Maxiell, Gas Energy Department. Alright, so we're going to go ahead and tag team this ordinance, but this morning we'd like to 00:38:31
talk to you about a proposed ordinance that Jason and I have been batting. 00:38:37
Over maybe over the better part of a year or so ago. And there's really two objectives to this ordinance. So the first objective 00:38:43
is that we want to eliminate a. 00:38:47
Duplicative processes. 00:38:51
The second objective here is to provide some efficiency between the two departments. 00:38:54
And so the proposed changes that we're talking about this morning deal with zoning permits for telecommunication towers and oil 00:39:00
and gas equipment. 00:39:05
So there's three chapters that are proposed to be amended under this ordinance to reflect our objectives. 00:39:10
Chapter 21, Chapter 23 and Chapter 29. 00:39:18
So Chapter 23 in the ordinance exempts zoning permit for telecommunication towers that are located on an oil and gas facility. 00:39:22
We believe that a lot of these zoning permit for telecommunication towers are used by the oil and gas facility for security 00:39:33
purposes. It really doesn't make sense to. 00:39:38
Require a zoning permit for those types of towers that actually go through Jason's process. 00:39:43
In the oil and gas department through the 1041 logo process. So we're just again trying to eliminate a duplicative permit. So no 00:39:51
need to require a zoning permit for those types of towers. And we're just talking about the towers that are 70 feet and under. 00:39:58
Anything above 70 feet would still trigger use by special review permit. 00:40:05
And then also just wanted to point out that those towers, if they still needed a foundation or footings or an electrical permit, 00:40:13
they would still be obtained by the Department of Planning Services and the Building Division. 00:40:19
But the actual zoning permit itself would no longer be required. 00:40:26
The second chapter that we're dealing with is Chapter 29. So we're actually exempting oil and gas equipment. We're actually 00:40:31
putting that exemption in Chapter 29, so you can go through and read what exactly we are exempting. There's actually quite a few 00:40:39
things that are associated with equipment, heated heater treaters, tank batteries. 00:40:46
Separators. Those types of things. I would no longer require any types of building permits. Again, from an efficiency standpoint, 00:40:55
those are all. 00:41:00
Associated with the 1041 permit, they're located on that permit and you know Jason's team has an inspector that goes out and just 00:41:06
verifies that the equipment that they. 00:41:12
Put within the application matches what's out there on the ground. So again, no need for building department staff to require 00:41:18
those types of permits or even go out there and verify that, because Jason's team can do that. 00:41:24
And then finally, Chapter 21, we're just going through and and tweaking on the definition of an oil and gas facility to make it 00:41:30
really clear. 00:41:35
So we did have a work session with the Board of County Commissioners last week on this matter. 00:41:40
All the commissioners seemed in favor of us crafting some language and putting it together. We do want to point out that Mister 00:41:45
Barker helped with this and appreciate his his time on this too, along with Mr. Maxey and myself. 00:41:52
This is a pending ordinance doctrine, so we would appreciate this being effective at first reading. 00:42:01
Because we do have quite a few oil and gas companies that are wanting to apply for or include towers and equipment through Jason's 00:42:09
process. So with that said, I don't know if Jason, you have anything to add, but we would appreciate your support on this 00:42:14
ordinance and happy to answer any questions. 00:42:20
Potential room for error when we don't duplicate certain types of work and so I think that it will show to be a a good change if 00:42:56

been working with the Town of Alt. 00:28:39
Fort Lupton, Gilcrest, Hudson, Keenesburg, Crazy 9 and Platteville. So this agreement really kind of brings all of our work 00:28:46
together and and lets things move forward with VMM mobility on this service. 00:28:54
So we're really excited to be at this at this point in the game and and to be able to really start service here shortly. This is a 00:29:02
service that will. 00:29:07
UH, really benefit a lot of people in the area. It's. 00:29:12
Able to be used by anyone. Initially we thought it would just be 60 plus or age 60 plus and individuals with a disability, but we 00:29:18
were able to work with via on this. 00:29:25
A particular program with some additional 5311 funding. And so with that funding we're able to provide the service to everyone and 00:29:32
it it really brought down the cost to not only the county but all the towns as far as local match so. 00:29:41

Maxiell, Gas Energy Department. Alright, so we're going to go ahead and tag team this ordinance, but this morning we'd like to 00:38:31
talk to you about a proposed ordinance that Jason and I have been batting. 00:38:37
Over maybe over the better part of a year or so ago. And there's really two objectives to this ordinance. So the first objective 00:38:43
is that we want to eliminate a. 00:38:47
Duplicative processes. 00:38:51
The second objective here is to provide some efficiency between the two departments. 00:38:54
And so the proposed changes that we're talking about this morning deal with zoning permits for telecommunication towers and oil 00:39:00
and gas equipment. 00:39:05
So there's three chapters that are proposed to be amended under this ordinance to reflect our objectives. 00:39:10
Chapter 21, Chapter 23 and Chapter 29. 00:39:18
So Chapter 23 in the ordinance exempts zoning permit for telecommunication towers that are located on an oil and gas facility. 00:39:22
We believe that a lot of these zoning permit for telecommunication towers are used by the oil and gas facility for security 00:39:33
purposes. It really doesn't make sense to. 00:39:38
Require a zoning permit for those types of towers that actually go through Jason's process. 00:39:43
In the oil and gas department through the 1041 logo process. So we're just again trying to eliminate a duplicative permit. So no 00:39:51
need to require a zoning permit for those types of towers. And we're just talking about the towers that are 70 feet and under. 00:39:58
Anything above 70 feet would still trigger use by special review permit. 00:40:05
And then also just wanted to point out that those towers, if they still needed a foundation or footings or an electrical permit, 00:40:13
they would still be obtained by the Department of Planning Services and the Building Division. 00:40:19
But the actual zoning permit itself would no longer be required. 00:40:26
The second chapter that we're dealing with is Chapter 29. So we're actually exempting oil and gas equipment. We're actually 00:40:31
putting that exemption in Chapter 29, so you can go through and read what exactly we are exempting. There's actually quite a few 00:40:39
things that are associated with equipment, heated heater treaters, tank batteries. 00:40:46
Separators. Those types of things. I would no longer require any types of building permits. Again, from an efficiency standpoint, 00:40:55
those are all. 00:41:00
Associated with the 1041 permit, they're located on that permit and you know Jason's team has an inspector that goes out and just 00:41:06
verifies that the equipment that they. 00:41:12
Put within the application matches what's out there on the ground. So again, no need for building department staff to require 00:41:18
those types of permits or even go out there and verify that, because Jason's team can do that. 00:41:24
And then finally, Chapter 21, we're just going through and and tweaking on the definition of an oil and gas facility to make it 00:41:30
really clear. 00:41:35
So we did have a work session with the Board of County Commissioners last week on this matter. 00:41:40
All the commissioners seemed in favor of us crafting some language and putting it together. We do want to point out that Mister 00:41:45
Barker helped with this and appreciate his his time on this too, along with Mr. Maxey and myself. 00:41:52
This is a pending ordinance doctrine, so we would appreciate this being effective at first reading. 00:42:01
Because we do have quite a few oil and gas companies that are wanting to apply for or include towers and equipment through Jason's 00:42:09
process. So with that said, I don't know if Jason, you have anything to add, but we would appreciate your support on this 00:42:14
