You want the builds. 00:13:09
I will be at 2300074 Engineering Services for Wall County Trail Design project. 00:13:10
Request for quote. 00:13:18
Request for proposal Department of Public Works. 00:13:20
Good morning, Rose Everett Purchasing department. 00:13:23
Public Works had conducted an QBs selection process to select a consultant to perform a study and design of a trail along Well 00:13:26
County Road 26. 00:13:30
And we're on County Road 7 Seven, connecting Union Reservoir, Made High School and St. Brain State Park. 00:13:35
A team comprised of Daniel Cassidy's open space manager Longmont. 00:13:41
Matt White, Respawn. 00:13:46
Town Engineer Firestone. 00:13:48
Erica Rasmussen, Public Works director, Mead. 00:13:50
And Evan Fickman, transportation Planner, Will County. 00:13:53
Reviewed and scored the three consultants that were shortlisted after review of the request for proposals. 00:13:57
See the attached rank ranking summaries while County was awarded funding in the amount of $900,000 through the Doctor Cogg 00:14:03
Southwest Weld forum for the design project. 00:14:09
While counting Longmont Made and Firestone are providing local match in the amount of 25,000 each. 00:14:15
For the project to make the total project funding $1 million. 00:14:21
Is our recommendation to award the design contract for the trail project to? 00:14:26
Otec. 00:14:31
OTAC for not to exceed the amount of $1 million. 00:14:32
OK. What are any questions? Yes, I see the. 00:14:38
The waiting is on the short list of the three. What were the amounts again? Or did I just not looking in the right spot? 00:14:42
The amounts that you're saying as far as the amounts? 00:14:51
You had the record of anything that when you were doing the amounts for each. 00:14:56
30 seconds scoring amounts for a bid amount. 00:15:01
Because you got 3 vendors that just be nice to see like we normally do and what was the actual bid amount? 00:15:05
Right. Yeah, we're going to cost negotiations after selection here. 00:15:12
I don't have that in front of me. 00:15:19
So I just have another question. And if we don't go to cost after these shortlist the bidders, isn't that kind of an important 00:15:23
part of the bidding process is to know how much? 00:15:28
It's going to cost from the three. 00:15:33
Does that factor into the scoring at all or it sounds like it doesn't? No, that doesn't factor into the scoring that we conducted 00:15:36
for these three. 00:15:40
Through this process, we're going to. 00:15:45
Negotiate with the the high. 00:15:49
The selected. 00:15:51
Party. 00:15:53
Moving forward. 00:15:55
OK. 00:15:58
I'm gonna need a roll call vote on this and I appreciate your process and appreciate I probably didn't know a little bit more 00:15:59
about this because. 00:16:03
You know, our our job as government is to provide the best service. That's at least small cost to the taxpayer. And I just think 00:16:08
that this is an important thing to build into the bid process for transparency and for. 00:16:13
Other reasons. So. So they're gonna negotiate a price that fits underneath what the total amount of of the funding that they have, 00:16:18
but go ahead Chris. 00:16:22
Correct. Kershaw Public works. 00:16:26
Don't know all the specifics about the project necessarily, but it's it is the QS process. 00:16:29
And we're trying to stay out of the situation like we are with another project in the county and we're trying to get a reputable 00:16:34
qualified. 00:16:38
Company to come do this work. 00:16:42
So and not cost isn't a factor even considered in this, correct? 00:16:44
Not at, not at the beginning of. So yes, I mean we were we will verify that they are appropriate costs and that they aren't 00:16:49
exorbitant or anything like that, but they don't cost is not a part of. 00:16:55
The the process and it's a federal grant, correct? 00:17:01
Correct. 00:17:05
So if I can just continue with. 00:17:07
Along that line, so I understand the need for reputable. 00:17:10
Companies. 00:17:15
I just think that this is another vector that could be considered. It sounds like you got three good ones. 00:17:16
I think that should be worked into the process because I think that's a valuable piece of information. 00:17:21
And. 00:17:26
I don't think it's part of the, it can't be a part of it at this point. It's under the federal rules, right? That's correct 00:17:27
because this is C dots process that they require. 00:17:32
That's not allowed inside of that process. 00:17:38
So you do the QBs, then you negotiate the price, right? 00:17:41
And this is not something that's uncommon. 00:17:45
Correct. 00:17:48
OK. So just so I understand, so for a federal process, this is the way they've always done it. Yeah, this is a requirement, 00:17:50
requirement that we do the quality control first. 00:17:55
And then negotiating the cost. OK, that would have been helpful up front to to know on the questions. 00:18:01
Because of that, came out first and. 00:18:08
So OK, do I have a motion Commissioner James, Mr. Chair moved to approve they'd be 2300 seven 23,074 with a quick comment on the 00:18:11
fact that we do have a not to exceed which is the funding received from the grant And so that's why I'm supporting the second move 00:18:18
by Commissioner James second like Mr. Ross to approve roll call vote. 00:18:24
So that's right Now what we have to do for this particular process, just again to know that up front would have been helpful. 00:18:32
The post motion carries #2. 00:18:39
Thanks to the B23 Hundred 147 Paving Fabric Supply, Department of Public Works. Good morning again, Rose Everett Purchasing 00:18:42
Department. 00:18:47
On August 7th, 2023, one bid for the paving fabric supply installation was opened. 00:18:53
The single bid was submitted by Vance Brothers Inc, based out of Denver, Co. 00:18:58
See the tabulations below. 00:19:02
The Bits, admitted by Vance Brothers Inc Inc meets the the bid specification as it is within the 2023 estimated budget for this 00:19:05
contract. 00:19:09
Therefore it is. 00:19:14
It is a public works recommendation to award the bid to Vance Brothers, Inc for a total amount of $777,856.25. 00:19:15

acceptance of 2023. Abstract of assessment and authorized chair to sign. Good morning, brother. Good morning, commissioners. 00:19:57
Brenda Thomas, Weld County assessor Couple times throughout the year as required by law, I report to the preliminary assessed 00:20:03
value and today I am presenting the official. 00:20:09
Local governments in Weld County over their respective values. So like they like you, they will start making their mill, levy and 00:20:46
budget decisions. The values before you today include the value changes from appeals at either the assessor level or the county 00:20:52
board of equalization level. It also captures any reductions required in Senate Bill 22 to 38 that included assessment rate 00:20:58
reductions of three to 4% for most property types and actual value reductions of $15,000 for residential property and $30,000 for 00:21:04
commercial. 00:21:10
The combination of all of these changes results in the final taxable value of $25,22,693,890.00. 00:21:17
This report summarizes the overall well accounting value and also breaks down the values for the 31 cities or towns, the 17 school 00:21:27
districts, and the tax increment finance values that are diverted for urban renewal. 00:21:33
In 2022, the value of 18.76 billion, so there's no $25 billion values of 33% increase. It was due to the rate appraisal of all 00:21:40
property types and particularly for Weld County, the increase in oil and gas valuation. Oil and gas now makes up 67% of your total 00:21:47
value in Weld County. 00:21:54
Once you've accepted and signed this abstract, it will be submitted to the State Board of Equalization. 00:22:01
They review it in conjunction with the annual audit that was that occurred on our statistics and our procedures. This week I 00:22:06
received notification that we did successfully pass the annual audit. We don't have any recommendations or concerns before the 00:22:13
State Board should sign the final page without making any modifications. So as a result I have signed the report and affirmed that 00:22:19
this is true and correct for all taxable value in Weld county and I respectfully ask that you accept the report and authorize the 00:22:25
chair to. 00:22:31
OK. Any questions? 00:22:38

want to thank you, you and your team. 00:22:49
For that you've done. Thank you. I would add to that if Prop pH is approved, all the assessed value will change. We're uncertain 00:22:54
how it'll get reported and tracked. It'll get reported here, but we don't know if it'll be a new abstract of assessment will have 00:23:00
to be generated. That sounds very abstract. So abstract. 00:23:06
Good job, Brenda. 00:23:15

OK. Good morning, Commissioner. Tom Parker, Department of Planning Services. 00:30:25
We've had the privilege to start processing our first SCP/LP and going through that process on staff. 00:30:30
Has caught a couple of small items that we'd like to clarify in the codes we do have. 00:30:40
Three small changes. 00:30:46
That we would like to propose in third reading. 00:30:48
Uh, the first change can be found on page 6 under paragraph C. 00:30:51
Uh, we're just proposing to kind of strike that last sentence dealing with. 00:30:55
20 days, that still is in the process and our application, but what we're trying to do is encourage folks to just to get in ahead 00:31:00
of that so we have, you know, adequate time. And so this first application that we're processing has worked really well. They're 00:31:07
coming in way, way ahead of time. So it just gives us a little bit more flexibility. But and no circumstances will that go beyond 00:31:14
20 days. The second change that's really small is on page 9. 00:31:20
Paragraph G uh no limited event shall extend past. We're changing that to PM, not AM. Maybe we ought to go with Zulu time or 00:31:28
military time in the future, just to kind of clarify that. 00:31:35
And then finally the last change on page 10 paragraph are. 00:31:42
There's a small change there that says after the numerical $3000 that may be required. We talked about that during first reading. 00:31:49
But then we threw in a of, so this is kind of more grammatical. 00:31:58
And then struck after limited event. May be required for any event. 00:32:03
Those are the three small changes. Other than that, we don't have anything else. We recommend the Board's approval and I would be 00:32:08
happy to answer any questions or any questions. 00:32:13
Public OK, this is a public hearing. Is there anybody in the public that was to come forward and discuss Code Ordinance .23, Dash 00:32:19

OK, then on I will bring it back to the board. Mr. Chairman to proof I'm reinstalling. That's 2023-09 the matter of repealing, 00:32:28
reenacting with amendments. 00:32:32

One of the events permits, with all the wonderful changes therein, with Westerlies. 00:32:39
Mr. Sayings that would like Mr. Buck to approve final reading of Cold Ordinance 2023-09. Any further discussion? 00:32:45

Hello, I'm Raiden Stanley of Firestone, Co 80504. 00:33:16
Uh. 00:33:22
I just want to talk about Kersey Rd. a little bit over by the. 00:33:24
Republic of the Army Expressway in Hudson. 00:33:29
Area Kersey Rd. 00:33:33
Is. 00:33:36
That. 00:33:38
Last half mile of Cursey Rd. 00:33:39
Is quite concerning. It's a place where truckers get off all the time with large trucks and that is the one part of Crazy Rd. that 00:33:42
doesn't look like the rest of Kersey Road and it's a very. 00:33:50
It concerns me when you're getting off of the highway to go on Crazy Rd. 00:33:59
It's um. 00:34:06
A bit hard to see to your left when cars are incoming. 00:34:07
The gravel there is very loose in areas I. 00:34:12
Accidentally swerved on a. 00:34:20
Giant pile of sand that wasn't taken care of. 00:34:25
Um, and it's just something that is very concerning to me and that's all I have to say. 00:34:29

Department. 00:18:47

acceptance of 2023.

Mr. Sayings that would like Mr. Buck to approve final reading of Cold Ordinance 2023-09. Any further discussion? 00:32:45

That. 00:33:38
Last half mile of Cursey Rd. 00:33:39

doesn't look like the rest of Kersey Road and it's a very.
