Please, Sir, you know well, first of all, thank you all. | 00:15:15
I really do appreciate being here today. | 00:15:19
Perry, I really love that you read that this morning and that you're going to come read that on Thursday for us. | 00:15:22
I feel like every week, every other day. | 00:15:27
There's some kind of recognition event? | 00:15:30
You know, National Donut Day, which is usually very important to cops, I will admit that. | 00:15:33
There's something going on every single day, right? | 00:15:38
And I think that personally, I get a little jaded over it. | 00:15:42
Through the years, the sheriff and I've had lots of conversations about doing, even continue doing this event. | 00:15:47
It takes a lot of planning, a lot of coordination. | 00:15:52
It's it's a lot of work to put it on. | 00:15:56
But also. | 00:15:59 | |
For some people, events like this, weeks like this are just one more day of the year that really brings up some some really bad | 00:16:01
memories. | 00:16:05 | |
Umm, all that together. | 00:16:10
I had kind of a gut check moment last month. | 00:16:14
I was listening to one of our employees speak as he was getting an award. | 00:16:17
And he brought up Sam's name. | 00:16:21
And he started crying. | 00:16:23
And in that jaded. | 00:16:25
Pit of my heart, right? | 00:16:27
I thought this guy was in Sam's friend. | 00:16:29
He didn't work on the road with Sam. | 00:16:33
Like why is he getting choked up? | 00:16:35
And I realized that I don't get to choose the impact. | 00:16:38
That someone like Sam has on another person. | 00:16:41
I don't get to choose the impact that his sacrifice has on the community. | 00:16:44
I have said it many times in recent history, but I believe that. | 00:16:49
Public safety is a community event. It's a community struggle. | 00:16:54
The Sheriff's Office doesn't do that alone. Sheriff Reeves doesn't do that alone. | 00:16:57
And because of that, events like this mean a lot to a community who strives to be safe. | 00:17:01
And strives to make sure that they are safe every day as they're doing what they want to do in life. | 00:17:07
So for that reason, I think about it and the 165 people. | 00:17:12
Who lost their lives trying to make sure that their communities were safe? | 00:17:17
And the two from Colorado. | 00:17:20
They deserve to have their names read in front of the community and be recognized in front of the community. | 00:17:22
Though we may not know them. Though I may have no connection with them. | 00:17:26
We are connected in that entire mission. | 00:17:30
To make sure. | 00:17:34 | |
That our kids, our families. | 00:17:36
Everything we do is safe as we as we live through life. | 00:17:38
So for that reason. | 00:17:42
You know, looking toward the future, this is going to be an ongoing event that we do. | 00:17:43
And and proudly. | 00:17:47
So we'd like to invite the community. Anyone is welcome to come. | 00:17:48
No reservation is needed at 6:00 PM on Thursday evening. | 00:17:53
There will be. | 00:17:57
A time where we read off all the names to include the 10 names that you just read here. | 00:17:58
We will also have a 21 gun salute. | 00:18:03
Have somewhere to play taps? | 00:18:06
And actually this year, in past years, we've done a. | 00:18:08
Digital recording of the national anthem, but we're gonna have someone sing it this year. | 00:18:10
So I think it'll be a really good event. | 00:18:14
One thing we're focusing on this year is to make sure that long drug out speeches like what I just did are not present there and | 00:18:16
that the people on that list. | 00:18:21
Or the focus of the ceremony. | 00:18:25
So there's not gonna be any guest speak or anything like that? | 00:18:27
It's just us reading off those names, remembering them. | 00:18:30
And spending time together as a community. So thank you very much and we look forward to Thursday and anybody is welcome to come. | 00:18:32
Thank you so much. I'm sure the board would like to say some words, Commissioner James. | 00:18:38
Spirit, which you just said, Captain, I'm a man of many words. I'll keep my words for you here. | 00:18:43
Thank you and thanks to those who made the ultimate sacrifice to keep us safe. | 00:18:47
I appreciate you and your. | 00:18:51
And your crew, thank you. Thank you. | 00:18:52
And Commissioner Maxey, thank you, Madam Chair. | 00:18:55
Thank you, Captain Turner. I don't know if any of us could have said any, any better than what you just said right there. So thank | 00:18:57
you for those words. They they. | 00:19:01
Reign true with me. It makes me kind of gut check myself sometimes, maybe when I think of certain people or certain situations | 00:19:05
that might not be. | 00:19:09
Totally impactful to me, but they impact others and so thank you for those words. | 00:19:13
The job that you and the other men and women in blue, so to speak, do every day. | 00:19:16
Across our country. | 00:19:23
Is something that's not just. | 00:19:24
Seen and observed and felt by those who Don the uniform, but it's also seen and felt, as you said, by the community members. | 00:19:26
But probably nobody more closely than your families. | 00:19:33
So I not only thank you and your service and our other men and women, especially here in Will County who who keep us safe every | 00:19:36
day, but also your families. Thank you, thank you. | 00:19:40
Commissioner Ross. | 00:19:45
Captain Turner, I just want to say thank you in a state that wants to continually attack our peace officers. | 00:19:47
And make. | 00:19:53 | |
Their rights go away while enabling our criminal. | 00:19:54
Criminal folks and their rights. | 00:19:58
It's challenging. It's tough to be a peace officer in this state right now. | 00:20:00
And my hat goes off to you and the men and women. | 00:20:04
That surrounds you and across our state. | 00:20:06
So diligently Don the uniform on a daily basis and and do so and protect our lives while putting theirs at risk. And I just want | 00:20:09
to say thank you to that. | 00:20:14
To those fallen officers. | 00:20:19
Uh, you guys have done a fine job. | 00:20:21
Of recognizing Sam Brownlee. | 00:20:23
Umm, not everyone can get a shooting range, you know, named after him. | 00:20:27
But that's how their memory goes on, right? | 00:20:31
For those officers that were impacted and continue to be impacted by that. | 00:20:35
It provides a reminder of what a great man. | 00:20:39
He was and how he served the folks of well County in such a great way so. | 00:20:42
Obviously, our heart continues to go out to his family and to those impacted by his Lawson. | 00:20:46
I just want to say thank you. Job well done. Thank you, Sir. | 00:20:51
Well, I agree with everything that's been said, but I am so humbled and so honored to get to serve with you, to serve with our. | 00:20:53
Sheriff's Office I I don't know how you do it and as long as I'm. | 00:21:02
A commissioner as well as not a commissioner. | 00:21:08
In Well County, we will always, always appreciate and we will always more than anything respect our law enforcement. | 00:21:11
So just know that we are here, we stand with you, stand beside you and just. | 00:21:19
Honor you for all the sacrifices that you make that make us feel safe. So thank you so, so much and we would be honored to have a | 00:21:24
picture with you. | 00:21:28
Mike. | 00:21:36 | |
Absolutely. | 00:21:50 | |
All right, OK. | 00:21:52
1 2/3. | 00:22:00 | |
Oh, sorry, new phone. All right, I'm going to try this one too, just so I have that. | 00:22:08
I feel sorry. Xbox 123. | 00:22:13
Perfect. Thank you all so much. Thank you guys very much. | 00:22:17
Actually, I'll take it today. OK, OK. Sounds great. | 00:22:23
All right. Next are warrants, General warrants. | 00:22:43
Move to approve second has been moved by Commissioner Ross, second by Commissioner Maxie. | 00:22:48
Further discussion. | 00:22:53
All in favor say aye, opposed say nay General. General Warrens are approved. | 00:22:55
Good morning, Toby. Time for bids. | 00:23:00
Resend and approve bid B 250-0020 to boiler and piping replacement for alternative programs Building Facilities Department | 00:23:03
Rescheduled from 3/17/2025. | 00:23:09
An advertiser's bid is for replacement of boilers and piping for the hot water system at the Weld County Alternative Programs | 00:23:15
Building. | 00:23:19 | |
The low bid was from FRPHI Hydronics LLC. | 00:23:23
And was awarded on March 17, 2025. | 00:23:27
During the submittal process, the contractor failed to provide the specified equipment. | 00:23:31
In their submittal. | 00:23:36
That was required by the bid and subsequently withdrew their bid. The second low bid is from Harper Mechanical and meets | 00:23:38
specifications. | 00:23:42
Therefore, the Facilities Department is recommending rescinding the award to FRPHI Hydronics LLC. | 00:23:46
And instead awarding the project to Harper Mechanical Inc. | 00:23:54
In the amount of $238,158. | 00:23:57

Located at the Well County Public Health Building, the low bid is from Swift Builders LLC and Neat Specifications. | 00:24:35
Therefore, the Facilities Department is recommending the awards with Builders LLC in the amount of. | 00:24:41
$615,858. | 00:24:47 | |
Right. Are there any questions at the board? | 00:24:50
If you approve bid B 25,061 second. It has been moved by Commissioner James, second by Commissioner Ross. Further discussion. | 00:24:52
All in favor, say aye. Opposed say nay. | 00:25:00

#3 Present bid B 250-0046 Jail 2 W uninterrupted power supply UPS upgrade facilities department. | 00:25:06
More vendors have replied to the solicitation. The Facilities Department is reviewing those replies and anticipates bringing a | 00:25:17
recommendation to the Board on May 28th, 2025. | 00:25:21
All right. Are there any questions of the board? | 00:25:27
Nope, seeing none. Thank you, Toby. | 00:25:29
That takes us to new business. | 00:25:32
Good morning, Jason. | 00:25:36
Consider contract ID 9408 Purchased order agreement for marketing campaign participation. | 00:25:39
Allowed allocated funds concerning Diabetes Prevention Program DPP education for local health care providers and authorized the | 00:25:45
Chair to sign IFC Incorporated LLC. | 00:25:52
Good morning, Commissioners. Jason Chester with the Health Department. | 00:25:59
This is a. | 00:26:02 | |
Small Grant. | 00:26:04 | |
Award for. | 00:26:06 | |
Outreach specifically targeting local medical providers associated with our diabetes prevention program. | 00:26:08
And you all are probably recall we've talked about the diabetes prevention program here, that's a year long program that folks | 00:26:14
they're pre diabetic can go through. | 00:26:18
And to help facilitate lifestyle changes to prevent them from progressing in the type 2 diabetes. | 00:26:23
Our department. | 00:26:29
Provide screenings throughout the community. | 00:26:31
To see if. | 00:26:34 | |
Well, county residents. | 00:26:36
Need that program and can enter into that program the part that is missing. | 00:26:38
Is umm. | 00:26:42 | |
Knowledge by local physicians that they can refer patients to the program so if you. | 00:26:44
During your local. | 00:26:50
Are your annual physical? Your physician recommends that. | 00:26:51
Determines that you are prediabetic. | 00:26:56
Knowledge of this program would allow them to refer you to our department for the Diabetes Prevention Program, so this grant would | 00:26:59
pay for targeted outreach specifically to medical providers in the community. | 00:27:04
This was presented to the board on the past round on April 20th of this year and I recommend the board approved contract, right? | 00:27:11
Are there any questions? | 00:27:14
Move to approve contract ID 9408. | 00:27:18
Second, all right. It's been moved by Commissioner Massey. Second by Commissioner Ross. Further discussion. | 00:27:22
All in favor, Say aye. Opposed say no. | 00:27:27
Contract ID 9408 is approved. | 00:27:30
#2 Consider contract ID 9418. | 00:27:33
Third party supplemental environmental project. Sep agreement for electronics. | 00:27:37
Recycling project proposed by Owens Brockway Glass Container, Inc and authorized the chair design. | 00:27:42
Good morning again. This is. | 00:27:49
Relates to funding for a supplemental environmental project. | 00:27:52
Supplemental environmental projects are. | 00:27:56
The result of typically the result of enforcement action. | 00:27:59
In lieu of a fine. | 00:28:03
To an enforcement agency like CDPH E, local businesses can opt to fund supplemental environmental projects. | 00:28:06
In this case, a local business reached out to us, they became aware of the electronics recycling against the county hosted, they | 00:28:15
reached out to us and asked if they could fund those projects as a part of supplemental environmental project so. | 00:28:23
In this case the funding is in the amount of $100,000. That would fund two years worth. | 00:28:31
Electronics waste recycling events. | 00:28:38
This year we're going to have two events, one on July 26th and 7th. | 00:28:41
And one on August 9th. And Greeley. | 00:28:45
Both of those events combining will cost about $50,000. The event will then fund to similar events for the project will then fund | 00:28:48
2 similar events in 2026. | 00:28:53
Uh, this was presented to the board via pastor on April 30th of this year and I recommend that the Board approve the contract. | 00:28:58
OK. I just have a question. Can I have those dates again? Yes, ma'am. | 00:29:04
And I will say we're still under. | 00:29:09
We're still in the bid phase right now, but the dates have been set July 26th and 7th. That's going to be at 7th high school. | 00:29:12
And then August 9th here in Greeley and we will obviously promote those events. | 00:29:19
In the next few months, super. | 00:29:26
All right. Any further questions? | 00:29:28
Madam Chair, I move to approve contract ID 9418. | 00:29:30
Second by Commissioner Maxie, second by Commissioner Ross. Further discussion. All in favor say aye. Aye. Opposed say nay. | 00:29:34
All right, that was pretty simple. | 00:29:42
Board meeting All right. Now is the time for public comment. Each individual speaker is allowed three minute period of time in | 00:29:45
which to direct comments to the Board. The Chair shall a. | 00:29:49
Shall enforce the rules of order and decorum and will not accept comments regarding matters which are scheduled to be considered | 00:29:54
at a future public hearing, such as a land use hearing in that event. | 00:29:58
The speaker will be asked to give their testimony at the appropriate public hearing, either in person or in writing, pursuant to | 00:30:03
the rules set forth in Section 2-1-20 dot E of the Well County Code. | 00:30:08
Is there anybody in the audience? | 00:30:14

Nation of God, indivisible, with liberty and justice for all. | 00:11:08
Thank you all. It is Monday, May 12th, 9:00. | 00:11:13

During the submittal process, the contractor failed to provide the specified equipment. | 00:23:31
In their submittal. | 00:23:36
That was required by the bid and subsequently withdrew their bid. The second low bid is from Harper Mechanical and meets | 00:23:38

Same. Then this meeting is adjourned. Thank you everyone. | 00:30:16 |
