| your time this morning. And I would be remiss if we didn't first start by recognizing those individuals who have served. | 00:18:36 | |
| Currently or in the past? So if you have been a veteran, you are a veteran. Please stand so we can also recognize you all. | 00:18:45 | |
| Sometimes we have some community members too. Once again, thank you for allowing us to be here this morning. We're super excited | 00:18:59 | |
| to have our veterans team under the Department of Human Services and specifically with Employment Services. | 00:19:06 | |
| With your board support, we have been able to make some significant changes over the last year and I want to highlight just a | 00:19:14 | |
| couple of those by the number of increased veterans served between January of between January and October of 2024. We've served an | 00:19:21 | |
| additional 249 people through our veterans service office over last year, which is I think just a testament to the team that we | 00:19:28 | |
| have. | 00:19:35 | |
| And their commitment. | 00:19:43 | |
| And, you know, dedication to veterans and their families that we're serving. We're committed to continuous improvement. And with | 00:19:45 | |
| your support, we've made some other changes, including. | 00:19:49 | |
| Adding flags most recently outside of Building B, having veteran designated parking spots. We've also been listening and hearing | 00:19:56 | |
| from our community members and from some of our community based organizations and partners around how veterans are accessing | 00:20:02 | |
| services within the Department of Human Services. | 00:20:09 | |
| And making improvements and changes as we go along the way. So most recently a couple weeks ago, we've moved our entire veterans | 00:20:16 | |
| service team down to the first floor and have set up additional waiting area spaces and really just listening and hearing from our | 00:20:22 | |
| veterans as to how they would like to access services. We do know that our team is providing some top notch services and they have | 00:20:28 | |
| gone through. | 00:20:34 | |
| Processes to become fully accredited, which is again a testament to their commitment to service for the veterans and their | 00:20:41 | |
| families that we're serving. | 00:20:46 | |
| And so today we have two fully accredited veteran service officers and one a fully accredited navigator, ensuring every veteran | 00:20:52 | |
| has access to high quality, consistent service with one of our team members holding a DAV accreditation, which is just | 00:20:58 | |
| outstanding. | 00:21:04 | |
| Again, we're just committed to continuous improvements and working towards continuing to evolve and build this program on serving | 00:21:11 | |
| the veterans, not only with our veteran service office and team, but also with our team at employment Services, connecting | 00:21:18 | |
| veterans to employment, if that makes sense, helping them pivot and find additional career pathways and also access to other | 00:21:24 | |
| services and supports that might be available, whether that be through. | 00:21:30 | |
| Some of our programs and services with the Older Americans Act program in our area, Agency on Aging. | 00:21:38 | |
| But also other safety net programs that all of our community members are, you know, have access to. So I just want to take a | 00:21:43 | |
| minute to recognize our team and board members. | 00:21:49 | |
| So we have Gwen Jenkins, which she's with our veteran service office if you want to stand up, Glenn, Tim Marquardt, he is of | 00:21:55 | |
| veteran service officer and Tom Gonzalez, also a veteran service officer. And then we have Elizabeth Barber. | 00:22:02 | |
| Our Workforce Director, Cece Mccroskey, Deputy Workforce Director, Charlotte de Brock and of course. | 00:22:10 | |
| And Carla Masters, I think that's all of our team members. And we have Matt Hort, of course, he's our Workforce Development Board | 00:22:18 | |
| chair and trusted partner and community advocate as well. And also Jamie Ulrich, which we wouldn't be here without her steadfast | 00:22:26 | |

| Mr. Buck Well, I just want to say we have so many incredible veterans that have served our country and in Will County, I think | 00:23:40 | |
| it's remarkable how many we have. And, and you know, in Well County, we do always appreciate our veterans and all that they've | 00:23:46 | |
| done for for this country. And just yesterday I heard three people. | 00:23:52 | |
| From three people that told me how great our veteran services is doing in wall County, that's speaks volumes of what an incredible | 00:23:59 | |

| This program will assist employers in the agriculture field to fill positions with non immigrant workers, to provide housing | 00:28:55 | |
| inspections, assist with routine field and sanitation checks. | 00:29:02 | |
| And conduct trainings. That is a required process that we have to go through alongside the employer before they're eligible to | 00:29:09 | |

| He said it was non immigrant, so these are migrant workers. I come back and forth, how do we determine they are truly migrant | 00:29:46 | |
| workers and they're going back after the season? | 00:29:50 | |
| Well, I don't know that that's something that we track and monitor or. | 00:29:56 | |
| Like validate what we are responsible to do is to work alongside the employer to make sure that there are one, no other eligible | 00:30:02 | |
| individuals within the United States that are currently able to fill those positions. And so that there's a true need. And then | 00:30:10 | |
| the employer goes through the process of applying and securing that access and authority to have individuals fill these roles. | 00:30:18 | |
| Our our staff have to place the job orders. | 00:30:27 | |
| And to perform the farm work into Interstate or non Interstate clearance, that we can't go through that process unless our team | 00:30:34 | |
| has already gone out and attempted to find sufficient workers that are already accessible and within our labor force currently | 00:30:41 | |
| today. So we only fill these positions through this process. If there's not a sufficient labor force already available, the | 00:30:48 | |
| employer must provide housing. | 00:30:55 | |
| Cost. This is part of the H2 A program and part of the H2 A program which it falls under the Homeland Security, is to perform | 00:31:02 | |
| agriculture labor service and temporary or seasonal, you know, work employment. And we have to make sure that they have through | 00:31:09 | |
| that adequate housing to make sure they have access to running water like the very basic things, right that that anybody would | 00:31:15 | |
| need to have. | 00:31:21 | |
| Safe and sufficient housing, so we not only certify the employers and make sure that the work that they're doing is aligned with | 00:31:28 | |
| H2A work. | 00:31:33 | |
| But they also must provide that housing. And that's really the key component that we're looking at to make sure that they're | 00:31:38 | |
| providing the adequate housing. OK, Just a quick question. I'm assuming as part of HD, which is obviously a federal program, but | 00:31:43 | |
| do they do security checks from these folks, make sure they don't have any criminal record or they're not a danger to the rest of | 00:31:49 | |
| the community? What how does that work? | 00:31:54 | |
| We're working with the employer on the employer side. Sometimes we do, you know, we will provide additional supports or services | 00:32:01 | |
| and access to information or referrals to make sure that they're, you know, while they're here that they have access to all the | 00:32:07 | |
| things that they need. But it is not our responsibility to to like. | 00:32:13 | |
| Perform the background and security checks. Those would be things that the would be incumbent upon the employer. OK, do we have | 00:32:19 | |
| access to those? Have we asked? | 00:32:23 | |

| I think that might be really important given some of the things that we've discovered over the past six to eight months. | 00:32:34 | |

| county and community, I think we can probably all appreciate that there's a limited number of workers that are looking for that | 00:33:10 | |
| type of work and those are critical positions that we need to fill in. Our agricultural community has been challenged. | 00:33:19 | |
| And every, you know, year over year it gets harder and harder for them, but they are struggling to find adequate individual like. | 00:33:29 | |
| Enough people to fill the positions that they need to put the food on the table for. For all of us. It's certainly something that | 00:33:36 | |
| we can, you know, talk with employers about, but I'm sure that you know. | 00:33:42 | |
| But I'm sure you can appreciate my position as well because we're also charged with the safety of the people of World County as | 00:33:49 | |
| well. And I understand there's a shortage of workers, that's why the program exists. But unfortunately, times have have kind of | 00:33:55 | |
| changed as far as our recognition of some of the issues that have come up. So I guess I would probably need that before I take a | 00:34:00 | |
| vote today or if we can do it, push this to a couple weeks before I have more time to do some research and actually have a work | 00:34:06 | |
