Good morning. It's Monday, May 15th called Order Board, County Commissioners, Roll call please. | 00:06:32
Kevin Ross. | 00:06:37 | |
Racing. | 00:06:39 | |
Terry Back Mike Freeman here Flight 4 out of five county commissioners present Commissioner saying excused minutes Approval of | 00:06:40
Minutes of May 1st, 2023. | 00:06:45
Like Mr. Buck, second like Mr. Ross to approve all in favor opposed motion carries amendment to the agenda. We have the | 00:06:51
amendments. OK approval of consent agenda is approved second then moved by Commissioner Ross. Second by Commissioner James to | 00:06:58
approve the consent agenda. All in favor opposed motion carries commissioner coordinator reports Commissioner Ross had great | 00:07:05
meetings last week is met with public works getting projects done. I do want to take a moment and come in. | 00:07:12
The great team at Public Works. If anybody's read the newspaper, they indicated 23. | 00:07:20
Road closures with washouts. | 00:07:26
And various things like that. That's not the only thing they're working on with this record amount of rain we've had, Covid's | 00:07:29
overflowing, they're cleaning those out, they're making sure everybody safe. Just talked with the Curtis Hall, our director, and | 00:07:34
he says we're down to 14 Rd. closures and expecting that to be here at 10 here real soon. But I want to say good job to him and | 00:07:40
his team is there. | 00:07:45
They're really knocking it out of the park and last week. | 00:07:51
A whole bunch of transportation stuff and. | 00:07:55
Uh, getting things rolling there. Uh, Scotts obviously on the MPO and on the upper and we're working in conjunction on a few items | 00:07:59
there. And that's all I have, Mr. Chair. Thank you. | 00:08:05
Commissioner, welcome. | 00:08:11
Ohh. I'd just a lot of different events attended. I went to the kids count for Weld County and. | 00:08:12
Umm. | 00:08:19 | |
Talked about all the demographics of of Weld County in terms of the amount of poverty and. | 00:08:20
Thomas Nelson, all of those things that had to do with them, the kids, they're demographics and attended the new. | 00:08:28
Opening for the linked library and. | 00:08:36
I encourage everybody to go see a library that is. | 00:08:39
Beyond anybody's dreams, so. | 00:08:44
And my departments are doing fine. | 00:08:47
OK, Mr. James. | 00:08:49
I mean, echo Commissioner Ross's sentiments about the public works. Thanks guys. Good work. | 00:08:51
Let me echo, Commissioner, Boxing 7 for the kids campaign and also for the new library. Good stuff. | 00:08:58
Another that I won't repeat what's been said, OK, well, maybe we're finally catching up. Maybe we finally turned the corner on | 00:09:05
this drought stuff because it's raining. | 00:09:09
I don't. I don't have anything else. So with that we'll go ahead and we've got a proclamation this morning just going up. | 00:09:16
So the proclamation is May 14th to 2023 National Weld County Police Officers Week. | 00:09:25
12/15/2023 National Peace Officers Memorial Day and May 18th 2023 Well County Fallen Officer Memorial Tribute Ceremony. | 00:09:31
Whereas the Congress of the United States of America is designated the week of May 14th through May 20, 2023 to be dedicated as | 00:09:40
National Police Week and Wednesday, May 15th, 2023 as National Peace Officers Memorial Day. And whereas law enforcement officers | 00:09:45
are the guardians of life and property, the defenders of individuals rights to be free and live under a constitution that allows | 00:09:50
for these rights to be exercised. | 00:09:56
Who tirelessly? Who worked tirelessly in the fight against crime and other wrongdoings to society? | 00:10:01
And where it is known that in 2022 every 35 hours and American law enforcement officer died in line of duty somewhere in this | 00:10:07
great country. And doing this last year, 245 brave men and women have lost their lives in the performance of their duties, two of | 00:10:12
whom were from the state of Colorado. | 00:10:17
Our community joins with other cities, towns and counties to honor all peace officers everywhere throughout our great nation. | 00:10:23
And whereas it is known that the citizens of Weld County have lost nine officers. | 00:10:30
Troopers and Deputies in the line of Duty Officer WE Whitman, Deputy Earl Butcher, Trooper Wallace McCarthy, Chief Richard Ware, | 00:10:36
Officer James Longworth, Officer Richard Hart, Deputy Sam Sam Browning, and Trooper Daniel Groves, Master Trooper William Roden, | 00:10:43
and Officer Ty Allen Powell. And whereas the Board of Commissioners calls upon all citizens in Weld County to especially honor and | 00:10:50
show our sincere appreciation for the peace Officers of this county, by deed remark and attitude we call upon. | 00:10:58
And Wednesday, May 15th, 2023 to be known as Peace Officers Memorial Day which will be celebrated on Thursday, May 18th, 2023 in | 00:11:36
Weld County, signed by all 5 county Commissioners. | 00:11:41
I'd like to work with like the Commissioner Sanders, President 905. | 00:11:50
Mr. Freeman, before I get started, I would like to recognize a couple individuals that are in the crowd. Captain Turner and | 00:11:54
Sergeant require if you could come up with. | 00:11:57
So every year we we bring this confirmation before you and every time we say we hope this is the last year that we have to do this | 00:12:04
part of part of police Week is honoring the fallen officers from 2022. | 00:12:10
And every year we put together our ceremony that happens on Thursday of police week. | 00:12:17
That doesn't happen by itself. Captain Turner and Sergeant Lee Clark, along with Sergeant Derek Crawford. | 00:12:22
Have been in charge of putting that ceremony together for quite a few years. Captain Turner for a few years past the other two. | 00:12:28
But I just wanna I want to recognize their service to Weld County to the ceremony that that will happen Thursday night. And I | 00:12:34
would ask that they be presented with the proclamation for all their hard work. | 00:12:41
Alright. | 00:12:51 | |
For example ahead and present this to you guys. | 00:12:53
And then and then we'll go ahead and take a picture. So thank you. Thank you. | 00:12:55
And I know that we're here, but do you guys actually coordinate a whole team of people? Our entire? | 00:13:01
Order is out there, which is nice, but I've done it by myself for years and that was terrible. | 00:13:06
But we'll have a whole team of people out there and and we're really just want to make a great event for the community. | 00:13:14
Great, thank you. Yeah, I'd just like to finish with a few other comments. You know every year we we honor well over 200 officers | 00:13:20
that have given their life from the previous year. You know again we we hope each year that that number dwindles or goes to 0, but | 00:13:27
unfortunately it seems to climb every year that the the COVID experience was unlike any that we've ever seen. But in well County | 00:13:35
while it's still a solemn ceremony, it's also very humbling to see the community come out and you guys often. | 00:13:42
Come out and ask as well. We invite the community to come out once again. I will be Thursday night at 6:00 o'clock and bittersweet | 00:13:50
park. It's just a good opportunity to show show your your. | 00:13:57
Your gratitude for the fallen officers, not just in this community, not just in the state of Colorado, but nationwide. This isn't | 00:14:04
just the Sheriff's Office project. This is a law enforcement project for every law enforcement agency in Logan County and most | 00:14:09
every law enforcement agency will be represented at that ceremony. So again, thank you for the proclamation and thank you to these | 00:14:15
two for putting the ceremony together each year. | 00:14:20
Thank you. | 00:14:27 | |
Mr. James. | 00:14:31 | |
Uh. | 00:14:34 | |
Words fail, so therefore let's just. | 00:14:35
Leave it at my sincere gratitude not only to your officers who can protect and serve every day. They should be celebrated not only | 00:14:39
all week, but all year long. | 00:14:43
And especially gratitude. The ultimate gratitude to the families of those who have fallen, I think. Sheriff, thanks to your crew. | 00:14:47
Thank you. | 00:14:51 | |
Mr. Buck, No, I just wanna absolutely agree with you, Commissioner. James, it is hard. Well, what to say, but, you know, I feel | 00:14:56
though, and I've. | 00:15:00
I absolutely strive. | 00:15:05
That Weld County will always. | 00:15:08
Respect law enforcement will always appreciate our veterans will always stand for the Pledge of Allegiance. We just in this | 00:15:11
community, we will always stand with all of you and thank you so much. | 00:15:16
For all that you do every day, and God bless you. | 00:15:23
Commissioner Gross, you know that goes somewhere Commissioner Buck said. We're fortunate we live in Weld County and and and the | 00:15:27
the large sentiment out there is, is is a is a overwhelming support for our law enforcement officers and and we are truly blessed | 00:15:33
to live in that type of environment it doesn't make. | 00:15:38
Your jobs in easier however when you're out on on patrol and and out on the street and doing your job that the risk is still there | 00:15:45
and my hat is off to to everyone of your officers and and the officers not only in Weld County but across the country as they take | 00:15:52
those battles on daily and and for our our safety and our welfare and we keep reading stories in the news. | 00:16:00
The massive violence going on in in various areas, and that's a tough profession and I'm grateful that there's those out there | 00:16:09
that are brave enough to protect the rest of us. So I say thank you, apologize, I can't be there Thursday night, but I said what's | 00:16:15
with you guys? | 00:16:21
And very few members of the public that you protect are going to understand exactly what it is that you do. | 00:16:30
And what it is that you have to go through, but your wives know and your husband's know and your brothers in blue know. And so | 00:16:36
I'll be very proud to stand behind you on Thursday night. | 00:16:41
Commissioner James Simon, I mean we should be celebrating you everyday, everyday. You put your lives on the line, you put your | 00:16:49
mental health on the line. | 00:16:52
There's so many things you do for us that we don't normally see on a day-to-day basis. So we just want to say thank you so very | 00:16:57
much and we're here to support you. | 00:17:01
And continue to do that in the state. That's very frustrating. So once again all I can do is say thank you guys for hanging in | 00:17:36
there. I know that we went through some tough times covered was awful and we continue to see, we continue to see homelessness go | 00:17:42
up. We continue to see crime increase and it's because of a lot of the things that are that are being. | 00:17:48
Laws that are being passed in the state that that are intended to do that it appears so with that, once again, I just really | 00:17:55
appreciate what you guys do every day. | 00:17:59
Of the citizens of our county. And you'll always have our back and we'll have yours. Thank you. And if we could take a picture of | 00:18:04
that would be great. Yeah. | 00:18:08
Looking to the proclamation. | 00:18:14
He's already gone. We going down? Yeah, let's go down. | 00:18:17
I don't hear. | 00:18:32 | |
OK, why? | 00:18:41 | |
2. | 00:18:43 | |
Alright, 123. | 00:18:51
Yeah, OK. | 00:18:55 | |
And last 1123? | 00:18:56
Thank you. | 00:18:59 | |
Thank you very much. | 00:19:02
Thank you. Thank you. | 00:19:06
I don't think so. | 00:19:08
OK. That will move the words General Lawrence from May 12/20/23. | 00:19:44
Move to Approve second. | 00:19:48

I are here this morning to present Contract 6953, the Jail Based Behavioral Health Services IGA amendment between Weld County and | 00:22:40

And resources once released into the community. The agreement has been reviewed by the county's attorney and the PA has been | 00:23:26
approved by all 5 commissioners on the 10th of May 2023. | 00:23:32
OK, questions. | 00:23:39
Of the approved contract, ID 6953 second, like Mr. James, second by Commissioner Ross to approve all in favor opposed motion | 00:23:41
carries. Thank you #4 Consider amendment to detour route for temporary closure of Two Rivers Parkway between County Road 54 and | 00:23:46
State Highway 60. | 00:23:51
Good morning, commissioners. Amy, Michigan Public Works. | 00:24:02
Umm. | 00:24:05 | |
But. | 00:24:06 | |
The section of 25 is within the detour route for the Two Rivers Parkway, which we approved on January 25th. | 00:24:07
And to go through February 21st through July 1st, we're not asking to change the detour route. What we're asking to do is. | 00:24:14
Due to emergency reasons and degradation of that road, it would be it's within the detour and it's it's not safe for the majority | 00:24:23
of the public to travel on. It was not meant to be part of the detour route, so public works placed. | 00:24:30
Closer to local traffic only. | 00:24:38
And this doesn't impact emergency. Emergency can still use it school, local business and residential. It's just not part of the | 00:24:41
actual detour route. And by keeping these signs in place, we'd like to keep those in place for the the length of the detour of the | 00:24:47
Two Rivers Park Parkway to keep. | 00:24:53
People moving to the intended detour route on paved roads, which is much safer. | 00:25:00
OK, So what you're saying is. | 00:25:05
That's in my district. I hear all about that. | 00:25:10
What you're saying is, well, not intended to be a part of the detour routes at this particular roadway. Traffic seems to find a | 00:25:13
way and they have and so the the intended detour continues to be open. It's just you're isolating this to. | 00:25:20
For safety and to make sure the road isn't degradating anymore, Yes, and we've received concerns from. | 00:25:26
And the locals there, Several polling public works tried to come in with normal bleeding, but it's. | 00:25:33
It's getting beyond what it would take just normal maintenance to keep it safe for the public to use. The weather didn't help any, | 00:25:38
and the weather has not. | 00:25:42
Mr. James second by Mr. Roster Proof. All in favor. Opposed motion carries. Thank you. Thank you. | 00:25:49
#5 Consider contract ID 6968, Application for Supplemental Reimbursement for Petroleum Storage Tank Remediation at Fueling | 00:25:56
Facility performed by Palmetto Environmental Group and Authorized Chair Design Morning Commissioners. Chris. Video Counting. | 00:26:03
And before you is a reimbursement request from a Colorado Petroleum State. | 00:26:10
Tank Storage Fund. | 00:26:15
During the recent construction of the Greenleaf fuel site, some additional contamination was found. | 00:26:17
The Palmetto Environmental Group came in, did the cleanup, and that was. | 00:26:21
Doing the paperwork to request the reimbursement from the state and we're asking for the chair to sign. This was approved by pass | 00:26:25
around on May 2nd. | 00:26:28
OK, questions. | 00:26:33
Move to approve. | 00:26:34
Thank you, Ross. Second by Mr. James to approve all in favor opposed motion carries number six, consider contract ID 6969, Section | 00:26:35
179, the energy efficient. | 00:26:41
Commercial Building tax deduction allocation form for Department of Public Health and Environment and North Dale Complex and | 00:26:47
Authorized Chair to sign G2 Consulting Engineers Incorporated. | 00:26:51
Chris, Video accounting. The item in front of you is to assign the section 1390 tax. | 00:26:56
Credit available for qualified work done by G2 Consulting engineers. | 00:27:03
On the Wild County Health Department building in Weld County Jail, the form is Commissioners signing the tax credit to G2 | 00:27:08
Consulting Engineers. We have suggested approval. | 00:27:15
OK, questions. | 00:27:21
Would you approve? | 00:27:23
Second Move by Mr. Ross. | 00:27:25
The chance to approve all in favor, aye opposed motion carries Have we moved to approve warrants. | 00:27:28
Everyone considered warrant. | 00:27:35
Yes, OK. Just want to make sure. | 00:27:37

Afghan submitted decommission reclamation plan ensuring bond which was reviewed by the planning staff, the Park Planning Services | 00:29:04

I'm happy to answer your questions. | 00:29:34
Take for me questions. | 00:29:36
Tell you that looks like Fisher James second by Commissioner Ross to approve all in favor. Aye, opposed motion carried. | 00:29:40
Consider request. | 00:29:49
To temporarily extend the hours of operation for amended use by Special Review permit and USSR 11/02 for mineral resource | 00:29:50
development including open pit mining and materials processing, sand, gravel and stone including concrete and asphalt recycling | 00:29:56
and concrete and asphalt batch plant facility in the Agricultural Zone District for LG Everest in all right Good morning | 00:30:03
Commissioners Tom Parker, Department of Planning Services. | 00:30:09
As Chairman Freeman stated, this is kind of the first of many requests you've seen. All these requests come before you. This is | 00:30:16
the first one for 2023. This is associated with the Firestone gravel resource mine down off of Firestone Blvd. 119, just east of | 00:30:23
I25. | 00:30:29 | |
So basically with this particular USSR, anytime they extend the hours of operation or request to extend the hours of operation | 00:30:37
requires the Board of County commissioner approval. | 00:30:41
And that's kind of embedded in the development standards of this particular tournament. So this request here is for a couple of | 00:30:47
pores beginning tomorrow and another one on Thursday. | 00:30:53
And there'll be some more coming at the end of this month and into June. | 00:31:00
And this is a good operator. I've never received any complaints when they've extended their hours there. They do a pretty good job | 00:31:05
there. So I would recommend approval of this request. I'd be happy to answer any questions. | 00:31:11
OK. Or any questions? | 00:31:18
Move to approve 2nd and move by Commissioner Ross, Second by Commissioner Buck to approve All in favor opposed motion carries. | 00:31:20

Um. | 00:32:18 | |
I'll be happy to answer any questions and don't have any concerns. | 00:32:19
We're having questions. OK, this is a public hearing. Is there anybody in the public that wishes to come forward and comment on | 00:32:23
Code Ordinance 2023-05? | 00:32:27
External close public comment and bring it back to the board. | 00:32:32
Mr. Chair, I move to approve on second reading Court Total Ordinance 2023 dash 05. Second been moved by Commissioner Ross. Second | 00:32:37

And move like Mr. James, second by Mr. Buck to approve all in favor. Aye, those. | 00:19:49
Motion carries 7:00 o'clock. No business considered contract ID 6937 lease agreement for Grover Communications tower side and | 00:19:54

Good morning, Board of Commissioners for the Record Sonia Kovalev, Well County Sheriff's Office Finance Manager. I'm presenting | 00:20:52

#3 Consider contract ID 6953 Amendment #2 to contract for Jail Based Behavioral Health Services and authorized chair sign for the | 00:22:25

I are here this morning to present Contract 6953, the Jail Based Behavioral Health Services IGA amendment between Weld County and | 00:22:40
the State of Colorado Department of Human Services. | 00:22:48
