongly encourage you guys now push back against these ballots | 00:47:02 | |
| because I don't think they have the best interest of of agricultural livestock or farmers you know in the curb you. So that was | 00:47:09 | |
| one thing I really encourage you. | 00:47:17 | |
| The cameras, those are hard working people. | 00:47:26 | |
| Businessmen and men and women. And I talked with Jan, She's really stressed on this whole deal. Water is a big deal. Yeah, I know | 00:47:28 | |
| that. So that's one word of encouragement. The other thing I had a question on, I'm not clear on this is Rogue County or sanctuary | 00:47:36 | |
| county. That's a question I've had and maybe we can address that in the amount of time we have here. But that's something I I | 00:47:43 | |
| talked with several people up in my area and they definitely are against that. | 00:47:50 | |
| Happening that we are a sanctuary county. | 00:47:58 | |
| And I just last time I was here, I told you guys I was going to be praying for you. And I have been, and the scripture I've been | 00:48:03 | |
| using is Isaiah 11/3. | 00:48:09 | |
| And it talks about the Holy Spirit. There's seven facets to the Holy Spirit. It's spirit of the Lord, spirit of wisdom, knowledge, | 00:48:15 | |
| understanding, counsel, might and the fear of the Lord. And I'm going to add safety to that for you guys because you have a big | 00:48:24 | |
| job. It's not an easy one, but we're counting on you guys to, you know, I think will carry is probably one of the best counties in | 00:48:32 | |
| the nation to be in. And you guys have big influence on how that's going to continue to go. So thank you very much. | 00:48:40 | |
| I won't take any more time, but can I have one minute or no? You have a minute and eight seconds. OK, I have to tell you this, the | 00:48:49 | |
| janitor that's retiring. | 00:48:55 | |
| I have a friend that owned a really big company and he hired a bunch of cannibals to work. You know, in the, you know, help, the | 00:49:03 | |
| one condition is you can't eat any of the employees. That's one condition, one condition. So three weeks later, you know | 00:49:09 | |
| everything kind of go along pretty good. | 00:49:14 | |
| The 4th week somebody said where is the custodian, where is the custodian? And so then he went to the head cannibal that was | 00:49:20 | |
| working for him and he said look I told you you can't eat anybody. | 00:49:26 | |
| And so the custodians or the cannibal said, OK, you know, we'll talk. So he addressed all the cannibals and he said, look, I know | 00:49:32 | |
| you hate the CEO, the president, board, you know, all these higher up guys, but which one of your numbs call fake chapter? | 00:49:40 | |
| So the actors do a lot to keep in school. Thank you, Mr. Mosby. And in direct answer to your question, well, county is not a | 00:49:48 | |
| sanctuary county and we passed on 1st ordinance or ordinance. First reading of an ordinance a couple weeks ago stating as much. | 00:49:56 | |
| I'll pass that around. All right. Thank you, Sir. Is there any other public comment today? Yes, ma'am. Come on up. | 00:50:03 | |
| Welcome. Thank you for being here. Don't forget to state your name and address for the record, my name is Carlene Ferguson Smith. | 00:50:24 | |
| I'm at 1115 E 20th St. in Greeley and I'm here about the East Greeley situation. And I just wanted to agree with Michelle that, | 00:50:30 | |
| you know, everybody's getting really tired. And I mean, my son and husband didn't come because, you know, they can't take any more | 00:50:36 | |
| time off work and. | 00:50:42 | |
| I mean, as I've had to take off so much time from work and it just feels like we're getting nowhere. | 00:50:49 | |
| And that it would be really nice if you know you guys could waive the fees and. | 00:50:56 | |
| I guess we just need to reorganize giving. | 00:51:04 | |
| Getting our applications in because there's still a lot of people that want to do this. | 00:51:08 | |
| Like I said, it seems like everybody just get getting worn down and thinking that you know you guys aren't going to do anything | 00:51:14 | |
| and that prove the move to AG so. | 00:51:19 | |
| That was all I wanted to say. Thank you to me. Thank you so much for coming up and speaking. It's very brave. | 00:51:25 | |
| OK. Is there any other public comment today? | 00:51:31 | |
| Seeing none, I'll go ahead and close public comment and this portal. Stand adjourned. It's 9:47 PM. Thank you, everybody for being | 00:51:35 | |
| here. | 00:51:38 |
