| Proclamation Eaton Reds Day, November 25th, 2024. Whereas, the Eaton Reds softball team defeated the University Bulldogs to win | 00:01:56 | |
| its third straight Class 3A state championship at Aurora Sports Park on October 26th, 2024. And whereas the explosive first inning | 00:02:03 | |
| led by sophomores Emma Anderson, Bria Foster who each hit a home run, propelled the Reds to a hard fought eight to six title | 00:02:10 | |
| victory. And whereas fellow sophomore pitcher Joanna Galvin pitched a complete game while. | 00:02:18 | |
| Recording 5 strikeouts, the effort helps Eaton earn its four state championship in the past five years and 4th consecutive 20 win | 00:02:25 | |
| season. And whereas Eaton softball is a dynasty and it's something worth celebrating, hard work and determination were reflected | 00:02:31 | |
| in the success the Reds have experienced this season as a team. | 00:02:38 | |
| And five Allstate First Team Award winners demonstrate the individual determination of this group. The traits utilized by team | 00:02:44 | |
| members this season will undoubtedly help them achieve their bigger goals in life. Now therefore, be a proclaimed by the Board of | 00:02:52 | |
| Well County Commissioners at the 25th day of November 2024 be known as Eaton Reds Day. We congratulate players, coaches and | 00:02:59 | |
| parents on a special season capped by another state championship. We are grateful to celebrate your victory on this. | 00:03:07 | |
| Together, let's get in a round of applause. | 00:03:15 | |
| Koshan, would you like to make any comments? Sure. First, I got to thank the, well, county commissioners around us today. It's a | 00:03:21 | |
| great honor. I know it's our third year in a row coming here, but it never gets old. I certainly appreciate it. And I got to think | 00:03:27 | |
| the parents are out there in the crowd. And lastly, the players. It's exceedingly difficult when you get a target on your back | 00:03:32 | |
| end. And unfortunately. | 00:03:37 | |
| Unfortunately for us, with every single season that the target gets bigger and bigger and these these girls run for the challenge. | 00:03:43 | |
| I've been most definitely took care of business when it was time to take care of business. So I can't think of enough. And they | 00:03:49 | |
| deserve every single accolade we give them and they did a great job on the season. So thank you. Thank you, coach. Do you have any | 00:03:55 | |
| players that would like to speak today? I asked them. They all said no surprising. That's that's odd because I bet they're this | 00:04:01 | |
| quiet at school too. No, no. | 00:04:07 | |
| Commissioner James. | 00:04:13 | |
| Second, finally, one Fall 2 with your victory, and that's when it's an eaten Breads day. Commissioner Ross gloats almost | 00:04:15 | |
| uncontrollably, and so thank you for allowing him to load one more time. It's not like I gloat when Roosevelt comes in with a | 00:04:20 | |
| state championship. | 00:04:24 | |
| But I think what any well county team comes in with the state championship is outstanding. | 00:04:31 | |
| Thanks to your parents, obviously moms and dads put a lot into your victory and thanks to you and your hard work. I just encourage | 00:04:36 | |
| you, probably with some of you heard me say last year, I remember how it feels. The hard work, the dedication does pay off and | 00:04:42 | |
| it'll turn the exact same way with the rest of your life. So keep at it ladies, congratulations, God bless you. | 00:04:48 | |
| Mr. Brock, I want to congratulate you also. I think it's just my high school sports was was everything to me. Who's the pitcher? | 00:04:55 | |
| I didn't do that. | 00:05:04 | |
| I want to thank the parents also for getting you to your practices and just such the pride of the of the town. So congratulations. | 00:05:08 | |
| Mr. Freeman, I would agree with what's been said. Congratulations, your fine young ladies. And you realize that this is just a | 00:05:18 | |
| step of what's going to make your careers, right? Teamwork, team building, that's what makes you successful in life. So once | 00:05:24 | |
| again, congratulations. Kind of hard for me, whether it's eating ribs, but what? | 00:05:31 | |
| Well, it's not hard for me. I love to celebrate ladies, so proud of you. We all are very proud of you. We celebrate any well | 00:05:39 | |
| county team that achieves a state championship. | 00:05:45 | |
| But you guys have been pretty fortunate. I mean, four out of five and three in a row, that's hard to do. Three in a row is is | 00:05:51 | |
| amazing because your senior class tends to roll out. You're having to replace talent every year. And as a former coach, that's | 00:05:57 | |
| hard. Each year you have a new team and you have new chemistry and it takes the youth coming up through the program, putting in | 00:06:04 | |
| the hard work and being dedicated to do it. Because it's easy to say. | 00:06:11 | |
| We're just going to get there, right? We're eating. We can always win, right, because we have one. That's not how it works. And | 00:06:19 | |
| you know that because of that target painted on your back like Coach Shaw talked about, they're going to come for you. That's | 00:06:24 | |
| their championship game every time they get the opportunity to play it. So I just want to I want to commend you for taking it. | 00:06:29 | |
| Seriously and putting in the hard work to do it because that's a milestone that most people in life will never see. So | 00:06:35 | |
| congratulations and parents and and community members. I just want to thank you for your support because it takes everyone making | 00:06:41 | |
| sure that these girls are successful and it's no small feat from Little League games to club games and and all the travel and | 00:06:47 | |
| expense that you incur to make sure that they they have this opportunity. So again, congratulations and we'd love to take a | 00:06:53 | |
| picture with you guys if that's OK. So come on up. | 00:06:59 | |
| Oh yeah, we should. I'm sorry, do you mind? I know they didn't want to speak, but for the record, how about they go by the | 00:07:08 | |
| microphone to say their name and their class? Is that okay? | 00:07:13 | |
| Thanks, Bob. | 00:07:18 | |

| Item number one consider certification to Weld County Treasurer of county compliance violation penalties as special assessment. | 00:18:11 | |
| Marco Antonio Ruiz Soto and Maria del Carmen Bijarano Baraz. | 00:18:18 | |
| This item was continued from September 30th of 2024. | 00:18:25 | |
| Good morning, Commissioners. Matt Conroy, Assistant County Attorney. | 00:18:31 | |
| So before you decide, as you mentioned, this item was continued from September. The property of interest is 340 Dunmeyer St. and | 00:18:35 | |
| Evanston. | 00:18:39 | |
| The violations of the World County Code that were present on the property where storage of commercial vehicles and equipments, | 00:18:45 | |
| which was the primary issue. There's a secondary issue of approximately 400 square foot accessory building without required | 00:18:50 | |
| permits. As of right now, the commercial vehicles and equipment have been removed from the property, which was staff's biggest | 00:18:55 | |
| concern. | 00:19:01 | |
| So the staff would recommend that the board not certify penalties and dismiss the case for now to give time to address the | 00:19:07 | |
| building permit issue with the shed, which is a much smaller issue than the central building commercial equipment. Excuse me. And | 00:19:13 | |
| so I have simply here some code compliance with me to answer any questions and I'm also happy to answer any questions. All right, | 00:19:20 | |
| anybody have any questions for Matthew or Mr. Phil in the way? But. | 00:19:27 | |
| Like hearing this map. So I appreciate you. | 00:19:35 | |
| Do you folks have anything you wish to add to a discussion this morning? We would like to see about the fees we have to pay | 00:19:39 | |
| because right now we're, you know, short of money, he was doing out of work due to some surgeries he had. And so we'd like to know | 00:19:45 | |
| how we can address that. | 00:19:51 | |
| It's a hard time. This is why I gave it my machines in the yard. So I put in the pants because we don't have no money for the | 00:19:57 | |
| other guy. I lose my first yard. | 00:20:02 | |
| Because he's a business all going pretty good and I lose everything. So the machines I've got to put it in my house because I got | 00:20:08 | |
| no place in not a lot of money for pay their rent, their yard. So right now I'm moving to some friend. He's got a permit, I'm | 00:20:16 | |
| moving there and I lose a lot of things because some of there is no fence. So the question is how I can do. | 00:20:24 | |
| For the pay, the 14, I don't know how much you guys want to charge me, but it's hard time for me now. I got a doctor, I got 3 | 00:20:33 | |
| surgeries and I got to do 2 more, so I don't work it right now. | 00:20:38 | |
| So it's hard time for me to pay the money so we can do anything. The problem is I want to fix it so we can. We cannot pay that | 00:20:45 | |
| kind of money right now. | 00:20:50 | |
| So what is the solution we can do for you guys to fix it, this problem? Anything you wish to add? I think my understanding is we | 00:20:56 | |
| have a little bit of a language issue here. Last time we had Miss Garcia to help interpret. She's not here. But yeah. So to be | 00:21:03 | |
| clear, the staff recommendation is up to the board is to not charge any fees right now and then we'll try and work together to fix | 00:21:10 | |
| the outstanding issues. | 00:21:17 | |
| Everybody have any questions for for Matt? | 00:21:26 | |
| Fees No mass. | 00:21:29 | |
| That's good. Thank you. Thank you. We just broke down the language. | 00:21:32 | |
| I'd look for direction from the board. | 00:21:41 | |
| Move to dismiss the I don't know what the proper move to dismiss the complaint, the violation of penalties. Moved to dismiss | 00:21:47 | |
| against Marco Antonio Ruiz Soto and Maria del Carmen Barano Baraza. There's a motion to dismiss. | 00:21:55 | |
| Violation penalties for the individual. Second by Commissioner Block any discussion, Mr. Freeman. I'm fully supportive of of that. | 00:22:04 | |
| I just my one question would be still requiring a building permit. Yes. So does that, but that stays on whether we dismiss this or | 00:22:11 | |
| not, is that correct? Well, they would have to have a building permit. A legitimate building permit or build. Yeah, it's already | 00:22:17 | |
| there. | 00:22:24 | |
| Yeah. So staff would build essentially our plan looking for Wendy. | 00:22:31 | |
| She can start shaking her head as she disagrees with me, but we'll start sort of the enforcement process over again to try and get | 00:22:38 | |
| the building permit. But it's sort of it's not something that is worth $13,000 worth of fine, right? No, I agree. | 00:22:45 | |
| I just want to make sure that we don't lose track of the fact that there still needs to be a building permit at some point on a | 00:22:53 | |
| building that's already completed. | 00:22:56 | |
| OK. Additional comments. | 00:23:01 | |
| All right hearing none, all those in favor of dismissal signify by saying aye aye, all opposed same sign and the violation | 00:23:04 | |
| penalties are dismissed for 20. Congratulations. Have a happy Thanksgiving. Make sure you work with planning on getting that | 00:23:10 | |
| building permit though, okay, thank you folks. | 00:23:17 | |
| That concludes planning and brings us to public comment. Now is the opportunity for anybody that wishes to express public comment. | 00:23:25 | |
| Here's your opportunity to come up to the podium for three minutes and share your comments with the Board of County Commissioners. | 00:23:30 | |
| If you can't be here today, you can e-mail us at publiccomment@well.gov or CTV at world.gov or you can do an old-fashioned snail | 00:23:36 | |
| mail at Weld County Clerks Board, PO Box 758150, O Street to Colorado 8O632. | 00:23:42 | |
| I see no public comment today. It's 925. We stand adjourned. | 00:23:49 | |
| I know, I'm just thinking that might be the. | 00:24:04 |
