The bottleneck of of the two lane section of I-25, the mega grant is a for large projects that seek national or regional economic 00:26:12
mobility and safety benefits. 00:26:18
It is $100 million request. 00:26:24
So it is a $450 million application. 00:26:28
And the county is agreeing to commit $5,000,000 as part of the application, so the local match for this one is $90.5 million. 00:26:31
That essentially were required to have an 8020 match for this application and you can only use so much federal funding. 00:26:42
As part of your percentage for the application. So the state has had to work hard on helping put together that that local match 00:26:49
for using state funds. 00:26:53
Obviously this is a team effort and I can't tell you enough how much I appreciate you have help with putting this application 00:26:59
together as well as all of your guys's helps with all the letters of support. 00:27:04
And everything that goes into these very competitive grants, these this is part of the IGA program, very competitive. 00:27:09
The state is only allowed to submit three applications themselves and so that is essentially why they have reached out to Weld 00:27:19
County and asked us to be the applicant in this case so that we can get this application submitted. 00:27:24
And so we would just ask for your support on. 00:27:30

Awards so far for Floyd Hill, so for I-70 corridor, so. 00:27:50
We are due is what how I would look at it is as Colorado hasn't been able to secure enough of the IJ grant funding that's 00:27:57
available or what would be considered our proportion for our state and so. 00:28:03
But this project is super competitive just by the nature of it and it being a gap project that has significant safety issues. 00:28:11
And a lot of funding. My understanding with CDOT is that. 00:28:20
Because this project is so important to the region that they will do whatever they can to figure out how to make this project 00:28:25
happen. Even if we aren't successful with the grant, we do have TIFIA. 00:28:29
Loans federal loan for the corridor and so they will just be. They will just adjust that loan amount along the corridor depending 00:28:34
on if this grant is awarded or not. 00:28:40
So I guess my other question would be, are we more or less likely successful with this grant considering that it's well county 00:28:45
making the application instead of actually the state of Colorado making the application. You know that's a great question and and 00:28:50
that was actually. 00:28:54
Other commissioners questions to see that for the record of you know if it's such an important project to see that why aren't they 00:28:59
submitting it at the applicant and. 00:29:03

From their perspective, what they've been seeing with the IGA is that more awards are going to local entities who submitted the 00:29:14
applicant rather than the dot. And so they felt like maybe we would have a better chance as a local applicant to receive the award 00:29:21
over the dot. OK, well, that's that's a that's a great answer. I was just curious about that because OK, Commissioner, thank you, 00:29:27

For the construction improvements of O Street and 59th Ave. City of Greeley, this is the roundabout that they essentially are 00:31:22
responsible for constructing. We had done 35th and L They agreed to do 59th and L. 00:31:30
They did receive N Front Range funds, FT BG funds for Surface Transportation Block Grant funds from the MPL for this intersection, 00:31:38
the county has agreed to contribute $1,669,565. 00:31:46
The amendment is at the request of the city of freeway. They were essentially our original agreement was that they would be done 00:31:55
with construction this year. They have not been able to obviously accomplish that and so they're asking for an extension to next 00:32:01
year, I think 2024. 00:32:06
To be able to construct. 00:32:13
And as well we have issues with obviously 59th Ave. or County Road 31 all surface treatment all the way to 392. So as part of this 00:32:15
amendment we are asking you to include. 00:32:22
What the cost of that is when the bids come out and so this amended agreement basically acknowledges that we're still going to 00:32:59
contribute. We're gonna allow them to extend the time frame and we're going to agree to a 5050 cost share for that mill and 00:33:05
overlay of that portion of Kenwood 59 or 50 9th Ave. County Road 31. 00:33:11
OK, alright. Greeley's already approved the intergovernmental agreement. 00:33:17
And so we're asking for your approval on this and that only makes sense since just do it all at the same time. 00:33:21

Obviously this is a team effort and I can't tell you enough how much I appreciate you have help with putting this application 00:26:59

But this project is super competitive just by the nature of it and it being a gap project that has significant safety issues. 00:28:11
And a lot of funding. My understanding with CDOT is that. 00:28:20
Because this project is so important to the region that they will do whatever they can to figure out how to make this project 00:28:25
happen. Even if we aren't successful with the grant, we do have TIFIA. 00:28:29
Loans federal loan for the corridor and so they will just be. They will just adjust that loan amount along the corridor depending 00:28:34
on if this grant is awarded or not. 00:28:40
So I guess my other question would be, are we more or less likely successful with this grant considering that it's well county 00:28:45
making the application instead of actually the state of Colorado making the application. You know that's a great question and and 00:28:50

with construction this year. They have not been able to obviously accomplish that and so they're asking for an extension to next 00:32:01
