PUBLIC COMMENT

It's wrong. 00:17:15
Knowing it's Monday, June 19th, Colorado, Boulder County Commissioners welcome, please. 00:17:18
Touching Kevin Ross Laurie saying. 00:17:22
Perry, Buck, Mike Freeman Reflect all five County Commissioners President and its approval of Minutes of June 5th, 2023. 00:17:26
Second move by Commissioner Buck. Second by Mr. James to approve. All in favor. Aye, opposed motion carries amendments to the 00:17:34
agenda. Do we have any amendments? OK. Approval of the consent agenda. Approval by Commissioner James. Second by Commissioner Ross 00:17:39
to approve the consent agenda. All in favor, opposed motion carried. 00:17:45
Mr. Coordinate reports Commissioner James. I have nothing this week, Sir. 00:17:51
That's another than human Department of Human Services through a fig. 00:17:56
Dinner for the foster families and kinship families and there's a wonderful celebration this Thursday evening. So. 00:18:01
Kudos to our Human Services department and then that. Nothing else. Great question, Ross. I was out on family vacation last week, 00:18:10
but since the last coordinator. 00:18:15
Report it. So the only thing I have is we had a Hwy. 85 coalition meeting at C dot. This is the first time C Dots posted. 00:18:20
A coalition meeting, Uh, since I can remember the last 1213 years, so it's nice to be in their facility. They had all their 00:18:27
engineers that handle any and all of their projects up and down. Hwy. 85 present. Of course. Our team is there, Publix was there. 00:18:34
I was good. Good briefing, we talked about. 00:18:41
Various things see that's working on along the corridor as far as projects go, we're also taking a hard look at Spaghetti junction 00:18:49
or those might know that we're Hwy. 85 and and Hwy. 34 joint looking at whether we're going to try and get that to it's a designed 00:18:56
build out for improvement or as bridges fail, we're going to replace those bridges that fail and put them back in place. So 00:19:04
there's going to be some great discussion there as we continue to look at that and that's all I have Mr. Chair. 00:19:11
OK, Mr. Sam. 00:19:19
Yes, I was also at the dinner for the foster families with Human Services. It's great connecting with people and. 00:19:20
Getting some ideas from them and also I had the honor of judging this year's Cal Cost Cow costume contest at the Dairy 00:19:27
Extravaganza and I had some photos but they didn't download in time. But the costumes were extremely elaborate this year one was 00:19:35
called shipping, anchored on the most creative and it was 2 cows that were addressed as ships and the person was the anchor. 00:19:43
We also had it was. 00:19:51
I forgot the name of it. There was the cow dressed as a dinosaur and it was Jurassic Park Swiss Asaurus, because it was a Swiss 00:19:55
dairy cow. It's that's it. 00:20:00
That was the funniest. One of the funniest category in the last was the most popular overall, so that was the crowd picked that 00:20:05
one through dustball levels and there are so many good entries. It was it was hard to pick, but we had a lot of great costumes, 00:20:11
the most popular. 00:20:18
And again, my phone is now frozen completely but. 00:20:25
The the most popular was the Grinch and so there was a little kid dressed as the Grinch and. 00:20:29
You know, the the the cow was the I think the animal at the antlers. So anyway it was it was really great. So if Bob Ross and his 00:20:34
painting, the cow was the painting and you know so here's just a really great mix of Mario Brothers, couple cows dresses in Mario 00:20:40
Brothers and so I I just really enjoyed that. 00:20:46
Larry Hubbard that he has our extension for. 00:20:54
Advisor for livestock and he said it was a a great event, so did a good job, so I'll take his word for it. 00:20:57
And everybody had a great time, so really appreciated that experience is the coordinator for extension. 00:21:04
OK. And I don't have anything this morning, so we'll move on to presentations. The first thing is we have is the life savings 00:21:10
award from the Sheriff's Office. 00:21:13
Dead. 00:21:18
Whoever is doing that, Good morning. Good morning, everybody. 00:21:20
Umm. 00:21:24
I love doing these. I think they're they're great, but I kind of wanted to explain the process behind them if we can. 00:21:25
We give awards occasionally in the Sheriff's Office, but people have to be pretty extreme things to get those awards. 00:21:31
We have a whole process behind that where anybody can recommend a person for an award. 00:21:39
They do a write up, they send it through their chain of command, eventually gets to our administrative captain and we look at the 00:21:43
rules behind those awards, make sure they apply. 00:21:47
In the case of today, we're doing two life saving awards. 00:21:51
And as you can imagine, the circumstances leading up to those are never nice. 00:21:54
Um. 00:21:58
So instead of us standing up here, the leadership, the the sheriff understood for myself. 00:21:59
Standing up here and telling you guys what they did, we're actually going to have one of our shifts, just one of the folks who put 00:22:04
those words in. 00:22:07
Explain the circumstances that led up to the event. 00:22:11
Sorry Josh, we had to side to Josh, Todd. 00:22:14
And he'll he'll tell you guys about the stories. 00:22:18
Good morning. Good morning. Thank you guys for your time. 00:22:21
Our first one is for Deputy Ruiz. 00:22:25
She was working. 00:22:29
In C pod, our largest housing unit in. 00:22:31
Alright. 00:22:34
I'll just have you in our jail, which has somewhere around 80 to 100 inmates, depending on the population. 00:22:36
She was serving lunch. 00:22:42
Yes, she was serving lunch at that time. 00:22:46
Ohh, right when she started serving. 00:22:48
And it started working through the 80 inmates plus that were in there getting their trays, making sure everybody and everyone was 00:22:50
OK She was alerted to there there was an issue upstairs. 00:22:55
Ohh. She quickly secured everything, called the code, ran upstairs to find an inmate who had. 00:23:00
Um tied their towel around their neck and to the top of their bed. 00:23:06
And then also tried to hide themselves under their blanket. 00:23:12
Um, and was hanging off the top bunk. She quickly responded or lifted him up, got him up enough that she could have someone come 00:23:15
in to help her get him up, get the towel off, and get him to the floor to get his airway open up and start breathing again. 00:23:22
He was able to once our once our medical team got there. 00:23:30
They were able to assess him and he was cleared to be able to remain in our facility after a trip to the hospital, make sure he 00:23:35
was good. But it was her quick reaction to getting up there and listening to the people around her to realize that there was a 00:23:42
serious issue in her housing unit and then being able to respond quickly to save them. Because with that amount of time, the 00:23:49
amount of people would have served Hatch, not. It would have been a very different outcome. So Deputy Ruiz, thank you. 00:23:56
And our second one is for is for Deputy Garza. 00:24:11
He was last December was on a family vacation down in Texas. 00:24:17
That his kids decided they wanted to eat. 00:24:24
At a local restaurant at the Whataburger, they stopped there. While they're placing their order, a gentleman came out of the 00:24:26
restroom yelling for help that his wife was unresponsive. 00:24:30
Alright guys are wasting no time running over. Quickly was able to assess, get her into safe position and started CPR on her when 00:24:36
he realized she had no pulse. 00:24:40
As others called 911. 00:24:47
He maintained CPR. When the first responders showed up, they offered assistance to him. 00:24:48
That were there with the AD, He tried to do the AD. It failed to work. 00:24:54
At that time, he maintained CPR for a number of minutes until the paramedics arrived. 00:24:58
Uh, once the paramedics arrived, they were able to take over, get her loaded into the ambulance and get her to the hospital where 00:25:04
she. 00:25:07
Were later Garza found out that she had survived at that point. 00:25:12
Deputy Garza on his day off. 00:25:19
Want to bother me up with that? So Deputy Garza, OK? 00:25:22
Wow, thank you. That's the, you know, they're always inspiring stories that have come before us. When you guys do that, we really 00:25:38
appreciate getting here, getting to hear your amazing stories from over there. So thank you for giving us the opportunity to be a 00:25:43
part of that. 00:25:47
Mr. David, do you have any comments? I hold you back with thanks. Outstanding. Thank you. 00:25:52

in Weld County, respect law enforcement. Thank you. 00:26:09
Think it proves that that doesn't matter. You guys never get a day off, right? You're you're never off. No matter where you're at, 00:26:15
you're always responding. So. 00:26:18
Could be in different area of the jail time goes down or you can be on vacation with your family and there's no hesitancy there 00:26:22
it's it's in your blood and I'm grateful for it You you make us proud because that's the type of individual you represent. All of 00:26:28
our our law enforcement officers process great county and and and it's such a great. 00:26:34
Story both of you have and I just want to say. 00:26:41

something. But thank you so much. We so appreciate your efforts. You make us proud. 00:26:51

Chair Science and Electronically. 00:36:21
That's a mouthful. That is a mouthful. Good job. Good morning, commissioners. Elizabeth Wolford, we are really pleased to finally 00:36:27
be able to present this to you. Of course, Evan is on vacation when we finally received the contract from the Division of Transit 00:36:33
around, so I'm happy to be here to present this on his behalf this morning. 00:36:38
Essentially, we are asking for your support for the contract from the C DOTS Division of Transit and Rail for our MOF. Easier to 00:36:45
say than spelling that out. 00:36:50
For our on demand transportation services for our Upper Front Range region, this is a contract between Weld County and CDOT and 00:36:57
the amount of $685,800. 00:37:01
And we are asking for your approval to pass around was approved by the Board on June 6th. 00:37:06
OK. Questions move to approve contract, I'm sorry. 00:37:12
Good. No, you finished, I'll say to approve contract ID 7083. 00:37:16
Thank you, Mr. Ross. Second by Mr. James with a question please. Thank you. I'm certainly supported for this, but I'm curious as 00:37:21
to whether she was picking up the pace on their contracts on him MF or not. I have a request right now from Jamie over in the 00:37:26
Department of Human Services regarding a 60 plus rides jets being. I know that's another another one, but are they finally getting 00:37:32
contracts through is my question? 00:37:37
Well, we were, we definitely, I would say we're put to the top of the list with that because these are the. 00:37:43
The federal funds that are going to essentially have to be given back by 2026. So there is a sense of urgency to get these spent 00:37:51
sooner than later. I mean we thought we'd have this contract by December of last year. So the fact that we're you know now in 00:37:59
June, the end of June getting it weak, it does condense the amount of time that we have to expedite these funds so they don't get 00:38:06
to change the end date of our contract, the next one for North Orange, so the 53105311 funds. 00:38:14
Also what has been delayed to your point that is the funds that are also being used for the North Front Range for that. My 00:38:21
understanding is that they they are expediting for the North Front Range that. 00:38:28
That is well the issue with the 60 plus ride there is the van and she has not been able to. The van has literally been sitting in 00:38:35
Denver and she has not been able to get it. And so we've been waiting on that contract for her to get those funds so that she 00:38:42
could do the van. So that on your consent agenda today is the extension of our sub recipient agreement with her because of. 00:38:49
Not being able to hurt to get that thing and so we are we are trying to work with 60 plus right on on getting that through. But 00:38:57
see that has had significant turnover. They are going through a major. 00:39:02
Hiring of all the way up to their director position. So I'll touch base with you later on how maybe we could expedite that process 00:39:08
with our friends at sea. Sounds good. Thanks. Good. Yeah, I'd like to ask that same question. So I'm sorry. So what is the IGA 00:39:15
going to be with then if it's not 60 plus, right? 00:39:21
I'm sorry, Mr. Gilcrest, Hudson, Keenesburg cursing on Platteville, correct. So this is for the mobility? 00:39:29
For the the contract. So what we'll be coming back to you is after we have our contract with see that then we will be bringing 00:39:37
back a professional services agreement for the Board's approval for VM mobility for this service. Commissioner James is asking 00:39:42
about completely conflated 2 issues. 00:39:47
No, it's a two different companies. I know it's two different companies, but one's a lot more expensive than the other. 00:39:55
It's two different, completely, completely, completely two different issues and one is funded through the CDBG program. This is 00:40:03
funded through MOF, right? 00:40:07
I. 00:40:11
I think we have this converse and This is why I had a question mark on this. I think we've had this question before as far as why 00:40:13
couldn't MOF partner with 60 plus rides because they didn't apply. 00:40:18
And then we would have to apply on their behalf. 00:40:24
And so that the the essentially the. 00:40:26
I guess I would say the problem solving that we decided as the county would be to use the CDBG because they did not meet the 00:40:31
application process for MOF. So this will be the next round will be the end of this year and it might. 00:40:39
From what we have explained to 60 Plus right, is that they will now need to make. We will need to work with them on making 00:40:48
applications for their operations moving forward through the MOF program that the CDBG program. This was kind of an intermediate 00:40:55
solution I would say for for this scenario and that's my fault. I conflated the two issues and. 00:41:01
Any other questions? I'm sorry that's the same issue. I still have another question. I'm sorry. So the application process. 00:41:10
So they didn't apply because they don't have the van. Is that what's going on? 00:41:16
Or they did meet criteria because they don't have the van. 00:41:20
Are the 60 plus rides on this 60 plus ride? No. So again 60 plus ride applied through CDBG for the fan and to have the operational 00:41:23
services for the van. The van was always coming from the North Front Range MPO through 5310 funding. 00:41:31
The funding to ought they did not have so well, they had a van, they did not have the resources to actually operate it. So the 00:41:40
CDBG request was to fill the gap for the operations of that ban. 00:41:46
60 plus, right. It is worked with the North Front Range on the acquisition of Afghan. 00:41:54
Separately from all of. 00:41:58
Test. 00:42:00
I guess I'll ask questions later. I'm not quite sure on the gap as to why we couldn't be a mobilities providing some of the same 00:42:03
service to some of the same population. 00:42:06
So I'm just not understanding why there is not competition built in that model. 00:42:10

It's wrong. 00:17:15
Knowing it's Monday, June 19th, Colorado, Boulder County Commissioners welcome, please. 00:17:18
Touching Kevin Ross Laurie saying. 00:17:22

to approve the consent agenda.
Thank you. 00:25:52

Thank you. Job well done. 00:26:43

something. But thank you so much. We so appreciate your efforts. You make us proud. 00:26:51

So I'll just ask the questions offline, OK. 00:42:15
Any other questions? Alright, you will call vote no. All in favor, aye opposed. Motion carries #4. Consider contract ID 7084. 00:42:18
