an opportunity to recognize her, and I want to brag on her for just a few minutes because this is a big deal. 00:13:12
She received, she's holding it, the Lillian Award from the Colorado Public Health Association. This was just last week, and we've 00:13:20
got several support staff here that we're gonna ask to stand behind us. I I want to read just a bit. This is not long, but I want 00:13:27
to read the description of the award I misnamed for. I think after Lillian D Wald. She was a nurse, a social worker. 00:13:35
Public Health Official Teacher, Author, Editor, Publisher. 00:13:43
Women's rights activists and the founder of American Community Nursing. 00:13:47
Her unselfish devotion to humanity is recognized around the world and a visionary programs have been widely copied. So that's the 00:13:52
individual that this award is named after. And specifically, this award is given to a a nurse each year in the state of Colorado 00:13:57
by the Colorado Public Health Association. 00:14:03
They described the award as given to a public health nurse who demonstrates leadership skills among peers and community. 00:14:09
Is creative and resourceful and innovative in addressing public health concerns in the community. 00:14:16
This person is carrying in relationships with colleagues and clients and initiates implements. 00:14:22
And evaluates public health interventions that focus on health promotion and disease prevention. 00:14:28
And shares public health knowledge with colleagues and the community. 00:14:33
That very that describes Cynthia very well. She is a. 00:14:37
Star employee with the health department. She's a nurse practitioner. She's been with us for over 20 years, so she's got a little 00:14:41
bit of seniority over me. 00:14:45
Hello. 00:14:50
Her responsibility? She overseas. 00:14:52
All of the clinical services provided by the department. 00:14:55
She's very much a team builder and is both an outstanding leader and role model for really all of our staff. Cynthia, I'm proud to 00:14:58
be on the same team as you. 00:15:04
I want to thank you for the leadership that you exhibit in the department and the Commission that you. 00:15:10
On Exhibit 2, the customers that we serve. 00:15:16
With your education and experience, I know you could work anywhere. I wanna thank you for choosing to work at Weld County. Thank 00:15:19
you. Thank you. 00:15:23
This is the off the top of my habit. I want to thank you for this recognition from the board of this award is is quite an honor 00:15:32
and I'm very thankful for that. But we all know that we don't get anywhere literally. Do we accomplish these things by ourselves? 00:15:39
Let's put it that way. And so I want to give a shout out to my awesome team. 00:15:45
At the health department. 00:15:52
And I know they couldn't all be here today, but I really appreciate each and everyone of them. They're dependable, they're 00:15:54
compassionate and understanding the gap every day to get the work done together as a team. So I'm very appreciative of all of 00:15:58
them. 00:16:03
Can I also want to say thank you to Sean. Sean always finds ways to build up his team to encourage us just like this. And the 00:16:08
leadership that he and Jason have provided for our division has changed the culture of our division. So our staff appreciates both 00:16:15
of you. So thank you. 00:16:21
Well, congratulations. That is. That is a really, really cool honor for not only you, but for Weld County and our health 00:16:35
department. So congratulations. 00:16:40
Comments from the commissioner, Mr. James, certainly. Let me just simply echo what Jason said. Cynthia, thank you for working for 00:16:46
Weld County. What an honor it is to have you here. Well done. 00:16:50
I couldn't agree more and nurses through all the health issues, whether it was me, my family, they're so critical and. 00:16:57
Getting that patient through sometimes their toughest times. So all that you're doing, thank you so much that you've chosen well 00:17:06
County and thanks to the your team. We really do appreciate you with all my heart. 00:17:12
You know, words like the Lillian Wald Award, they don't just come easily, right? That comes from a lifetime of building up. 00:17:20
A career in an excellent service. It's not like one day you said I want to go and try and win this award and and you change 00:17:27
something though, it's because you had that inside of you. 00:17:32
And that's a that's a real high bar to achieve such a highly acclaimed accolade. And I just want to say what an amazing feat it 00:17:37
is. 00:17:42
Free to do that, I say. Thank you because. 00:17:46
It's easy for me to go around the county. 00:17:49
And say that we have the best and brightest always working for Weld County. 00:17:51
But you truly are an example of it and like you said, and I appreciate you saying it. 00:17:55
Because I love that Team model. 00:18:00
You went back in, the first thing you said was thank you to your team because you couldn't do it without them and it's a high 00:18:02
reflection on everybody. 00:18:05
You you achieving this, this, this great award. So thank you and thank you again for working for Will County. Congratulations. 00:18:08
So something as I was watching you stand behind Jason. 00:18:16
And I can tell you when those people are more comfortable serving than being recognized. 00:18:20
And I just want to thank you because we're smelling some of the things that you said, but obviously with this award. 00:18:24
One of the things you've achieved is not just building up a career, but you're building up others around you. 00:18:31
You're building up a community and. 00:18:35
You know when you don't care who gets the credit? Often the credit finds its way anyway, so. 00:18:39
Really appreciate you. This is a testimony to your kind of leadership. 00:18:44
And bring it up others along with you. That is real leadership and really, really appreciate it. 00:18:48
And and I would agree with everything that's been that's been said, just you know thank you so much for working for Wall County. 00:18:54
Congratulations not only to you but to your team. 00:18:58
Jason, thank you for bringing this giving us the opportunity to recognize him to you this morning that's you know it's one of 00:19:02
those things that. 00:19:05
It's it's great to be able to do that. We like to recognize how great our employees are and it's just an honor to have you and to 00:19:10
have you here in front of us this morning. So once again, thank you and we'd love to take a picture with your whole payment. We 00:19:14
could. 00:19:19
I'm down. 00:19:25
Ohh, stay up there. 00:19:26
That's like. 00:19:30
Yeah, you could call. 00:19:32
Yeah. 00:19:37
It's my job. 00:19:39
Kicking. 00:19:48
One second. 00:19:52
And. 00:19:57
Huh. 00:20:00
Thank you. Thank you. Congratulations. Congratulations. Excellent job. 00:20:01
Compared to like 2 times the last week or so. 00:20:08
OK. 00:20:24
Move on to Lawrence Number one General one, September 26th, 2023. 00:20:33
Then we back, Mr. Rossi. Goodbye, Mr. Butcher. Approve. All in favor? Aye. Opposed. Motion carries. 00:20:39
Number Move on to new business #1. Consider Contract ID 7402 Independent Contractor Agreement for Legislative Proposal Drafting 00:20:45
and authorized Department of Human Services to sign to sign Technical Assistance Collaborative, Inc Morning, Jane. Good morning, 00:20:51
Commissioners, Department of Human Services. All of my items today have been reviewed by you all and passed around and have been 00:20:57
approved to bring forward to the Board meeting today. 00:21:04
This one specifically is an agreement to provide us technical assistance support to draft our legislative system of care idea that 00:21:10
we're moving forward with with CCI. And so our request this morning is to approve the independent contractor agreement. 00:21:19
OK, questions. 00:21:28
Move to approve of the question. 00:21:29
No. 00:21:31
Second then move like Mr. Buck second by Commissioner James approved Mr. saying, yeah, sorry I forgot to ask about this so. 00:21:31
We have an attorney team here that's very excellent obviously and. 00:21:40
There are attorneys that work at the state capitals. I'm just wondering why the extra funds are being spent on yet another 00:21:43
consultant. Is is there? 00:21:47
A more technical reason on this particular bill. 00:21:52
Yes, thank you, Commissioner, saying that's an excellent question. System of care is a transformational. 00:21:55
Process that we need to go through in regards to behavioral health in the state of Colorado for children. And we are really 00:22:02
modeling a system of care after many states that have implemented this, this bigger system that systemic change in their states 00:22:10
with the time frame that we had, we had presented the idea to the Child Welfare Interim Committee earlier on this summer and given 00:22:17
the fast pace that they're moving within that committee, we needed to get the language. 00:22:25
And written right away, which is why we had to reach out and get technical assistance, it is again, it's a, it's transformational 00:22:32
and it will be changing behavioral health for children in the state of Colorado. So we really wanted to get it right and we really 00:22:40
wanted to make sure that we incorporated all of the elements necessary to make that change. 00:22:47
OK, so as a follow up, because this is a radically different system you're proposing. 00:22:55
Neither our attorneys nor the ones at the Capital would be best able to write that up in the time frame that we needed. 00:23:00
That's correct. We do feel that that that the national experts that we are contracting with are able to really make sure that we 00:23:06
are incorporating all of the elements necessary. Thank you. Thank you. 00:23:12
Gusher games. 00:23:19
Thank you for putting this together obviously. 00:23:21
I have a right my mouth a little bit about it but you and and likes to get to CDH color Department of Human Services. Lexi have 00:23:24
done a phenomenal job along with Heather Roscoe. I I did get a peek here the other day. I did some of the draft language. I'm I'm 00:23:31
very excited about it. As I mentioned to you via text message which is for the record we had a a straw poll at CCI the other day 00:23:39
and over 11 of 11 of the counties in the room and then 21 of 22 online we're supportive of. 00:23:46
Making this CI priority legislation. 00:23:54
I'm very excited about our opportunities as we move forward into the next legislative session. So well done. Thank you. Thank you. 00:23:57
Thank you for your support. Any further questions? 00:24:01
OK, all in favor. Opposed motion carries #2 Consider contract ID 7403, 2023-2024 Low Income Energy Assistance Program, Outreach 00:24:06
Incentive Program Agreement and Plan and authorized chairs fine. 00:24:13
Thank you. And this is for our outreach efforts for the LEAP program. We contract with United Way of Weld County to do that, that 00:24:21
outreach for us each year. So our request this morning is approval of the agreement and the funding amount for that contract is, 00:24:27
is $20,000. Questions. 00:24:34
Move to approve contract ID 7403 Second moved by commissioner James, second by commissioner Ross to approve. All in favor. Aye 00:24:41
opposed. 00:24:45
Motion carries #3 Consider contract ID Seventy 4/05/2024 through 2026, Community Services block grant program application and plan 00:24:49
and authorized charter sign. 00:24:54
Thank you. This is our department, our application and plan for our Community Services Block Grant program that provides emergency 00:25:00
assistance to stabilize and move households towards economic stability. The amount for 2024 is a little over $275,000. So our 00:25:08
request this morning is approval of our CSG application. 00:25:15
OK, questions. 00:25:23
Move to approve second the new bike. Mr. Park second by Commissioner James to approve. All in favor Aye. Opposed motion carries 00:25:25
#4. Consider control. Thanks, Jamie. 00:25:30
#4 Consider Contract ID 7364 Sub award agreement for the Drive Smart Weld County Young Driver Traffic Safety Project that 00:25:35
authorized chair to sign and submit electronic. 00:25:40
Or Jason. Good morning, commissioners. Jason Chester with the Health department. 00:25:46
This is a contract renewal with the Colorado Department of Transportation for Draft Smart Weld County Young Driver Traffic Safety 00:25:50
Project. We the department gets a little over $83,000 annually. The. 00:25:57
Primary use of that is to collaborate with Traffic Safety stakeholders. 00:26:05
I'm in the county. That would include law enforcement, other Traffic Safety coalitions, nonprofits. 00:26:10
And the whole idea is to. 00:26:16
And and particularly schools only leave out schools. 00:26:18
To reduce the number and severity of traffic cash that crashes in Weld County, the contract term is October 1st this year through 00:26:21
September 30th of 2024. 00:26:26
The funding will continue to support the program. At current levels, we have a staff member that spends about 1000 hours a year on 00:26:31
the project and of course there are other ancillary expenses. 00:26:36
The test around there was passed around approved by the board on August 31st for this program and I recommend that the board 00:26:42
approve the contract or any questions. 00:26:47
We have to approve contract ID 7364 Second moved by Commissioner Ross, Second by Commissioner James to approve all in favor aye 00:26:53
opposed motion carries #5 Consider memorandum of Understanding for adult treatment court program with various entities and 00:26:59
authorized Department of Justice Services to sign. 00:27:04
Doug earlier with Justice Services Department. 00:27:11
It's actually just a very small piece of housekeeping for you and it passed around review to the board back on September 12th. 00:27:13
The board you met unanimously approved this proposed MU. 00:27:22
That was written by your courts. 00:27:25
And the recommendation to allow me to sign in closed on your behalf. This now comes before you for your final review and Joe 00:27:27
essentially complete the process. OK. 00:27:32
Patience. 00:27:38
Move the proof 2nd and move by Commissioner James second by Mr. Ross to approve all in favor aye opposed Motion carries. Thanks 00:27:39
concludes with business. We have one item under planning first Reason of Code Ordinance 2023, Dash 12 in the amount of repealing 00:27:46
and reenacting with amendment Chapter 23. Zoning of the Walkout floodplain regulations. 00:27:52
Good morning, Dan. Good morning. This is Jack Commissioners. 00:28:00
Thank you, Diane, said Department of Planning Services. Our staff is requesting a flood plain regulation code change. Weld County 00:28:04
is required by the Car Water Conservation Board and the Federal Emergency Management Agency. 00:28:11
To adopt code language that accepts the new floodplain maps that will be effective on November 30th, 2023. 00:28:18
Section 2311 Two thirty shows this updated language. 00:28:24
Other changes include revisions to allow septic systems in the floodplain. 00:28:29
So specific language about prohibiting sceptics has been removed and. 00:28:35
Something management or ordinance now references Chapter 30. 00:28:39
Which is the Weld County Department of Public Health and Environment online. 00:28:44
On site Wastewater Treatment System Regulations Code section. 00:28:48
Both WC. 00:28:52
DPH and CDPHE have codes that addressed the installation of septic systems in the floodplain. 00:28:54
Putting under of the code changes our housekeeping items to clean up and our clarification to the code. 00:29:00
And the Planning Commission did recommend favorably the adoption of this proposed ordinance change. 00:29:06
OK. 00:29:11
One of the questions. 00:29:12
I think this is a public hearing. Is there anybody in the public that wishes to come forward and discuss Code Ordinance 2023 Dash 00:29:14
12? 00:29:18
Seeing no public input, I'll close that and bring it back to the board. Mr. Luther approve on first reading Code Ordinance 2023, 00:29:23
Dash 12 second. 00:29:27
That move like Mr. James, second like Mr. Buck to approve Offer Screen Code Ordinance 2023-12. Any further discussion. 00:29:31
All in favor, aye. Opposed motion carries. 00:29:38
Thanks, Diane. Includes planning. We do have public comment. There's anybody from the public who wish to come forward and discuss 00:29:42
anything with the commissioners for three minutes. That's not on our agenda. This is your opportunity. 00:29:47
But. 00:29:54
I don't see any public input. We'll close that. We will adjourn at 9:18 and we will be back at 10:00 for land use cases. Thanks 00:29:55
everybody. 00:29:59

Thanks 00:29:55
everybody. 00:29:59
