Whereas the Roosevelt Rough Riders Palms competed in the 2024 State Spirit Championship on December 14th at the Denver Coliseum 00:14:34

Whereas continuing its recent dominance, the Rough Riders won their 4th count them once and three 4th consecutive Class 4A state 00:14:41
championship. 00:14:45
Finishing the gist over 91 points. 00:14:50
And whereas the win is significant for Roosevelt High School, but even more significant for the team's three seniors, Madeline 00:14:52
Sansone, Elena. Did I get that, Eliana? 00:14:57
Lastly and Audrey Volk, who have a won four state championship rings throughout their career. 00:15:02
And whereas in the sport judged so much on perfection. 00:15:08
Roosevelt's continued excellence speaks to not only athletic ability, but also mental toughness in many pressure filled moments. 00:15:11

I didn't think so. My wife and I moved to Johnstown and we fell in love with the community. 00:17:08
I went on to serve as a planning commissioner, a town Councilman and a mayor. 00:17:16
But one of the proudest things I was is I just retired from it this last fall. I was the voice of the Roosevelt Rough Rider 00:17:19
football team for about 15 seasons. 00:17:23

As a former mayor of the town of Johnstown and somewhere on this diet, there is also a former mayor of the town of Eaton. 00:17:28
Both schools that are incredibly competitive in athletics and and and palms and so forth. 00:17:33
It brings me great delight. 00:17:38
When a Roosevelt Rough Rider team stands before us as state champions. Ladies, congratulations. I want to thank you your parents 00:17:41
for putting up with your silly pursuits and, and and supporting you in in what you do. 00:17:47
And I want to remind you that everything that you applied when you became state champions. 00:17:53
It translates into life pretty well. Just use that same kind of determination and you will go so far. 00:17:59

The little bit was from Denver Fire alarm and the amount of $469,983. 00:22:50
This amount exceeds the budget that was established for this project. 00:22:57
Due to the high cost of two of the proposed buildings for this project, the Facilities department has opted to remove the Chase 00:23:00
Main Building and the Chase Annex from the bid. 00:23:05
Denver Fire Alarm has agreed to honor the bid with the three remaining buildings. 00:23:10

That means what we call NATME, which is the non attainment area air pollution mitigation enterprise. This was a new enterprise 00:33:58
created through Senate Bill 21260. 00:34:03
Commissioner James and I had multiple opportunities to go and testify on this. 00:34:08
Bill that created 4 enterprises, the Clean fleet enterprise, the Clean Transit enterprise, the Community Access Enterprise, in 00:34:13
this enterprise that we are asking for your consideration today. 00:34:18
The NOFO or Notice of Funding opportunity for this was released on November 4th of 2024. So this this bill was created in 21. This 00:34:25
is the first funding opportunity. 00:34:31

Anybody has had the ability to even access since this bill was created? 00:34:38
So we have no idea essentially what we're going to be dealing with, but these projects that are associated with the Natme 00:34:43
Enterprise are similar to what we see with our congestion mitigation and air quality. 00:34:49

So similar applications that the county would make through CMAC. 00:34:59
Would qualify through the criteria for nappy. 00:35:03
As part of this effort, there's $17.3 million on this call that they're calling the Community Clean Transportation Assistance 00:35:07

When sitting down with Public Works and looking at this and our other partners. 00:35:26
Really the opportunity for us to look at this project that we're presenting to you today came from one that's already in in the 00:35:32
queue so to so to speak. 00:35:36
With C dots. So the project that we're asking for your consideration is the roundabout. 00:35:42
Construction project at. 00:35:47
State Hwy. 52 and County Road 59. 00:35:49
And the reason that I'm so happy to be able to present this to you is. 00:35:52
I first started on a partnership project in 2011 with cdot. 00:35:55
Where we did a safety intersection safety study. 00:36:00
And that project was finalized in September of 2011. We have been working on this intersection for a long time. 00:36:04
It is listed in the Upper Front Range Transportation Regional Plan, it is listed in Wealth County's Master Transportation Plan, 00:36:10
and C dot has identified funding for it in the amount of $7.6 million on their 10 year plan. 00:36:16
So this project that we're requesting your funding for $1,794,634. 00:36:23
Is a funding gap see that does not have enough funds to complete the construction of this project. 00:36:30
And as you'll recall, I had asked for your support to submit a hardship waiver request last week. 00:36:36
To the nappy board for their consideration for not. 00:36:43
Requiring us to have a 20% local match for this $1.7 million. 00:36:46
The county is already contributing a local match for the C Mac project that we receive funding through the Upper Front Range. 00:36:51
For the same project. 00:36:58
That amount that the county will be matching is $287,126.00, so the county is putting in funding. 00:37:00
For this effort and so we have asked the Natme Board to consider that as part of our request. 00:37:07
That we not have to contribute another $358,927.00 for this project. 00:37:12
This is unique in the sense of this is a draft application. 00:37:19
So, like most grant applications, we asked you for your support and then we hear back. 00:37:23
This is a first round, so we submit the draft application. We have to come back then. 00:37:27
Depending on what they decide for the draft applications and submit a final application by. 00:37:33
April 30th. 00:37:39
And So what they're going to do then in between now submitting this application is they're going to go to the cdot regions and 00:37:40
they're going to ask their engineering. 00:37:44
Divisions units to essentially review the applications. 00:37:48
The engineering review will have to provide a certification for this project. The good news is is C dot help me put together this 00:37:52
application. So I feel really confident that our Region 4 representatives. 00:37:57
Will give us the certification that we need to advance to the final application stage. So I will probably be coming back to you. 00:38:04
Around April 30th for a final application request. 00:38:10
I don't know what that looks like again because this is a new process. 00:38:14

Trying to get full transparency that this isn't like a one and done. 00:38:19
Kind of application process I could be coming back. 00:38:23
