| you great things seniors, when you leave this year and I expect to see the rest of you back again. | 00:16:54 | |
| On April Fool's Day 1998, whenever you born at that time. | 00:17:02 | |
| I didn't think so. My wife and I moved to Johnstown and we fell in love with the community. | 00:17:08 | |
| I went on to serve as a planning commissioner, a town Councilman and a mayor. | 00:17:16 | |
| But one of the proudest things I was is I just retired from it this last fall. I was the voice of the Roosevelt Rough Rider | 00:17:19 | |
| football team for about 15 seasons. | 00:17:23 | |
| And so. | 00:17:26 | |
| As a former mayor of the town of Johnstown and somewhere on this diet, there is also a former mayor of the town of Eaton. | 00:17:28 | |
| Both schools that are incredibly competitive in athletics and and and palms and so forth. | 00:17:33 | |
| It brings me great delight. | 00:17:38 | |
| When a Roosevelt Rough Rider team stands before us as state champions. Ladies, congratulations. I want to thank you your parents | 00:17:41 | |
| for putting up with your silly pursuits and, and and supporting you in in what you do. | 00:17:47 | |
| And I want to remind you that everything that you applied when you became state champions. | 00:17:53 | |
| It translates into life pretty well. Just use that same kind of determination and you will go so far. | 00:17:59 | |
| Now let's next year, let's do one for the thumb. Is that what we're saying? 1 you got 1234 rings, one for thumb next year and he's | 00:18:05 | |
| God bless you. Good luck. | 00:18:09 | |
| Commissioner Maxie. | 00:18:15 | |
| Thank you, Madam Chair. Let's see. I'm real quick. Let's see those. | 00:18:16 | |
| My goodness gracious. | 00:18:20 | |
| That's amazing. Yeah, we need a picture of that. | 00:18:22 | |
| That's awesome. | 00:18:25 | |
| What an accomplishment. | 00:18:27 | |
| Going to rival the likes of Tom Brady and other other greats, the New York Yankees, you know, things like that. | 00:18:28 | |
| Ladies, congratulations, this is this has got to be an amazing feeling and I heard correctly 4th consecutive. | 00:18:34 | |
| Amazing, amazing, amazing accomplishment. Thank you. | 00:18:40 | |
| For your representation of Weld County. | 00:18:43 | |
| With your school and thank you for your hard work and dedication. | 00:18:46 | |
| To what you love. | 00:18:49 | |
| Even though your coaches can't be here, we so, so much appreciate their dedication to you. | 00:18:51 | |
| And to just mentor you and lead you and bring you to. | 00:18:56 | |
| You know the the place where you have the ability to perform and continue to be champions. So congratulations to you and thanks to | 00:19:00 | |
| the parents also. | 00:19:04 | |
| For all your dedication and working with these young ladies and getting them to and from and supporting their endeavors as well. | 00:19:08 | |
| So thank you. | 00:19:11 | |
| Commissioner Ross, I want to say congratulations too. I always like to talk about the ring, especially when we have a dynasty like | 00:19:14 | |
| this in in front of us, as a former mayor, like Mr. James was saying. | 00:19:20 | |
| Godfather of a couple daughters that had a few state championship rings, too. It's, it's always great, right? It's like being able | 00:19:25 | |
| to go into battle with those things, but it's intimidating. | 00:19:30 | |
| You know, I I know it eaten they would walk around with those things on and you know they it commands respect when you see all | 00:19:36 | |
| that hardware. | 00:19:40 | |
| Somebody's hands and. | 00:19:44 | |
| But that respect comes from all the hard work that each and everyone of you put into it on a daily basis. | 00:19:45 | |
| Not easy when you're the champ, everyone's gunning for you and they're gonna figure out what they have to do in each competition | 00:19:51 | |
| you go to. | 00:19:55 | |
| You're the one they want to takedown. | 00:19:59 | |
| Right. And it comes with a lot of pressure. I'm sure you had highs and I'm sure you had some lows. | 00:20:00 | |
| And I'm sure there may even been a few tears. | 00:20:06 | |
| Or that you recognize them along with your coaches. So great job ladies. | 00:20:39 | |
| Well, I just want to agree with everybody of all that's been said. It is an unbelievable accomplishment 4 times. | 00:20:43 | |
| I think you need you'll look around and you see these friendships that you'll probably carry for the rest of your lives. And so | 00:20:52 | |
| congratulations. | 00:20:56 | |
| We would love to take a picture with you. | 00:21:00 | |
| OK. I'll line up on that. | 00:21:21 | |
| He got out of this easy. Ladies. Commissioner Buckley usually makes you a chair. So glad she didn't. | 00:21:27 | |
| OK, 123. | 00:21:33 | |
| And we're going to do one more. | 00:21:35 | |
| 123. | 00:21:39 | |
| Beautiful. If you want to show us your rings too, we can do one with. Yeah, that's the one. | 00:21:42 | |
| We put our wedding rings out this time. | 00:21:47 | |
| I only have one of those. | 00:21:50 | |
| Ladies, Congrats. | 00:21:56 | |
| Congratulations ladies. Good job ladies. | 00:21:58 | |
| That's funny. | 00:22:02 | |
| I'm gonna be excited. | 00:22:04 | |
| Sign in silicone. | 00:22:07 | |
| All right. | 00:22:13 | |
| That takes us to warrants. General Warrants. February 21st, 2025. | 00:22:16 | |
| Moved by Commissioner Ross, Second by Commissioner Kuffler. Further discussion. | 00:22:23 | |
| All in favor, say aye. Opposed say nay. | 00:22:28 | |
| That takes us to bids. Good morning, Toby. | 00:22:31 | |
| Number one Approved bid B 2500007 Fire alarm upgrade facilities department. | 00:22:34 | |
| Good morning, Toby Taylor with purchasing. | 00:22:42 | |
| Has advertised this business for upgrading the existing fire alarm systems at 5 Weld County properties. | 00:22:45 | |
| The little bit was from Denver Fire alarm and the amount of $469,983. | 00:22:50 | |
| This amount exceeds the budget that was established for this project. | 00:22:57 | |
| Due to the high cost of two of the proposed buildings for this project, the Facilities department has opted to remove the Chase | 00:23:00 | |
| Main Building and the Chase Annex from the bid. | 00:23:05 | |
| Denver Fire Alarm has agreed to honor the bid with the three remaining buildings. | 00:23:10 | |
| Within the bid scope, which include the Southwest Service Center, Weld County Public Works Building and the Facilities Building. | 00:23:14 | |
| For a total cost of $117,521. | 00:23:20 | |
| And that meets all specifications. Therefore, the Facilities Department is recommending the award to Denver Fire Alarm. | 00:23:25 | |
| For the Southwest Service Center, Public Works building and facilities building in the amount of $117,521. | 00:23:31 | |
| All right. Any questions of the board? | 00:23:39 | |
| Thank you, Madam Chair. I'll be prepared to make a motion. I asked if Patrick would come up here. I had a question about taking | 00:23:42 | |
| two buildings out. | 00:23:46 | |
| Tonight. | 00:23:52 | |
| The Chase Building. | 00:23:57 | |
| Has two buildings, Chase and Chase the Annex. | 00:24:00 | |
| And the approximate cost was $352,000. | 00:24:03 | |
| And so that's the item that took us over our. | 00:24:07 | |
| Original budgeted amount for five buildings. | 00:24:11 | |
| So due to the stability of the system. | 00:24:14 | |
| And no harm or risk. | 00:24:18 | |
| Facilities Department is opting to request for new money for the Chase Building Main and Chase Building Annex in this next budget | 00:24:21 | |
| cycle. | 00:24:25 | |
| Thank you, Patrick. | 00:24:32 | |
| There's an additional question to that. I mean, why is the Chase building so high because we just got done remodeling multiple | 00:24:33 | |
| floors on that, I would have thought. | 00:24:37 | |
| Fire alarms on those floors, at a minimum would have been. | 00:24:42 | |
| Addressed at that time, but they weren't. | 00:24:45 | |
| So certain areas. | 00:24:48 | |
| Were upgraded in certain areas during renovations and remodeled were upgraded but to bring the entire system to a unified system | 00:24:50 | |
| that's. | 00:24:55 | |
| An accurate amount. | 00:25:01 | |
| Thank you. | 00:25:03 | |
| All right. Any other questions? | 00:25:04 | |
| Madam Chair, I'd make a motion to approve bid B 2500007 in the amount of $117,521.00 today. | 00:25:06 | |
| And it's been moved by Commissioner Maxie, second by Commissioner Ross. Further discussion. | 00:25:16 | |
| All in favor, say aye. Opposed say nay. | 00:25:21 | |
| Bid B 2500007 is approved #2. | 00:25:24 | |
| OK. | 00:25:30 | |
| Oh, so thank you. | 00:25:32 | |
| Approved bid B 2500013 Traffic, paint and beads. Department of Public Works. | 00:25:36 | |

| For the P20 glass beads, the recommended award is to Potter Industries, LLC. | 00:25:49 | |

| dollars. | 00:26:40 | |
| It should be noted that Sherwin-Williams Company was the low bidder for both the yellow and white traffic pain at $10.70 a gallon. | 00:26:46 | |
| Howard and submitted there did not meet specifications due to the following. | 00:26:54 | |
| The proposed paint did not match the viscosity specifications. | 00:26:58 | |
| The specifications in the bid clearly stated the vendor shall furnish at no cost to Weld County returnable containers, and the | 00:27:02 | |
| vendor shall arrange pickup of empty containers at no cost to Well County. | 00:27:07 | |
| The Sherwin-Williams proposal included a subcontractor to supply and manage the empty totes. | 00:27:12 | |
| However, the bid identified the additional and unidentified fees would be incurred for the shipping and disposal of the totes. | 00:27:17 | |
| The bitter Sherwin-Williams also did not want to agree to standard insurance language for subcontractors. | 00:27:24 | |
| And Sherwin-Williams did not want to agree to a list of. | 00:27:30 | |
| To list the county to be named as additional insured. | 00:27:33 | |
| In addition, Sherwin-Williams. | 00:27:36 | |
| Proposal did not want to warrant the materials for the specifications. | 00:27:38 | |
| Therefore, the recommendation is to award to the vendors in the amount as. | 00:27:42 | |
| Specified All right. Any questions of the board? | 00:27:46 | |

| It's been moved by Commissioner James, second by Commissioner Ross. | 00:31:55 | |
| Further discussion. | 00:31:59 | |
| All in favor, say aye aye opposed say. | 00:32:01 | |
| Contact 49115 is approved. Thank you. | 00:32:04 | |
| #3 Consider contract ID 9126 Professional services agreement for enterprise resource planning ERP. | 00:32:08 | |
| Grants and projects. Functional lead consultant and authorized chair to sign for Remi Corporation. | 00:32:16 | |
| Good morning, Cheryl Patelli, Finance The board approved to a contract to hire a finance consultant for phase two of the Work day | 00:32:22 | |
| project. | 00:32:26 | |
| In September of 2024. | 00:32:30 | |
| The consultant originally hired left the engagement. | 00:32:33 | |
| And we quickly found a replacement. | 00:32:36 | |
| However, the new consultant works for a different company, Remi Corporation. | 00:32:38 | |
| We are canceling our first contract and replacing with the contract with Remy Corporation. | 00:32:43 | |
| Total cost of the contract is not to exceed 382,200 through February 28th, 2026. We request your approval. | 00:32:50 | |
| All right. Any questions of the board? | 00:32:59 | |
| Approve the resolution second. | 00:33:03 | |
| Has been moved by Commissioner James, second by Commissioner Ross. Further discussion. | 00:33:04 | |
| All in favor say aye aye. | 00:33:10 | |
| Say nay. Contract ID 9126 is approved. | 00:33:12 | |
| #4 Consider contract ID 9129 Draft application for non attainment area. | 00:33:16 | |
| Air Pollution Enterprise NAP Community Clean Transportation Assistance Program, CCTAP grant funding for County Road 59 and State | 00:33:22 | |
| Highway 52. | 00:33:28 | |
| Roundabout project and authorized chair to sign at. | 00:33:34 | |
| And Department of Public Works to submit electronically. Good morning, Elizabeth. Good morning, Commissioners, Elizabeth Relford, | 00:33:36 | |
| Finance Department. | 00:33:40 | |
| Happy to be with you this morning to continue the alphabet soup. | 00:33:44 | |
| Agenda items for you. | 00:33:48 | |
| Just to give you a little background, this is a new application the county has never applied for. | 00:33:51 | |
| This umm. | 00:33:56 | |
| That means what we call NATME, which is the non attainment area air pollution mitigation enterprise. This was a new enterprise | 00:33:58 | |
| created through Senate Bill 21260. | 00:34:03 | |
| Commissioner James and I had multiple opportunities to go and testify on this. | 00:34:08 | |
| Bill that created 4 enterprises, the Clean fleet enterprise, the Clean Transit enterprise, the Community Access Enterprise, in | 00:34:13 | |
| this enterprise that we are asking for your consideration today. | 00:34:18 | |
| The NOFO or Notice of Funding opportunity for this was released on November 4th of 2024. So this this bill was created in 21. This | 00:34:25 | |
| is the first funding opportunity. | 00:34:31 | |
| That. | 00:34:37 | |
| Anybody has had the ability to even access since this bill was created? | 00:34:38 | |
| So we have no idea essentially what we're going to be dealing with, but these projects that are associated with the Natme | 00:34:43 | |
| Enterprise are similar to what we see with our congestion mitigation and air quality. | 00:34:49 | |
| Grant applications that we refer to as CMAC. | 00:34:56 | |
| So similar applications that the county would make through CMAC. | 00:34:59 | |
| Would qualify through the criteria for nappy. | 00:35:03 | |
| As part of this effort, there's $17.3 million on this call that they're calling the Community Clean Transportation Assistance | 00:35:07 | |
| Grant funding program. | 00:35:12 | |
| Which abbreviated they're also calling CCTA P. | 00:35:17 | |
| The minimum request is $500,000. | 00:35:23 | |
| When sitting down with Public Works and looking at this and our other partners. | 00:35:26 | |
| Really the opportunity for us to look at this project that we're presenting to you today came from one that's already in in the | 00:35:32 | |
| queue so to so to speak. | 00:35:36 | |
| With C dots. So the project that we're asking for your consideration is the roundabout. | 00:35:42 | |
| Construction project at. | 00:35:47 | |
| State Hwy. 52 and County Road 59. | 00:35:49 | |
| And the reason that I'm so happy to be able to present this to you is. | 00:35:52 | |
| I first started on a partnership project in 2011 with cdot. | 00:35:55 | |
| Where we did a safety intersection safety study. | 00:36:00 | |
| And that project was finalized in September of 2011. We have been working on this intersection for a long time. | 00:36:04 | |
| It is listed in the Upper Front Range Transportation Regional Plan, it is listed in Wealth County's Master Transportation Plan, | 00:36:10 | |
| and C dot has identified funding for it in the amount of $7.6 million on their 10 year plan. | 00:36:16 | |
| So this project that we're requesting your funding for $1,794,634. | 00:36:23 | |
| Is a funding gap see that does not have enough funds to complete the construction of this project. | 00:36:30 | |
| And as you'll recall, I had asked for your support to submit a hardship waiver request last week. | 00:36:36 | |
| To the nappy board for their consideration for not. | 00:36:43 | |
| Requiring us to have a 20% local match for this $1.7 million. | 00:36:46 | |
| The county is already contributing a local match for the C Mac project that we receive funding through the Upper Front Range. | 00:36:51 | |
| For the same project. | 00:36:58 | |
| That amount that the county will be matching is $287,126.00, so the county is putting in funding. | 00:37:00 | |
| For this effort and so we have asked the Natme Board to consider that as part of our request. | 00:37:07 | |
| That we not have to contribute another $358,927.00 for this project. | 00:37:12 | |
| This is unique in the sense of this is a draft application. | 00:37:19 | |
| So, like most grant applications, we asked you for your support and then we hear back. | 00:37:23 | |
| This is a first round, so we submit the draft application. We have to come back then. | 00:37:27 | |
| Depending on what they decide for the draft applications and submit a final application by. | 00:37:33 | |
| April 30th. | 00:37:39 | |
| And So what they're going to do then in between now submitting this application is they're going to go to the cdot regions and | 00:37:40 | |
| they're going to ask their engineering. | 00:37:44 | |
| Divisions units to essentially review the applications. | 00:37:48 | |
| The engineering review will have to provide a certification for this project. The good news is is C dot help me put together this | 00:37:52 | |
| application. So I feel really confident that our Region 4 representatives. | 00:37:57 | |
| Will give us the certification that we need to advance to the final application stage. So I will probably be coming back to you. | 00:38:04 | |
| Around April 30th for a final application request. | 00:38:10 | |
| I don't know what that looks like again because this is a new process. | 00:38:14 | |
| So I I just. | 00:38:17 | |
| Trying to get full transparency that this isn't like a one and done. | 00:38:19 | |
| Kind of application process I could be coming back. | 00:38:23 | |
| To you and then at that time I'm I'm. | 00:38:26 | |
| More optimistic we'll know on where our hardship request is for that additional support. So worst case scenario the counties. | 00:38:29 | |
| Local match would be $646,053. | 00:38:38 | |
| And if you want to then reach out to our partners and and try and help recoup some of that cost with our partners. | 00:38:43 | |
| Obviously that would be your prerogative. | 00:38:50 | |
| But I do really want to thank our communities that have partnered with us on this project since day one. | 00:38:52 | |
| 3J has provided a letter of support, the Town of Hudson has provided a letter of support, the Town of Lock Louie has provided a | 00:38:58 | |
| letter of support, and the Town of Kingsburg. | 00:39:03 | |
| So all of our community partners are also. | 00:39:07 | |
| Trying to let the state know that, or at least this enterprise know that this is a joint effort, that we all support this | 00:39:12 | |
| application and trying to obtain the funding gap for the construction of this project. | 00:39:18 | |
| The total project estimate right now by C dot is $11,063,000. | 00:39:27 | |
| So essentially we've put together at least 9 million. Being that this is an air quality benefit project, we did have to go through | 00:39:33 | |
| and use their CMAC toolkit to be able to determine. | 00:39:38 | |
| What our air quality benefit is through our. | 00:39:43 | |
| Carbon dioxide, equivalent atmospheric carbon dioxide. So we have achieved all of the standards and have a positive results that | 00:39:47 | |
| we will be reducing. | 00:39:52 | |
| Not only improving the air quality, but that the delay that's associated with. | 00:39:56 | |
| The current congestion at this intersection location would be reduced by 2 1/2 hours. | 00:40:02 | |
| So we feel like it's a good application, It's a strong application. | 00:40:07 | |
| Again, being that it's new and this is my first time going through it, I really need to give a shout out to Houston Aragon, who | 00:40:12 | |
| has saved point of life trying to get this before you today. So it's due tomorrow. And so it's a quick turn around and I just | 00:40:18 | |
| wanted to personally thank her for all her help in getting this before you. | 00:40:24 | |
| Commissioner James. | 00:40:31 | |
| Thank you, Madam Chair, I disagreed vehemently with Senate Bill 21260 and the four or five enterprise funds that are created. | 00:40:32 | |
| For enterprise funds to create. | 00:40:40 | |
| I disagree with the fact that this location. | 00:40:43 | |
| Is actually in the non attainment area, but they put it there nonetheless along with all of well county. | 00:40:45 | |
| I disagree with a lot of this, but I got it. Let's go get some of this nappy money. It'd be good and let's bring it into this area | 00:40:50 | |
| and get this project done. Thanks for your hard work. Move to approve the resolution. | 00:40:55 | |
| Second, OK. | 00:41:00 | |
| I'll give him a second, but I got a comment. Thank you, Elizabeth for your hard work on this. I appreciate it. Thanks to Houston | 00:41:02 | |
| as well for. | 00:41:06 | |
| For assisting uh uh. | 00:41:09 | |
| You know upper Front Range which is falls into this has been on our. | 00:41:11 | |
| I guess. | 00:41:16 | |
| Dock it for quite a while and it's been a challenge getting funding put together, bringing the communities together, but everyone | 00:41:17 | |
| is committed to it so. | 00:41:22 | |
| Appreciate the hard efforts on this. Keep this one. | 00:41:26 | |
| Roland and I want to thank you all for the all the in-depth explanation on this. This is. | 00:41:29 | |
| This is big. One thing I did fail to mention that I think is really important is this is on the C Dots 10 year plan. This project | 00:41:34 | |
| was specifically added to their. | 00:41:39 | |
| Their mitigation plan, C Dots mitigation action plan for them to be able to meet their GHD emissions standards, This specific | 00:41:45 | |
| project, they added three roundabout projects and this was one of them. So I feel like I said, I feel like this is a strong | 00:41:50 | |
| application. | 00:41:55 | |
| Commissioner Maxon. | 00:42:01 | |
| Just a quick comment since we're in the discussion phase after the motion anyway, just again, I'll echo the thanks, but. | 00:42:04 | |
| This project has been needed for years. | 00:42:10 | |
| Something at this intersection and I know that it's been many years coming, but after working in the area for for, you know, 15 | 00:42:13 | |
| years or so after taking kids to to games at Weld Central High School. This is a nasty intersection. And and so it's not | 00:42:18 | |
| surprising to hear the time saving that this project, you know could bring to this intersection let alone all the things that | 00:42:24 | |
| commissioner. | 00:42:29 | |
| Ross and James already mentioned so. | 00:42:34 | |
| I'm in full support of this and this needs to get going. | 00:42:36 | |
| Safety. That's a safety issue. | 00:42:39 | |
| So when I heard it was a motion by Commissioner James, second by Commissioner Maxie. Further discussion. | 00:42:42 | |
| All in favor, say aye. Opposed say nay. | 00:42:48 | |
| That resolution is approved. Thank you. | 00:42:51 | |
| Thank you, President. Consider authorization for access to safe located in office of clerk to the Board. | 00:42:54 | |
| Madam Chair, I would move that we authorize. | 00:43:01 | |
| Esther Gesick, Chloe White and Jess Reed. | 00:43:06 | |
| Access to the safe located in the office of Clerk to the Board. | 00:43:10 | |
| 2nd Commissioner Maxie, second by Commissioner James. Further discussion. | 00:43:13 | |
| I have a question. | 00:43:18 | |
| Is this something we need to continue to do through resolution or is this something we can put? | 00:43:20 | |
| Just in policy. | 00:43:25 | |
| I think you can put it in policy. | 00:43:27 | |
| But I mean for today's purposes, I recognize it, but I mean I think we could figure out a policy to simplify it for CTB. | 00:43:30 | |
| Yes, I will just for institutional. | 00:43:39 | |
| This started as a result of the fact that we used to have a safe deposit box. | 00:43:42 | |
| All the way across town at Wells Fargo Bank and we had to have authorized signers to get into the shape deposit box. | 00:43:46 | |
| Then it migrated to the Treasurer's vault, thus not our area. | 00:43:52 | |
| And then ultimately to our office. So yeah, it has evolved to the point where it is. | 00:43:57 | |
| Just internal, but it did have a source of origin as to why it was resolution to begin with. | 00:44:01 | |
| But I appreciate, you know. | 00:44:06 | |
| Now that it's established with existing staff going forward, if there's a transition. | 00:44:08 | |
| And recognizing that I don't know exactly how we end this one to make it integral, but. | 00:44:13 | |
| I'll make note of that for future. It would definitely be in favor of that because I mean we have to be able to trust. | 00:44:18 | |
| Our clerk to the board and the staff associated with and. | 00:44:24 | |
| I was able to get a little bit of history of this this morning, so thank you for that, Mister Parker. | 00:44:28 | |
| But as far as being to be a resolution, I don't think it needs to carry that same way. | 00:44:32 | |
| Thank you. | 00:44:38 | |
| So if I remember, it was moved by Commissioner Maxie, second by Commissioner James. Further discussion. | 00:44:39 | |
| All in favor, Say aye, opposed, say nay. That resolution is approved. | 00:44:45 | |
| Now is the time for public comment. Each individual speaker is allowed three minutes of period of time in which to direct comments | 00:44:50 | |
| to the board. | 00:44:53 | |
| The Chair shall enforce the rules of order and decorum and will not accept comments regarding matters which are scheduled to be | 00:44:57 | |
| considered at a future public hearing, such as land use hearing. | 00:45:02 | |
| And in that event, the speaker will be asked to give their testimony at the appropriate public hearing. | 00:45:07 | |
| Either in person or in writing, pursuant to the rules set forth in Section 2-1-20 dot E of the Well County Code. Is there anybody | 00:45:12 | |
| here that would like to address the microphone? | 00:45:17 | |
| See. Nobody. I call this meeting adjourned. | 00:45:24 |
