| your outstanding dedication to the Wells County and its citizens. Signed by all 5 Commissioners. | 00:20:26 | |
| Congratulations. | 00:20:33 | |
| I love this. So go ahead and start, Jamie. Thank you, Commissioner. Thank you so much, Commissioners, for this recognition of | 00:20:40 | |
| Sandy. | 00:20:45 | |
| I'm gonna let Tammy go into the details of her career, but I just wanted to publicly thank Sandy for her. | 00:20:50 | |
| 33 years of service with specifically with the Area Agency on Aging. | 00:20:56 | |
| Now known as Home and Community Support Division and she's just a true professional all 33 years she has a. | 00:21:02 | |
| Huge heart for the population that she serves and just want to thank you so much. But I'll let Tammy go into some of the detail. | 00:21:09 | |
| All right, Tammy Grant. | 00:21:16 | |
| Good morning, Tina Grant, Deputy Director of Human Services. | 00:21:18 | |
| I've had the. | 00:21:23 | |
| Privilege of working with Sandy not directly for. | 00:21:24 | |
| My entire career, but. | 00:21:28 | |
| At least indirectly my entire career. | 00:21:30 | |
| When we were at the. | 00:21:33 | |
| Old location, which is now where the Sheriff's Office. | 00:21:36 | |
| Has their records. We used to be Co located in that building and so we were able to. | 00:21:40 | |
| You know, see each other in the halls. We had a lot of camaraderie across employment services and area Agency on Aging had like | 00:21:46 | |
| Coed softball teams that we would. | 00:21:52 | |
| Go root for and it was just really awesome to be able to know Sandy. | 00:21:57 | |
| Both personally and professionally, her son Garrett and. | 00:22:03 | |
| Hear how he's grown over the years. | 00:22:07 | |
| Sandy is one of our managers for the Case Management agency. | 00:22:10 | |
| She has a. | 00:22:16 | |
| Really great dedicated team. | 00:22:17 | |
| And as one of our experts, I don't think it's official, but I think an unofficial policy expert at this point and has really | 00:22:19 | |
| supported the transition. | 00:22:24 | |
| From the single entry point into the case management agency. | 00:22:30 | |
| And has taken a lead role in receiving like. | 00:22:33 | |
| Countless. | 00:22:37 | |
| Numbers of memos and policies from health care policy and Finance interpreted those in the health. | 00:22:39 | |
| To implement them. | 00:22:46 | |
| And the transition would not have been as successful if not for Sandys. | 00:22:47 | |
| Role and expertise in that area. | 00:22:52 | |
| In addition to the single entry point in case management agency, she also did. | 00:22:55 | |
| Home care allowance and I think the home health allowance program. | 00:22:59 | |
| As well and is really just somebody that anybody on our team can go to with questions. | 00:23:04 | |
| I think they joke maybe on the floor about. | 00:23:11 | |
| Sandy being the historian or this has the steel truck mind if something happened in the 90s and even the 80s because I think she | 00:23:14 | |
| held on to some records from the 80s even. | 00:23:19 | |
| As she can go back to and say, hey, how did we do this, What did we respond here? And she has retained all of that knowledge and | 00:23:25 | |
| record and has just been influential and a huge support to everybody. | 00:23:31 | |
| The division. | 00:23:39 | |
| Thank you so much for your service. | 00:23:40 | |
| And uh. | 00:23:43 | |
| Congratulations. | 00:23:44 | |
| Would you like to say a few words? | 00:23:53 | |
| Well. | 00:23:56 | |
| Most of all, just. | 00:23:58 | |
| I've loved working in long term care. I've. | 00:24:01 | |
| So I'm going to talk about I wouldn't get emotional. | 00:24:05 | |
| Loved working for. | 00:24:12 | |
| Department of Human Services over the variations over the. | 00:24:14 | |
| Last 30 plus years. | 00:24:17 | |
| Umm, it's been. | 00:24:19 | |
| Very rewarding, fulfilling. | 00:24:21 | |
| I've had the opportunity to work with so many wonderful people. | 00:24:25 | |
| Many of them here today as well. | 00:24:28 | |
| And yeah, one of the jokes now as well is some of our newer staff. | 00:24:32 | |
| They're saying, well gosh, we weren't even born when we started working for the county. | 00:24:37 | |
| That. | 00:24:42 | |
| And then I remind them while I started, when I was. | 00:24:44 | |
| 14 so. | 00:24:47 | |
| It's been. | 00:24:50 | |
| An amazing, wonderful ride and. | 00:24:52 | |
| I I'm very grateful for the opportunity and. | 00:24:55 | |
| Have to say I work for Weld County for 33 years. | 00:24:59 | |
| Thank you guys. | 00:25:03 | |
| Hey, Commissioner Peplard, would you like to? | 00:25:10 | |
| Wow, Just wow, listening to this. What an amazing asset for the county all these years and. | 00:25:13 | |
| It's going to be our loss for sure. | 00:25:18 | |
| I want to personally thank you for being on the team and helping keep things running all these years. | 00:25:20 | |
| I hope. | 00:25:26 | |
| You enjoy your well earned retirement. | 00:25:27 | |
| May it be filled with happiness and joy. | 00:25:30 | |
| No stress. | 00:25:33 | |
| And I I pray that you enjoy your never ending weekend. | 00:25:35 | |
| So Mr. James retiring? | 00:25:40 | |
| I mean formally. | 00:25:44 | |
| Umm welcome. Good. | 00:25:45 | |
| I find that a problem, quite frankly. I, I, for people so much younger than I am to retire so much sooner than I do right, that I, | 00:25:49 | |
| you might have to come along with me for however much longer I'm here, right? | 00:25:54 | |
| I I think it is so neat, Sandy, when you can find in the beginning what might be a JOB and. | 00:26:00 | |
| And you come to find out. It's your life's mission. | 00:26:06 | |
| So thank you for spending that last mission with Well County, for taking care of our people. We are blessed to have had you and we | 00:26:08 | |
| wish you blessings and what's next? Congratulations. | 00:26:12 | |
| Commissioner Maxey. | 00:26:18 | |
| Thank you, Madam Chair. | 00:26:19 | |
| Sandy, uh. | 00:26:20 | |
| 33 years, right? Is that what I heard? I mean, in this day and age, that's hard to come by. | 00:26:21 | |
| That that dedication, that commitment to. | 00:26:27 | |
| Your work and and what you're passionate about. So I sincere, heartfelt thank you for that dedication. | 00:26:30 | |
| In this day and age it's hard to find people who even work 1/4 of that in a job, so thank you. | 00:26:37 | |
| Commissioner James said. For not just making it a job, for making it your lifelong passion. | 00:26:43 | |
| Applaud the hard work that you put into this. We're going to miss you and your dedication to well County. Thank you so much. Enjoy | 00:26:46 | |
| retirement. | 00:26:49 | |
| Commissioner Raj, what's next? | 00:26:54 | |
| I don't know, sometimes I feel like I'm going to shoot from the hip and see what comes and and yeah, what will be next, so. | 00:26:57 | |
| I'm open to. | 00:27:06 | |
| Helping our division any way I possibly could still. | 00:27:08 | |
| Something comes up. | 00:27:12 | |
| So I'm always be a resource farm, but. | 00:27:14 | |
| Yeah, I just feel like taking some time and having a break and see what comes next, do some traveling and. | 00:27:18 | |
| Wonderful, wonderful. I can't think of anything, but I just want to say thank you. | 00:27:25 | |
| Job well done. | 00:27:30 | |
| What I heard. | 00:27:31 | |
| As you were the first in, last out on most every day. | 00:27:33 | |
| And people recognize that stuff because you're a true leader. | 00:27:37 | |
| I just want to say again, thank you on behalf of Well County on the residents that you supported. | 00:27:40 | |
| And, umm. | 00:27:45 | |
| Enjoy retirement. | 00:27:47 | |
| Have that time. | 00:27:48 | |
| Well, I agree with it, with everything that's been said. But so your son was actually born while you started here, Yes. And so do | 00:27:50 | |
| we get him? | 00:27:54 | |
| Well, thank you. | 00:28:03 | |
| He was a little guy. | 00:28:05 | |
| He and Tammy's son played T-ball together. I don't think he doesn't remember that, really. | 00:28:07 | |
| Well, we can't thank you enough for your service to the citizens of Will County. We are so grateful. We are so excited though for | 00:28:14 | |
| you and getting to retire. And someday when I grow up, I want to be just like you so. | 00:28:20 | |
| We would love it if we could take a picture with you. | 00:28:27 | |
| Yes, absolutely. Thank you. And we'll have the family come up. | 00:28:29 | |
| That might be, yeah. | 00:28:39 | |
| Exercise for you. | 00:28:46 | |
| That is going to be a good picture right here, Jamie. | 00:29:00 | |
| All right, close the gaps for me 1/2. | 00:29:04 | |
| We're going to take a couple this way. No, it's simply. | 00:29:12 | |
| All right, I think we're done. | 00:29:17 | |
| Thank you, thank you, thank you. | 00:29:18 | |
| I see you again. | 00:29:27 | |
| Congratulations your mom. | 00:29:40 | |
| All right, all right, that takes us to National Public Health Week. | 00:29:45 | |
| And Commissioner James is? | 00:29:58 | |
| Coordinator for Health this year. So he is will read the proclamation. That's her excuse for making me read the Long 1 Chester, | 00:30:01 | |
| Jesse. Understand. | 00:30:05 | |
| His proclamation for National Public Health Week, April 7 through 13/20/25. | 00:30:09 | |
| Whereas the Weld County Board of Commissioners acknowledges the important role that public health plays in. | 00:30:13 | |
| Creating healthier communities and protecting the health of our residents and. | 00:30:19 | |
| Whereas, National Public Health Week observed from April 7 to April 13. | 00:30:23 | |
| Provides an opportunity to acknowledge the contributions public health organizations, practitioners, advocates. | 00:30:27 | |
| And communities in promoting health and preventing disease. | 00:30:33 | |
| And WHEREAS as a nationally accredited local local health department, the. | 00:30:36 | |
| Weld County Department of Public Health and Environment utilizes data and science to make well informed decisions. | 00:30:41 | |
| Delivering services through relevance, innovative and cost effective measures. | 00:30:47 | |
| And whereas we recognize the efforts made by Weld County Department of Public Health and Environment in protecting health. | 00:30:51 | |
| Through the prevention, evaluation, diagnosis and treatment of disease such as tuberculosis, diabetes and obesity. | 00:30:57 | |
| Initiatives such as cancer screenings, immunizations, substance abuse disorder programs, food safety, and emerging public health | 00:31:04 | |
| issues like social isolation and local air quality. And you do all that. | 00:31:10 | |
| And WHEREAS through partnerships with local public health agencies, community organizations, healthcare providers, businesses, and | 00:31:16 | |
| residents. | 00:31:19 | |
| Expanded clinic facilities in Fort Lupton and the department of a new. | 00:31:23 | |
| And the deployment rather of a new public health mobile unit. | 00:31:27 | |
| Well County is demonstrating our commitment to bringing bringing care closer and enhancing the overall well-being of our | 00:31:30 | |
| population. | 00:31:33 | |
| Now therefore be proclaimed by the well Board of County Commissioners at April 7th through April 13th, 2025 you notice National | 00:31:37 | |
| Public Health Week. | 00:31:41 | |
| The board encourages all residents to join in recognizing the importance of public health. | 00:31:45 | |
| And participate in activities and initiatives aimed at promoting health and Wellness in our community. | 00:31:50 | |
| Signed this day all 5 county commissioners. | 00:31:55 | |
| All right, Mr. Chester. | 00:32:01 | |
| We did leave somebody back at the office. | 00:32:05 | |
| Said this before, but the the Department of Public Health and Environment is an abstract idea. | 00:32:09 | |
| Without the employees who actually do the work. | 00:32:16 | |
| And so this is our health department. | 00:32:19 | |
| And it's a great group of employees. I'm proud to be a small part of it. | 00:32:22 | |
| I've been here just over 2 years and I got to tell you I inherited a really good group. | 00:32:27 | |
| Of employees. | 00:32:32 | |
| The work that they do every day. | 00:32:33 | |
| We like to be under the radar, right most of the work that. | 00:32:37 | |
| These folks do is behind the scenes, under the radar. | 00:32:40 | |
| Um, and. | 00:32:45 | |
| Often underappreciated, I would say. | 00:32:47 | |
| You know the proclamation that Commissioner James read. | 00:32:50 | |
| I've listed several items, but some of the things that we do on a daily basis, things like food inspections. | 00:32:54 | |
| Air quality investigations, immunizations, outreach, and education. | 00:33:00 | |
| Communicable disease investigations. That's just a small. | 00:33:04 | |
| Sample of what these folks do every day, and they do it behind the scenes, and I do it so well that it rarely becomes a political | 00:33:07 | |
| issue. That's our goal. | 00:33:11 | |
| We just want to do the work that. | 00:33:16 | |
| UMM benefits Weld County residents so. | 00:33:19 | |
| Staff, thank you for the work that you do. | 00:33:21 | |
| I'm proud to be a small part of your department. It's not my department, it's your department. | 00:33:24 | |
| And I'm proud to be a small part of it. | 00:33:29 | |
| Thank you. | 00:33:30 | |
| The second thing, there's a big white truck outside. If you didn't notice it when you came in, we got a public health mobile unit. | 00:33:32 | |
| It's an idea that was conceived before my time in 2022. | 00:33:41 | |
| And was incorporated into the county strategic plan. | 00:33:45 | |
| With the county the size of Weld County, we can never build enough brick and mortar locations to serve our county residents, | 00:33:49 | |
| right? | 00:33:52 | |
| So that's what that's the idea of this mobile unit, we can provide every service. | 00:33:55 | |
| That we provide in the building just down the road in this mobile, you know, we can take our services out to Weld County and | 00:34:00 | |
| that's what we intend to do. | 00:34:04 | |
| I want to thank the board. | 00:34:08 | |
| Or approving the funding for the mobile unit. It is a. | 00:34:09 | |
| It's a great asset. | 00:34:14 | |
| Frankly, it's second to none. | 00:34:15 | |
| And we're we're going to put it to good use. You have my word on that. | 00:34:17 | |
| There's probably 1 employee. There is one employee. | 00:34:21 | |
| I think he's here somewhere. | 00:34:25 | |
| The mobile unit simply would not have happened. | 00:34:27 | |
| Umm, without the fleet director David Springer. I see him over there. | 00:34:30 | |
| David, thank you for. | 00:34:34 | |
| And all of your help in making that into a reality, it simply would not have happened without David. I also want to thank. | 00:34:37 | |
| Jennifer Finch and Brian Hughes. They both played a big role in rolling out the mobile unit. | 00:34:44 | |
| And we'll continue to play a big role in making sure that we. | 00:34:50 | |
| Get the best use out of that. | 00:34:53 | |
| Also, we had several staff members that. | 00:34:55 | |
| Worked really hard and stocking it and getting it ready to roll. We've actually taken it to one event. We've got several more on | 00:34:58 | |
| the schedule. We were actually invited to public health in the Rockies in the fall to showcase the mobile unit and. | 00:35:04 | |
| Into brag on well county so we intend to do that so. | 00:35:11 | |
| Commissioners, thank you for both allocating the funding for the mobile unit. Thank you for recognition for National Public Health | 00:35:14 | |
| Week. | 00:35:17 | |
| Staff, thank you for everything that you do. | 00:35:20 | |
| Well, I would ask you to introduce them all, but that might I? I think I know everyone's name. | 00:35:23 | |
| Wow, we are so, so grateful you're here, Commissioner Pepper. | 00:35:37 | |
| I just want to say health begins in our homes and our communities. How we live, work and play effects our well-being. | 00:35:41 | |
| And I want to thank you for all your efforts to educate the. | 00:35:46 | |
| Public on ways to do better. | 00:35:49 | |
| I personally have been challenged on ways to remain active and. | 00:35:51 | |
| Highways that I can rest and refuel and I really appreciate them anyways that our staff works together to encourage each other to | 00:35:55 | |
| be our best. Thank you for that. | 00:36:00 | |
| In addition to it being a public health week, it's also county government months and it's a unique thing that we do in county | 00:36:06 | |
| government. The fact that oftentimes as you mentioned. | 00:36:10 | |
| A director, it flies under the radar. People really don't know what is the county government do, what does the Department of | 00:36:15 | |
| Public Health and Environment do? | 00:36:18 | |
| In a way, I'm OK with that. I'm OK with us just kind of silently doing our jobs. | 00:36:21 | |
| And taking care of the people that are our constituents and neighbors and friends here in Well County. | 00:36:26 | |
| You guys work every day in inspections? | 00:36:31 | |
| In, in, in programs and the provision of clinical services to make sure that our people are healthy and well. | 00:36:34 | |
| And that we pursue. | 00:36:39 | |
| Thriving nature here in Well County. Thank you for what you're doing. Congratulations out being your week. | 00:36:41 | |
| All right, Commissioner Maxey, thank you, Madam Chair. | 00:36:48 | |
| Director and health team, thank you so much for everything you do. And I'm going to tag on to something Commissioner James just | 00:36:51 | |
| said as far as a lot of times, a lot of residents in the county don't know. | 00:36:55 | |
| What all the department does. | 00:37:00 | |
| And I will admit, I was one of those. | 00:37:01 | |
| And I was so fortunate to be able to be chosen to be on the Board of Health and serve some years on that board before becoming a | 00:37:03 | |
| staff member. And that opened my eyes to a lot of the hard work that you and your team do on a daily basis. | 00:37:09 | |
| That might go a little bit unnoticed by the broader population, but from to those you serve, it definitely has noticed. So thank | 00:37:14 | |
| you for all the hard work you do. Thank you for your dedication to the community. I'm excited for the mobile unit as well and | 00:37:19 | |
| congratulations on on. | 00:37:24 | |
| Being recognized this morning. | 00:37:30 | |
| All right, Commissioner Ross. Well, I saw the mobile unit out a week or so ago and I'm like, wonder where they were going from. | 00:37:32 | |
| But I learned you were getting driving lessons on on it and I was proud to see that it wasn't banged up yet, so. | 00:37:39 | |
| So those driving lessons are going well, but it really speaks to the opportunity when we're such a large county and how we're | 00:37:45 | |
| trying to reach out to every corner of this large county and provide those services and, and being able to have that ability to do | 00:37:51 | |
| that is, is remarkable. And, and I've been reached out to multiple times. | 00:37:57 | |
| From various other counties going. | 00:38:03 | |
| We're looking at this. Can we, you know, check both counties out. It's like absolutely it's, it's going to be a. | 00:38:05 | |
| Dynamite piece of equipment and tool for us to use. | 00:38:11 | |
| The blue shirts. | 00:38:15 | |
| I love them. It makes a statement and that statement is. | 00:38:16 | |
| Quite profound. You guys do an excellent job. I just want to say thank you. | 00:38:19 | |
| And that work does go. | 00:38:23 | |
| Quietly, I had the. | 00:38:25 | |
| Option of being at the Stone soup dinner the other night and. | 00:38:26 | |
| I was disappointed I got no stone and I got no soup, but it was. | 00:38:30 | |
| It was a great dinner, but we were talking about even like the food inspections, right? A lot of times people don't know what they | 00:38:34 | |
| don't know when you do that quietly behind the scenes and making sure that when we go out to eat. | 00:38:40 | |
| It's a safe meal that we get to enjoy. So great job. Keep up the great work. Thank you. | 00:38:46 | |
| I do agree with everything, but I hope you all know that each and everyone of you. | 00:38:51 | |
| Makes part of this team. | 00:38:56 | |
| So successful and so good for our citizens of well county. I'm so grateful. I remember the days, probably two years ago, when | 00:38:58 | |
| Commissioner Pepper was talking about self motivation. | 00:39:03 | |
| I saw Jason out there all the time walking, so that started my 740 days of getting at least 2 1/2 to 3 miles every day. Because of | 00:39:08 | |
| all of you, I would say that you've inspired me. | 00:39:15 | |
| So I want to thank you so much for all that you do. I am so proud to get to serve alongside of you. | 00:39:21 | |
| And we would love to have a picture with you. | 00:39:26 | |
| Who's we? | 00:39:37 | |
| Please, let's not let Sean drive them over here. | 00:39:41 | |
| Kind of crouching down or on your knees. | 00:39:56 | |
| Gonna have to create a couple rows. We're gonna have like. | 00:39:58 | |
| 3 Yep, make the line all the way up all the way up with the crouchers. | 00:40:01 | |
| This is the Crouch line. | 00:40:09 | |
| Jason, how many? | 00:40:20 | |
| I haven't had a chance to come. | 00:40:23 | |
| You have 90. | 00:40:25 | |
| Go that way. Not you guys. You stay. You guys are perfect. I was going to ask about the office being open still. | 00:40:26 | |
| The lone survivor is left behind in case you get bombed. | 00:40:33 | |
| The end right there Get. | 00:40:38 | |
| All the way squished in question. | 00:40:40 | |
| Asking people who research communicable diseases to get closer to one another, I find that interesting. | 00:40:50 | |
| I heard somebody. I'll just need to leave it alone now. Breathe on one another quickly in. | 00:40:56 | |
| I'm going to cut it off right. | 00:41:04 | |
| Yes. | 00:41:20 | |
| Going happy. | 00:41:27 | |
| I just yell. | 00:41:29 | |
| All right, everybody smile. | 00:41:32 | |
| There's a lot of people there. | 00:41:37 | |
| And then I gotta check warranty. | 00:41:40 | |
| And thank you very much. Great job, everybody. Thank you. | 00:41:45 | |
| Thanks guys. Have a wonderful day. | 00:41:51 | |
| Yeah, I've been there. | 00:41:53 | |
| Thank you guys. | 00:41:58 | |
| No, no. | 00:42:06 | |
| Thank you, thank you, thank you. | 00:42:08 | |
| That looks cute. | 00:42:10 | |
| Sean that look cute. | 00:42:13 | |
| Not your inspiration? | 00:42:14 | |
| Alright, awesome. Love it. Thank you. | 00:42:17 | |
| That's what makes Monday so much fun. | 00:42:23 | |
| All right, now we will get the warrants, general warrants. | 00:42:38 | |
| Move to approve General Warrens. Second it's been moved by Commissioner Maxie. Second by Commissioner James. | 00:42:43 | |
| For the discussion. | 00:42:48 | |
| All in favor, say aye. Opposed say nay. | 00:42:50 | |
| That takes us to Commissioner Warren's Lynette Peplum second. | 00:42:53 | |
| Moved by Commissioner Ross, second by Commissioner James. Roll call vote, please. | 00:42:58 | |
| Jason Maxie. Yes. Lynette Pepler Epstein. | 00:43:02 | |
| Yes, Scott, James. Yes, Ava. | 00:43:05 | |
| All right, that takes us to new business. | 00:43:09 | |
| Good morning, Evan. | 00:43:14 | |
| Consider Contract ID 92555 Final Application for non attainment. | 00:43:15 | |
| Area Air Pollution Enterprises, NAAPME Community Clean Transportation Assistance program, CCTAP grant funding for county roads 59, | 00:43:21 | |
| State Highway 52 roundabout project and authorized chair to sign. | 00:43:29 | |
| And Department of Public Works to submit electronically. | 00:43:37 | |
| Evan Pinkham, Department of Public Works. | 00:43:42 | |
| So this NAPMI grant program, the non attainment area air pollution mitigation enterprise. | 00:43:45 | |
| It's actually a new enterprise out of Senate Bill SB 21260. | 00:43:52 | |
| And it seeks to fund, program, fund projects like this that are air quality projects. | 00:43:58 | |
| So obviously this is the first grant cycle in this. There's quite a bit of funding available. | 00:44:04 | |
| So we see this as a great opportunity to get some additional funds for this roundabout project. | 00:44:10 | |
| So Weld County is partnering with CDOT Kingsburg. | 00:44:16 | |
| Hudson, Rockbuy and RE. | 00:44:20 | |
| 3J school district on this application. | 00:44:22 | |
| And the request that we are asking for is for. | 00:44:26 | |
| $1,794,634 from the NAPMI program. | 00:44:31 | |
| We're going to bundle that together, hopefully. | 00:44:36 | |
| With some CMAC funding, congestion mitigation, air quality funding that we got out of. | 00:44:40 | |
| The Upper Front Range TPR. | 00:44:45 | |
| Of about $1.3 million and then we had a local match. | 00:44:48 | |
| $287,000. | 00:44:54 | |
| Added on to that CMAC program. | 00:44:56 | |
| So that with an additional $7.6 million will get us. | 00:44:58 | |
| The full funding for this roundabout project, which is what we're hopeful for with this application. | 00:45:04 | |
| This roundabout obviously at Hwy. 52 and. | 00:45:11 | |
| County Road 59 is very important safety improvement. | 00:45:15 | |
| It's just right north of the. | 00:45:21 | |
| The World central schools there. | 00:45:23 | |
| On Kenner 59. | 00:45:26 | |
| And it will just be a great improvement for safety on that corridor. | 00:45:28 | |
| Be happy to answer any questions but looking to submit this application for these matney funds. | 00:45:33 | |
| All right, sounds great. Any questions of the board, Commissioner James, the questions used to comment. Thanks Evan for your work | 00:45:39 | |
| on this. I think this is not standing application and it's something that is. | 00:45:43 | |
| Certainly needed along that 52 corridor, so be good to get some money out. An apnea move to approve contract ID 9255. Commissioner | 00:45:47 | |
| Ross, I will second that. Just say great work on this. I know on the upper Front Range, this has been a project we've been working | 00:45:52 | |
| on for quite some time. | 00:45:57 | |
| Putting all these pieces of funding together along with our local partners. | 00:46:01 | |
| It's critical, as these things are. | 00:46:05 | |
| You know, quite expensive, but great job. Thank you. | 00:46:07 | |
| OK. It has been moved by Commissioner James, second by Commissioner Ross. | 00:46:10 | |
| Further discussion. | 00:46:14 | |
| I just want to thank you too, Adam. This is a big, big project and really do appreciate all your efforts. | 00:46:15 | |
| All in favor say aye. Aye. Opposed say nay. Contract ID 9255 is approved. Thank you, Sir. | 00:46:20 | |
| Right #2 Consider contract ID 9281 Memorandum of Agreement for temporary construction. | 00:46:27 | |
| Easement for County Road 76 improvement project between county Roads 29 and 31. | 00:46:34 | |
| And authorized chair to sign for Allen and Janie Lassner. | 00:46:40 | |
| Good morning, Commissioners. Michael Bedell from Public Works Department. | 00:46:44 | |
| This item is associated with. | 00:46:48 | |
| A temporary construction easement. | 00:46:52 | |
| Required from. | 00:46:54 | |
| Alan and Jeannie Lasnier. | 00:46:56 | |
| On counter of 76 between 29 and 31. | 00:46:59 | |
| And we intend to go out there this summer and. | 00:47:04 | |
| Improve the drainage and then pave this gravel Rd. | 00:47:08 | |
| Probably in about August. | 00:47:12 | |
| After we bid it out, we're going to bid it out later this month. | 00:47:15 | |
| And a bit of our work spills out onto their private property. And that's why this easement is required, you may have noticed. | 00:47:19 | |
| We did not do a. | 00:47:30 | |
| Pass around on this. | 00:47:32 | |
| Because I was told there was a recent change where it's a small amount of money and we just. | 00:47:34 | |
| Skip that item and I. | 00:47:41 | |
| Work through Esther. | 00:47:43 | |
| Just kind of get it. | 00:47:45 | |
| Get it on the agenda here without that. | 00:47:46 | |
| Pass around being required. | 00:47:49 | |
| And I'd be glad to answer any questions in one house. | 00:47:52 | |
| All right. Are there any questions of the Board, Commissioner Maxie? | 00:47:55 | |
| No question, Madam Chair, I just wanted to comment on that. Thank you, Michael, for bringing this to the board. And yes, we're | 00:47:57 | |
| trying to help. | 00:48:00 | |
| You all and and other departments streamline processes and not waste so much time with. | 00:48:04 | |
| Requests such as this that quite frankly don't have too much capital behind them and they make sense. They're they're part of the | 00:48:08 | |
| project. And so I appreciate your work doing that. And I also hope that streamlining processes like that makes it a little bit | 00:48:13 | |
| easier in your world and you guys aren't having to do so much paperwork to do pass arounds so. | 00:48:18 | |
| Madam Chair, with that, I'd move to approve Contract ID 9280 one second. | 00:48:24 | |
| It has been moved by Commissioner Maxie, second by Commissioner Ross. | 00:48:27 | |
| Further discussion. | 00:48:30 | |
| All in favor say aye, aye opposed say nay. Contract ID 9281 is approved. | 00:48:32 | |
| #3 Consider temporary closure of County Road 90 between County Roads 19 and 29. Good morning, Amy. | 00:48:38 | |
| Good morning, Commissioner Sammy Matthew, Public Works. | 00:48:48 | |
| This is an emergency closure that began on March 31st and Public Works is asking for this closure to. | 00:48:51 | |
| Remain in place until March 8 or, excuse me, April 18th. | 00:48:58 | |
| Umm, due to some heavy truck hauling. | 00:49:04 | |
| Trucks were also off whole route. | 00:49:07 | |
| That has been since remedied. | 00:49:09 | |
| But the road was deteriorated to a condition where it was unsafe for the majority of the traveling public. | 00:49:12 | |
| Local access is being maintained throughout. | 00:49:17 | |
| The closure time. | 00:49:20 | |
| All right. Any questions of the board? Who to approve the temporary closure? Second, it has been moved by Commissioner Ross. | 00:49:22 | |
| Second, by Commissioner Heffler. | 00:49:25 | |
| Further discussion. | 00:49:28 | |
| All in favor, say aye, aye, Opposed say nay. That resolution is oppressed. Thank you, thank you. That brings us to #4. | 00:49:30 | |
| Consider expression of opposition to Colorado Senate bill. | 00:49:37 | |
| 2025 Dash 3 and I do see the sheriff. | 00:49:41 | |
| In the house. Would you like to comment, Sir? | 00:49:44 | |
| Mr. Thank you, Steve Rings Well County Sheriff, I put this forward in hopes that you guys would support this resolution. | 00:49:49 | |
| Essentially, Senate Bill 25-003 is. | 00:49:56 | |
| Probably one of the most draconian gun laws that we've seen proposed in the state of Colorado in quite some time. | 00:50:00 | |
| I went to the governor's desk last week. | 00:50:05 | |
| The bill does nothing to help public safety, but what it does is creates an unfunded mandate on every Sheriff's Office in the in | 00:50:08 | |
| the state of Colorado and also creates a multitude of barriers for people to exercise their Second Amendment rights. | 00:50:15 | |
| It creates a financial. | 00:50:23 | |
| Dissuasion, I guess, for anybody who wants to go out and buy. | 00:50:25 | |
| A very common rifle or common handgun in the state of Colorado to do so. | 00:50:29 | |
| This is one more step towards a complete ban of weapons in the state of Colorado in my mind. | 00:50:33 | |
| Governor Polish hasn't signed it yet, but hopefully when he hears from. | 00:50:38 | |
| The majority of the counties in the state of Colorado, he'll at least consider vetoing it and not having this terrible law going | 00:50:42 | |
| to to affect again. Thank you for considering the the resolution and. | 00:50:48 | |
| I hope that you guys stand against this bill just as well as I do. Thank you. | 00:50:55 | |
| All right, Commissioner James, thank you and thanks, Sheriff, for bringing this to our attention and pleased to be able to bring | 00:50:59 | |
| it forward to you. Just a question of you. I know in the beginning there was a. | 00:51:03 | |
| Quite a bit of unfunded mandate being pushed out upon the county through your office specifically. Is that still the case or? | 00:51:08 | |
| Yeah. | 00:51:11 | |
| The way that this bill is proposed right now, there's a. | 00:51:15 | |
| There's basically a certification process and then it. | 00:51:18 | |
| The gun owner would have to come to my office and present these certifications that they have attended some kind of gun training. | 00:51:21 | |
| And then get a background and a permit. | 00:51:27 | |
| In order to go out and buy the weapon that. | 00:51:29 | |
| That is quote UN quote banned by this bill. | 00:51:32 | |
| With 340,000 residents in Weld County at. | 00:51:36 | |
| If you consider at least half of them probably are gun owners that might want to go buy one of these types of weapons. | 00:51:39 | |
| You can imagine the influx of folks that will be coming into my office. | 00:51:45 | |
| And everyone of those backgrounds has to go through Colorado Bureau of Investigations and they are quite frankly not equipped to | 00:51:48 | |
| handle what's going to what's going to happen. So it's going to create a huge backlog and a. | 00:51:54 | |
| Unfunded mandate for my office to try to process all those applications. Thanks, Commissioner Ross. | 00:51:59 | |
| I got some rhetorical questions, but if you don't mind humoring me, Sheriff. | 00:52:05 | |
| Isn't it already illegal to commit the heinous crimes of murder and and such when when individuals are using firearms, you know? | 00:52:11 | |
| Yeah, You know, it's ironic that we think that the legislature thinks that creating a gun law will stop someone from committing a | 00:52:18 | |
| murder or. | 00:52:22 | |
| Serious assault with a weapon. | 00:52:26 | |
| It hasn't so far and I don't see how this is going to help either. It feels to me and maybe you could comment to this. | 00:52:28 | |
| You're not going to stop those individuals that are bent on committing those already illegal crimes with a new gun bill, but what | 00:52:35 | |
| you do? | 00:52:39 | |
| Is you impose another barrier for law abiding citizens to protect themselves. | 00:52:43 | |
| And acquire those those kinds. That's absolutely the truth. And honestly, when all the public health people were here, I kind of | 00:52:48 | |
| thought maybe they were here to listen to this particular reservation. | 00:52:51 | |
| This bill actually in my mind. | 00:52:57 | |
| Causes a barrier for people to have an investment in their own public health and public safety. | 00:53:00 | |
| By taking those folks that can at least afford to go out and. | 00:53:05 | |
| And buy a handgun or buy a particular weapon and protect themselves and creating more cost barriers for them to do so. | 00:53:08 | |
| Like you said, criminals don't care what the law breeds and those that are hell bent on doing evil. | 00:53:14 | |
| They'll go through the process and still acquire the weapon, even legally if they choose to so. | 00:53:20 | |
| Again, it's just a it's a tax and scheme. | 00:53:25 | |
| A method in my mind. | 00:53:28 | |
| We're grateful that you and your deputies do so much to protect us. So thank you and have your. | 00:53:30 | |
| Commissioner Maxie. | 00:53:34 | |
| Thank you, Madam Chair. No questions, Sheriff. I just wanted to tell you thank you to you and your office for bringing this | 00:53:36 | |
| forward and and for continuing to be. | 00:53:40 | |
| Our advocates and our county's advocates, our residents advocates down at the statehouse. | 00:53:44 | |
| For the life of me, I don't understand how certain representatives down there. | 00:53:49 | |
| Do not understand the words shall not be infringed. | 00:53:53 | |
| And that is frustrating to me, but I appreciate your hard work. I just want to give some quick kudos to Captain Turner, who I see | 00:53:56 | |
| sitting out in the audience. Last Wednesday I attended a breakfast and he attended as well. The speaker happened to be late, and | 00:54:01 | |
| so Captain Turner ended up being predominantly the speaker that morning. | 00:54:05 | |
| On this very bill in answering a slew of questions from the attendees and did a great job. So I appreciate both your your work and | 00:54:11 | |
| his work. | 00:54:15 | |
| In in defense, not only of this. | 00:54:20 | |
| Bad bill to try to oppose it. | 00:54:22 | |
| But also for what you do for our residents of Well County. So thank you very much. I will be supporting. | 00:54:24 | |
| The opposition of Senate Bill 3. | 00:54:29 | |
| Yeah, thank you for that comment. And you're correct, Captain Turner has done a lot of work on. | 00:54:32 | |
| Opposing this bill, he's been out of the capital a couple of times to testify against this bill on behalf of the Sheriff's Office | 00:54:36 | |
| when I couldn't go down. | 00:54:39 | |
| In addition, I just think it's imperative to note that. | 00:54:42 | |
| The idea behind this resolution at the county level for as many counties as possible in the state of Colorado came from Pueblo, | 00:54:46 | |
| which is not. | 00:54:50 | |
| Not oftentimes known as that. | 00:54:55 | |
| Staunch conservative hotbed, but the residents of Pueblo who are largely Democrats. | 00:54:56 | |
| Understand that this is a bad bill and it's bad for, it's bad for the state of Colorado and and I'm glad that we're taking up the | 00:55:02 | |
| same mantle. | 00:55:05 | |
| Yeah, Commissioner Pepper, I just complete agreement. Thank you again for doing us. I can't see any decrease in violent crime | 00:55:09 | |
| being accomplished by this bill. | 00:55:13 | |
| That's not going to keep the unlawful people who intend to do harm from doing so. They're going to find some way to do it because | 00:55:18 | |
| they don't care about abiding to the law. | 00:55:22 | |
| The someone keeps the law abiding citizens jumping through more hoops, creating more work for the government employees, and that's | 00:55:27 | |
| just going to. | 00:55:30 | |
| Relating more cost to the taxpayers absolutely to approve. | 00:55:34 | |
| Our opposition SB 2503 second. | 00:55:38 | |
| It has been moved by Commissioner Ross, seconded by Commissioner Maxie. Further discussion. | 00:55:41 | |
| Mr. James, I was simply going to do what Commissioner Ross did, so I'm supporting. No, that's fine. | 00:55:47 | |
| Well, I also want to thank you for bringing this to our attention this and I'm hopefully people are out there listening to this | 00:55:52 | |
| because I think people think. | 00:55:56 | |
| They didn't have time to get engaged, but I hope that they are more engaged with this in talking to their representatives. | 00:56:00 | |
| Or reaching out to the governor's office so. | 00:56:07 | |
| With that, I move all in favor say aye. | 00:56:11 | |
| Opposed. Say nay. | 00:56:15 | |
| That resolution passes. Thank you, Commissioner, Thank you. | 00:56:16 | |
| All right, that takes us to new business. | 00:56:22 | |
| Good morning, Nigel. | 00:56:28 | |
| Number one. | 00:56:30 | |
| Consider certification to Weld County Treasurer of county compliance violation penalties as special assessment for Donald Harris | 00:56:31 | |
| and Christina Elam. | 00:56:36 | |
| Continued from 10/7/2024. | 00:56:41 | |
| Good morning, Commissioners. Adrienne Steele, Assistant County Attorney. I am here this morning with Nicole Brick, who works in | 00:56:45 | |
| our zoning compliance. | 00:56:48 | |
| This this case was continued to today. It is located at 20453 County Road 54. | 00:56:52 | |
| And the property. | 00:57:01 | |
| Was found in violation due to non commercial junkyard. | 00:57:02 | |
| Multiple campers and RV's in in a flood way. | 00:57:06 | |
| The daily penalties have gone up quite a bit since we had last talked. | 00:57:12 | |
| Miss Brick did go out to the property to see if there had been any. | 00:57:18 | |
| Progress and at this point the property is still in violation. | 00:57:25 | |
| However, umm. | 00:57:30 | |
| Staff is recommending that we continue this matter. | 00:57:32 | |
| Due to the fact that an application for a treasury seed was submitted. | 00:57:35 | |
| And we believe it would be in the best interest that we not certify at this point based on that. | 00:57:40 | |
| Outstanding Treasurer Steve, I am happy to answer any questions. | 00:57:45 | |
| All right. Any questions of the board? | 00:57:49 | |
| Commissioner Maxey, I guess thank you, Madam Chair, with that recommendation. | 00:57:52 | |
| What are we looking at for time frame? If you're recommending continuance until when? | 00:57:57 | |
| So right now the. | 00:58:01 | |
| Basically, what the treasurer sees there is a public auction that is scheduled. | 00:58:03 | |
| I believe June 18th. | 00:58:09 | |
| That would be the soonest the public auction could happen. | 00:58:11 | |
| And so we would ask to continue it. | 00:58:14 | |
| Past June 18th to see if that public auction does go through. | 00:58:17 | |
| First week August. | 00:58:21 | |
| Houston What would like the first week of August look like? | 00:58:24 | |
| Again, that would be either Monday, August 4th or Wednesday, August 6th. | 00:58:33 | |
| Madam Chair, I move to continue this item to Monday, August 4th at 9:00 AM. | 00:58:40 | |
| It has been moved by Commissioner Ross, second by Commissioner Pepler. | 00:58:48 | |
| For the discussion. | 00:58:52 | |
