And I have to say that it's probably one of the more mature conferences I've ever been to. The timing of of the subjects were 00:14:08
extremely relevant is about collaboration and leadership and vision and it was just tremendous and I had a lot of communities come 00:14:14
up to me with questions. So I'll be scheduling some meetings on those but. 00:14:19
In addition to that, I'd like to well looks like we are continuing our dinner series with some of our communities and some of them 00:14:26
severance schemes for Platteville, Fort Lupton and Hudson. 00:14:31
Have asked for dinners and actually eaten. Actually asked for a follow up dinner as well which I think would be a great idea 00:14:37
because so much is going on and eating but. 00:14:41
We're having dinner with the community of Erie tonight to discuss Hwy. 7 Projects 52 plus possible collaboration with Proposition 00:14:45

Since there's some things moving in and around there, including a a model village for autistic children. 00:14:55
That can help them with skills and trades and some amazing things and that might be a perfect project. 00:15:02

thing I did was a meeting with life Bridge that's a church that's been doing wrap around services for foster families. 00:15:15
For over 6 years now in Boulder County. 00:15:22
They've really got their techniques and logistics really refined, really help these foster kids, foster families to be able to 00:15:25
survive and have those kids stay in nice stable homes for longer and see them graduate and and and bust for those barriers that we 00:15:32
see so many foster kids facing. So that was a tremendous meeting and so I'm looking forward to utilizing some of their knowledge, 00:15:39
their resources they're willing to help wrap around us, so to speak here in Weld County. So I'm really excited about that. 00:15:46
Well, I've actually been out for two weeks, so I need you to report. So with that, we'll move on to presentations presentation, 00:15:56

Good morning. Well, county commissioners, I'd like to start by saying thank you so much for the opportunity you have given us and 00:16:11
our royalty in our fair. My name is Evie Loveland and I'm your world County Fair royalty Queen for the 2022 to 2023 fair year. 00:16:17
I'm 17 and going on to my senior year at Valley High School in Gilcrest. 00:16:24
Through my school's Epica chapter, I'm also secretary. 00:16:28
I've been in storage for nine years now and throughout those nine years I've done so many projects such as cake decorating, 00:16:32
canning, ceramics, poultry, goats and beef. 00:16:36
And make copies. 00:16:41
I'm also NYC through Weld County where it is called the Youth Executive Council and I'm the secretary as well as being secretary 00:16:43
for District 2 above Hamilton. This is my second year in Weld County Fair royalty and I cannot imagine my life without it. 00:16:50
It has given me countless opportunities and I'm very excited today to tell you about the events this Royalty court has attended 00:16:57
and will be attending for the remaining of our reign. 00:17:01
In October, we attended Recognition Night as well as Coronation. 00:17:06
November we had our photo shoot, our Caves convention and the Green Greeley Parade of Lights. In December we had Frederick Eaton, 00:17:09
Fort Lupton, Kersey and the South Parades, as well as the festival trees. 00:17:15
In January, we attended the National Western Stock Show. 00:17:21
We have thought before ish 4 each showcase preparation. 00:17:24
As well as Colorado Farm Ship in February, we attended Beef ID days. 00:17:28
In March we have our Saint Patrick's Day parade in Greeley as well as the area breakfast meeting. April we attended Dope 00:17:33
Extravaganza. 00:17:36
And in May we had lamb and ice and goat ID days as well as the Rotary Club meeting. 00:17:40
In June, Camp Clover brought Johnstown Parade, our satellite meet and greet, the Global Parade as well as the Greeley Stampede. 00:17:45
In July, we have the Greeley Stampede Parade. The Friday Fest Eaton Parade was county commissioners. 00:17:52
With all these prayed fashion review for upcoming royalty contestants, the Northeast Weld County Fair royalty for a day and 00:17:58
finally Weld County Fair at the last week of July. 00:18:03
In August, we'll have our SE Weld County Parade. 00:18:08
In September, the Windsor Harvest Days Festival. 00:18:11
And the Fort Lupton Chopper Days Parade. 00:18:14
And at the end of our reign. 00:18:16

I'm a recently graduated senior from Valley High School. 00:18:35
In my free time, I like to be out with my cattle and my goats, which I share with the Weld County Fair. Being on both sides of the 00:18:38
fair is representative and a participant. I love to share how much Weld County focuses on the use of the 4H NSA programs. 00:18:45
Starting with Friday, July 21st, the entries in Open Class quote. 00:18:54
Quote So check in to be judged on Saturday. 00:18:59
Also on Saturday July 22nd is the 4H dog show starting at 9:00 AM. 00:19:02
On Sunday, July 23rd, there's an open board vote show. 00:19:08
On Monday, July 24th, members bringing projects from Range management to hike decorating that judges interview the members about 00:19:12
their projects, getting to see what they did and what they learned. 00:19:17
The Horse Show starts with Green Horse, Western Performance Classes and the written test on Tuesday, July 25th. The Horse Show 00:19:23
continues with the Ranch Division. 00:19:28
And the Ranch horse written test. 00:19:33
In the afternoon there are timed events like barrels, poles and goats and goat tying. This is also flour horticulture classes that 00:19:35
are exhibited in the bunkhouse. 00:19:40
On Wednesday, July 26th, the Horse Show continues with the Western showmanship. 00:19:45
Hold your classes, English classes as well as the English written test. 00:19:49
The Market and Breeding Goat Show starts at 9. Vegetables, Field Crops and Creative weeds check in that morning and are judged 00:19:54

Thursday, July 27th is the Market and breeding Lamb show, Dairy Cattle show and Sale Blowing, Blowing Go Cattle, Showmanship and 00:20:02

For Friday, July 28th is the Market and Beef Breeding show. 00:20:15
Country showmanship with the Weld County and the Weld County Swine Breeders Association show. 00:20:19

And I am also entering my senior year at Valley High School and I'm 17 at the moment. I'm the president of my essay chapter and an 00:21:19
11 year member of Floyd in Fruits are in Youth Executive Council. I am the treasurer, I am the parliamentarian for my Forge Club 00:21:27
and I'm the Vice President for District 2. I participated in many, many projects while in for it over my 11 years, which include, 00:21:34
but are not limited to goats, sheep, steers. 00:21:42
Shooting sports, selling food, nutrition, captivating and. 00:21:50

I'm from the Gilchrist Ish area and I'm fortunate enough to live on about 3 acres of land, so I know what it's like to live out in 00:21:58
the agriculture and I That's where I discovered my passion for agriculture. And feeling loyalty has helped me discover my passion 00:22:04
for sharing agriculture, which is how how can we discover my dream of becoming a teacher later in life? But you guys want to hear 00:22:10
about me? I'm here to talk about the general events that go on during the Weld County Fair. We have a bunch of fun events during 00:22:16

So starting off fair week, we have mounted shooters and draft horse on July 22nd. 00:22:28
Now that she is going to be the president, Keith Grandstand Arena on the fairgrounds and the draft horses will be at the Three 00:22:34
Saddle Club Arena, both starting at 9:00 o'clock Sunday the 23rd. We are holding our annual royalty for a day from 10:00 AM to 00:22:40
noon for kids four to six years old or 4 to 10 years old. My dad. 00:22:46
Also on Sunday and Monday the 24th we hold camper check in and vendor check in also starts in those days. Our pancake breakfast is 00:22:53
held on Wednesday the 26th that is held by the. 00:23:00

They have their replacement sale is on July 27th following the dairy sale. 00:23:11
On the side of the 28th, we have single for the seniors for Senior Day under the Pavilion. That day is also our speeches for 00:23:16

That night we are holding our first ever movie Night in the Park around 8:00 O'clock Dusk Ish, and we have selected Super Mario 00:23:34

Our Cowboy Church Rocket Friday and our community barbecue and award ceremony, excuse me, where we hand out premier exhibitor, 00:24:07
friendship and loyalty announcements as well. Cowboy Church is held the morning that starts at 8:00 o'clock at the pavilion. 00:24:15
So I could find my schedule to start around 8:00 o'clock to 9:00 o'clock. 00:24:23
Barbecue is going to start at 11:00. O'clock and reward ceremony will be during the BBQ. Do not forget what they're ranch radio. 00:24:28
This is only our second year doing it so I'm super, super excited. That will be following the BBQ at that will start at around 00:24:35
3:30 at the Peak Grandstand Arena. There will also be carriage rides and some super amazing vendors to check out. They'll be there 00:24:43
all week and we also have some super fun things for the kids as well. We have a sandpile face. 00:24:50
Paint and burn animals, which most of those will be available from July 28th through the 30th and closing out for a week like we 00:24:58

And you know, just to see that evolution of of what you are today, I just want to thank you for staying in there. 00:27:33

and of course as you all know we had members from the Planning Commission attend that as well as folks from from the public. So I 00:43:44
had sent out an e-mail to you all earlier. 00:43:49
Just kind of capturing it at a high level again on the summary of what we're talking about here on second reading. 00:43:55
Um, so again, just real quick, you know, through this new approach that we're taking here, we have eliminated the acreage 00:44:03
requirements. So there's no longer a tiered structure that we used to have before. So we're not dealing with the five acres or 00:44:08
anything between 5 and 35. 00:44:14

Agricultural buildings are going to be allowed even in town sites and subdivisions. 00:44:21
Um, there's no permit fee. We're not going to collect any type of impact fees for true agricultural building. Now of course the 00:44:26
caveat there is if they go through and do a change of use to something else, then impact fees could apply there. 00:44:34
We've added a provision in there that the building cannot exceed 100 amps. 00:44:42
And the reason that you don't see that in the code is it gives staff discretion. So the you know if there there could be a time 00:44:47
where someone comes in and wants and it maybe some more. 00:44:53
Amperage to that building that's greater than 100 amps. 00:45:00
So the building official or the building official is gone and and that absence it would be me that could override that to allow 00:45:03
for more than 100 amps, but that is all on the application permit that we put together, which I also attached to the e-mail this 00:45:10
morning. So staff has spent a lot of time going through and creating that new permit to really basically reflect everything that 00:45:17
we talked about on June 19th and I'm also planning on talking to the Planning Commission tomorrow. 00:45:25
How about the changes in the chair of the Planning Commission, Eliza Hatch? 00:45:32
Was that that work session on the 19th and I got a lot of good feedback from him as well as Mr. Attend Nailer with our 00:45:37

It's one manufactured crisis after another one. This particular book is about schools. 00:50:43
We have the Green Evans Well County School District in Weld County funded, locked by Melody, overrides, bond issues and so on. 00:50:49
The book says here they get for every student that is private education or home school or all that, they lose $3000 for each 00:50:57
student that's taken out of the public schools. 00:51:03
And that would be for really about 20,000 students starting 3000 be about $60 million. Well, that's pretty good chunk of change, 00:51:10
but not in comparison to the $247 million. 00:51:15
Operating budget, that $310 million general fund budget, and the $593 million they intend to bill for new schools over the next 00:51:21
four or five years. 00:51:25

I've been in storage for nine years now and throughout those nine years I've done so many projects such as cake decorating, 00:16:32

I'm also NYC through Weld County where it is called the Youth Executive Council and I'm the secretary as well as being secretary 00:16:43
for District 2 above Hamilton. This is my second year in Weld County Fair royalty and I cannot imagine my life without it. 00:16:50
It has given me countless opportunities and I'm very excited today to tell you about the events this Royalty court has attended 00:16:57

Saddle Club Arena, both starting at 9:00 o'clock Sunday the 23rd. We are holding our annual royalty for a day from 10:00 AM to 00:22:40
noon for kids four to six years old or 4 to 10 years old. My dad. 00:22:46
Also on Sunday and Monday the 24th we hold camper check in and vendor check in also starts in those days. Our pancake breakfast is 00:22:53
held on Wednesday the 26th that is held by the. 00:23:00
