WHEREAS, suicide is a complex issue that can affect anyone, regardless of age, gender, race, orientation, income level, or 00:21:23
background. And Whereas, over 48,000 deaths annually are attributed to suicide, with suicide rates in Colorado ranking 6th 00:21:31
nationally and 66 lives lost to suicide in Royal County during 2023 and WHEREAS being trusted person to turn to someone is. 00:21:38
Feeling isolated or hopeless is one of the most important things we can do to prevent suicide and whereas. 00:21:45
Actively challenging stigma around mental health and building skills that increase the likelihood of someone feeling safe. 00:21:53
To open up without fear or shame or judgment is the first step. And whereas because of the collaborative prevention and education 00:21:59
efforts of N Range suicide education and Support Services Imagine zero of well County, numerous survivors and community partners 00:22:06
hope exists in welcome. And WHEREAS N Range Behavioral Health Suicide Education Support Services SCSS program supports those who 00:22:14
have lost someone to suicide and provides education to Will County residents that help build critical suicide. 00:22:21
Skills and WHEREAS September is recognized as National Suicide Awareness and Prevention Month with the goal of promoting awareness 00:22:29
surrounding suicide prevention resources and support available to all community and WHEREAS we encourage all residents to take the 00:22:35
time to learn to talk about mental health research, suicide prevention resources available nationally and throughout Will County. 00:22:41
Check in on the well-being of family, friends and neighbors and share genuine appreciation for the people of your life by any 00:22:47
gesture you deem appropriate. 00:22:53
Now therefore, be a proclaimed by the Board of Well County Commissioners that September 2024 be known as Suicide Awareness and 00:22:59
Prevention Month and call upon the community to increase awareness and understanding of behavioral health and the need for 00:23:06

Good morning. Thank you for having us here. I hope to be here every May for mental health month and every September for suicide 00:23:30
awareness until there are no more suicides, then maybe we'll stop visiting you. So I do have some team members that are amazing 00:23:36
here, certainly N Range team, part of our suicide education and support services. It is a prevention program. We do a ton of 00:23:42
trainings in the community. And then we also do have. 00:23:49
Representatives from Imagine 0, which is of local coalition. 00:23:56
Of many invested partners that come together with the intent of preventing anymore suicide. So I'm actually going to let them 00:24:00
speak because they are way better out of time. 00:24:04
Good morning. Thank you for having us. Really. I'll keep it brief, but I just want to take the opportunity to say thank you. Thank 00:24:12
you for caring and for supporting suicide prevention. We recognize that it's not always a fun topic to talk about, but we also 00:24:18
believe that suicide prevention is everybody's business. When we take the time to be vulnerable and checking on our people, we can 00:24:23
normalize mental health and we can make it OK to ask for help. So I want to encourage you to check in on your friends, your 00:24:29
families. 00:24:35
Neighbors and really I just want to say thank you for caring. It's the communities here that I see today that really do make me 00:24:41
optimistic for a brighter future with fewer suicides. 00:24:47

That's our suicide education and support services. In addition, I also facilitate our Imagine Zero World County coalition. Thank 00:24:59

Excellent. Commissioner James, did you everything you'd like to add this one? I do. I have said it before, I'll say it again. We 00:25:19
have a mental health epidemic in this nation and it's far more serious than any virus we've ever battled. It is perhaps the most 00:25:24
important public health matter that we deal with today. And we'll continue to advocate for that. And we'll continue to focus on 00:25:30
May so we don't have to focus on September. I agree with you. And so let's lean into that. 00:25:35
You who do your work in prevention and counseling, your angels and thank you for what you do. God bless you and may you continue 00:25:41

I couldn't agree more with Commissioner James. He just always has it so eloquently. But when you think of the number of of ones 00:25:51
that we have had in well county, I think of the numbers we could have without all of what you have done for us and I or the bottom 00:25:57

Mr. Freeman yeah. You know, I think probably just about everybody who's been touched by somebody that has committed suicide, a 00:26:10
couple of people in my life, thank you. Thankfully years ago. But, you know, it's one of those things that you just don't see it 00:26:17
coming until it's till it's seven. So what you guys do is extremely important. Scott's right. Commissioner James Wright, mental 00:26:23
health is a huge issue in this country. So thank you for what you guys do every day. 00:26:29
Mr. C And I just want to thank you from the bottom of my heart as well, Just it's a very special mission that you have and not one 00:26:36
that everybody can actually embark on and not let them. 00:26:41
Suck their daily lives as well. That's a very dark place for people go and and for you to be able to to sit in that rescue 00:26:46
mission, rappel down there and and and grab these folks before they do something irreparable to themselves and others in their 00:26:51

I would agree with all my fellow commissioners as I was reading the proclamation is, Commissioner Freeman stated. Most of us have 00:27:04

You know, involved with somebody close to us, it's, it's committed suicide. And that's actually what's running through my head was 00:27:13
those, those friends and family members that I've lost by this. And I thank you for your guys''s work and the awareness to this. 00:27:21
People need to know that there's help, there's support out there. I appreciate you and, and Commissioner James, you're right. It's 00:27:28
if we can continue to tackle mental health and, and we, we stand up May and, and and beyond May because it's all year round. 00:27:36

state Highway 52 intersection improvement project and authorized your assigned Atmos Energy Corp. Good morning good morning 00:35:16
Commissioners Eric Greenford County Public works. This agreement allows for an existing Atmos Energy gas metering station be 00:35:22
relocated in the northeast quadrant of the Kennedy Rd. 41 on State Highway 52 intersection project. 00:35:29
Existing gas meter in station was within private property prior to new road right away being acquired and therefore the Weld 00:35:36
County has to provide provide funding for relocation of the facility. 00:35:40
The estimated cost of the relocation is $199,000, seven, $194.33. The agreement also allows for 1820 linear feet of an existing 00:35:45
Atmos Energy gas main to be relocated for the roadway project and this gas main is located within Weld County Road 41 right away 00:35:54
and therefore this work must be completed. Atmos Energy sole cost now following. 00:36:02
These relocations, removal or abandonment of all gas mains no longer in service. 00:36:12
Will be completed by Weld County's roadway contractor. Reason for doing this is it lessens impact to and increases safety for the 00:36:17
traveling public. 00:36:21
These costs for removal or abandonment of the gas mains are estimated to be $8626. This amount is being credited towards the 00:36:26
existing gas metering station relocation costs. Therefore the total the total amount payable to Atmos is determined to be 00:36:34
$191,168.33. Funding for this amount is accounted for in the World County Public Works 2024 budget. 00:36:43
The agreement has been reviewed by the County Attorneys Office and signed by Atmos Energy. It was provided as a pass around dated 00:36:52
August 20th, 2024 and approved by all 5 commissioners to include on the agenda. 00:36:58
Staff is asking for the board to authorize the chair signature on the agreement so the payment can be issued at this energy and 00:37:04
their utility. Relocations can be completed prior to the end of 2025. 00:37:09
