I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, 00:05:48
indivisible, with liberty and justice for all. 00:05:54
Good morning. It's Wednesday, July 17th called the Board of County Commissioners. Roll call please. 00:06:02
Scott James here, Kevin Ross, Lori Sane. 00:06:08
President, President. Good luck. 00:06:11
To reflect, all five county commissioners are present. 00:06:15
Ohh, my members need young Grammy moments this morning. OK. Approval of the consent agenda. Approval of consent agenda second. 00:06:17
Then moved by Commissioner Ross. Second by Commissioner James will approve the consent agenda. All in favor Opposed motion 00:06:22
carries. Commissioner coordinate reports. Commissioner James. 00:06:28
For best is we did nothing to report. 00:06:34
Nothing to report, Sir. 00:06:37
Normal stuff that I do want to talk about is public works. I'll tell the storms we've had has been working overtime on recovering 00:06:40
the roads that we lost, we've been washed out, which everybody's counting. It's well over 20 so far this. 00:06:47
Season one wrote up north. They've hauled in over 300 loads. 00:06:54
Of Rd. base to get that brought back up. So they are working diligently across the county to get to get those open back up. A 00:06:59
couple issues we're waiting on is is some coverage as we're waiting for the steel to come in and stuff like that. But we do have 00:07:07
it on the way for just a handful of those and we really are down to two or three closures and. 00:07:14
I appreciate everybody's patience on that. It's public groups is doing an excellent job for everybody on the county people May. 00:07:22
Being sought but other thing I wanted to touch base on is is the kosher weed is thriving and all this. 00:07:31
Rain and and looking at some farmers out in the audience, we all know what kosher weed turns into, which is tumbleweeds in the 00:07:37
fall. So we did have an announcement out there for residents just to be mindful of that. And if they can spray it and throw it 00:07:43
down with a mower of some sort, you'll save a heck of a lot of problems come this fall and winter. So that's all I have. Thank you 00:07:49
Mr. Ross. Mr. Singh. 00:07:55
Uh, yes. And I keep breaking my computer so I had some notes on here, but. 00:08:02
I'll explain it. 00:08:06
We had a dinner with Erie Monday night. I think that was really, really helpful just to hear what some of their concerns were 00:08:09
including. 00:08:12
You know, first time I've heard that they want to join the OR have some kind of representation representation on the High Plains 00:08:16
Library District. 00:08:19
Honestly, I don't know how that process works. So I guess I'm going to ask, but I think they wanted our support on that along with 00:08:23
some discussions about potentially partnering with them on the. 00:08:28
Prop. 123, if that's possible. 00:08:34
So that was a discussion we had then and we had a work session about that afterwards. 00:08:36
But dinners without English calories hopefully are coming up soon. We've had some Keenesburg, Fort Lupton. 00:08:40
Severance eaten and a couple others that I'm missing. And then I did sit in on a 1041 solar meeting. I think we made some headway. 00:08:46
So I will just leave it at that and then that's it. And on a citizens guide, kind of double checking with some Realtors, does this 00:08:58
look like something that's. 00:09:03
That's helpful to you and it kind of struck me that how much more complicated it is. 00:09:09
To do that job in rural wealth county versus buying a home or a tract in a city. 00:09:15
There's so much more to consider, including how people split parcels. There's even one down the street from me that's illegally 00:09:21
split, so they actually built a house there, or try or bought that land, figuring that I'd buy a house there, they they couldn't 00:09:26
do it. 00:09:30
I mean, so there's so many things that consider, you know, water. 00:09:35
Just. 00:09:39
It's it's a lot more complicated than just just buying a house in the city or town. So really appreciate sitting in on that and 00:09:40
kind of wrapping through that. 00:09:44
Had a meeting with Tina Powell, I think it was Wednesday or Thursday, one of our towns and this came up during CMLL. Actually a 00:09:49
couple questions on this and apparently one point they were receiving extra bills so it made them hesitant to use the service. 00:09:56
So walking through that, there's so many things that. 00:10:04
Tina's office offers, especially with Code Red. 00:10:08
That actually is a service to our communities, whether there's a broken main or something else that happens and more communication 00:10:12
that citizens get. 00:10:15
Usually the happier they are with their with their town. 00:10:19
It also helps our our sheriff and other police force and and the way that they're integrating some things and upgrading some 00:10:22
things really. 00:10:26
Should be extolled. So I think she is going to put together a a slide deck and a presentation to make to some of our communities 00:10:31
so they. 00:10:34
Take more advantage of that system since we provide it. 00:10:39
And then also there was a Jacks Solar Garden tour with CSU extension that was actually really fascinating because. 00:10:43
Um. 00:10:52
You know, there's places that we can't produce energy elsewhere. 00:10:53
And this particular place he had the really fight to get this put on his property and he was going through the economics of. 00:10:56
You know how much? 00:11:05
Does he make the smelling hate, trying to hold on to his grandfather's property and it's not enough? And then putting up 4 acres 00:11:06
of solar, they also started planting things you can't grow anywhere else you except for the East Coast. 00:11:12
And those panels provide just enough of a moisture barrier to keep the moisture there. It also stops hard freezes. So they're 00:11:19
actually growing things that you can use and and like bone set that you can use in medicine. 00:11:24
They're growing things that you can use in in in creams and other things that you wouldn't be able to do anywhere else. And 00:11:30
there's also possibility and they've been raising cows or where if cows are able to digest and I know this sounds. 00:11:36
It kind of elementary, but if they're not sitting in the hot sun and they're able to digest their food, they put on more meat and 00:11:43
they produce more dairy. So there's actually some there's some things that CSU contention to maybe look into, especially since 00:11:49
they're doing kind of some experimental gardens and and doing some things like that. So I. 00:11:55
That was really fascinating. I was really kind of blown away and and some of the fencing that they use that's natural like 00:12:02
hazelnut, raspberries, they actually hide the solar panels fairly well after three years and that's something that. 00:12:08
Umm. 00:12:14
We might want to consider for other applications as well, so. 00:12:15
I had a fascinating week. It was really super busy and I appreciate you letting me share that. 00:12:19
Thank you. I don't have anything. So with that, we'll move on to presentations like savings awards from the Sheriff's Department. 00:12:24
Good morning, Matt. 00:12:28
Good morning. For the record, my name is Matt Turner. I'm the captain of the Weld County Jail. 00:12:33
And how do you move from today to recognize a few of our troops? We choose the format of this recently because we want you to hear 00:12:38
from the supervisors who are making these recommendations. 00:12:42
Umm. 00:12:48
I've worked 13 years in public safety now, and just when you think you've heard it all. 00:12:49
Something that is going to be thrown at you. It's one thing I've learned about this place. 00:12:54
Ohh everyone stores today or no, no, no exception to that rule. But what I'd like to do is invite Sergeant Josh Todd who's missed 00:12:57
recommendations for his troops and the deputies are coming forward too. 00:13:03
That way we can tell you what they did to be recognized today. 00:13:09
Josh. 00:13:14
Good morning. 00:13:15
Have a Deputy Taylor, Deputy Taylor also and and Deputy Aiden Bulgaria today ohh both. 00:13:19
Similar kind of instance, but two very different. 00:13:27
Sorry for the very different UH setup that kind of happened with it in October last year. Deputy also was in the process of 00:13:31
serving breakfast in the morning. 00:13:36
To his housing unit when an inmate approached him, choking on his food. 00:13:41
That they also recognized right away what was happening, quickly perform the hammock maneuver on and to get him to to dislodge the 00:13:48
food and be able to to breathe. 00:13:52
Medical had noted that it that that quick response helped save you made from the hospital trip, saving its life potentially. 00:13:57
Ohh as if he wasn't gonna be able to breathe at that point. So for deputy also thank you on that well. 00:14:03
Similar on on April 13th of this year, Deputy Victoria responded to a code that would have been called to our suicide watch 00:14:10
housing unit. When he arrived, he found an inmate who had swallowed a a mini golf pencil that he had had on his route. 00:14:18
An attempt to self harm. 00:14:26
It's about large sideways in his throat and it cut off. 00:14:29
The air flow going through. 00:14:33
Two other deputies that had responded before him attempted. 00:14:35
To try to do what they could to dislodge it and run successful, unsuccessful at that time. 00:14:38
Um, they reassured us. He performed the Heimlich maneuver as well at that point and was able to get it dislodged. 00:14:44
I'll get the inmate into a safe and secure spot and get it checked by medical. 00:14:50
At that point, so. 00:14:53
I'm saving him as well for that, so I don't recognize both of them for their efforts on that and for. 00:14:55
Responding quickly in a moment like that without having to put any forethought to it. Thank you. 00:15:01
So once again, I just want to thank the sheriff and for bringing these before us. You know, we really enjoy getting to hear the 00:15:19
things that you guys do. 00:15:23
County. So thank you very much. 00:15:58
You know, if any other posters have any comments, I will give you the opportunity. 00:16:00
None other in this. Appreciate you. Thank you. And I just would repeat exactly what Chairman Freeman said. We absolutely do 00:16:04
respect, appreciate you and support you in any way that we can and thank you so much for your service. 00:16:10
After all those sentiments and just say thank you, great job, great. I mean you're never off duty, are you? You're, you're always 00:16:16
on and always have call. So thank you very much. 00:16:20
And professional lifesavers. I mean, that's just so amazing and just so humbled to be before you today. So thank you so much for 00:16:26
everything that you do. 00:16:30
And we would love to take a picture and if you'd like your family to come up, that would be great as well. 00:16:35
Subject. 00:16:41
Production. 00:16:44
OK. 00:16:45
Excellent job guys. 00:16:53
Should we? 00:16:56
Why am I always straddling your first bug? 00:16:59
That's a credible person. How many guns did these? 00:17:02
Great job. Thank you, gentlemen. 00:17:18
Congratulations. Thank you. Thank you. Thank you. 00:17:22
Thank you, thank you, thank you, thank you. 00:17:26
Everything. 00:17:55
Thank you. 00:17:58
You're right. 00:17:59
OK. With that we will move the warrants, general warrants for July 12th and 14th, 2023 move to approve second. 00:18:03
So moved by Commissioner Ross, second by Commissioner James to approve on favor aye opposed motion carries. 00:18:09
Other comment was the time. I mean anybody from the public was just to come out and discuss anything that's on our agenda, which 00:18:14
we don't have anything on our agenda, but if you like something on our agenda, come on up. 00:18:19
OK. 00:18:26
Seeing no public comment at that point, we will adjourn at 913. Thanks everybody, Mr. Chair. 00:18:28
