Child support is defined as the financial support owed by parents to support their children and can be entered into voluntarily, 00:12:23
administratively, by our office or by court order. We also conduct the Trinity testing to ensure all parents are correctly added 00:12:29
to the first certificates. Distributing regular child support payments to families helps promote financial stability, strengthens 00:12:36
families, reduces the need for public assistance, and increases children's ability to become healthy, happy and productive 00:12:42
citizens in their future. 00:12:48
While China Child Support Services continues to be one of the top performing counties for collection and distribution of child 00:12:54
support to families in the community, from January through June of 2023, World County Child Support has distributed over $10 00:13:00

Established A modified Over 240 orders responded to every 7000 phone inquiries. 00:13:12

County Road 6 and 13 intersection improvement project and authorized chair to sign any necessary documents, Dwayne and Bernice 00:24:33

Good morning, commissioners. Tiffany Johnson, Department of Public Works. I have two agreements for you that are part of our 16 or 00:24:44
County Road, 6 County Road 13 intersection improvement project. 00:24:49
This first one is the property owned by Dwayne. Or see Dwayne Kirk Meyer and Bernice Kirchmeyer. The property is located at the 00:24:54
southwest corner. 00:24:58
Of County Road 6 and County Road 13. 00:25:03
We are going to be acquiring 1.243 acres of public road right away. 00:25:06
We are also acquiring .41 acres of a temporary construction easement that will go back to the landowner after the project is 00:25:12
completed. That area helps us with staging and doing grading and tying into the property. The county has typically offered a 00:25:18
signing incentive to incentivize the landowner for quick turn around so that we can acquire the land, get it closed on and then 00:25:25
utilities can start relocating prior to the road construction project. 00:25:32
We typically do that in a 30% on the value of the land, which is $14,000, citing incentive on this property. 00:25:39
And then we have also worked with the landowner on a cost secure of $15,000. 00:25:47
This is the difference in the value of appraisals. So when we go through this process, the county hires an appraiser to do an an 00:25:53
eminent domain partial take appraisal on the land. 00:25:58
We get a value. The landowner has a right to statute to get an appraisal. 00:26:04
About the same thing, and ideally those two come back in pretty close. 00:26:08
If there's not been a lot of times you have to kind of work through what those differences are because they are professional 00:26:12
appraisers that are doing them. Sometimes they're an opinion of value, sometimes the landowner shares more with their appraiser 00:26:18
than they've shared with us, or we have more information often than the land owners appraiser does because. 00:26:23
They're not into asking a whole lot of questions sometimes. So on this particular property, the appraisal, the appraisal for the 00:26:29
landowner came in a couple of about $20,000 more than what our appraisal came in at. In order to kind of work through that, we 00:26:36
came to a resolution of $15,000 as a cost to cure to resolve the differences between those two appraisals and part of my 00:26:42
justification and that is that. 00:26:49
To really work through that, you're almost looking at a third appraisal. 00:26:56
And so that is the cost of an appraisal. So in an effort to kind of expedite it, make sure that they get the incentive and that 00:26:59
we're working out those values. 00:27:04
That worked out I think for for everybody also on this particular property, this is the largest of the two. And so it did have a 00:27:10
little bit higher value, although all the properties are really AG zoned properties that are primarily functioning as resident. 00:27:16
There's two residents and two vacant. This is a little bit larger one that could actually split into 235 acres without going 00:27:22
through any land use process. And so there is a little bit higher value because it's afforded maybe a little bit more 00:27:28
opportunities. 00:27:34

Specifically, the right of way that we're paying for is $42,000. 00:27:42

For this agreement for purchase of public road right of way is between Pataday and Shuvu. They own the property at the northwest 00:28:58
at the northwest corner as a mother and daughter the the she was the who's actually owned quite a few parcels in there. They've 00:29:04
done a number of recorded exemptions. You may remember them as being the land owners adjacent to the Asphalt specialties project. 00:29:11
So there we've done some shifting of. 00:29:17
Access points and driveways to kind of help mitigate some of their concerns. And then this project came along and so the the she 00:29:25
was also had an appraisal done on on their property. This was unique and that the land owners appraisal actually came in. 00:29:32
A little bit lower and the landowner wasn't very happy about it and so. 00:29:40
The way that our process works is typically they provide me the appraisal document and the invoice, and I pay that Shua didn't 00:29:46
necessarily want. 00:29:50
That to happen because she wanted, she wanted a better understanding of what the appraisal process was was afforded. And one of 00:29:55
the things that comes up and this is that you have a lot of vacant properties out here, a lot of residential properties, but you 00:30:01
also have a lot of USR and it's very difficult for appraisers to really. 00:30:07
Kind of read between the lines when you're talking about properties that have USR and what the value of those are versus what the 00:30:13
value of that same property that doesn't have a USR on it that are still underlying. 00:30:19
The zoning is still underlying agricultural use and so she's seeing higher values for these properties that are adjacent and and 00:30:25
and down the road that are very similar in nature and and then so was looking for some of those values and some appraisers. 00:30:32
Include that and they adjust for that and some of them still are just looking at it as as as a gland. And so you do get some 00:30:40
discrepancies that are happening and in order to come to our a voluntary agreement on this one, we kind of looked through that. I 00:30:47
also then looked at all of the other appraisals that we've had done because they're all very similar. We have four different 00:30:54
appraisers on this, all of them with the exception of one are right kind of in the ballpark area and so on. 00:31:01
In an effort to resolve this one, what I did was I worked through the per acre value that our appraisers came to and then worked 00:31:08
through a cost to care to kind of come to a more uniform. 00:31:15
Per acre value for all three of them for very similar in property and so on this particular property the shoes do have one of a 00:31:21
larger parcels that we're taking. 00:31:27
We are acquiring 1.87 acres of public right of way and .187 acres of temporary construction easement we have. 00:31:32

This first one is the property owned by Dwayne. Or see Dwayne Kirk Meyer and Bernice Kirchmeyer. The property is located at the 00:24:54
southwest corner. 00:24:58
Of County Road 6 and County Road 13. 00:25:03
We are going to be acquiring 1.243 acres of public road right away. 00:25:06
We are also acquiring .41 acres of a temporary construction easement that will go back to the landowner after the project is 00:25:12
completed. That area helps us with staging and doing grading and tying into the property. The county has typically offered a 00:25:18
signing incentive to incentivize the landowner for quick turn around so that we can acquire the land, get it closed on and then 00:25:25
utilities can start relocating prior to the road construction project. 00:25:32
We typically do that in a 30% on the value of the land, which is $14,000, citing incentive on this property. 00:25:39
And then we have also worked with the landowner on a cost secure of $15,000. 00:25:47
This is the difference in the value of appraisals. So when we go through this process, the county hires an appraiser to do an an 00:25:53
eminent domain partial take appraisal on the land. 00:25:58
We get a value. The landowner has a right to statute to get an appraisal. 00:26:04
About the same thing, and ideally those two come back in pretty close. 00:26:08
If there's not been a lot of times you have to kind of work through what those differences are because they are professional 00:26:12
appraisers that are doing them. Sometimes they're an opinion of value, sometimes the landowner shares more with their appraiser 00:26:18
than they've shared with us, or we have more information often than the land owners appraiser does because. 00:26:23
They're not into asking a whole lot of questions sometimes. So on this particular property, the appraisal, the appraisal for the 00:26:29
landowner came in a couple of about $20,000 more than what our appraisal came in at. In order to kind of work through that, we 00:26:36
came to a resolution of $15,000 as a cost to cure to resolve the differences between those two appraisals and part of my 00:26:42
justification and that is that. 00:26:49
To really work through that, you're almost looking at a third appraisal. 00:26:56
And so that is the cost of an appraisal. So in an effort to kind of expedite it, make sure that they get the incentive and that 00:26:59
we're working out those values. 00:27:04
That worked out I think for for everybody also on this particular property, this is the largest of the two. And so it did have a 00:27:10
little bit higher value, although all the properties are really AG zoned properties that are primarily functioning as resident. 00:27:16
There's two residents and two vacant. This is a little bit larger one that could actually split into 235 acres without going 00:27:22
through any land use process. And so there is a little bit higher value because it's afforded maybe a little bit more 00:27:28

done a number of recorded exemptions. You may remember them as being the land owners adjacent to the Asphalt specialties project. 00:29:11
So there we've done some shifting of. 00:29:17
Access points and driveways to kind of help mitigate some of their concerns. And then this project came along and so the the she 00:29:25
was also had an appraisal done on on their property. This was unique and that the land owners appraisal actually came in. 00:29:32
A little bit lower and the landowner wasn't very happy about it and so. 00:29:40
The way that our process works is typically they provide me the appraisal document and the invoice, and I pay that Shua didn't 00:29:46
necessarily want. 00:29:50
That to happen because she wanted, she wanted a better understanding of what the appraisal process was was afforded. And one of 00:29:55
the things that comes up and this is that you have a lot of vacant properties out here, a lot of residential properties, but you 00:30:01
also have a lot of USR and it's very difficult for appraisers to really. 00:30:07
Kind of read between the lines when you're talking about properties that have USR and what the value of those are versus what the 00:30:13
value of that same property that doesn't have a USR on it that are still underlying. 00:30:19
The zoning is still underlying agricultural use and so she's seeing higher values for these properties that are adjacent and and 00:30:25
and down the road that are very similar in nature and and then so was looking for some of those values and some appraisers. 00:30:32
Include that and they adjust for that and some of them still are just looking at it as as as a gland. And so you do get some 00:30:40
discrepancies that are happening and in order to come to our a voluntary agreement on this one, we kind of looked through that. I 00:30:47
also then looked at all of the other appraisals that we've had done because they're all very similar. We have four different 00:30:54
appraisers on this, all of them with the exception of one are right kind of in the ballpark area and so on. 00:31:01
In an effort to resolve this one, what I did was I worked through the per acre value that our appraisers came to and then worked 00:31:08
through a cost to care to kind of come to a more uniform. 00:31:15
Per acre value for all three of them for very similar in property and so on this particular property the shoes do have one of a 00:31:21
larger parcels that we're taking. 00:31:27
We are acquiring 1.87 acres of public right of way and .187 acres of temporary construction easement we have. 00:31:32

We also came to an agreement to offer the landowner $8000 for surveying services, which is a little bit different than the other 00:31:52

We acquire the idea of dedication now and we're not severing it. So they still have the same growth boundary. But it gets very 00:32:04
confusing for land owners and very confusing for the planning department to try to end building department to figure out where the 00:32:10
setbacks are when we have in this case, a roundabout. And it's not just a nice clean, straight, parallel or perpendicular line. 00:32:16
And so in an effort to work through some of those concerns, we did come to the 8500 for for the 8000 for surveying services that 00:32:22
lets them get a recorded exemption. 00:32:28
