Like I said, Hope started 25 years ago at the Sheriff's Office. I think maybe a month after I did. But we've worked together 00:14:50
throughout our careers. Hopes started out in our booking department. She would process or health process. New inmates coming in, 00:14:55
make sure that they were released. Come in, we're supposed to. 00:15:00
After all those time computations, and essentially she was the years behind that booking department. 00:15:06
Moved into a supervisor role in that same area and then eventually moved into a supervisor role and in a much more challenging 00:15:11
area. And that was dealing with the visitors and attorneys that come in to see our enemies. 00:15:17
I'm going to see him sometimes can be even more of a challenge hopes then a lot of things in her career with the Sheriff's Office 00:15:24
and has done them well. 00:15:27
She's managed a lot of a lot of different people, a lot of personalities and a lot of personal, personal trials and tribulations 00:15:31
throughout her career. And she's done with grace and dignity. We appreciate your service in 25 years with the county. Thank you. 00:15:38

Business #1 considers this valuation of all taxable property and master protest log real and personal property. Good morning, 00:23:20
Brenda. Good morning, Commissioners, Brenda Donuts, Weld County Assessor. 00:23:25
Today I am presenting you a variety of reports as required in Colorado revised statute 398105 starting with the 2023 abstract of 00:23:31
assessment. So as everyone knows 2023 was a reappraisal year which means that this year we value property in the county using the 00:23:38
economics on June 30th, 20/20/22. So the first page of the report you received is the 2023 taxable assessed value. It shows the 00:23:46
results of the reappraisal and is a summary of the county wide valuation this year we had significant. 00:23:53
Increases in almost all classes of property, you can see that residential and commercial increased 30%, industrial increased 20% 00:24:01
and oil and gas increased 47%. The only cost of property that decreased with state assessed that there that decrease was really 00:24:08
due to a reclassification. One full pipeline system came out of the state assessed classification moved to locally assessed. So 00:24:16
we're responsible for valuing it. If we measure the true change in state assessed, it's an increase of 2%. 00:24:23
All of the values are reflective of the changes that are required in Senate Bill 22238. So that means that assessment rates for 00:24:31
most property was reduced. Values are reduced by 15,000 per residential and by 30,000 for commercial. So the implementation of 00:24:37
Senate Bill 22238 is also the reason why some of those percentage increases are smaller than what you might have seen in the 00:24:43
newspaper or other publications because prior to this point when we were working with taxpayers, we have been reporting full value 00:24:49
and. 00:24:55
More value change. However, now that we are talking about tax authorities and revenue and tax, we start reporting the adjusted 00:25:01
values. So the aggregate of all of the changes in the overall taxable value in Weld County went from 18.76 billion and 2022. 00:25:09
To 25.24 billion in 2023, which is a 34% increase in value. 00:25:18
Overall, the value will most likely still decrease before the year is over. We still have appeals to resolve. 00:25:24
And if Prop H passes in November, then we'll have additional assessment rate reductions and we'll reduce residential property by 00:25:30
$50,000 per account instead of 15,000 per account. 00:25:36
Are the additional reports that have to be presented include a listing of real and personal property or gas protests at the 00:25:43
assessor level and a listing of accounts that did not report a personal property declaration to our office. 00:25:49
The final report is the listing of drilling rigs that were valued by road and a portion to other counties. 00:25:55
So at this time, we've completed the assessor level real property appeals. When the dust settled, we had 10,573 property appeals 00:25:59
that were. 00:26:03

We ended up with an adjustment rate of 34%. We completed the assessor level personal property and oil and gas protest with 318 00:26:10
appeals. 00:26:14
We adjusted about 78% of those. That high level of adjustment on personal property in oil and gas is correlated with the fact that 00:26:18
personal property is self reported. And a lot of those companies of the 404,046 personal property accounts, 1076 of them did not 00:26:25
fire their declaration with us. When we send them their notice of value, they tend to send us their declaration and then we're 00:26:31
able to make an adjustment to their value because we get the accurate information. 00:26:37
The final page of the report shows the driver advised the revised by my office and the portion to other counties. So we started 00:26:44
receiving appeals to the county board of Equalization on July 1st. Property owners will file those appeals through July 17th for 00:26:49
real property and July 20th for personal property. 00:26:54
This hearings begin on July 17. 00:26:59
We hope to conclude hearings on are the 2nd, and we'll have a full reporting of those results for your review on August 4th. 00:27:01
After final acceptance of those decisions, will report valuation abstracts to 600 local taxing authorities so that they can begin 00:27:09
their budgeting process. So that concludes the description of the reports that you've received. We happy to answer any questions 00:27:14

After all those time computations, and essentially she was the years behind that booking department. 00:15:06
Moved into a supervisor role in that same area and then eventually moved into a supervisor role and in a much more challenging 00:15:11
area. And that was dealing with the visitors and attorneys that come in to see our enemies. 00:15:17
I'm going to see him sometimes can be even more of a challenge hopes then a lot of things in her career with the Sheriff's Office 00:15:24
and has done them well. 00:15:27
She's managed a lot of a lot of different people, a lot of personalities and a lot of personal, personal trials and tribulations 00:15:31

Business #1 considers this valuation of all taxable property and master protest log real and personal property. Good morning, 00:23:20
Brenda. Good morning, Commissioners, Brenda Donuts, Weld County Assessor. 00:23:25
Today I am presenting you a variety of reports as required in Colorado revised statute 398105 starting with the 2023 abstract of 00:23:31
assessment. So as everyone knows 2023 was a reappraisal year which means that this year we value property in the county using the 00:23:38
economics on June 30th, 20/20/22. So the first page of the report you received is the 2023 taxable assessed value. It shows the 00:23:46
results of the reappraisal and is a summary of the county wide valuation this year we had significant. 00:23:53
Increases in almost all classes of property, you can see that residential and commercial increased 30%, industrial increased 20% 00:24:01
and oil and gas increased 47%. The only cost of property that decreased with state assessed that there that decrease was really 00:24:08
due to a reclassification. One full pipeline system came out of the state assessed classification moved to locally assessed. So 00:24:16
we're responsible for valuing it. If we measure the true change in state assessed, it's an increase of 2%. 00:24:23
All of the values are reflective of the changes that are required in Senate Bill 22238. So that means that assessment rates for 00:24:31
most property was reduced. Values are reduced by 15,000 per residential and by 30,000 for commercial. So the implementation of 00:24:37
Senate Bill 22238 is also the reason why some of those percentage increases are smaller than what you might have seen in the 00:24:43
newspaper or other publications because prior to this point when we were working with taxpayers, we have been reporting full value 00:24:49
and. 00:24:55
More value change. However, now that we are talking about tax authorities and revenue and tax, we start reporting the adjusted 00:25:01
values. So the aggregate of all of the changes in the overall taxable value in Weld County went from 18.76 billion and 2022. 00:25:09
To 25.24 billion in 2023, which is a 34% increase in value. 00:25:18
Overall, the value will most likely still decrease before the year is over. We still have appeals to resolve. 00:25:24
And if Prop H passes in November, then we'll have additional assessment rate reductions and we'll reduce residential property by 00:25:30
$50,000 per account instead of 15,000 per account. 00:25:36
Are the additional reports that have to be presented include a listing of real and personal property or gas protests at the 00:25:43
assessor level and a listing of accounts that did not report a personal property declaration to our office. 00:25:49
The final report is the listing of drilling rigs that were valued by road and a portion to other counties. 00:25:55
So at this time, we've completed the assessor level real property appeals. When the dust settled, we had 10,573 property appeals 00:25:59
that were. 00:26:03

We ended up with an adjustment rate of 34%. We completed the assessor level personal property and oil and gas protest with 318 00:26:10
appeals. 00:26:14
We adjusted about 78% of those. That high level of adjustment on personal property in oil and gas is correlated with the fact that 00:26:18
personal property is self reported. And a lot of those companies of the 404,046 personal property accounts, 1076 of them did not 00:26:25
fire their declaration with us. When we send them their notice of value, they tend to send us their declaration and then we're 00:26:31
able to make an adjustment to their value because we get the accurate information. 00:26:37
The final page of the report shows the driver advised the revised by my office and the portion to other counties. So we started 00:26:44
receiving appeals to the county board of Equalization on July 1st. Property owners will file those appeals through July 17th for 00:26:49
real property and July 20th for personal property. 00:26:54
This hearings begin on July 17. 00:26:59
We hope to conclude hearings on are the 2nd, and we'll have a full reporting of those results for your review on August 4th. 00:27:01
After final acceptance of those decisions, will report valuation abstracts to 600 local taxing authorities so that they can begin 00:27:09
their budgeting process. So that concludes the description of the reports that you've received. We happy to answer any questions 00:27:14
