I'm gonna let Tammy go into the details of her career, but I just wanted to publicly thank Sandy for her. 00:20:50
33 years of service with specifically with the Area Agency on Aging. 00:20:56
Now known as Home and Community Support Division and she's just a true professional all 33 years she has a. 00:21:02
Huge heart for the population that she serves and just want to thank you so much. But I'll let Tammy go into some of the detail. 00:21:09

I've had the. 00:21:23
Privilege of working with Sandy not directly for. 00:21:24
My entire career, but. 00:21:28
At least indirectly my entire career. 00:21:30
When we were at the. 00:21:33
Old location, which is now where the Sheriff's Office. 00:21:36
Has their records. We used to be Co located in that building and so we were able to. 00:21:40
You know, see each other in the halls. We had a lot of camaraderie across employment services and area Agency on Aging had like 00:21:46
Coed softball teams that we would. 00:21:52
Go root for and it was just really awesome to be able to know Sandy. 00:21:57
Both personally and professionally, her son Garrett and. 00:22:03
Hear how he's grown over the years. 00:22:07
Sandy is one of our managers for the Case Management agency. 00:22:10
She has a. 00:22:16
Really great dedicated team. 00:22:17
And as one of our experts, I don't think it's official, but I think an unofficial policy expert at this point and has really 00:22:19
supported the transition. 00:22:24
From the single entry point into the case management agency. 00:22:30
And has taken a lead role in receiving like. 00:22:33
Countless. 00:22:37
Numbers of memos and policies from health care policy and Finance interpreted those in the health. 00:22:39
To implement them. 00:22:46
And the transition would not have been as successful if not for Sandys. 00:22:47
Role and expertise in that area. 00:22:52
In addition to the single entry point in case management agency, she also did. 00:22:55
Home care allowance and I think the home health allowance program. 00:22:59
As well and is really just somebody that anybody on our team can go to with questions. 00:23:04
I think they joke maybe on the floor about. 00:23:11
Sandy being the historian or this has the steel truck mind if something happened in the 90s and even the 80s because I think she 00:23:14
held on to some records from the 80s even. 00:23:19
As she can go back to and say, hey, how did we do this, What did we respond here? And she has retained all of that knowledge and 00:23:25
record and has just been influential and a huge support to everybody. 00:23:31

And yeah, one of the jokes now as well is some of our newer staff. 00:24:32
They're saying, well gosh, we weren't even born when we started working for the county. 00:24:37

And then I remind them while I started, when I was. 00:24:44

Whereas the Weld County Board of Commissioners acknowledges the important role that public health plays in. 00:30:13
Creating healthier communities and protecting the health of our residents and. 00:30:19
Whereas, National Public Health Week observed from April 7 to April 13. 00:30:23
Provides an opportunity to acknowledge the contributions public health organizations, practitioners, advocates. 00:30:27
And communities in promoting health and preventing disease. 00:30:33
And WHEREAS as a nationally accredited local local health department, the. 00:30:36
Weld County Department of Public Health and Environment utilizes data and science to make well informed decisions. 00:30:41
Delivering services through relevance, innovative and cost effective measures. 00:30:47
And whereas we recognize the efforts made by Weld County Department of Public Health and Environment in protecting health. 00:30:51
Through the prevention, evaluation, diagnosis and treatment of disease such as tuberculosis, diabetes and obesity. 00:30:57
Initiatives such as cancer screenings, immunizations, substance abuse disorder programs, food safety, and emerging public health 00:31:04
issues like social isolation and local air quality. And you do all that. 00:31:10
And WHEREAS through partnerships with local public health agencies, community organizations, healthcare providers, businesses, and 00:31:16
residents. 00:31:19
Expanded clinic facilities in Fort Lupton and the department of a new. 00:31:23
And the deployment rather of a new public health mobile unit. 00:31:27
Well County is demonstrating our commitment to bringing bringing care closer and enhancing the overall well-being of our 00:31:30

And so this is our health department. 00:32:19
And it's a great group of employees. I'm proud to be a small part of it. 00:32:22
I've been here just over 2 years and I got to tell you I inherited a really good group. 00:32:27

The work that they do every day. 00:32:33
We like to be under the radar, right most of the work that. 00:32:37
These folks do is behind the scenes, under the radar. 00:32:40
Um, and. 00:32:45
Often underappreciated, I would say. 00:32:47
You know the proclamation that Commissioner James read. 00:32:50
I've listed several items, but some of the things that we do on a daily basis, things like food inspections. 00:32:54
Air quality investigations, immunizations, outreach, and education. 00:33:00
Communicable disease investigations. That's just a small. 00:33:04
Sample of what these folks do every day, and they do it behind the scenes, and I do it so well that it rarely becomes a political 00:33:07
issue. That's our goal. 00:33:11
We just want to do the work that. 00:33:16
UMM benefits Weld County residents so. 00:33:19
Staff, thank you for the work that you do. 00:33:21
I'm proud to be a small part of your department. It's not my department, it's your department. 00:33:24
And I'm proud to be a small part of it. 00:33:29

The second thing, there's a big white truck outside. If you didn't notice it when you came in, we got a public health mobile unit. 00:33:32
It's an idea that was conceived before my time in 2022. 00:33:41
And was incorporated into the county strategic plan. 00:33:45
With the county the size of Weld County, we can never build enough brick and mortar locations to serve our county residents, 00:33:49
right? 00:33:52
So that's what that's the idea of this mobile unit, we can provide every service. 00:33:55
That we provide in the building just down the road in this mobile, you know, we can take our services out to Weld County and 00:34:00
that's what we intend to do. 00:34:04
I want to thank the board. 00:34:08
Or approving the funding for the mobile unit. It is a. 00:34:09
It's a great asset. 00:34:14
Frankly, it's second to none. 00:34:15
And we're we're going to put it to good use. You have my word on that. 00:34:17
There's probably 1 employee. There is one employee. 00:34:21
I think he's here somewhere. 00:34:25
The mobile unit simply would not have happened. 00:34:27
Umm, without the fleet director David Springer. I see him over there. 00:34:30

And all of your help in making that into a reality, it simply would not have happened without David. I also want to thank. 00:34:37
Jennifer Finch and Brian Hughes. They both played a big role in rolling out the mobile unit. 00:34:44
And we'll continue to play a big role in making sure that we. 00:34:50
Get the best use out of that. 00:34:53
Also, we had several staff members that. 00:34:55
Worked really hard and stocking it and getting it ready to roll. We've actually taken it to one event. We've got several more on 00:34:58
the schedule. We were actually invited to public health in the Rockies in the fall to showcase the mobile unit and. 00:35:04
Into brag on well county so we intend to do that so. 00:35:11
Commissioners, thank you for both allocating the funding for the mobile unit. Thank you for recognition for National Public Health 00:35:14

I just want to say health begins in our homes and our communities. How we live, work and play effects our well-being. 00:35:41
And I want to thank you for all your efforts to educate the. 00:35:46

I personally have been challenged on ways to remain active and. 00:35:51
Highways that I can rest and refuel and I really appreciate them anyways that our staff works together to encourage each other to 00:35:55
be our best. Thank you for that. 00:36:00
In addition to it being a public health week, it's also county government months and it's a unique thing that we do in county 00:36:06
government. The fact that oftentimes as you mentioned. 00:36:10
A director, it flies under the radar. People really don't know what is the county government do, what does the Department of 00:36:15
Public Health and Environment do? 00:36:18
In a way, I'm OK with that. I'm OK with us just kind of silently doing our jobs. 00:36:21
And taking care of the people that are our constituents and neighbors and friends here in Well County. 00:36:26
You guys work every day in inspections? 00:36:31
In, in, in programs and the provision of clinical services to make sure that our people are healthy and well. 00:36:34
And that we pursue. 00:36:39
Thriving nature here in Well County. Thank you for what you're doing. Congratulations out being your week. 00:36:41

And I was so fortunate to be able to be chosen to be on the Board of Health and serve some years on that board before becoming a 00:37:03
staff member. And that opened my eyes to a lot of the hard work that you and your team do on a daily basis. 00:37:09
That might go a little bit unnoticed by the broader population, but from to those you serve, it definitely has noticed. So thank 00:37:14
you for all the hard work you do. Thank you for your dedication to the community. I'm excited for the mobile unit as well and 00:37:19

So those driving lessons are going well, but it really speaks to the opportunity when we're such a large county and how we're 00:37:45
trying to reach out to every corner of this large county and provide those services and, and being able to have that ability to do 00:37:51
that is, is remarkable. And, and I've been reached out to multiple times. 00:37:57
From various other counties going. 00:38:03
We're looking at this. Can we, you know, check both counties out. It's like absolutely it's, it's going to be a. 00:38:05

Area Air Pollution Enterprises, NAAPME Community Clean Transportation Assistance program, CCTAP grant funding for county roads 59, 00:43:21
State Highway 52 roundabout project and authorized chair to sign. 00:43:29
And Department of Public Works to submit electronically. 00:43:37
Evan Pinkham, Department of Public Works. 00:43:42
So this NAPMI grant program, the non attainment area air pollution mitigation enterprise. 00:43:45
It's actually a new enterprise out of Senate Bill SB 21260. 00:43:52
And it seeks to fund, program, fund projects like this that are air quality projects. 00:43:58
So obviously this is the first grant cycle in this. There's quite a bit of funding available. 00:44:04
So we see this as a great opportunity to get some additional funds for this roundabout project. 00:44:10
So Weld County is partnering with CDOT Kingsburg. 00:44:16
Hudson, Rockbuy and RE. 00:44:20
3J school district on this application. 00:44:22
And the request that we are asking for is for. 00:44:26
$1,794,634 from the NAPMI program. 00:44:31
We're going to bundle that together, hopefully. 00:44:36
With some CMAC funding, congestion mitigation, air quality funding that we got out of. 00:44:40
The Upper Front Range TPR. 00:44:45
Of about $1.3 million and then we had a local match. 00:44:48
$287,000. 00:44:54
Added on to that CMAC program. 00:44:56
So that with an additional $7.6 million will get us. 00:44:58
The full funding for this roundabout project, which is what we're hopeful for with this application. 00:45:04
This roundabout obviously at Hwy. 52 and. 00:45:11
County Road 59 is very important safety improvement. 00:45:15
It's just right north of the. 00:45:21
The World central schools there. 00:45:23
On Kenner 59. 00:45:26
And it will just be a great improvement for safety on that corridor. 00:45:28

I went to the governor's desk last week. 00:50:05
The bill does nothing to help public safety, but what it does is creates an unfunded mandate on every Sheriff's Office in the in 00:50:08
the state of Colorado and also creates a multitude of barriers for people to exercise their Second Amendment rights. 00:50:15
It creates a financial. 00:50:23
Dissuasion, I guess, for anybody who wants to go out and buy. 00:50:25
A very common rifle or common handgun in the state of Colorado to do so. 00:50:29
This is one more step towards a complete ban of weapons in the state of Colorado in my mind. 00:50:33
Governor Polish hasn't signed it yet, but hopefully when he hears from. 00:50:38
The majority of the counties in the state of Colorado, he'll at least consider vetoing it and not having this terrible law going 00:50:42

You can imagine the influx of folks that will be coming into my office. 00:51:45
And everyone of those backgrounds has to go through Colorado Bureau of Investigations and they are quite frankly not equipped to 00:51:48
handle what's going to what's going to happen. So it's going to create a huge backlog and a. 00:51:54
