have one proclamation today for veteran's day, which is on November 11th. Sammy, while you're coming up, I'll go ahead and read 00:17:02
our proclamation and I'll let you have it. 00:17:08
And recognizing the service, sacrifice, courage, and valor of our veterans, celebrating their dedication to protecting our 00:18:14
freedoms and supporting them and their professional and personal endeavor. Signed by all 5 County Commissioners so. 00:18:20
Good morning. Thank Commissioners Tammy Grant, Deputy Director with the Department of Human Services. First of all, thank you for 00:18:29
your time this morning. And I would be remiss if we didn't first start by recognizing those individuals who have served. 00:18:36
Currently or in the past? So if you have been a veteran, you are a veteran. Please stand so we can also recognize you all. 00:18:45
Sometimes we have some community members too. Once again, thank you for allowing us to be here this morning. We're super excited 00:18:59
to have our veterans team under the Department of Human Services and specifically with Employment Services. 00:19:06
With your board support, we have been able to make some significant changes over the last year and I want to highlight just a 00:19:14
couple of those by the number of increased veterans served between January of between January and October of 2024. We've served an 00:19:21
additional 249 people through our veterans service office over last year, which is I think just a testament to the team that we 00:19:28
have. 00:19:35
And their commitment. 00:19:43
And, you know, dedication to veterans and their families that we're serving. We're committed to continuous improvement. And with 00:19:45
your support, we've made some other changes, including. 00:19:49
Adding flags most recently outside of Building B, having veteran designated parking spots. We've also been listening and hearing 00:19:56
from our community members and from some of our community based organizations and partners around how veterans are accessing 00:20:02
services within the Department of Human Services. 00:20:09
And making improvements and changes as we go along the way. So most recently a couple weeks ago, we've moved our entire veterans 00:20:16
service team down to the first floor and have set up additional waiting area spaces and really just listening and hearing from our 00:20:22
veterans as to how they would like to access services. We do know that our team is providing some top notch services and they have 00:20:28
gone through. 00:20:34
Processes to become fully accredited, which is again a testament to their commitment to service for the veterans and their 00:20:41
families that we're serving. 00:20:46
And so today we have two fully accredited veteran service officers and one a fully accredited navigator, ensuring every veteran 00:20:52
has access to high quality, consistent service with one of our team members holding a DAV accreditation, which is just 00:20:58
outstanding. 00:21:04
Again, we're just committed to continuous improvements and working towards continuing to evolve and build this program on serving 00:21:11
the veterans, not only with our veteran service office and team, but also with our team at employment Services, connecting 00:21:18
veterans to employment, if that makes sense, helping them pivot and find additional career pathways and also access to other 00:21:24
services and supports that might be available, whether that be through. 00:21:30
Some of our programs and services with the Older Americans Act program in our area, Agency on Aging. 00:21:38
But also other safety net programs that all of our community members are, you know, have access to. So I just want to take a 00:21:43
minute to recognize our team and board members. 00:21:49
So we have Gwen Jenkins, which she's with our veteran service office if you want to stand up, Glenn, Tim Marquardt, he is of 00:21:55
veteran service officer and Tom Gonzalez, also a veteran service officer. And then we have Elizabeth Barber. 00:22:02
Our Workforce Director, Cece Mccroskey, Deputy Workforce Director, Charlotte de Brock and of course. 00:22:10
And Carla Masters, I think that's all of our team members. And we have Matt Hort, of course, he's our Workforce Development Board 00:22:18
chair and trusted partner and community advocate as well. And also Jamie Ulrich, which we wouldn't be here without her steadfast 00:22:26
leadership. So this is our team and thank you for having us here. 00:22:34
Any comments from the board, Mr. James? 00:22:45
County, my thanks goes there as well. You have really upped the bar. I, I, I hear from constituents on, on a limited number of 00:23:17
things surprisingly. And one of the things though, that I hear a lot about is how, how, how pleased our veterans are with the 00:23:24
service they're receiving that from our BSO. So thank you so much for for doing what you're doing. We appreciate you. 00:23:32
Mr. Buck Well, I just want to say we have so many incredible veterans that have served our country and in Will County, I think 00:23:40
it's remarkable how many we have. And, and you know, in Well County, we do always appreciate our veterans and all that they've 00:23:46
done for for this country. And just yesterday I heard three people. 00:23:52
From three people that told me how great our veteran services is doing in wall County, that's speaks volumes of what an incredible 00:23:59
job you're doing. So I just want to thank you so much and keep doing the great work that you are. Thank you, Mr. Freeman. 00:24:06
Yeah. You know, I, I just want to thank all the veterans as well. I mean, it's really where we are today, especially today. 00:24:15
Veterans in our country and so and thank you the Veteran Services department for what for all that you guys are doing in support 00:24:23
of our tremendous veterans that we have here. So thank you. 00:24:29
Mr. Singh, say thank you again to serving our veterans. That's a very small part of our population, but definitely the best of us. 00:24:35
I'm honored to be a granddaughter, daughter, wife, sister and now mother to do a service member. So and I just thank you so much 00:24:42
for serving them and and serving everyone that you do in Love County. Thank you. 00:24:48
I would echo the board sentiments, but I want to say my own thank you. Thank you to the veterans that have so proudly, so bravely 00:24:56
served our country. 00:25:00
Sacrificed so many things on so many levels. I truly am grateful. My family is grateful for it. You know, as an honor this last 00:25:06
weekend to go put flags up on veterans graves and, and the recognition of veteran's day coming up and that sacrifice that you all 00:25:12
have made on our behalf. I am eternally grateful. So thank you so much. 00:25:19
To our VSO team. 00:25:26
Your rock stars, you guys have really, really lifted the bar this year. I'm proud of the work that you're doing. The comments 00:25:28
coming back from our veterans community and other community members that work with our veterans has, has really been nothing but 00:25:36
positive. And you guys need to hear that. And I'm sure you're starting to hear that. But I just want to continue to convey that 00:25:43
and say thank you for taking on the challenge and and elevating what we're doing for those. 00:25:50
For those folks in the partnership we have with workforce development is excellent. It's another Ave. to help support our veteran 00:25:58
community. So thank you so much. And with that, we'd love to take a picture with your team and and recognize the moment if that's 00:26:03
okay. 00:26:07
Stay up here. 00:26:17
I'm going to trip over this person going to file a work compensation. 00:26:22
All right, let's get nice and tight. All right. When do you think? All right, Apple, for good measure. Perfect. Thank you. Thank 00:26:32
you all. Thank you so much. Thank you. Thanks. 00:26:40
All right, that concludes proclamations. 00:27:07
Brings us towards item number one. General warrants November 5th, 2024. Second motion by Commissioner but approve General Warren, 00:27:10
second by Commissioner James. Any discussion? 00:27:14
Hearing none all those in favor signify by saying aye aye. All opposed. Same sign. General warrants for November 5th passes 5 to 0 00:27:20
bids. I'm #1 present there be 2400 one 34 County Road 6 and 13 intersection roundabout project. Department of Public Works one 00:27:27
Chili. Good morning. Toby Taylor with purchasing 3 vendors have replied to this solicitation. The Public Works Department are 00:27:34
reviewing those replies and will come back to the board at a date to be determined with the recommendation. 00:27:41
For award. 00:27:49
Questions for Toby item number two present at B-24 Hundred 139 Generator maintenance at various locations, Facilities Department. 00:27:51
4 vendors have replied to the Solicitation of Facilities Department are reviewing those replies and anticipates bringing a 00:28:00
recommendation to the Board on November 20th, 2024. 00:28:04
Any questions? 00:28:11
All right, thank you, Toby. Appreciate it. That concludes bids brings us to new business I #1 consider contract ID 8793 work plan 00:28:12
and notice of funding allocation NFA for Workforce Innovation and Opportunity Act. We own foreign labor certification grant 00:28:20
program and authorized chair Department of Human Services and Workforce Development Board to sign. Good morning again, Tammy. Good 00:28:27
morning. This is a work plan and notice of funding for Workforce Innovation Opportunity Act. This was previously reviewed. 00:28:34
Via passing around and approved by four or five commissioners and this is a required work plan that we have to receive the funding 00:28:42
that we are eligible for through the departmental labor and employment related to the foreign labor Certification grant program. 00:28:48
This program will assist employers in the agriculture field to fill positions with non immigrant workers, to provide housing 00:28:55
inspections, assist with routine field and sanitation checks. 00:29:02
And conduct trainings. That is a required process that we have to go through alongside the employer before they're eligible to 00:29:09
list and recruit. 00:29:13
Talented you know individuals to fill those positions on the request is approval of the work plan and authorize the Chair to sign 00:29:18
the NFA is for $15,221. 00:29:24
Questions for Tammy. 00:29:31
Commissioner Buck to approve contract. ID 8793. Second by Commissioner James. Any discussion? 00:29:34
So I probably have the same question every year because I think this comes up every year. 00:29:41
He said it was non immigrant, so these are migrant workers. I come back and forth, how do we determine they are truly migrant 00:29:46
workers and they're going back after the season? 00:29:50
Well, I don't know that that's something that we track and monitor or. 00:29:56
Like validate what we are responsible to do is to work alongside the employer to make sure that there are one, no other eligible 00:30:02
individuals within the United States that are currently able to fill those positions. And so that there's a true need. And then 00:30:10
the employer goes through the process of applying and securing that access and authority to have individuals fill these roles. 00:30:18
Our our staff have to place the job orders. 00:30:27
And to perform the farm work into Interstate or non Interstate clearance, that we can't go through that process unless our team 00:30:34
has already gone out and attempted to find sufficient workers that are already accessible and within our labor force currently 00:30:41
today. So we only fill these positions through this process. If there's not a sufficient labor force already available, the 00:30:48
employer must provide housing. 00:30:55
Cost. This is part of the H2 A program and part of the H2 A program which it falls under the Homeland Security, is to perform 00:31:02
agriculture labor service and temporary or seasonal, you know, work employment. And we have to make sure that they have through 00:31:09
that adequate housing to make sure they have access to running water like the very basic things, right that that anybody would 00:31:15
need to have. 00:31:21
Safe and sufficient housing, so we not only certify the employers and make sure that the work that they're doing is aligned with 00:31:28
H2A work. 00:31:33
But they also must provide that housing. And that's really the key component that we're looking at to make sure that they're 00:31:38
providing the adequate housing. OK, Just a quick question. I'm assuming as part of HD, which is obviously a federal program, but 00:31:43
do they do security checks from these folks, make sure they don't have any criminal record or they're not a danger to the rest of 00:31:49
the community? What how does that work? 00:31:54
We're working with the employer on the employer side. Sometimes we do, you know, we will provide additional supports or services 00:32:01
and access to information or referrals to make sure that they're, you know, while they're here that they have access to all the 00:32:07
things that they need. But it is not our responsibility to to like. 00:32:13
Perform the background and security checks. Those would be things that the would be incumbent upon the employer. OK, do we have 00:32:19
access to those? Have we asked? 00:32:23
Yes, I would have. I would have believed that we would. 00:32:28
OK. 00:32:32
I think that might be really important given some of the things that we've discovered over the past six to eight months. 00:32:34
And and quite honestly, I I think. 00:32:44
Think we should get that information. It's probably what we'll find if we go back. I don't know how many, how much, how many years 00:32:48
do you have access to as far as those kind of records if you were to ask the employers to provide it, I. 00:32:54
I have no idea. I mean that would be an employer by employer by employer process to go through. You know, being an agricultural 00:33:01
county and community, I think we can probably all appreciate that there's a limited number of workers that are looking for that 00:33:10
type of work and those are critical positions that we need to fill in. Our agricultural community has been challenged. 00:33:19
And every, you know, year over year it gets harder and harder for them, but they are struggling to find adequate individual like. 00:33:29
Enough people to fill the positions that they need to put the food on the table for. For all of us. It's certainly something that 00:33:36
we can, you know, talk with employers about, but I'm sure that you know. 00:33:42
But I'm sure you can appreciate my position as well because we're also charged with the safety of the people of World County as 00:33:49
well. And I understand there's a shortage of workers, that's why the program exists. But unfortunately, times have have kind of 00:33:55
changed as far as our recognition of some of the issues that have come up. So I guess I would probably need that before I take a 00:34:00
vote today or if we can do it, push this to a couple weeks before I have more time to do some research and actually have a work 00:34:06
session on this. 00:34:11
Request Commissioner saying if that's information you want outside of it sounds like from what I'm understanding from Tammy, that 00:34:17
that's really not information. 00:34:20
They have readily available to them. They would have to go to each individual employer so. 00:34:23
I appreciate your comments and your questions, but I guess if you wanted to get that, you'd have to go through court. I don't 00:34:28
think it's something Tammy would have. Mr. Mr. Chair, I wasn't looking for advice on this. 00:34:33
Thank you, Mr. Freeman. Motion. 00:34:39
8793 second by Commissioner James Chair. 00:34:42
Roll call, vote please, Mr. Chairman, excuse me because honestly I've got the same you're done. I appreciate everything that you 00:34:46
do and I'm sure it's a good commissioner saying, Mr. Chair, Commissioner saying your comments are done. Commissioner saying, and 00:34:53
I'm sitting on this board with you question. That's privileged motion you must immediately backed on. All right, immediately. 00:35:01
My cream in yes. Scott James yes, no until more information. Thank you very much. Hey, Buck. Yes. Kevin Ross. Yes. Let the record 00:35:10
reflect a contract ID 8793 passes 4 to one commissioner. Same voting no item number two consider contract ID 8794 work plan and 00:35:17
notice of funding allocation NFA for workforce innovation and opportunity Act Weola re skilling up skilling and next skilling run 00:35:25
workers program and authorized chair. 00:35:32
Department of Human Services and Workforce Development Board to sign Tammy. Thank you commissioners. This was previously reviewed 00:35:40
by 5 out of five commissioners on October 29th of 2024. This is part of a work plan and notice of funding again related to 00:35:48
Workforce Innovation Opportunity Act and this additional funding would be awarded to our team to continue to deliver career. 00:35:57
Services, academic exploration, planning, work based learning and other training related. 00:36:06
Activities, the total NFA for this is $171,660 effective. It's really extending it's, it's additional funding. So we started this 00:36:12
program back July 1 of 2021 and these funds would expire December 31st, 2024. 00:36:21
All right, questions for Tammy. We'll approve the resolution. Second motion by Commissioner James, approve contract ID 8794, 00:36:31
