PUBLIC COMMENT |
OK, please stand and join me for the Pledge of Allegiance. | 00:09:32
To the flag of the United States of America. | 00:09:36
And General Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. | 00:09:39
Good morning. It's Monday, July 10th, 2023. Call to order Board of County Commissioners, Roll call please. | 00:09:49
Scott Change, Kevin Ross, Maurice Sane President Perry, Buck President Mike Freeman, like all five county commissioners are | 00:09:55
present Minutes Approval of Minutes of June 26, 2023. | 00:10:00
2nd. | 00:10:07 | |
OK, move by commissioner Buck second by commissioner saying to approve all in favor opposed motion carries certification hearings | 00:10:08
hearings conducted. | 00:10:12
Number one, he was conducted on July 12th and 26/20/23. | 00:10:17
Service plan. | 00:10:21
Great. OK. Yeah. The Service plan for the first five years, early childhood development services, service district, early | 00:10:23
childhood Alliance stakeholders. | 00:10:27
Continued from 75.23 and #2 Community Development Block Grant 2022 Consolidated Annual Performance and Evaluation Report. | 00:10:32
There was certainly hearings. | 00:10:40
And move back to Mr. Ross. Second by Mr. Burke to certify who's all in favor. Aye, Opposed. Motion carries moving to the agenda. | 00:10:41
Do we have any amendments? No. | 00:10:45
I would like to ask one Mr. Chair. Good. | 00:10:50
And also we've done this our third green processes quite a bit and and Commissioner Ross has been part of those and yes I did call | 00:10:53
for work session but. | 00:10:56
We couldn't go ahead and use the language that our council has provided us to make sure that employees can carry as soon as | 00:11:01
possible knowledge need permission while the county. | 00:11:05
Security to defend themselves and we can do work sessions in between the hearings so it wasn't noticed. And I'm not going to put | 00:11:09
something on for first reading that hasn't been noticed. It was noticed for July 19th and it has to be noticed before we can | 00:11:14
actually do first reading. Is that correct? | 00:11:19
It sort of depends. I mean you can. You need to do that for planning type items. | 00:11:27
This wouldn't fit in that category, but we did have it scheduled for the 19th and it was also noticed publicly noticed correct Mr. | 00:11:32
Chair in in our code it does say that commissioners can add. | 00:11:37
A code change at any time so that would fall under this category. | 00:11:42
Thank you, Sir. Mr. Chair. I'm not willing to circumvent the process. It's been properly noticed and we're having a work session | 00:11:47
to discuss that language today. Then bring that language Forth and have the first public hearing on the 19th. | 00:11:53
People are able to carry right now and need his permission. Should they have their concealed license, known as being? | 00:12:00
Totally denied that opportunity. | 00:12:06
And so I'm I'm still comfortable keeping it on the 19th. | 00:12:08
I have two and another thing is is again. | 00:12:13
I think it's so important that we have the five commissioners, we're able to talk about it and we don't just jump throw something | 00:12:16
on the agenda and I. | 00:12:20
You can say we've talked about it, but I just feel like it's been said. | 00:12:24
Many times here that we want the work session to to discuss it so. | 00:12:27
I would prefer that we wait until that House there's a motion to add that to today's agenda. Is there second? | 00:12:33
OK, hang on a second guys, for lack of a second. | 00:12:40
We're going to the pool of consent agenda, consent agenda second, Then moved by Commissioner Ross, second by Mr. James to approve | 00:12:43
all in favor, aye, opposed motion carries commissioner coordinator, reports Mr. James. | 00:12:49
Actually, Transportation week, Kevin and I both had the State Transportation Advisory Committee on Thursday morning. | 00:12:56
And then of course the Orange Metropolitan Planning Organization on the. | 00:13:02
Thursday evening for me. | 00:13:07
Ah. | 00:13:10 | |
Nothing really new in her shattering there. Just continue to move forward through the funding processes. OK, so much for both of | 00:13:11
you. Well, I'll start probably in my coordinator reports, but a lot of parade, so I thought the Greeley Stampede. | 00:13:17
Was remarkable and the Eaton parade last Saturday was terrific so. | 00:13:23
This one appreciate. Thank all the the people that came out to celebrate. | 00:13:28
OK, Mr. Ross. | 00:13:33 | |
You know I was out on vacation last week over the 4th of July, so I don't have you weren't Stack other than no Commissioner James | 00:13:34
that did not attend that. I tried to keep my blood pressure low while on vacation, but I did want to give a kudos. A World County | 00:13:40
resident young athlete got drafted last night. | 00:13:45
And the draft Walker Martin up Newton got drafted #52 to the San Francisco Giants. I'd like to congratulate him and his family on | 00:13:51
on that opportunity. | 00:13:56
Mr. Saying Yeah so I was, we didn't know meeting on last Monday but attended the CML conference. | 00:14:01
And I have to say that it's probably one of the more mature conferences I've ever been to. The timing of of the subjects were | 00:14:08
extremely relevant is about collaboration and leadership and vision and it was just tremendous and I had a lot of communities come | 00:14:14
up to me with questions. So I'll be scheduling some meetings on those but. | 00:14:19
In addition to that, I'd like to well looks like we are continuing our dinner series with some of our communities and some of them | 00:14:26
severance schemes for Platteville, Fort Lupton and Hudson. | 00:14:31
Have asked for dinners and actually eaten. Actually asked for a follow up dinner as well which I think would be a great idea | 00:14:37
because so much is going on and eating but. | 00:14:41
We're having dinner with the community of Erie tonight to discuss Hwy. 7 Projects 52 plus possible collaboration with Proposition | 00:14:45
123. | 00:14:50 | |
Since there's some things moving in and around there, including a a model village for autistic children. | 00:14:55
That can help them with skills and trades and some amazing things and that might be a perfect project. | 00:15:02
For us to partner with Erie or Frederick wherever that project besides and that so so there's some neat things going on. The other | 00:15:08
thing I did was a meeting with life Bridge that's a church that's been doing wrap around services for foster families. | 00:15:15
For over 6 years now in Boulder County. | 00:15:22
They've really got their techniques and logistics really refined, really help these foster kids, foster families to be able to | 00:15:25
survive and have those kids stay in nice stable homes for longer and see them graduate and and and bust for those barriers that we | 00:15:32
see so many foster kids facing. So that was a tremendous meeting and so I'm looking forward to utilizing some of their knowledge, | 00:15:39
their resources they're willing to help wrap around us, so to speak here in Weld County. So I'm really excited about that. | 00:15:46
Well, I've actually been out for two weeks, so I need you to report. So with that, we'll move on to presentations presentation, | 00:15:56
the third book by the Weld County Fair royalty. | 00:16:01
OK, no worries. | 00:16:06

Wow, wasn't accomplished group of of young adults. You guys are in front of us, so thank you very much. | 00:25:37
Hearing your your brief resumes that you shared with us, I would not call them brief. I'd call them. | 00:25:44
At length. I don't even know if I have accomplished that in my 45 years of of living. So we're represented well here as well, | 00:25:49
County. I'm very proud of the fair, proud of the efforts that you guys put on and in supporting that in your role there. We have | 00:25:56
some amazing youth here, Cosmo County that do an awesome job with everything that they're involved in from their projects. | 00:26:03
To their animals and it's truly a fun event. We enjoy going there every year. I look forward to attending this year. | 00:26:10
I love your hats. Great job at handling hats and I know, right? | 00:26:17
Yes. And and just looking at the Sphere book every year, this is just one of the amazing events that we put on every year here in | 00:26:24
Walton County. | 00:26:28
And I know I've made this. | 00:26:32
Statement before down at the Statehouse along with Commissioner Buck. | 00:26:35
That we really should host state here as well, just because we are the center of agriculture in the state we are in the #1AG | 00:26:39
producing. | 00:26:43 | |
County in the state, which means we feed everybody down in Denver and down South with the products that are made in Weld County. | 00:26:47
And so we should be very proud of that. And so we're very proud of you as well and your professionalism and everything you've done | 00:26:53
to put this fair together and and make sure especially our kids enjoy themselves. | 00:26:59
Have fair contests and you know, it's just been. | 00:27:05
Just unbelievable that I'm just, I'm, I'm so proud of Weld County and we're so proud of you. Thank you so much. | 00:27:08
Well, I have to tell you, because I remember I was so fortunate to be a part of the interview process for Royalty. Probably not | 00:27:15
too in 1/2 years. And I'll never forget meeting Katie and and Avery and. | 00:27:21
You know you 2 have blossomed and to see what you are just shows tremendous leadership and. | 00:27:27
And you know, just to see that evolution of of what you are today, I just want to thank you for staying in there. | 00:27:33
And doing all the work that it takes to put on this work and I want to congratulate you also. So it's just so proud of you and so | 00:27:39
proud of of the Will County Fair And yes, I'd love to have the State Fair up here, but that's following up that happen even though | 00:27:46
we probably provide have the highest number of amounts of monies for our entries for so. | 00:27:53
Thank you so much for all that you're doing, all the energy that you put out. I know you're going to sleep well after all this is | 00:28:01
over. Thank you so much for your guys this time. We appreciate it. Thank you. | 00:28:06
The OK for ourselves, the State Fair. So I don't know why we need it here. We do better than them Anyway. The three of you and I | 00:28:12
have something in common. I am a senior from Valley High School as well, but I'm a senior citizen as opposed to what's wrong. I'm | 00:28:18
very proud obviously of Valley High School's representation here and I am a proud into the Valley High School FFA chapter. In | 00:28:24
fact, I was proud to be Bally's First State FFA officer. You guys are going to be the next in line 'cause I'm. I can tell the | 00:28:30
leadership provided through FA. | 00:28:36
Through 4H just through involvement in in the fair and programs like this obviously help us spin up our next generation into the | 00:28:42
leadership of Weld County. | 00:28:46
As much as the agricultural products that are represented at the fair is the spirit of the people of Weld County. | 00:28:51
And our can do spirit and our amazing attitude. | 00:28:57
And the three of you so aptly represent that. So thank you go Vikings. Good to see y'all. | 00:29:00
When were they? Pat? I just want you to just. I don't want you to stand because. | 00:29:06
Inhibited right now, but I want to thank you so much for your years of service with royalty. You've always been right in there to | 00:29:11
to do such a tremendous job for us. Thank you. | 00:29:16

Thank you. | 00:30:58 | |
I think we have a lot of new people working, I remember saying. | 00:30:59
Honeywell. | 00:31:04 | |
Correct. | 00:31:08 | |
OK, we'll move on to warrants, #1 general warrants for July 6th and 7th, 2023 second. | 00:31:27
Move like Mr. Bucks. I could bike Mr. James to approve. All in favor, Aye. Opposed. Motion carries #2. Commissioner Lawrence. | 00:31:33
Sorry about 272023 second then moved by Commissioner saying second by Mr. James to approve roll call vote. | 00:31:40
Scott James Kevin Ross, Yes. How are you saying? Yes, Perry Buck refuse. Mike Freeman. Yes, let. The reflective was 40 with | 00:31:49
Commissioner Perry Buck we're choosing. And was really Commissioner Lawrence Kevin Ross, July 7th, 2023. | 00:31:56
Like Mr. James, Like like Mr. Brooke to approve or call out. | 00:32:04
Skating. Yes Kevin Ross excuse why you saying yes payback. Yes Mike Freeman yes that direct reflect that passes 40 with Mr. Ross | 00:32:08
recusing and that concludes ones we'll move on to bids number one approved the D 23001302023 parking lot pothole repairs | 00:32:14
facilities department. | 00:32:20
Good morning. | 00:32:28
Good morning, Carolyn Geiser, purchasing. | 00:32:32
As advertised, this bid for parking lot pothole repairs for multiple Weld County. | 00:32:35
Properties. The low bid is from Lightfield Enterprises Inc and in the amount of $67,750 seven. | 00:32:41
775 Excuse me and meets the specifications. Therefore, the Facilities department is recommending the award to Light Filled | 00:32:51
Enterprises, Inc in the amount of $67,775. | 00:32:58
OK questions don't approve this second then move by commissioner Ross second by Commissioner saying to approve all in favor. | 00:33:05
Opposed motion carries #2 presented the 2300141 cattle guards. Department of Public Works. | 00:33:11
Good morning, Rose Everett Purchasing department. | 00:33:19
We received two bids. | 00:33:22
And Public Works will review the bids and come back for approval on July 24th. OK, questions. | 00:33:24
OK. Thank you. Thank you. That concludes bids from move on to new business #1. Consider grant award letter for letter and | 00:33:30
intergovernment agreement summary terms and conditions for democracy Suite I CX premium reimbursement and authorized charities | 00:33:35
sign and submit electronically. | 00:33:40
Morning, Rudy Santos, Chief Deputy, clicking the quarter's office. | 00:33:48
Adam Gonzalez, election manager. | 00:33:52
On the eighth of the Board of County Commissioners authorized the clerk and reported to submit an application for Democracy Suite | 00:33:55
I CX printer reimbursement grant. | 00:33:59
And just a reminder, there is a mandate from the Secretary of State that requires us to actually print actual ballots at our voter | 00:34:04
service and polling centers. | 00:34:08
So that's the reason that we went after this grant. | 00:34:13
On June 28th, we received notification from the Secretary of State approving the funding for the grant and we are awarded 113,000. | 00:34:16
$25 | 00:34:26 | |
I would like to report that the entire cost of the grant. | 00:34:27
The entire cost of the award covers the entire cost of purchasing the printers. | 00:34:31
So we're asking that the chair signed the grant and we're able to electronically submit the grant. | 00:34:36
OK. Questions, comments. Thanks guys. Move to approve resolution. | 00:34:42
Then we'd like Mr. James second by Commissioner Ross, to approve any questions. | 00:34:45
All in favor, aye. Opposed motion carries. Thank you #2. Consider grant application for federal assistance for safe streets and | 00:34:49
roads for all authorized chair sign and delegate authority the Department of Public Works to electronically submit. | 00:34:56
Good morning, Elizabeth. Morning, Commissioners Forsthoffer public work. I'm happy to present another federal application for your | 00:35:05
consideration for submittal today. | 00:35:09
It is due before 3:00 PM, so we had the work session for this federal grant pack in April. | 00:35:14
We've been putting it together. Really I I just need to thank many, many people for while this is one of the easier federal | 00:35:21
grants, it still takes a lot of time and effort. Jennifer Finches Team Shaley has been instrumental in helping me. | 00:35:29
Dan Herder. | 00:35:37 | |
Really, I could not have done this application without him and extrapolating the data. This request is for a federal grant for a | 00:35:38
safety action plan. | 00:35:42
To reduce fatalities in Walton County, we actually don't have a safety action plan. This would help us with the creation of 1. | 00:35:47
We are asking, essentially the feds to help. | 00:35:54
Provide $100,000 towards the $500,000 project for developing this. | 00:35:57
Other counties do. You may have also heard Vision Zero. Other counties have done that kind of package. | 00:36:03
Uh, this is the safe streets for all. | 00:36:09
S4A. | 00:36:12 | |
Grants that the feds have put together as part of IGA. | 00:36:13
The infrastructure. | 00:36:18
Grant So we are asking for your support and approval today. | 00:36:20
Forgetting this application submitted and we don't know for sure based on the submittal of 1, you won't rule here. The last go | 00:36:25
round these were done. Every community that submitted was funded. There wasn't one that was. | 00:36:31
Denied. So we are optimistic that we will be in that that same situation. | 00:36:38
We do have other some of our municipalities have already applied on their own and are are moving forward with their own grants. So | 00:36:43
we would just be looking for the unincorporated areas with this application. | 00:36:49
Click. | 00:36:55 | |
So we've been talking about the Romero for a while and those kids are are walking. There's no sidewalks on. These cars are | 00:36:57
speeding paths. I've heard several reports that they have started up their drag racing again. | 00:37:03
So if there's any chance we can use that grant funding, then really concentrate on that area. I mean, there are kids who are | 00:37:09
unincorporated, Weld County and regardless of what happened between the three entities. | 00:37:14
They're still kids. | 00:37:20
Right. So I'm hoping that we can use this grant to finally provide something safe for these kids to walk in because that's their | 00:37:21
only mode of transportation in some of these the the children that go to dollar Maryland so. | 00:37:26
Looking forward to working on that and and that's a great point because this we cannot actually apply for the implementation part | 00:37:31
of the grants. | 00:37:35
Unless we have an action plan. So the first step for us to be able to apply for the implementation grants funding portion of S4A | 00:37:38
is to have a planning grant in place. So this would be the first step for us being able to accomplish going after infrastructure | 00:37:43
dollars. | 00:37:48 | |
Perfect. | 00:37:54 | |
OK. | 00:37:55 | |
Any other questions, Mr. Ross? | 00:37:55
Two things I want to say. One, I want to give Elizabeth. | 00:37:58
Kudos. People may not be aware Elizabeth was on. | 00:38:01
Vacation herself the week before the 4th of July, she took time out of her vacation to join Commissioner James and I as we applied | 00:38:04
for a dollar grant and I want to say thank you for doing that. That's really going above and beyond Elizabeth. So. So thank you | 00:38:10
for keeping the county top of mind like that and help us go after that $1,000,000 grant and help us present present there. And | 00:38:15
secondly, I'd be making a motion to approve. | 00:38:21
The second gonna move by Commissioner Ross, second by Mr. Sandra. Approve any further discussion? | 00:38:27
All in favor, aye, opposed motion. | 00:38:32
With really consider contract ID 7167 agreement for removal of gas oil pipeline for Bridge 5413 a replacement project and | 00:38:36
authorized charter sign DCP Operating Company LP. | 00:38:42
Good morning, Commissioners. | 00:38:49
Michael Bodell from Public Works Department. | 00:38:50
And this item is associated with a pass around memo that was dated June 9th. | 00:38:54
That. | 00:39:01 | |
Was uh. | 00:39:02 | |
Approved by Recommended for approval by four of the five commissioners, and. | 00:39:04
Commissioner Freeman. | 00:39:09
Was out of office. | 00:39:11
During this memo being passed around apparently. | 00:39:13
This is associated with Bridge 5413, a replacement project that we're getting geared up for. | 00:39:17
And. | 00:39:24 | |
DCP. | 00:39:26 | |
Operating has an existing gas pipeline located in an area. | 00:39:28
In which? | 00:39:34 | |
We have obtained. | 00:39:35
Umm, recently new wider right away that overlaps their easement. | 00:39:37
And. | 00:39:45 | |
The existing pipeline conflicts with our bridge construction. | 00:39:47
So. | 00:39:52 | |
We are proposing to reimburse them an amount of $103,675. | 00:39:53
To remove that pipeline. | 00:40:00
And properly. | 00:40:04
Abandon the area so that we can. | 00:40:06
Have that use of that area for our bridge construction. | 00:40:09
If approved, this work will probably take place. | 00:40:13
I'd say September, October of this year. | 00:40:16
OK. Any questions? | 00:40:20
Move to approve contract ID 7167 second moved by Commissioner Ross, second by Council to approve any further questions or | 00:40:22
discussion. I would just say to you the memo that went around was just for the approval to recommend to put it on the BCC agenda. | 00:40:29
I think we're going to be changing the past round language on that. So, OK, that's correct, yeah. | 00:40:36
Good. | 00:40:42 | |
Any further discussion? All right. All in favor, opposed Motion carries. Thank you. Thank you. Concludes new business. We'll move | 00:40:43
on to planning. We have one item under planning second reading of Code Ordinance 2023-06 in the matter of repealing and reenacting | 00:40:48
within this Chapter 23 zoning, Chapter 26 building regulations of the whole county code. Agricultural buildings continued from six | 00:40:54
5.3. | 00:40:59 | |
Universal TB. | 00:41:05
Second, then moved by Commissioner James, second by Commissioner Ross Read by Title One. All in favor Opposed motion carries. Just | 00:41:08
cut Ordinance 2023-06 in the manner of repealing and reenacting. | 00:41:14
With amendments Chapter 23 zoning. | 00:41:20
Chapter 29. Building Regulations, Little Tiny Code. | 00:41:22
Agricultural buildings. | 00:41:26
All right. Good morning, commissioners. Tom Parker with the Department of Planning Services before I kind of dive into. | 00:41:29
Umm. | 00:41:35 | |
The second reading here. I think this is a perfect opportunity for me to introduce our new building official. | 00:41:36
Rob Gordon, Rob comes to us with a lot of experience and I'll kind of let him go into a little bit of his background, but I am | 00:41:42
very excited to have Rob on board and be part of Team World. | 00:41:48
So Rob, just want to give a little introduction about yourself here. Well, thank you, Tom. Good morning, commissioners. My name is | 00:41:55
Rob Golden. I'm your new building official. | 00:41:58
Delighted to be here. Quick little biography on me. I grew up in the upper Midwest, Great Lakes state of Michigan. | 00:42:02
From the book Our Household Construction Money. Yet none of us worked in the auto industry. | 00:42:09
We're all construction people, skilled trades background. I took a little different check myself. I chose to go off the | 00:42:15
engineering school. | 00:42:18
When I concluded my engineering degree, I went right back into construction as a licensed commercial general contractor in my mid | 00:42:23
20s. | 00:42:26 | |
For my resided in an occupation most of my career, for whatever reason, Whatever perverse reason, I love building construction. I | 00:42:29
like making build bigger and better, but anything from courthouse construction to theme park construction, there's a lot of | 00:42:35
different things in between. | 00:42:40
Which anywhere from New York State, California. | 00:42:45
All the way down to Miami and South Florida. So I've traveled around a bit. I enjoy doing what I'm doing. I retired from my my | 00:42:49
self-employment some years ago and I got called back into the workforce in building department administration. | 00:42:55
And much to my surprise, I enjoyed it thoroughly. | 00:43:02
And that's what brought me here to Weld County today. And and if I do say so myself, I like it here and I choose to retire here | 00:43:05
from Weld County and I am a Weld County resident. I have been so for the last 10 years. | 00:43:12
Welcome to Team Well County. Thank you. Thank you. | 00:43:19
OK. | 00:43:22 | |
OK, with that said, Commissioners. | 00:43:24
There are no actual changes to the code language between first and second reading, but when we had a work session with the Board | 00:43:27
of County Commissioners to follow up on this item on June 19th. | 00:43:33
We had brought to brought forth some proposed changes on how we were going to roll this out to the Board of County Commissioners | 00:43:39
and of course as you all know we had members from the Planning Commission attend that as well as folks from from the public. So I | 00:43:44
had sent out an e-mail to you all earlier. | 00:43:49
Just kind of capturing it at a high level again on the summary of what we're talking about here on second reading. | 00:43:55
Um, so again, just real quick, you know, through this new approach that we're taking here, we have eliminated the acreage | 00:44:03
requirements. So there's no longer a tiered structure that we used to have before. So we're not dealing with the five acres or | 00:44:08
anything between 5 and 35. | 00:44:14
Or 35 or above. | 00:44:20
Agricultural buildings are going to be allowed even in town sites and subdivisions. | 00:44:21
Um, there's no permit fee. We're not going to collect any type of impact fees for true agricultural building. Now of course the | 00:44:26
caveat there is if they go through and do a change of use to something else, then impact fees could apply there. | 00:44:34
We've added a provision in there that the building cannot exceed 100 amps. | 00:44:42
And the reason that you don't see that in the code is it gives staff discretion. So the you know if there there could be a time | 00:44:47
where someone comes in and wants and it maybe some more. | 00:44:53
Amperage to that building that's greater than 100 amps. | 00:45:00
So the building official or the building official is gone and and that absence it would be me that could override that to allow | 00:45:03
for more than 100 amps, but that is all on the application permit that we put together, which I also attached to the e-mail this | 00:45:10
morning. So staff has spent a lot of time going through and creating that new permit to really basically reflect everything that | 00:45:17
we talked about on June 19th and I'm also planning on talking to the Planning Commission tomorrow. | 00:45:25
How about the changes in the chair of the Planning Commission, Eliza Hatch? | 00:45:32
Was that that work session on the 19th and I got a lot of good feedback from him as well as Mr. Attend Nailer with our | 00:45:37
professionals who was also at that work session and they all really liked the new approach that we're taking with agricultural | 00:45:42
buildings. So we've captured all that I believe and our new permit and I and I believe that the language in the code is | 00:45:47
sufficient. | 00:45:52 | |
And with that said, I'd be happy to answer any questions. And 3rd and final reading is scheduled on July 31st. OK, We have any | 00:45:58
questions for Tom? I do. | 00:46:02
So we have another Rob. Yes, we do. OK, So what is the? | 00:46:07
How do we remember your last name? Like when you when you tell people. | 00:46:12
How are you? How would we? That's an odd question. | 00:46:15
I don't know. There was Rob Adrian's before me. I'm Rob Golden. | 00:46:21
The new and improved through, I don't know. | 00:46:26
Alright, so Golden, Golden Corral, I pronounce it. Yes. Godin. Godin. Godin. Alright, very good. The other question I had just on | 00:46:30
the more serious level, so that what what we're voting on today on second reading, there's no change from first reading, correct, | 00:46:36
ma'am, not with the language itself. OK, but that will have to be on, on today. But I so appreciate all the effort you put into | 00:46:43
this. This is really going to help folks in Weld County and it's going to help the people that are often. | 00:46:49
Unwitting. I hesitate to call victims just because. I mean it is still Captain Andrew when you buy a property but you know so many | 00:46:56
people buy these these homes and then the the building in the back they thought was their she shed or even a second dwelling or | 00:47:02
other things it it was never permitted. | 00:47:08
And so this is really going to help folks to make it easier to do the things that they need to do to achieve the American Dream, | 00:47:15
but at the same time protect folks in Weld County, said. Well, I appreciate it. | 00:47:19
So here yes, next time, what's new Language isn't. | 00:47:23
We're not changing any language, right? | 00:47:27
Just clarify one thing, but The thing is we're taking out the stuff that was in the first reading, right? | 00:47:29
Yes. | 00:47:36 | |
I mean, that's the. | 00:47:37
The limited to said You can't have it in. | 00:47:39
Historic townsites and subdivisions. | 00:47:44
I mean, all that's being eliminated. | 00:47:48
So there's no. | 00:47:51
I mean it's correct when you say that the other part is we're not adding new language, but. | 00:47:53
For making it clear that. | 00:47:59
Ohh, those rules don't apply. | 00:48:01
That were in the first reading. | 00:48:04
Yes, Mr. Barker, I think that is correct. I I don't know exactly what they the board has in Tyler right now, but I do want to make | 00:48:08
it clear that we are not making any changes to the definition of agricultural building. | 00:48:15
And again for the for the standard reasons that I mentioned before, we're not putting some of that in code because it leaves staff | 00:48:22
to discretion. | 00:48:26
To go ahead and you know if someone wants again like I said more than 100 amps, it gives the building a fish for myself that | 00:48:30
flexibility. So it's in the application that it's in if we built all of the stuff that we agreed to in that work session in the | 00:48:36
application itself. So I will go through and I'll make sure that. | 00:48:42
And everything that we've talked about is polished up between now and third reading. | 00:48:49
Um, but I just, I just wanted that for some clarification there, so. | 00:48:54
OK, so just to be clear, what we discussed in the work session is not reflected in this document, it's it's in, it's reflected in | 00:48:59
our new permit. | 00:49:03
OK, so it is in this. | 00:49:07
It's Tyler. Maybe it's not Tyler. What I'm looking at is what we discussed in the work session. OK, I thought I got an e-mail to | 00:49:09
the contrary. | 00:49:13
My apologies if you know what, I what I'm looking at is different than what you guys have. I just printed this off this morning. | 00:49:17
OK, Yeah. And Tyler, we have ordinance second reading. | 00:49:22
And the document number, and it's got all the right things in there strike through now. | 00:49:27
This is a public hearing. Is there anybody in the public that wishes to discuss second meeting with Code Ordinance 2023-06? | 00:49:33
OK, see no public comment. I will close that and bring it back to the board. | 00:49:40
Mr. Move to Approve, I'm saying the Reading Code Ordinance 2023-06. | 00:49:44
Thank Mr. James second by Commissioner Ross to approve. | 00:49:50
You don't need a roll call then. No, no. My my computer was not syncing this weekend, so doc, so it's been moved and seconded. All | 00:49:53
in favor, aye, opposed motion carries. | 00:49:58
Thank you. | 00:50:06 | |
That moves us to public comment. Is there anybody in the public that wishes to comment on anything that's not on our agenda for up | 00:50:07
to 3 minutes? | 00:50:10 | |
Ohh. | 00:50:23 | |
Good morning, Commissioners. Hope you had a great 4th of July and the. | 00:50:24
And well, County Fair comes up great. My name is Edwin Wayne Grant. | 00:50:27
I'm a local greedy guy born here. | 00:50:32
We have a 2411 27th Ave. Place. | 00:50:35
I think I showed you this book once before. It's titled The Manufactured Crisis. I mean, I think we got a lot of these out there. | 00:50:37
It's one manufactured crisis after another one. This particular book is about schools. | 00:50:43
We have the Green Evans Well County School District in Weld County funded, locked by Melody, overrides, bond issues and so on. | 00:50:49
The book says here they get for every student that is private education or home school or all that, they lose $3000 for each | 00:50:57
student that's taken out of the public schools. | 00:51:03
And that would be for really about 20,000 students starting 3000 be about $60 million. Well, that's pretty good chunk of change, | 00:51:10
but not in comparison to the $247 million. | 00:51:15
Operating budget, that $310 million general fund budget, and the $593 million they intend to bill for new schools over the next | 00:51:21
four or five years. | 00:51:25
We have Elizabeth Wolford just mentioned me. | 00:51:29
Uh. | 00:51:31 | |
In her presentation here about the IJA, the Investment and Infrastructure JOBS Act. That's the $1 trillion out of the $6 trillion | 00:51:32
federal budget. | 00:51:37
Our 4 1/2 hours, which is funded by the United States income taxpayers. | 00:51:43
Another one of our training is borrowed from China. | 00:51:47
So anyway, we now have I had to write a couple of these figures down because they are so big. | 00:51:51
Our current national debt is 31 trillion 777 billion. | 00:51:56
Everybody on the planet to pay that off would have to pay $12,000. On the other hand, if you live in North or South America, you | 00:52:01
could get by by paying $94,781.00. If you're a taxpayer in this, you would have to pay $247,000. | 00:52:09
Or if you're a citizen, you add on another 94,000, which makes my share ninety $341,000. | 00:52:18
Just just to make a dent in that big dent. | 00:52:24
Uh, which? | 00:52:27 | |
Mr. Alford mentioned that you just got these big grant. Well yeah, they're passing out money all over the place. It's like pigs of | 00:52:29
the trough folks, I tell you, trying to keep track of the trillions and the feds government, that $40 billion state governments. | 00:52:34
The 34156 county governments 80,000 special taxing districts to 40,000 metropolitan taxing districts. It's kind of like one big | 00:52:41
government shuffle of government money around. | 00:52:46
Thank you. | 00:52:51 | |
Thank you. OK any other public input? | 00:52:52
OK. Seeing none, we are adjourned at 943. Thanks everybody. | 00:52:56 |

Thank you. | 00:30:51 | |
Thank you so much. | 00:30:55

The 34156 county governments 80,000 special taxing districts to 40,000 metropolitan taxing districts. It's kind of like one big | 00:52:41
government shuffle of government money around. | 00:52:46
