| All right. Good morning, Sean. Good morning, commissioners. How are you? Good. Consider contract ID 9253 educational affiliation, | 00:26:11 | |
| clinical training agreement for nursing student internship requirements and authorized chair to sign for the University of | 00:26:18 | |
| Colorado Colorado Springs UCS. Very good. I was afraid you were going to ask me to go through the title of it. | 00:26:24 | |
| But thank you very much, Commissioners. My name is Sean May. I'm the division director of Republic Health Services. I'm standing | 00:26:33 | |
| in today for adjacent churches out of the office. | 00:26:37 | |
| What we bring today before you for your consideration is this education affiliation agreement with University of Colorado Colorado | 00:26:41 | |
| Springs. | 00:26:45 | |
| As I'm sure you're aware, a lot of the clinical practitioners have to get kind of practical training, hands on training as part of | 00:26:49 | |
| their degree requirements. | 00:26:53 | |
| We've also seen trends where people are actually going and completing their class work all over the country and then they need to | 00:26:57 | |
| complete their clinical practical hours locally. | 00:27:02 | |
| And so this is as you can see over the last couple years we've started adding more of these. I think it's we have a duty and | 00:27:06 | |
| obligation to our community to provide local. | 00:27:11 | |
| Training opportunities, opportunities for them to complete their degree requirements. And so that's just another, this contract is | 00:27:16 | |
| just another one kind of in that line to do that. | 00:27:20 | |
| It helps us out connections with the schools workforce development pipeline. Our practitioners get to train which increases their | 00:27:26 | |
| competency. | 00:27:30 | |
| And so, you know, this is something that's very positive for the department. So thank you. Very good. Any questions from the | 00:27:35 | |
| board? | 00:27:38 | |
| Move to approve contract 189253 Second, it has been moved by Commissioner Ross, second by Commissioner Maxey. | 00:27:42 | |
| The discussion. | 00:27:48 | |
| All in favor, say aye, aye. Opposed say nay. Contract ID 9253 is approved. Thank you, Commissioners, you have a blessed day. | 00:27:50 | |
| All right, this takes us to new business. | 00:27:59 | |
| Second reading of Code Ordinance 202502 and the matter of repealing and re enacting with amendments. Chapter 2. Administration of | 00:28:02 | |
| the Well County Code Grey Water prohibition. Madam Chair, move to read by title only Second. | 00:28:09 | |
| Moved by Commissioner Ross, Second by Commissioner James for the discussion. | 00:28:16 | |
| All in favor Say aye, opposed say nay. Scott Ordinance 2025, Dash 02 in the matter of repealing and re enacting. | 00:28:21 | |
| With the minimums Chapter 2 administration, the world can encode. | 00:28:30 | |
| Gray water prohibition. | 00:28:33 | |
| Good morning, Commissioners David Eisen Brown, Director of Planning Services. | 00:28:36 | |
| Before you today is the second reading. | 00:28:40 | |
| Code Ordinance 202502, The prohibition of Gray water systems across the county. | 00:28:42 | |
| As a reminder, we did have a work session on this back in February. | 00:28:48 | |
| Of this year regarding the House Bill 24/13/62, which provided some guidelines. | 00:28:51 | |
| As long as they follow the state regulations, but also this bill allowed the counties or local jurisdictions to opt out where they | 00:28:57 | |
| see. | 00:29:00 | |
| It reasonable by formal action. | 00:29:05 | |
| First reading of this bill or of this ordinance was back on March 10th of this year and no proposed changes or amendments were | 00:29:07 | |
| presented at that time. Therefore, staff does recommend that the Board approve the second reading this morning of Ordinance | 00:29:12 | |
| 20/25/02. | 00:29:16 | |
| With that, happy to answer any questions. | 00:29:21 | |
| All right. Are there any questions from the board? | 00:29:23 | |
| I think I'll take a motion. I'm hearing it up to the public. | 00:29:30 | |
| So this is the time to open up this reading. | 00:29:34 | |
| Code ordinance. | 00:29:38 | |
| 2025 Is there anybody in the audience that would like to speak? | 00:29:40 | |
| On this matter. | 00:29:43 | |
| Seeing no one, I will now bring it back to Madam Chair. I would move that we approve on second reading code Ordinance 202502 in | 00:29:46 | |
| the matter of repealing and re enacting with amendments. Chapter 2 Administration of well County Code Gray water prohibition | 00:29:50 | |
| second. | 00:29:54 | |
| It has been moved by Commissioner Maxey, second by Commissioner Ross. Further discussion. | 00:29:59 | |
| All in favor, say aye. Opposed say nay. | 00:30:03 | |
| That resolution is approved. Thank you, David. | 00:30:07 | |
| All right, this takes us to new business. | 00:30:12 | |
| For planning. | 00:30:15 | |
| Consider requests to extend time to record map for use by special review permit. USR 24-0013. | 00:30:16 | |
| For a 1041 major facility of a public utility, including 199 MW AC solar. | 00:30:25 | |
| Energy Facility on a 1500. | 00:30:32 | |
| Acres A-100 MW ACB ESS Battery battery energy storage system and. | 00:30:35 | |
| And a step up substation. | 00:30:42 | |
| Transformer and maintenance facilities. | 00:30:44 | |
| And A230KV interconnecting transmission line to connect. | 00:30:46 | |
| To a new tri-state switching station outside of subdivisions and historic town site in the a agricultural zone district. | 00:30:51 | |
| Prospect Solar, LLC, care of recurrent air and energy. | 00:30:59 | |
| Good morning, Diana. Good morning, Madam Chair. Diana honks with Department of Planning Services. | 00:31:04 | |
| This is a request for an extension. | 00:31:10 | |
| For USR 240013. | 00:31:13 | |
| Rodney Griffin with Recurrent Energy LLC submitted an extension request for this USR. | 00:31:15 | |
| The applicant is requesting the extension to February 20th of 2027. | 00:31:21 | |
| The extension request states to provide additional time to complete detailed engineering. | 00:31:26 | |
| Which is necessary to resolve a number. | 00:31:31 | |
| Of the 1041 conditions of approval. | 00:31:34 | |
| USR 240013 was approved by the Board of County Commissioners in October of 2024 for 1500 acres solar energy facility. | 00:31:38 | |
| And section 23 to 200 H of the World County Code. | 00:31:46 | |
| States in part that. | 00:31:51 | |
| If the USR map has not been recorded within 120 days from the day that the board of county commissioners resolution or date | 00:31:53 | |
| specified by the board of county commissioners, the board may require. | 00:31:58 | |
| The landowner to appear before it and present evidence substantiating that the USR. | 00:32:02 | |
| Has not been abandoned and that the applicant possesses the willingness and ability to record the use by special review map. | 00:32:07 | |
| County commissioners may extend the date for recording. | 00:32:13 | |
| The map if the Board determines that a condition supporting the original approval of the use by Treasury cannot be met. | 00:32:16 | |
| The board may, after a public hearing, revoked the USR. | 00:32:23 | |
| The Department of Planning Services in support of this extension. | 00:32:26 | |
| I'm happy to answer any questions. | 00:32:30 | |
| Are there any questions on the board? | 00:32:32 | |
| More for the applicant. | 00:32:34 | |
| Is the Afghan here? | 00:32:36 | |
| The James has a question, though, Commissioner James curious as to why. | 00:32:40 | |
| You beat me to the punch there, he says. Dubai, come on, you can sit over here or you can, if you could just give us your name and | 00:32:45 | |
| address and pursue. | 00:32:49 | |
| Good morning, Diogo from Recurrent Energy. | 00:32:55 | |
| And Mary Geisinger with Logan Simpson. | 00:32:57 | |
| And your address please. Sorry for the record address. | 00:33:00 | |
| Where I live, yes. | 00:33:03 | |
| A workout addresses. | 00:33:08 | |
| It's in Austin, TX. | 00:33:11 | |
| 98 Jacinto Rd. Austin, TX. | 00:33:14 | |
| And two and six. | 00:33:17 | |
| Linden St. in Fort Collins. Thank you. | 00:33:19 | |
| And would you like to proceed? Yeah, to your question, James? | 00:33:22 | |
| So the reason why we are asking these extensions because. | 00:33:25 | |
| We need an effort to comply with as much as as possible under conditions. | 00:33:29 | |
| Within the 120 days. | 00:33:36 | |
| We managed to get. | 00:33:38 | |
| We managed to get one through 22 of em on improvements to the 1041 USR map. | 00:33:40 | |
| However, multiple of the studies. | 00:33:49 | |
| Are taking a little bit longer for the leeway due to the utility. | 00:33:51 | |
| So the main driver for. | 00:33:56 | |
| Some of these studies that are offending. | 00:33:58 | |
| Is my ability to know, to give notice, to proceed. | 00:34:00 | |
| On my construction. | 00:34:04 | |
| And that timing is connected to tri-state. | 00:34:05 | |
| So OK. | 00:34:08 | |
| Tri-state only allows many recurrent to get into the grid in 20-30. | 00:34:10 | |
| So kind of back solving. | 00:34:16 | |
| I will do notes to proceed in between 27 and 28 and by that time I'll have ABC, I'll have the studies, the traffic, the drainage | 00:34:19 | |
| and everything. So that's the main driver. Makes sense, thank you. | 00:34:25 | |
| Yes, Commissioner Maxie, I really thank you, Madam Chair, I really appreciate that explanation and by all means, I totally | 00:34:32 | |
| understand the difficulty of of hooking up to the grid, let alone the transmission infrastructure grid. | 00:34:38 | |
| We're not asking for that right now though, are we? We're just simply asking for a recording of the map. | 00:34:45 | |
| To to solidify the user. I guess that's where I'm having a little bit of the disconnect. So what What stipulations are on you | 00:34:51 | |
| right now? | 00:34:55 | |
| That prohibits you from recording the map, is it? | 00:35:00 | |
| Some of the am I hearing the studies, some of the studies are taking longer, which is prohibition on the recording of math correct | 00:35:03 | |
| so under. | 00:35:07 | |
| Conditions number two and three, we have to complete everything under conditions of approval #1. | 00:35:11 | |
| Which includes the map, but it also includes all of those additional studies, OK. | 00:35:18 | |
| Including the final drainage, the final traffic study. | 00:35:22 | |
| And a lot of those, like the Department of Transportation, doesn't want to talk until we're closer. | 00:35:25 | |
| To the construction and notice to proceed. | 00:35:29 | |
| OK, I'll just be honest with you. My only concern is, is that. | 00:35:32 | |
| The initial time frame is a four month time frame and it was approved prior to me sitting in this capacity. | 00:35:37 | |
| But a four month time frame and that was agreed to and now you're asking for a two year time frame extension. So that's my only | 00:35:44 | |
| hesitation is that it was initially thought that you guys could do it in four months and that's standard for all of our USR | 00:35:49 | |
| applicants, so. | 00:35:54 | |
| I guess knowing some of the constraints you're going through. | 00:36:00 | |
| I appreciate the information and I'm not as concerned hearing what some of the constraints are, but it just to me it's, it's a | 00:36:05 | |
| little hard saying you had four months and now we're granting you two more extra years so. | 00:36:10 | |
| All right, Commissioner Ross. | 00:36:16 | |
| Thank you. I appreciate your testimony this morning and asking us to give you some additional time frame. I think we're all | 00:36:18 | |
| concerned when this originally came in front of us with the size and scope of this project. | 00:36:23 | |
| 120 days might be a little short I think. | 00:36:28 | |
| Encouraging a longer time frame. I think you've now realized that. | 00:36:31 | |
| It's a little short with all the conditions that you guys needed to meet. | 00:36:35 | |
| And so I appreciate you giving us technically really an update today and coming forward to us knowing that you weren't going to be | 00:36:39 | |
| able to meet those deadlines. I'm happy to support your request. | 00:36:44 | |
| For that extension today, Commissioner James, thank you, Madam Chair, and I'm not opposed to the request for an extension. My | 00:36:49 | |
| concern, however, Diana likes eyes here. | 00:36:54 | |
| In the fact that my activity a lot of interest in those areas out there for obvious reasons as we. | 00:36:59 | |
| Expand our energy portfolios without this map being recorded, can we have applications that might come in and then be in conflict | 00:37:05 | |
| or something we've approved? | 00:37:09 | |
| But the maps not recorded. I was the planning department keep track of that. I mean is that all in the system that would flag? Oh | 00:37:14 | |
| yeah, no, we have worked up on keeping track of that. That would be no. | 00:37:18 | |
| There would be absolutely no way that we would accept another application on these properties. | 00:37:24 | |
| The conditions of approval are extensive, as you can imagine at 10:41 for a public utility. | 00:37:29 | |
| And the way I understand it, the construction of the materials is actually pushed out five years or more because of the demand to | 00:37:36 | |
| increase infrastructure worldwide. | 00:37:41 | |
| Therefore, and given that given C dot that's involved a variety of other things, I mean there's just a lot going on here. | 00:37:46 | |
| And the applicant can't even connect to the grid like they said until 2030. | 00:37:54 | |
