| compliance form and lobbying agreement for victims of crime Act, VOCA program, crime victim compensation fund and authorized chair | 00:15:47 | |
| in 19th Judicial District Attorney's office to sign. Good morning, Mr. Ork. | 00:15:55 | |
| Good morning, commissioners Michael Rourke, Carol Patch, Irma Archbeck on behalf of the district attorney's office. We're actually | 00:16:02 | |
| here on the 1st 2 items of new business, and what you'll see is they're titled very, very similarly. I want to focus your | 00:16:08 | |
| attention first on just the phrase the Crime Victim Compensation Fund for #1 we'll talk about the Victim Witness Assistance Unit | 00:16:13 | |
| in #2 it's in essence what we are here to ask you all for authorization is to allow me to sign and allow your chair to sign a | 00:16:19 | |
| grant award letter. | 00:16:25 | |
| To DCJ for the Volcker program in the amount of $420,000. | 00:16:31 | |
| What this fund is for is to help. | 00:16:36 | |
| Aid The amount of money that the Victims Compensation Board has to payout to victims this year. | 00:16:40 | |
| Our income is down and I can talk about many of the reasons why our income levels are down and our net payments out to victims | 00:16:47 | |
| continues to increase every year and that's probably not a surprise to any of you all. By way of example, Carol gave me numbers in | 00:16:54 | |
| 2022, net income was roughly $700,000. We paid at 828,609 dollars. | 00:17:01 | |
| 2020 three $557,000 of income. We paid out $694,000 this year, Carol told me. We've already paid out $740,392.00 to date. Our | 00:17:10 | |
| income levels are simply not keeping up with that. There is a grant opportunity through DCJ for this $420,000 to help. | 00:17:19 | |
| Replenish that fund to help pay for big and services. There is no county match so we're simply asking the board to authorize us to | 00:17:31 | |
| go out and. | 00:17:35 | |
| To accept that money from DCJ to help the crime victim conversation. | 00:17:40 | |
| Did I miss anything good? And I'm happy to answer any questions about that. Does anybody have any questions? | 00:17:44 | |
| Motion by Commissioner Buck for approval. Second by Commissioner FREEMAN. Any discussion? | 00:17:51 | |
| Hearing none all those in favor signify by saying aye aye all opposed same sign and that resolution passes 5 to 0 item number two | 00:17:57 | |
| consider intergovernmental grant agreement award letter and certification of compliance form for victims of crime act Boca program | 00:18:04 | |
| victim witness assistance unit and authorized chair in 19th judicial attorneys office to sign. Thank you very much again Michael | 00:18:12 | |
| Rook Carol Patch archive on behalf of victim when his unit. This is our annual grant award from the. | 00:18:19 | |
| Vocal private victims. Victims of Crime Act. Excuse me? | 00:18:26 | |
| The amount is $392,791.00. This is our second largest source of funding behind the funding that the Commissioner generously award | 00:18:30 | |
| to our victim witness unit every year. Again, there's no county match. This is a a standard grant that we get every year. So we're | 00:18:36 | |
| simply asking for authorization for, I've already signed to ask for the chair to sign that grant agreement. Excellent. Any | 00:18:43 | |
| questions for Michael? Quick one for James. Thank you, Mr. Chair. | 00:18:49 | |
| DA Rook, help me understand it. I I appreciate that and understand why your revenue sources are down. You're saying you're paying | 00:18:56 | |
| out more than what's what you're getting in revenue sources. | 00:19:00 | |
| Office where they're going to the Department of Corrections and therefore we're going to waive that fee. When they waive the fee | 00:19:35 | |
| the money doesn't come into victim services programs. And so we continue to have victims who need payout for broken doors, locks, | 00:19:42 | |
| windows, mental health therapy, other therapies, funeral expenses, things of alike. But we have a judicial judiciary who is | 00:19:48 | |
| waiving those those fees and so therefore offenders are not paying back into the system that's largely where our. | 00:19:55 | |
| Shortfall comes in the income world. | 00:20:02 | |
| Judges more and more and remind them this money needs to go back to victims and to our citizenry rather than worrying about | 00:20:36 | |
| whether an offender can pay for it. Let me know if you need a big mouth in that. And I think you know a guy that might have one. | 00:20:42 | |
| So I've been told I have one too. Thank you. Thanks, Mike, that I'd move to approve the resolution. Motion by Commissioner James | 00:20:47 | |
| for approval of the resolution second by Commissioner Buck. Any further discussion? | 00:20:53 | |

| Good morning Commissioners. Jason Cheshire with the health department. You all I think are probably familiar with our diabetes | 00:31:03 | |
| prevention program. We do screenings for the public to assess whether individuals are prediabetic, people that may not know that | 00:31:10 | |
| they are prediabetic. We do public assessments. Then we have a program, I guess the best way I would describe it as a lifestyle | 00:31:17 | |
| change program over the course of the year that meets with folks who are interested in the program, pre diabetic folks. | 00:31:24 | |
| That is currently funded through county funding. It's fairly limited, rightfully so, but the demand for that program and those | 00:31:32 | |
| screenings is rapidly increasing. We're seeking grant funding to address those needs and this is a request for the board to | 00:31:40 | |
