So on behalf of your electric cooperative, I'm pleased to present to you your 2023 capital credit retirement for the county and 00:03:33

We enjoy having you as a member and count on you as partners in our mutual obligation to provide service. 00:03:47

For this particular bid, we did receive 2 responses. 00:07:42
Staff is reviewing those and we'll bring back a recommendation to the board. 00:07:45
On August 7th. 00:07:49
As noted in the bid proposal title, this is a part of our work day migration. We'll be replacing our existing learning management 00:07:51
system with one of the two products listed here, OK. 00:07:56
Questions. 00:08:02
Great. Thank you. That concludes bids. 00:08:04
Who do your business #1 Consider Contract ID 7146 Service proposal to implement process. 00:08:07
Two Processing better Records Certificate orders and authorized church sign. Genesis Systems Incorporated Doing business as Geo 00:08:13
Certificates comma. 00:08:17
But trustme.com incorporated, according to Jason. 00:08:22
Good morning commissioners, Jason Chester with the apartment. This is a service proposal with ghostcertificates.com for folks who 00:08:25
need vital records from Weld County birth certificate or death certificate. 00:08:31
You can go online today and order those. 00:08:38
Um. 00:08:41
The difference at current at the moment is that the state has a service agreement with those certificates, so those orders are 00:08:42
processed by a state employee in Denver. 00:08:47
If the board approves this service proposal. 00:08:53
The proposed request for model records for Weld county will be processed. 00:08:57
By a county employee. 00:09:03
Here at Weld County and we would get the associated revenue based on 2022 numbers we would expect about 700 or between 7:00 and 00:09:04
8:00 hundred additional. 00:09:10
Vital records orders. 00:09:16
Which would generate a little over $11,000 in additional revenue for the county. 00:09:18
Um, I the the. 00:09:24
That this contract doesn't require additional staff. 00:09:27
And it. 00:09:30
Had doesn't require any expense for the county, so I I recommend that the board approve this proposal. OK, questions. 00:09:31
This chair moved to approve contract ID 7146 second. It's been moved by commissioner Ross, second by commissioner but to approve 00:09:38
on favor opposed motion carries OK #2 consider contract ID7150 primary care medical provider agreement and authorize chair to sign 00:09:44
calling behavioral health. 00:09:50
This is a contract. 00:09:57
The reason that this is coming before the board is a name change of the company. 00:10:01
That we're proposing the contract be continued under it was Beacon Health now it is. 00:10:06
Care lawn, care lawn is the. 00:10:12
Medicaid. 00:10:16
Administrator for our region and as you can imagine. 00:10:18
The health department has a lot of patients who. 00:10:23
And have Medicaid as their only form of insurance. So this contract would allow the health department to. 00:10:27
Maximize reimbursement for Medicaid. 00:10:34
To the tune of about $150,000. Without the contract, we'd still be able to. 00:10:37
Would still be able to serve Medicaid patients, but we would miss out on this additional funding. Doesn't require any additional 00:10:43
staff or cost, and I recommend that the Board approve this contract. 00:10:48
Based on staff recommendation, I move to approve second, then moved by Commissioner Brock, second by Commissioner James to approve 00:10:56
all in favor, Aye. 00:11:00
Opposed motion carries. Thanks, Stacy. 00:11:03
#3 Consider application for two two ambulance service license and authorized Terrifying Metro One Ambulance LLC. 00:11:07
Good morning. Good morning, Commissioners. Gabriel Vergara, Health Department. 00:11:16
I'm Doug Crunk. I'm a vice president of the EMS Council. 00:11:21
For the county. 00:11:25
Just presenting an ambulance service license and asking the. 00:11:28
Commissioners to approve that Metro One Ambulance LLC out of Colorado Springs is requesting A Tier 2 licensure to operate. 00:11:33
Transport service only in Weld County. They currently operate pretty much in you know all over Colorado particularly the car 00:11:43
springs in Denver metro area, but are looking for to do that service in Rogue County and again it would only be currently for 00:11:51
transportation services no 911 response or medical care response. 00:11:59
That's the one, that's the two two license, correct? 00:12:09
OK. Well, any questions? 00:12:12
How to prove the resolution? Second moved by Mr. James, second Mike, Mr. Butts to approve all in favor of opposed motion carries. 00:12:14
Thank you. 00:12:18
#4 Consider tent rental contract for pig showing 2023 well County Fair and authorized chair sign electronically. Flex Productions 00:12:23
LLC share this the contract for the tent. 00:12:28
That we put together rather rapidly last week. 00:12:34
I understand the tent is in place, so. 00:12:38
Um, $13,000 is the cost. 00:12:41
We are following up on our lost deposit. 00:12:45
From the other gentleman that we had contracted with. 00:12:49
So we will be doing that. We recommend approval. 00:12:53
Or any questions? I saw it Saturday and it's a beautiful thing. It's like a bridal tent for covering the pigs. So. 00:12:57
Working on just perfect. Thanks for helping with that, Commissioner Ross. You bet. Thank you. I move to approve Mr. Chair second 00:13:06
by Commissioner Ross second like to Mr. James to approve all in favor. Opposed motion carries. And yes thank you Commissioner Ross 00:13:12
for being able to arrange that we were kind of going to piece there. Yeah. And the kids need a kit for their animals, you know. 00:13:18
So. OK #5 concern appointment of Commissioner period. About the certain advisory boards. 00:13:24
Show movie Approve the resolution. 00:13:31
So we'll move by Commissioner James, excuse me, second by Commissioner Ross to approve all in favor. Aye. Opposed. Motion carries. 00:13:33
Number six First reading throughout his 2023-11 and not repeating and reenacting with them in this Chapter 7. Emergency Medical 00:13:42
Services. Locally Code Ambulances. 00:13:47
Hi, good morning again, Jason, Cheshire and Gabriel with the health department. This is a proposed amendment to Chapter 7, which 00:13:54
would allow the permitting of reserve ambulances. 00:13:59
Which currently there is no provision in code reserve Ambulances are ambulances that would be held in storage until a frontline 00:14:05
ambulance come, goes out of service for whatever reason, maintenance, damage, whatever. 00:14:11
Reserve ambulances would would then be brought into service. The the amendment would allow reserve ambulances to be stored without 00:14:19
requiring. 00:14:24
Certain medications or other items that expire on board, of course. 00:14:29
Doesn't exactly make sense to have a lot of expensive medications on an ambulance and storage when they have a limited shelf life, 00:14:36
so. 00:14:39
That's the basis for the proposed ordinance change. It was recommended by the EMS Council and I recommend that the the board 00:14:43
approved this. 00:14:49
Code change OK questions. 00:14:57
Just occurred. Thank you, Mr. Chair. I just wanna rock curiosity. So you have an ambulance goes down, you need to pull one out of 00:15:00
reserve. How long does it take to get the one that's in reserve ready to ready to roll per se? 00:15:05
Sure, you get the guy with the badge up there. 00:15:11
Doug come from the Assistant Chief of Operations for Frederick Firestone and then I'm also the Vice President of the NYS Council. 00:15:19
So coincidentally this weekend I have good numbers for you on how long it takes, probably takes about two hours to to switch 00:15:25
equipment over. We had, I've been one of the big proponents of this because. 00:15:31
It's really hard to get ambulances so we don't get rid of them, but keeping thousands of dollars of equipment and something that's 00:15:37
in storage probably. 00:15:40
10 or 12 month or 10 or 11 months out of the year just was not. 00:15:44
Good. 00:15:49
Use of taxpayer funds. So we go pull it out of mothballs. Pretty much all the equipment from the the ambulance that broke down 00:15:49
just moves over. It takes about two hours to do that and then we're up and rolling again. 00:15:55
Thanks. Thank you. So by doing the remote, the, the reserve ambulances, so everything is in place with the ambulance and we're not 00:16:02
looking at is normally what is actually in the ambulance when you actually license it, but since you're just moving from one to 00:16:06
the other. 00:16:10
Sounds makes perfect sense to me. Yeah. OK. Any further questions? 00:16:15
Bring back to board. 00:16:21
All right. Sorry, getting ahead of myself. This is a public hearing. Is there anybody from the public that wishes to speak to 00:16:23
Conference 2023, Dash 11? 00:16:28
OK so you have public input. Will close public input in now being back on board. Mr. Chair moved to approve. 00:16:33
Reading of code First reading of code Ordinance 2023 Dash 11 Second by Commissioner Ross, second by Commissioner Jones to approve 00:16:40
all in favor opposed motion carries. Thank you. Thank you and that concludes the business move. The public comment is anybody in 00:16:46
would like to comment on anything that is not on our agenda. 00:16:53
OK. 00:17:01
She room and public comment and we will adjourn it 9/18. Thanks everybody. Thank you. 00:17:01

need vital records from Weld County birth certificate or death certificate.

This is a contract. 00:09:57
The reason that this is coming before the board is a name change of the company. 00:10:01

Thank you. 00:17:01
