I pledge allegiance to the flag. 00:11:33

And to the Republic for which it stands. 00:11:37
All right, it's good morning. It's Monday, January 13th, 9:00 Board of Will County. 00:11:46

Right minutes. Minutes from December 30th, 2024. 00:12:18
We just did. My helicopters did. 00:12:23
I'm so sorry, is there any amendments to the agenda? 00:12:25
No, OK. 00:12:29
Can I? 00:12:31
Seek a motion for consent. Madam Chair, move to approve consent agenda. Second, it is moved by Commissioner Maxey. Second by 00:12:32
Commissioner Ross. Any discussion? 00:12:37
All in favor, say aye. Opposed say nay. 00:12:43
OK Presentations and Proclamations, Acts of Connection Month, January 2025. 00:12:46
And I'm going to read this in as you all want to come up to the microphone. 00:12:53
Proclamation Acts of Connection month January 2025, whereas approximately half of the United states adults. 00:12:58
Report experiencing loneliness and the harmful consequences of a lack of social connection and can be felt in our schools, 00:13:05
workplaces, and civic organizations. 00:13:09
Where performances, productivity, engagements are diminished and. 00:13:13
Whereas the United States Surgeon General reports the mortality impact of being socially disconnected is similar to that caused by 00:13:18
smoking of up to 15 cigarettes a day. 00:13:23
And loneliness poses a significant threat to physical, mental and emotional health, increasing risks for conditions such as 00:13:28
depression. 00:13:32
Substance use disorder and chronic disease. 00:13:36
And WHEREAS, understanding and addressing the factors that contribute to loneliness and disconnection are vital for building a 00:13:39
healthier, more connected communities and whereas. 00:13:44
Acts of connection. 00:13:49
An initiative of Thriving World and the Well County Department of Public Health and Environment seeks to raise awareness of the 00:13:51
health risk and loneliness and isolation. 00:13:55
To educate the public on the importance of connection, to provide resources to foster healthy relationships, and to strengthen 00:14:00
community bonds. 00:14:04
Now, therefore, be it proclaimed by the Well County Board of Commissioners that January 2025 be known as Acts of Connection Month 00:14:09
in Well County and Concurrent encourages individuals, families and organizations to visit the Health Department's website. 00:14:17
Www.weldhealth.org to learn how. 00:14:25
They can cultivate a culture of connection and take meaningful steps to reduce loneliness and isolation. 00:14:30
In our community. Signed by all 5 county commissioners. 00:14:36
Good morning, Jason. 00:14:39
Through the morning commissioners, Jason Chester with the health department. With me, I have Olivia Egan. Olivia is the manager in 00:14:41
our department. 00:14:44
And Doctor Dannon. 00:14:47
And he's with the School of Public Health at UNC. 00:14:49
Thank you for observing the proclamation. It was stunning to me in 2023 when the Surgeon General came out with a report that said. 00:14:54
Loneliness. 00:15:03
The physical effects of loneliness can be equivalent to smoking 15 cigarettes. 00:15:05
And that's something that. 00:15:11
We began to work on. 00:15:13
In our department and with some partners like. 00:15:15
UNC or Sunrise N range partners too. 00:15:18
To try to bring awareness. 00:15:21
Long let us. 00:15:26
And it has such a negative health. 00:15:28
Like smoking 15 cigarettes a day, but it's also upstream of several. 00:15:30
Or it can be upstream contribute to. 00:15:34
Several health issues like. 00:15:37
Diabetes or cardiovascular disease or substance abuse, so. 00:15:39
It's new to our society, you know, with. 00:15:45
Technology, We've never been more connected. 00:15:48
As a human race, but that. 00:15:51
That level of connection through social media. 00:15:54
May or has in many cases led to a loss of personal interaction and. 00:15:58
Result in loneliness and the devastating effects that it can have so. 00:16:03
Acts of Connection is a collaborative effort. 00:16:06
Among our department and several organizations that have already mentioned. 00:16:09
To bring awareness to the issue of loneliness. 00:16:13
And to provide information so that we can begin to address the issue. 00:16:16
I appreciate the board reading the proclamation. 00:16:19
To bring awareness to the issue and we as a department look forward to bringing ideas and proposals forward on how we can continue 00:16:24
to address this. 00:16:28
Doctor Parks, can you hear me think about that? 00:16:32
Sure, I will. Thank you so much and good morning. 00:16:34
I just want to reiterate what Jason was saying in that although we are more connected than ever digitally, we are also becoming 00:16:38
more disconnected. 00:16:41
In the past 20 years, we are spending. 00:16:45
About 24 hours less per month with family and friends and this isolation is. 00:16:48
Speaking across all generations. So it's not just the youth, it's not just the agent adults, it's everyone in between as well. 00:16:54
So I would just recommend and promote this for everyone in our community that we make a better intention. 00:17:00
Of connecting, whether it be with strangers or our loved ones. 00:17:06
Thank you. 00:17:10
I don't have anything OK. 00:17:13
Well, I'm going to bring it back to the board. You have any comment? 00:17:16
Now I just appreciate you bringing this to our attention. That was a shocking fact for me also having been a past smoker and know 00:17:21
how much better my body feels having quit. 00:17:26
The comparison to smoking. 00:17:32
On your body. 00:17:35
So thank you for doing this. 00:17:36
All right, Commissioner Maxie. 00:17:39
I guess that's my first proclamation that I get to say something that so thank you. This is this is kind of neat. 00:17:43
Just a couple things. 00:17:49
You know, I've never been a smoker, but little stats like that, little facts and figures like that are what stick in my mind. 00:17:50
And so when you said that, that was just. 00:17:56
Amazing to me about the effects of loneliness and so just happy to be a part of this and I echo. 00:17:58
It seems like more and more, even though we're more connected, it seems like we are less. 00:18:04
Personally connected and so. 00:18:09
I know I try to do. 00:18:11
The best I can with my family and friends and would encourage others to do the same. So thank you for bringing this to our 00:18:12
attention. 00:18:15
Commissioner Ross. 00:18:18
You know what I would go back to? I I would agree that that loneliness and isolationism is tough on folks I go back to. 00:18:19
The COVID year 2020 when we were isolating the heck out of people and and saying that loved ones couldn't have interaction with 00:18:28
their. 00:18:31
Uh, grandparents and, and beyond, uh. 00:18:35
We got numerous emails and calls into here saying. 00:18:38
Please just let us go back and see our loved ones right? Like we're willing to take the risk because loneliness is being tougher 00:18:41
on us than anything. 00:18:45
And I would concur, right at the times your life when people become disconnected and stuff, you see rapid declines in their 00:18:50
health. And, and so it does have an effect on people. It's not a positive effect when they're isolated and feeling lonely. So 00:18:55
anything we can do to break down those barriers and I would encourage people to. 00:19:01
Make a phone call to somebody, right? Stop by their house, say hi. 00:19:07
May just be something that somebody needs. 00:19:10
Before they go to something bigger like you're saying, Jason, whether it's. 00:19:12
Cardiovascular disease or others? Or maybe they're suicidal. 00:19:15
That they could be there and you could be the person that makes them feel. 00:19:20
You know that that connection again and and stop that so. 00:19:23
Thank you for doing this. 00:19:27
Well, I also want to thank you so much for bringing this to our attention. It's kind of hard to think that we need to encourage 00:19:29
people to connect. You think of it as a no brainer, but I do think with the media, social media, it's kind of done more damage 00:19:33
than it's done. 00:19:38
Good in terms of promoting communication. 00:19:43
Families and friends and so I. 00:19:46
With all the commissioners here, we stand behind you and stepping up and seeing what more we can do for their citizens to where? 00:19:49
They do not isolate themselves. So thank you so much. Can we take a picture with y'all? 00:19:57
Let's all go down with. 00:20:04
All right, 312. 00:20:30
And three. 00:20:33
Wonderful safety. 00:20:35
Too much that you just thank you so much. You can see. 00:20:37
So we do have a Northridge Grizzly Days Unified bowling team that was supposed to come state championships. 00:21:00
But we're going to delay that. 00:21:08
Hopefully the students will get here. 00:21:11
Before our meetings adjourn. If not, we'll. 00:21:13
We'll punt, we'll figure out something else. 00:21:18
OK, let's go to warrants. General warrants January 10th, 2025. Move to approve warrants for January 10th, 2025. 00:21:21
Commissioner Ross. Second by Commissioner Kepler. Any discussion? 00:21:30
All in favor, say aye. Opposed say. 00:21:33
All right, let's go to bids. Good morning, Tony, Toby. 00:21:36
Resend bid B 2400111 Department of. 00:21:40
Public health and environment building elevator monetization. 00:21:46
Facilities Department. Good morning Toby Taylor with purchasing. 00:21:50
On August 12, 2024, the commissioners approved the Low bidder Peak Elevator to perform elevator modernization at the Health 00:21:54
Building. 00:21:58
Peak Elevator was not able to meet the specifications regarding the performance of payment bonds. 00:22:02
Therefore, on August 9th, 2024, the board approved awarding the project to the second locator, Otis Elevator. 00:22:08
An agreement with Oda's elevator on this contract with the terms were never able to be reached. 00:22:14
Therefore, the facilities department is recommending rescinding the bid completely and will rebid the project in the future. 00:22:20
All right. Any discussions, any questions from the board, I'll move to rescind bid B 240-0111. 00:22:26
Sorry, it has been moved by Commissioner Maxie. 00:22:33
Second, by Commissioner Ross to resend any discussion. 00:22:37
All in favor, say aye. Opposed say nay. 00:22:41
That bed is resent. 00:22:44
#2 approved bid B 240-0148 Environmental Justice. Public engagement plan, Department of Finance. 00:22:46
Hope County received 2 bids from the consulting firms to develop a public engagement plan to complement the Environmental Justice 00:22:54
plan. 00:22:57
The lowest responsive bidder. 00:23:01
Was from AR 360 Consultants LLC therefore staff recommending. 00:23:03
It recommends the award to Arkansas 360 consultants in the amount of $54,962. 00:23:08
Right. Any questions of the board? 00:23:15
Moved Approved Bid B 2400 one 48. 00:23:17
Second, it has been moved by Commissioner Ross, second by Commissioner Pepler. Any discussion? 00:23:20
All in favor say aye aye. Opposed say nay. 00:23:25
All right Bid 3 Approved Bid B 2400149 Design and engineering services for Weld County Motor Pool Complex Facilities Department. 00:23:28
As advertised, this bid is for design and engineering services for the new. 00:23:37
Weld County Motor Pool Complex. The low bid is from Care and Design LLC and the specifications. 00:23:42
Therefore, the Facilities Department is recommending the award to Care and Design LLC in the amount of 394,000 and $45.00. All 00:23:47
right, Commissioner Ross. 00:23:52
On this I had the chance to review it lightly in Tyler, but not all the documentation I can see there. 00:23:58
I was wondering if we could move this to a work session with the board. 00:24:04
So I could better understand this, but this is a rather large project. 00:24:08
Specifically, I guess I've got questions the. 00:24:12
Bids, as I'm looking at them, the winning bid was substantially lower. 00:24:15
Than everybody else I would just like to understand more comprehensively. 00:24:19
Why I believe Karen's been. 00:24:24
A winning bidder on a lot of our projects in the past. 00:24:27
And I guess I would just like. 00:24:31
To be able to dive more in depth in this and be able to see the information from. 00:24:33
Them and maybe others on on the bids. 00:24:37
Through a work session if that would be appropriate. 00:24:40
Further discussion, any questions? I, I echo that settlement. I was looking at all the bids that we received in there's quite the 00:24:44
spread between the high and the low and I had similar questions as well, especially just being new to the board and not knowing. 00:24:50
A lot of the insurance and outs, I think this one. 00:24:56
Would warrant a work session if we could. 00:24:58
There's three times as much on the high bed, then a little bit. So yeah, there's big discrepancy there. So I'm going to take a 00:25:01
motion to move that I would move to. 00:25:06
I guess what do we need to do? Move this to a work session? I don't know if that's a technical motion. No, Bruce. 00:25:12
Move it to the approval to like next Monday, OK, and then you could do the work session between. 00:25:17
So I would move to. 00:25:25
Recessed this approval until next Monday the 20th or we're gone on the 20th so it'll be Wednesday the 22nd. 00:25:29
At 9:00 AM. 00:25:37
Second then. 00:25:38
It has been moved by Commissioner Ross, second by Commissioner Pepler. Any other further discussion? 00:25:40
All in favor, say aye, aye, opposed say nay. That is, it has been moved to January. 00:25:46
22nd. 00:25:52
All right #5 present bed B 2400146. 00:25:54
Cisco Voice Flex Agreement, Department of Information and Technology. 00:26:00
Commissioner Buck, you, you missed #4 I'm sorry. 00:26:04
#4 I'm so sorry. 00:26:08
Bid B 2400155 Traffic Signal Maintenance Department of Public Works. I'm sorry, Toby. 00:26:11
Public Works Department recommends the board award the bid for traffic signal maintenance to the sole bidder. 00:26:18
Ruminate transportation technologies. 00:26:23
Any questions of the board? 00:26:27
I'll move to approve bid number B-24 hundred 155. 00:26:29
I'll second it. 00:26:33
That yes, Commissioner Maxie, just a quick item of discussion, Toby, I didn't see in here today and I said how much is this bid 00:26:34
for? They quoted their bid based on an hourly rate for on call services. 00:26:40
All right. Thank you. OK. It's been moved by Commissioner Ross, second by Commissioner Maxey. Any questions, further discussion? 00:26:47
All in favor, say aye. Opposed say nay. 00:26:54
All right now bit #5 Present Bid B 2400146 Cisco Voice Flex Agreement Department of Information Technology. 00:26:56
Two vendors have replied to the solicitation, but one withdrew their bid. 00:27:04
The Department of Information Technology is reviewing that single bid and that anticipates bringing a recommendation to the Board 00:27:08
on January 27th, 2025. 00:27:12
Any questions of the board? 00:27:17
All right. 00:27:18
Thank you. 00:27:21
OK. We're going to go to new business now. 00:27:23
Consider contract ID 8848 Revised contract for state opioid. 00:27:26
Response C SOR Grant program authorized Chair to sign and we send Resolution 20243075 dated November 20th, 2024. 00:27:31
Good morning commissioners for the records. Sonia Cobra as well Tony, Sheriff's Office finance manager, presenting contract 8848. 00:27:43
The fiscal year 2025 SOAR Grand Award in the amount of $69,998.82. 00:27:53
To you today. 00:28:02
You already approved the award acceptance in November, but the state revised the budget and moved the funds into the other cost 00:28:03
section. 00:28:08
To reflect that, well, County Sheriff's Office is using these funds. 00:28:12
To pay N Range Behavioral Health for inmate services. 00:28:17
The Grand award was reviewed by the County Attorney and the PA was approved by all 5 commissioners. 00:28:22
On the 7th of January 2025. 00:28:28
OK. Any questions from the board? 00:28:31
I would move to approve contract ID 8848 which is revised contract for state opioid response grant program say. 00:28:33
It has been moved by Commissioner Maxie, second by Commissioner Ross. Any discussion? 00:28:40
All in favor say aye aye. Opposed say nay. 00:28:45
That contract is approved. 00:28:48
#2 Consider contract ID 8990 Agreement for partially self funded program and authorized chair to sign. 00:28:52
Colorado County's casualty and property pool care of. 00:28:59
County Technical Services, Inc, CSI. 00:29:03
Good morning. I'm Kelly Lefler with Human Resources. 00:29:06
We are asking for final approval to move forward with the agreement between Colorado County's casualty and property pool. 00:29:09
And Weld County for the partially self funded property and liability insurance policy. 00:29:15
For the amount of $3,219,200 for the policy period January 1st, 2025 through December 31st, 2025. 00:29:20
The full cap policy was approved in a pass around on December 19th by all 5 commissioners. 00:29:29
Any questions? Any questions? 00:29:35
Of the board, yes, Commissioner Ross, I'll just make a comment. I think this is important. It's good that we are keeping the rates 00:29:38
as close as we can to to last year. 00:29:42
I know CTSI is working diligently on that and. 00:29:47
Every team, well, it's doing a great job of trying to keep our. 00:29:50
Risk exposure limited. So I just want to say great work and thank you. And with that I would move to approve. 00:29:53
Contract ID 8990 a second. It has been moved by Commissioner Ross, second by Commissioner Maxey. 00:29:59
Any discussion? 00:30:05
All in favor, say aye. Opposed say nay. 00:30:07
That contract ID 8990 is approved. 00:30:10
Thank you. 00:30:14
#3 Consider contract. ID 9000 amendment for restated cafeteria plan and authorized chair to sign. 00:30:16
Good morning. Good morning, Allison Palmer, Human Resources. 00:30:23
As part of the switch from the high deductible health plan with the Health Savings Account for 2025, employees with the current 00:30:27
health FSA will be given the option to roll over their balance into a limited purpose FSA. 00:30:32
This change allows employees to maximize HSA benefits while using FSA funds for eligible dental and vision expenses. This update 00:30:38
will provide more flexibility for employees in the future who switch from APPO plan to a high deductible plan with an HSA at no 00:30:43
extra cost. 00:30:48
The pass around for this proposal was approved by 5 out of five commissioners on December 30th and now we seek the Commissioners 00:30:53
final approval to move forward with the Rocky Mountain Reserve contract. 00:30:57
All right. Questions of the board moved approved contract ID 9000. I'm sorry, I'm due the employees have to do anything to make 00:31:02
this change. 00:31:06
No, OK. 00:31:11
Good enough. Go ahead. We have Commissioner motion. 00:31:12
I'll second the motion and just say it thank you because this is a good benefit for the employees. 00:31:17
Absolutely, all right. It has been moved by Commissioner Ross, second by Commissioner Maxie. Further discussion. 00:31:21
All in favor say aye aye. Opposed say nay. 00:31:27
Contract 9000 is approved. Thank you. 00:31:30
#4 Consider contract ID. 00:31:33
9007 amendment #2 to task order contract for syphilis filled delivery. FTD program and authorized chair design. 00:31:36
Good morning, Commissioners. Jason Cheshire with the Health Department. 00:31:46
Last year, the Colorado Department of Public Health and Environment funded a syphilis field delivered therapy program for Weld 00:31:49
County. 00:31:53
That program essentially. 00:31:56
Provided funding for staff to go out into the field. 00:31:58
To provide both testing and treatment for syphilis. 00:32:02
Syphilis rates have been rapidly increasing. 00:32:04
Not only in Weld County, but Colorado over the past few years, this amendment. 00:32:07
Well, let me back up as part of the field delivered therapy program we have made. 00:32:13
Periodic visits to the jail. That's the population that has been in need of both testing and treatment for syphilis. 00:32:19
This funding that CDPH contacted us. 00:32:26
Let us know that there was some additional funding available. 00:32:29
We asked the board to approve this. 00:32:32
So that we can provide some additional testing for inmates at the Weld County Jail. We've been working with the Sheriff's 00:32:36
Department. They've been open to the idea and have been very accommodating. So I recommend that the board approve the. 00:32:42
Contract. Umm. 00:32:50
All right. Any questions of the board? 00:32:51
I have one. 00:32:53
I was just noticing that it appears to address a specific population at the jail as opposed to the broader spectrum of the full 00:32:55
population. Could you? 00:32:59
Address that for me. Is it just because? 00:33:04
Grant is only available for that specific population. 00:33:06
They the grant prioritizes population. Just ma'am. 00:33:11
Thank you. 00:33:16
And I'm charging them to approve contract ID 9007. 00:33:17
Second has been moved by Commissioner Ross, second by Commissioner Maxey. Any discussion? 00:33:21
All in favor, say aye. Opposed say nay. 00:33:27
Contract ID 9007 is approved. 00:33:30
Thank you. 00:33:35
Since we're in this corner, you could do public comment now and then go to recess, Madam Chair. 00:33:36
Until 9:30, when the unified Boeing team gets here. 00:33:43
OK, we will do that public comment. Each individual speaker is allowed three minute period of time in which to direct comments to 00:33:47
the board. 00:33:51
The Chair shall enforce the rules of order and decorum and will not accept comments regarding matters which are scheduled be 00:33:55
considered at a full public hearing, such as land use hearing. 00:34:00
In that event, the speaker will be asked to give their testimony at the appropriate public hearing, either in person or in 00:34:05
writing. Is there anybody here that has? 00:34:10
Some public comment. 00:34:14
Movement in the room, but I see no one coming to the microphone. 00:34:18
All right, we will. 00:34:22
Good morning, Sir. 00:34:28
If you could just state your name and your address. 00:34:30
Anthony Sanchez at 501 Well County Road 48 and Berthoud, good morning. 00:34:33
What's that? It was good morning. 00:34:38
Good morning. 00:34:40
I have a hard time hearing you're doing great. 00:34:42
Is the and. 00:34:45
And asked him to see if Esther could put up. 00:34:49
My. 00:34:53
Farm on the. 00:34:56
Screen and that would help to explain what I'm up to. 00:34:57
But. 00:35:02
My wife and I have been farming over. 00:35:03
In the berthed area just straight West of Johnson's Corner or the new Bucky's area, about two miles. 00:35:07
And we've taken opportunity of the week. 00:35:14
Bought 160 acres on our main farm where we live. 00:35:18
And we've taken the opportunity over the past 30 years to use the recorded exemption. 00:35:22
On our farm and break up 2 1/2 acre lots every once in a while when we needed. 00:35:28
Extra income to manage our farm. 00:35:34
And. 00:35:37
We our last one was done in about 2000. 00:35:39
And 20. 00:35:46
And so we were planning. 00:35:47
On being able to spread up. 00:35:50
Some more lots. 00:35:53
And I went to the planning office back started back in July. 00:35:55
And they told me that I couldn't do that anymore. And then we had the family farm division that they said we could do but. 00:36:00
But we've worked hard. 00:36:09
To keep our farm going. 00:36:12
And, umm. 00:36:15
I wanna. 00:36:17
Show you that up on the screen. 00:36:18
Yeah. 00:36:21
Oh, perfect. 00:36:23
OK, OK. 00:36:25
Let's see, this doesn't quite. It's not quite high enough to show that. 00:36:29
Right there, this this area, right here. 00:36:36
Is about 5 acres. 00:36:41
And our house is located down over here where we have a reservoir and we have been. 00:36:43
Using the gated pipe to irrigate our farm. 00:36:51
And I just recently put in a. 00:36:54
Appear that over in. 00:36:57
In this area, right, Right in here. 00:37:00
We put in a pivot. 00:37:04
Which helps our irrigation. 00:37:06
But over the years, we were doing our planning on these lots right up in here. All these lots will be done with the recorded 00:37:08
exemption. 00:37:13
And one of your planning? 00:37:18
Personnel that worked really hard with me over the years was Angela Snyder. 00:37:21
And so we set this up. 00:37:26
Along here because this is a hard area for us to. 00:37:28
Manage on our farm as far as getting the irrigation waters up there and now I'm left with the residual of five acres and then I 00:37:32
can't do any recorded exemption. 00:37:38
So I come before you and ask you, is there any way? 00:37:44
Any way that you guys can come up with where you can help? 00:37:49
Us because this is in our retirement. 00:37:53
And this is in a plan where we're going to hand off. 00:37:56
Farm to our son or our grandson, but my request is to be able to do 2 lots right in here, 2 1/2 acre lots. 00:37:59
To help us, I'm 78 years old and I love farming. 00:38:08
That the handwriting's on the wall, that I'm not going to be able to do this forever and my wife and I need. 00:38:13
The retirement income and we spent about $80,000 to put that pivot in over here and we got some help from the federal government. 00:38:19
But the farm? 00:38:30
Family farm division does not help us really at all. I do not want to split up that. 00:38:33
Farm to where we have to. It's 140 some acres. 00:38:39
So we can do with the family farm thing. We could do three lots 3. 00:38:43
40 acre lots. 00:38:49
And and then one lot off of those is what I'm. 00:38:50
I'm told, but that doesn't really help us. 00:38:54
And then I have another farm that's connected up over here that's 60 acres. 00:38:58
And we can't do anything with it because. 00:39:05
As far as doing a small subdivision. 00:39:09
Because we're too close to some subdivisions that were put in before. 00:39:11
And so we're stuck between a rock and a hard space. 00:39:16
And we just feel. 00:39:20
Financially, this really has hurt us and we just feel like we. 00:39:23
Would like to hang on to our farm but we don't know how. 00:39:28
How to how to manage that but. 00:39:32
We needed that. 00:39:35
Recorded exemption. 00:39:38
Process that really helped us out and I've since vacated this this farm here that we're at. 00:39:40
Right in here. I vacated that off the recorded exemption process. 00:39:48
But umm. 00:39:53
My wife and I need help. 00:39:56
This is in a. 00:39:58
So this is a family. I mean, this is a financial burden put on us by taking that away from us. 00:40:00
And if we could get? 00:40:08
Uh, these two lots. 00:40:10
At least divided out that would help us out for a while until. 00:40:11
So we can come up with something else. I don't know what we're going to do. All right. Looks like Commissioner Ross, Sir, thank 00:40:18
you for coming in front of us today. I appreciate it. And I, I. 00:40:22
Empathize with you and your. 00:40:27
Struggles. 00:40:29
The board changed the RE process back in 2020, right? 00:40:31
And, and quite frankly, what we had was a lot. 00:40:36
Of instances where. 00:40:40
We were breaking off parcels, breaking off parcels and in a sense we were creating small subdivisions which when I look at your 00:40:42
map here. 00:40:46
In essence, that's kind of what you've done is create a small subdivision here. 00:40:50
On the eastern side of your property if I'm looking at the map. 00:40:54
Correctly and so in an effort to try and get better planning going for the county. 00:40:58
Right. That's why we did away with the RE process and moved to the family. 00:41:05
Farm division, right. So you have two options available to you. You have you can create the 35 acre parcels or break them into 40 00:41:09
acres like you said. OK, that's. 00:41:15
That's guaranteed to you through the state process. OK. Or you can do the family farm division where you have 10 acres. 00:41:21
Unlock A and you have the rest Unlock B, right? Or I could have lot A&B backwards or so. I apologize, right? But I guess what I 00:41:28
would encourage you to do is encourage you to work with our planning division. I believe they've been working with you on this. 00:41:35
And and I think they can work with you as best to give you a solution that we can OK, but we don't have. 00:41:42
The re process any longer so we as a board don't have that ability to strike down a gavel right and and give you that one off 00:41:49
option. So it's just not. 00:41:54
It's not available to us today, but that's why I. 00:41:59
Encourage you to. 00:42:01
Continue working with our planning department so they can find the best. 00:42:04
Opportunity for you. 00:42:08
OK, and I've been trying to do that. 00:42:10
But. 00:42:15
As far as I'm concerned. 00:42:20
I don't think this is really. 00:42:22
Fair to me as a landowner. 00:42:25
And and a farmer. 00:42:27
And this and I agree with you what I've done in the over the years, over the past. 00:42:30
25 or 30 years, I think I did ours when we first bought our farm that I did the first one. 00:42:37
But that has helped us. 00:42:44
And. 00:42:46
Honor you guys for what you try to do and you try to help everyone you can, and there's always somebody that doesn't quite. 00:42:49
Fit and. 00:42:55
But me as a. 00:42:58
As a citizen and with the Constitution and my family. 00:43:03
Has is an American Indian? 00:43:07
And and Hispanic and we, that's what we are worth. We're farmers and we're ranchers. 00:43:10
And and. 00:43:17
I have my We've worked hard to pay this farm off. 00:43:19
And we should not have to struggle. 00:43:23
Toward our last. 00:43:27
Senior years to try to maintain and to keep our farm. 00:43:29
And, umm. 00:43:33
And and and we. 00:43:35
We followed your rules and and your guidance on the recorded exemption and. 00:43:37
I have a residual there that's going to be idle land. 00:43:42
And it's too small to farm. 00:43:46
To get anything off of it, if we have, we do work for the dairy farmers and they come out and run their big equipment on our farm. 00:43:49
Hardly even turn around on that. So that's going to be a. 00:43:57
A partial there that. 00:44:00
That we haven't. We can't. We have. 00:44:03
Nothing to do with it. And then? 00:44:06
And then we've paid about $80,000 to run up a domestic line right along County Road 3 there to help that. 00:44:08
And do lots there and then. So here we are. 00:44:16
And so. 00:44:19
I feel like. 00:44:21
I appreciate what you're saying. 00:44:22
To work with the planning division. 00:44:25
But if you have only two options for me, I'm sorry that that doesn't get it. 00:44:27
Well, and I appreciate that, Sir, we have to look at planning from a broader perspective than a case by case, right. And that's 00:44:31
why we've tried to set forth the best options that we can with our planning department. And and there may be even an opportunity 00:44:37
for you for a small subdivision on this track of land where you might not have it on that property to the north of you. I can't 00:44:42
tell you without having more information, but that's again. 00:44:48
If you're trying to break that up, my best advice? 00:44:54
And, and, and I've already gotten word from the planning division is keep working with them, right? They'll do their best for you. 00:44:57
And, and that would be my encouragement for you. But again, I appreciate you bringing these concerns to us and thank you for being 00:45:01
here. 00:45:05
Thank you for being here. All right, so the Grizzlies are in the house. 00:45:09
Your timing is perfect. 00:45:15
I am going to read this proclamation if you want to come up here and. 00:45:17
Coaches and players and all. 00:45:23
And we're going to ask you to introduce yourselves and tell us what year. 00:45:26
You are in your schooling. 00:45:31
Proclamation Northridge Grizzlies Day Monday, January 13th, 2025 Whereas the Northridge Grizzlies Unified Bowling Team competed in 00:45:34
the 2024 state championship on November 22nd. 00:45:40
At the bull arrow. 00:45:47
And Lone Tree and whereas the Grizzlies vested 27 other teams. 00:45:48
Finished finishing with 651 points to claim to their. 00:45:53
First unified bowling state championship and the school's first state championship since 2008, making the win both memorable and 00:45:57
historic. 00:46:02
And whereas the state championships do not. 00:46:07
Time without hard work and the determination to continually improve. 00:46:10
While we're proud of the team members, Annabelle Cox, David Rivera. 00:46:14
Ethan Walmeyer, Julian Jensen and Jordan Fernandez, We are equally proud of their parents and coaches for their investment into 00:46:18
our young people. 00:46:22
And whereas a state championship is something every school strives for but few actually achieve. 00:46:27
The unique honor of being called a champion is something we celebrate today. 00:46:33
And we encourage team members to remember the feeling as we move forward in life. 00:46:37
Call upon the same traits shown this season, hard work, determination, teamwork and when striving to overcome future challenges. 00:46:42
Now therefore be it proclaimed by the Board of Willow County Commissioners that the 13th day of January, 2025. 00:46:50
Be known as Northridge Grizzlies Day. 00:46:57
We're proud of the team's success and join the entire Northridge community in celebrating this special accomplishment. 00:47:00
Signed by all county commissioners. 00:47:06
Right. Does the coach want to say a few words and then maybe introduce the team where they can all? 00:47:12
Say their name and what year that school they're in. 00:47:19
I Co coach with. 00:47:21
Amy Anderson. 00:47:23
Our kids are amazing kids. 00:47:25
They really worked hard towards this this year, not just this year, but every year. 00:47:27
They really were involved and. 00:47:34
I just can't believe it. They did amazing this year. 00:47:38
That is a woman. 00:47:40
I'm just really thankful to be able to be a part of this team, not only, you know, where we were able to. 00:47:45
Be able to bring home a state championship to Northridge and to Greeley and to everyone here. 00:47:52
But we were able to do it together as a team. 00:47:57
And really, the best part of all this isn't. 00:48:01
The championship is not the winning, it's just. 00:48:04
Being involved in Unified want to being involved in the team and building such close relationships with everyone. 00:48:06
Next. 00:48:12
Just say your name and what year you aren't in school. 00:48:14
My name is Jordan and I'm a senior. 00:48:21
OK. Mm-hmm. 00:48:23
My name is Annabelle Collins and I've attended high school. 00:48:30
Great. 00:48:34
My name is Jerry and I'm a senior Northridge High School. 00:48:41
Thank you. 00:48:45
I'm gonna have to eat from Walmart and I'm a junior out there at the high school too. 00:48:46
Sounds great. 00:48:50
All right, well, did the commissioners have something saying Commissioner Pepper? 00:48:51
Just congratulations and. 00:48:55
A good reward for all your hard work and time that you've put into this. 00:48:59
And obviously, this is a group that's representing our other proclamation connecting in person. So I'm proud of you for doing 00:49:03
that. 00:49:07
Commissioner Maxie. 00:49:11
Well, First off, congratulations. What an amazing accomplishment. I mean champions, what a what a cool word to have associated 00:49:13
with you and your team. 00:49:17
Moving forward now. 00:49:21
I was blessed to be able to go to state as a high school athlete as well, but I would never was part of a championship team, so 00:49:22
this feeling you have now is one that not many people get to experience. 00:49:27
And the last thing. 00:49:32
Madam Chair is I have my pen and paper ready. I'm open for lessons, so who would like to give me their name and number and I'll 00:49:33
meet you at the bowling alley. 00:49:37
Commissioner Ross, I just want to say congratulations, state champion. Wow, that's hard to do. 00:49:41
I coached for many years and we had that opportunity. 00:49:47
Here's what's tough They're going to come looking for you next year, right? So it takes additional hard work. 00:49:50
Making sure you're ready to meet those opponents next year. But I know it took a lot of hard work, a lot of dedication on each and 00:49:56
everyone of your parts. I want to say not only thank you to you and your coaches, great job, but I want to say thank you to the 00:50:01
parents. It takes a lot of effort getting into practices and taking them to tournaments and bowling meets. And so I just want to 00:50:07
say thank you to everybody. It takes a team effort. 00:50:12
Way to go. Good job. 00:50:18
So I want to congratulate you also. I remember being on the bowling team and, and even Commissioner Freeman and I when we were in 00:50:20
8th grade, I believe it was that there is such a synergy when you're bullying amongst each other and cheering each other on. So I 00:50:26
applaud you on that. I also. 00:50:31
Applied the appearance for getting you to your practices. 00:50:36
And the coaches, phenomenal job. 00:50:39
We would love to take a picture with you if that would be OK. 00:50:42
You want supper now I need to go down. 00:50:46
I. 00:50:50
All right, ready. 00:51:15
123. 00:51:17
Perfect. Thank you, guys. 00:51:24
Thank you so much. 00:51:27
Thanks for being here. 00:51:30
Congratulations. Thank you so much. 00:51:35
What was your one? 00:51:49
Thank you guys. 00:52:14
All right. 00:52:17
Commissioner Buck, when you bold, was that when they chiseled the bowling balls out of rock? 00:52:20
Well, on that note, I'm not happy. Note that this meeting is adjourned. 00:52:28
