justice for all. 00:09:37
Good morning. It's Wednesday, June 14th. Happy Flag Day everybody. 00:09:47
Call to order the Board of County Commissioners. Roll call please. 00:09:52
Yeah, Kevin Ross. 00:09:56
One thing. 00:09:58
Present my payment. 00:10:01
The county commissioner, president, Commissioner Ross excused. Now it's an agenda. Do we have any amendments? Yeah, No. 00:10:04
OK, we will. Consent agenda approval. Consent agenda second moved by Commissioner James. Second by Commissioner Buck to approve 00:10:09
all in favor opposed motion carries approximations. We do have one this morning World Elder Abuse Awareness Day. 00:10:16
Read This is the record whereas welcomes older adults and valued members of society, and it is our collective responsibility to 00:10:26
ensure they live safely and are treated with dignity. And whereas Atlas consults and our community have a right to not be abused, 00:10:33
exploited or neglected in their care. And whereas preventing abuse of older and vulnerable adults will improve their quality of 00:10:40
life and allow them to continue to continue to live as independently as possible and contribute to the vibrancy of Weld County. 00:10:47
And whereas Will County areas, Agency on Aging, Adult Protection Services and community partners are committed to the support and 00:10:54
protection of that risk adults through advocacy, investigations and ministry mistreatment. 00:11:00
And arrangements of service now. 00:11:07
Therefore, be it proclaimed by the world by the Board of Weld County Commissioners that June 15th, 2023 be known as World Elder 00:11:09
Abuse Awareness Day. We are adult citizens to recognize and celebrate older adults and their ongoing contributions to the success 00:11:15
and vitality of our county. Signed by all 5 County Commissioners. 00:11:20
Hello. 00:11:30
Pressures to immigrant Deputy director of the Department of Human Services, thank you for allowing us to have this opportunity to 00:11:31
present some of the information in fact, to you all and to bring our team here who's in full force. And I'm going to recognize 00:11:36
them all in just a minute. 00:11:41
For abuse Awareness Day provides us with an opportunity to promote better understanding of abuse and neglect of older individuals. 00:11:47
Older individuals, as we all know, are vital contributing members of American Society and studies have shown that at least one in 00:11:55
10 community dwelling older adults have experienced some form of abuse in the prior year. 00:12:02
According to the National Center of Elder Abuse, the number of older adults requiring nursing home care is expected to increase by 00:12:11
50% by 2030, and the number of older Americans living with dementia will likely more than double from 5.8 million to 13.8 million 00:12:18
by 2050. Just as we have confronted and addressed the socialist issues of child abuse and domestic violence, we are also working 00:12:26
to find solutions to address issues like older abuse that threaten the well-being. 00:12:33
Of our community. 00:12:41
In Colorado, our aging population continues to grow grow with the 65 and older population being the largest in both total numbers 00:12:43
as well as growth rates. 00:12:48
Over the past decade, 65 and older individuals have increased in Colorado. 00:12:53
Over 320,000 contributing to the 43% growth in the state. 00:12:58
In 2022, Wells County Area Agency on Aging Adult Protective Services investigated 511 allegations, which included caretaker 00:13:04
neglect, abuse, exploitation and self neglect. 00:13:11
Weld County APS has committed to creating a stronger society by mitigating risk preventing. 00:13:19
Abuse of older individuals and raising public awareness to ensure elder justice. I'd like to take a minute to. 00:13:24

The wisdom that I. 00:15:23
I I garner from the people that are in my life that are a bit older than I am. 00:15:25

Well, having both my parents and and. 00:15:45

And in a perfect world. 00:16:35

perfect world. 00:16:41
We have you. 00:16:46
And we appreciate you so very much for taking care of our Weld County mothers and fathers, sisters and brothers, those who again 00:16:47
are are the most venerable and also the most vulnerable is Commissioner James just said. So again we we thank you so much for 00:16:52
doing this. This is very important work. 00:16:57
Yeah. And I I couldn't agree with that. Thank you for what you guys do. You know, we've all had the opportunity to deal with elder 00:17:04
care as as genius as my wife continues to call it elder care between elder care with my grandmother and her parents. And you know, 00:17:11
as my parents get older, my dad will be 80 next week. And, you know, my mom is 79. And so it's one of those things that as they 00:17:19
get older, it's it's it's great to have family to be there to make sure that they're OK and it's certainly even more. 00:17:26
Important to have to have you and your team there when that when that's not available to them. So thank you for what you guys do 00:17:33
every day for the elder citizens of Weld County. 00:17:37
And with that, we'd like to take a picture if you want to bring the whole crew up. 00:17:42

And I hope everything's fine with Commissioner Ross. Hadn't seen in the last two kind of missing. He's all vacation, missing too 00:31:35
much. Ohh hitting right. 00:31:40
Anyway. 00:31:49
It used I was gonna speak on two things but I'll just keep it to kind of a general I we just celebrated the world over Elder abuse 00:31:50
awareness Day and. 00:31:57
To block times were not listened to. 00:32:04
I I think that if you're over 50 or 60. 00:32:06
Uh. 00:32:11
You know, just like last night, I I was at the board meeting, they didn't listen to the. 00:32:12
I just say the parents. 00:32:21
And then this thing about the. 00:32:23
Not age appropriate books in schools, not just here in Will County, but throughout the United States. And I've been myself, I've 00:32:26
been trying to get, try it, make a difference in this community, in this county, in the state. 00:32:34
And he served in the United States Navy. 00:32:43
And. 00:32:46
And I'm not the one that feels like this, but we don't feel like they're valuable, respected, even if we try to. 00:32:48
Make a difference in our community or state, whatever. 00:32:56
Um. 00:33:00
And quality of life. How can people have quality life? They're seniors, but they have a car or not when we don't have good public 00:33:01
transportation and our sidewalks on their stuff. 00:33:07
Um and the safety are you talked about safety and. 00:33:13
And being valued. 00:33:18
Don't feel like it. A lot of times I've come for, but you guys I do respect and you try to work things out through over 60. Nobody 00:33:21
listens to us either. Well, they should. You've got a good position. 00:33:27
But. 00:33:35
I I think that the needs to. I mean, even on the best that they have, they fill the bus up, overthrow it. The students don't 00:33:37
respect their elders their. 00:33:44
Younger me, older than you, same age. I'm thinking about something now. I'm tired of the disrespect that that seems good or or 00:33:51
just people or even people with disabilities. I think we should have a with the elder abuse Awareness Day. I think we should put 00:33:59
that people with disabilities in with it. 00:34:06
Yeah. Not virtually not real good either. I I just think that there needs to be. 00:34:14
Some something done? I mean how can they be also? 00:34:23
When there's a lot of homeless, I mean people, disability seems a lot of them. 00:34:28
And then people in the state and the feds, people with Medicaid, Some of them. 00:34:35
Well, that's gonna take some of the people's meditate away on one of them. 00:34:43
And that's what I've heard to the news as well. And yet I noticed here you give children Medicaid and yet they say they don't have 00:34:50
enough money for Medicaid. It just doesn't make sense. 00:34:57
And I think, how are people going to survive? 00:35:05
If you're only disabled or even just. 00:35:09
People be able to survive with all this. 00:35:12
It's just getting worse and worse, but how can we put some brakes on it? 00:35:16
Because it was the people are valued and now I'm talking about the whole thing, but people are valued. 00:35:21
And we're supposed to respect each other? 00:35:27
We need to show it. 00:35:29
And and would be helpful if people can be housed and and and respected and have opportunities like anybody else. Thank you. Thank 00:35:31
you. 00:35:36
Any other public input? 00:35:42
Good morning. 00:35:48
Good morning, Commissioner Steven Grant, city of Evans resident, Rock County resident. 00:35:52
And frequent flyer, I know. I wanted to thank you today number one for us supporting. 00:35:58
We're going to abuse Awareness Day and I think the team here in Weld County, I've had personal experience in ministering to people 00:36:04
that struggle with this and I know that Weld County does a much better job than. 00:36:10
Many of the counties around Colorado and I commend you and I thank the team for that as well, appreciate that in honor of Flag Day 00:36:16
today and and Commissioner Freeman, I'm thankful that you and the others acknowledged that. 00:36:23
Let me just share a brief vignette of the story of our flag. 00:36:30
As a church in Philadelphia named Christ Church and many of our founding fathers went there. Benjamin Rush, Benjamin Franklin, 00:36:36
George Washington and many of the others attended Christchurch. Interesting side note, Benjamin Franklin because there was Pew. 00:36:44
Purchase agreements. He purchased the cheapest and last few in the church, whereas George and Martha Washington purchased one of 00:36:52
the front pews that were one of the most expensive because of hearing conditions, and so they were both in the same church, 00:36:59
separated by a little bit of distance. 00:37:06
And Joe Washington at that point in time was asked to be the commander of the Continental Army. And as he did, he had a standard 00:37:13
and it was called the Grand Union. He flew it in Trenton in 1775, and it looked like the Union Jack with 13 stripes, with the 00:37:21
Union Jack up in the corner. But in some of the conflict it was mistaken many times for being a loyalist flag, so he developed his 00:37:28
own. 00:37:35
Standard, which was blue with 13 stars. There were six pointed stars and in honor of the Star of David, and that was his own 00:37:43
personal battle standard that he flew himself. But the colonies and the newly independent states did not have a flag of their own. 00:37:53
Sitting right behind George and Martha was another attendee of Christ Church, and she was an excellent seamstress and she had done 00:38:03
work with George and Martha's family and so under the cover of Life, as the story goes. 00:38:11
They met together. 00:38:19
And they developed out a brand new flag for the American colonies. 00:38:21
And it became known as the Betsy Ross flag for the woman who was reputed to have shown it, and it was actually something that was 00:38:25
discussed. 00:38:29
Probably in Christchurch. 00:38:35
Among those because Betsy sat right directly behind George and Martha in the Pew behind them. 00:38:37
And so they developed out that became known as the Betsy Ross flag with a circle of five pointed stars. She was able to convince 00:38:44
George somehow that A5 pointed star was going to be easier replicated than the six pointed star. And so pragmatism prevailed and 00:38:52
they developed out what is known as our First Nations flag, Betsy Ross Drive with 13 stars, 13 stripes, the field of blue that 00:39:00
displaying loyalty and honor to the Lord Jesus Christ. 00:39:07
The red for the blood of Jesus Christ and then fight for purity and righteousness. Those became those originated in Christianity 00:39:15
and became the foundation for our national flag. Today the flag has been codified in 213 solid stars and stripes. Stripes and then 00:39:23
a star for each one of the states that we represent and that stars behind you but I or that flag is behind you. I believe though 00:39:30
that one of the things that we need to. 00:39:38
Member Is this that our national flag? 00:39:45
Was fashioned as an unauthorized flag. 00:39:49
That the British despise because. 00:39:53
It was liberty and justice for all. 00:39:57
No taxation without representation and it embodies everything that we stand for and we fashion it under penalty of death. 00:40:01
So that flag that we celebrate today still embodies our independence, our independence on Almighty God. 00:40:09
And our unity with liberty and justice for all. Thank you for honoring it today. Thank you for supporting it today and everything 00:40:15
it stands for. And may liberty continue to reign. 00:40:21
As in God we trust. Thank you very much. 00:40:27
Thank you. 00:40:30
The other public comment this morning. 00:40:34
Heating one room will adjourn at 932. Thanks everybody. 00:40:37

Hello.

perfect world. 00:16:41
We have you. 00:16:46
And we appreciate you so very much for taking care of our Weld County mothers and fathers, sisters and brothers, those who again 00:16:47
