On September 18, 2023. 00:02:57
At the Well County Jail, I think it was Unit 22. 00:03:01
Deputy Halls. 00:03:05
Somebody has to come on up over what this started here. 00:03:08
And. 00:03:14
While performing animal normal duties, probably 50 to 60 walkthroughs through the housing and if they should be and in the course 00:03:15
of her shift. 00:03:20
Umm. 00:03:24
She stopped the latest. 00:03:26
A number that had apparently taken some drugs. 00:03:28
And head over those. 00:03:33
Um. 00:03:35
She walked away, called on the radio and. 00:03:37
What's the medical term there? 00:03:41
But during that time she began, she started the process, getting everything in. 00:03:43
AD was brought in. 00:03:48
And they hooked it out, got started. 00:03:50
They went through about four cycles of CPR. 00:03:53
Bethany Hall as well. One of the first ones to. 00:03:57
To perform the. 00:04:01
And they started the show Girls Life. 00:04:02
And like I said, I'm I'm truly blessed to work with. 00:04:06
Some of the finest law enforcement officer. 00:04:09
In the state of Colorado, and I truly believe that. 00:04:12
And I I I really do appreciate it. 00:04:15
And with that being said. 00:04:18
It's my pleasure helping you. This last thing will work for you. 00:04:21
Well, can we share thoughts? Appreciated. Thank you. 00:04:27
Did you want to say anything? No, thank you. 00:04:38
Alright, I I just think it's incredible for all that you do and for the whole Sheriff's Department every day. I'm so grateful for 00:04:42
all that you do and thank you so much for your heroic efforts and saving my life and. 00:04:49
I can't say enough gratitude for your kind words, Sir. 00:04:56
And serving the people of Weld County and I believe everybody in the Sheriff's Department feels the same way. And we're grateful 00:05:01
to have you and. 00:05:04
Again, thank you. Thank you very much. Thank you. 00:05:07
Mr. Billington, there was no interpreter needed. I think we, we were clearly able to understand you. So, so great job. Appreciate 00:05:11
the heartfelt comments. 00:05:15
Deputy Hudson. 00:05:20
Outstanding job. 00:05:22
We're truly surrounded by great men and women in law enforcement here in Weld County. 00:05:24
We couldn't be prouder of you. Those are actions you take on a on a daily basis, yet you do so without a second thought. And and I 00:05:30
just want to say thank you. You make me proud. What you make everybody else proud. So great job. 00:05:36
And if everybody would refer to the higher power on their seal, we should, we should have a little bit more taxes in Colorado. So 00:05:45
thank you very much. 00:05:48
And I I just want to say to you, I mean it, It's Kimberly, what what an amazing job. And and because we do believe in, in God, we 00:05:54
believe everybody. 00:05:58
Is worth saving, and you exemplify that and the mission of serving the public, including when members of the public are behind 00:06:02
bars. When again you're you're not returning them worse off than when they entered in, but but hopefully better off. 00:06:10
Umm. And so I know circumstances around fentanyl, which is you know, it can kill you with like. 00:06:18
The size of the grain of salt is very difficult to detect, but she recognized whatever symptoms were going on and you made sure 00:06:25
that that life was saved. So thank you so very much. We really appreciate it. 00:06:31
Exemplify the best of all, Kelly. 00:06:36
Yeah. And I just want to say thank you too. And and we kind of like Texans going Jesus. 00:06:39
Ohh yeah. So we don't, we don't really need any special Commissioner Ross because we got a lot of redneck in this, which brings us 00:06:45
a lot closer to the text. So look, we're we're good. We're good. But once again thank you for what you guys do every day. I mean, 00:06:51
it is it is such an honor to be able to represent a county that has law enforcement like we do. And so thank you to all of you. 00:06:57
Thank you Sheriff Reeves, for what you guys bring to Weld County and the citizens of Weld County. 00:07:03
And once again, thank you. Thank you, Deputy Hoss. No OK with that. I'd love to take a picture if we could. 00:07:09
Appreciate it. 00:07:53
Hope you're feeling ohh yeah no. 00:08:17
OK. With that we'll move to. 00:08:22
Wars General Warrants for October 18th and 20th, 2023. 00:08:24
Would approve Once we move by Mr. Ross, second by Mr. Buck to approve all in favor opposed motion carries bids. 00:08:28
Number one Provide the 23 out of 153 online service to create standardized job descriptions, Department of Human Resources and 00:08:35
Information Technology. 00:08:40
Good morning. 00:08:44
Good morning. Good morning. 00:08:45
Good morning, commissioners. Jill Scott, director of Human Resources. 00:08:51
Russell Bracker, Compensation and Human Resources. Good morning. 00:08:54
As discussed in the work session on October 20, October 18/20/23, Human Resources and IT are requesting the approval. 00:08:58
Of gender or vendor, JD expert to assist in job description centralization as we prepare for a county wide compensation assessment 00:09:05
in 2024. Did the expert is the vendor of choice due to the ability to integrate into work day as well as the comprehensive 00:09:10
resource library available with the product. 00:09:15
Patience, Rush began. Anything you want to add that's OK? 00:09:23
That will bring it back to the board to approve second. Then moved by commissioner saying second by Commissioner Ross to approve. 00:09:27
All in favor. Aye. Opposed. Motion carries. Thank you. Presentation. Yeah. Lot of tools. Thank you. 00:09:33
Would be 20-3 hundred 177 Briggsdale Stand and Greater Shed Facilities department. 00:09:40
Good morning, Carolyn, Guys, you're purchasing. 00:09:50
Purchasing department received 5 bids. 00:09:53
And if they've been sent to the facilities department for review, we will be back on November 6th for approval. 00:09:56
Any questions? 00:10:04
OK. Thank you. Thank you. Goodbye. For moving your business #1 consider contract ID 7477, Memorandum of agreement for vaccine 00:10:06
Storage for Moral Public Health Clinic program and authorized chair to sign. Good morning, Jason. Good morning, commissioners. 00:10:11
Jason Chester with the Health Department. 00:10:17
I've never heard terminally Texan before, but. 00:10:22
I like it. 00:10:26
This is a. 00:10:28
Vaccine storage contract with Colorado Department of Health and Environment. 00:10:30
We have done this with them in the past. It's a contract essentially to. 00:10:35
Store their vaccines. They have a very, I would call it a limited mobile public health outreach clinic. 00:10:40
And then? 00:10:47
At times, when they have those mobile clinics in northeastern Colorado, they've asked if we could assist them with vaccine stores. 00:10:49
They're not able to store the vaccines. 00:10:54
On these mobile clinics overnight, they need to. 00:10:59
A secure location. 00:11:02
And a a proper refrigeration storage unit to put them in. So as I said, we've done this with them in the past and it's not, it's 00:11:05
not an issue very. 00:11:09
Limited effort on our part to assist. 00:11:15
And we would, we would like to be able to do that. This was presented to the board and passed around on October 3rd. And I 00:11:18
recommend approval of this agreement with CDPH E Any questions move to approve contract ID 7477. 00:11:24
Classic like Mr. Buck to approve all in favor. Opposed motion carries #2. Consider contract ID 7500, Memorandum of Understanding 00:11:33
for Hepatitis C Virus. 00:11:38
Confirmatory testing program and authorized chair to sign and submit electronically. 00:11:43
This is a actually an enhancement of a current program that we have with CDPH, which CPG offers or provides us with. 00:11:48
Rapid tests and. 00:11:58
Hepatitis C being one of several. 00:12:00
Diseases that we have rapid testing for, we use these rapid tests at offsite clinics. 00:12:04
In the case of hepatitis CA, rapid rapid test or grade, because they give you an immediate result. The downside is they're not as 00:12:10
accurate as a lab test, so. 00:12:16
If an individual test positive for a rapid test for hepatitis hepatitis C, confirmatory testing is required before they can seek 00:12:22
treatment for the disease, this agreement would allow us to. 00:12:28
And do both rapid and confirmatory testing in the field, it would prevent that second visit to a provider for the confirmatory 00:12:34
testing. 00:12:38
Basically just an enhanced convenience for the customers and then it would allow them assuming we get a they get a positive back 00:12:42
on the confirmatory testing. It would allow them to then immediately go to their provider to seek treatment. 00:12:48
This was sent to the board and passed around on October 3rd, 2023. It does not require additional employees on our part, it will 00:12:55
just be incorporated into the program. 00:13:01
And I recommend that the board approve this contract. 00:13:07
For the questions. 00:13:10
Proved approved contract and he's 7500 second. It's been moved by commercial Rossetto by commissioner but to approve all in favor. 00:13:12
Both. 00:13:19
Portion. 00:13:20
Thanks. 00:13:22
#3 consider contract ID 7504 Nurse Clinical Training Agreement Authorized care sign. 00:13:23
University of Colorado College of Nursing. 00:13:30
And this is a contract with UC Colorado or UC College of Nursing. It's actually an extension of an agreement that we've had in 00:13:34
place since 2011. We provide clinical rotations or we provide a site where nursing students can have clinical rotations and public 00:13:41
health. This is simply updating that agreement. I've over the course of my career, I've had great success with similar agreements 00:13:47
for basically for two reasons #1. 00:13:54
It allows local students at local universities to get experience. 00:14:02
That will help them serve our local community #2 and, and this is the selfish part, it gives us an opportunity to identify those 00:14:06
students with a good work ethic. 00:14:12
And the. 00:14:17
Perhaps we can recruit for the future dates. So again, I've got great experience with programs like this. 00:14:18
We're we're happy to continue this program and I recommend that the board approved this contract. Any questions? We've been 00:14:25
approved contract ID 7504, second been moved by commissioner. 00:14:31
Prove all in favor. 00:14:38
Post motion carries. Thank you. Thanks Jason #4 consider renewal application for hotel and restaurant. County liquor license with 00:14:40
one optional premises and authorized chair to sign. 00:14:44
On LLC doing business as Mccarty's eating. 00:14:50
Good morning, commissioners. Macon, Racine County Attorney you have before you, is a renewal for a liquor license from Mccartys in 00:14:53
Eaton. There's been a liquor license at this location since 1968. 00:14:58
Our staff has no concerns with the renewal and as this is a renewal, no public hearing is required and we would recommend your 00:15:04
approval. 00:15:07
Or have any questions to approve? 00:15:12
Application for Mccarthys. 00:15:16
2nd. 00:15:18
We're back to Mr. Boxer by Commissioner Ross to approve the renewal application for McCartney's. All in favor, aye, opposed. 00:15:21
Motion carries. Thank you. Thank you #5. 00:15:27
Excuse me if I don't have the coordinates 2023 Dash 19 and my repealing right acting with them in this chapter 3 Human Resources, 00:15:34
The World County Code Holiday Edition. 00:15:38
Second move by Mr. Ross, Second by Mr. Buck to read by title only. All in favor. Opposed motion carries this cut Ordinance 2023 00:15:43
Dash 19. 00:15:48
In the matter of retiring and reenacting with amendments. 00:15:53
Chapter 3. Human Resources. The World County Code Holiday Addition. 00:15:57
Good morning, commissioners. Jill Scott, director of human resources. No change in no changes since the first year readings. 00:16:03
OK. 00:16:08
This is a public hearing. Is there anybody in the public that wishes to come forward and discuss Code Ordinance 2023 Dash 19? 00:16:09
OK, see no public input. We'll close that and I'll bring it back to the board. Mr. Chair moved to approve on final reading. 00:16:16
Code Ordinance 20/23/19. 00:16:22
And the Matter of Repealing and Reenacting with Amendments. Chapter 3, Human Resources, Howell County Code Holiday Edition. 00:16:25
Second moved by Commissioner Ross, second by Commissioner Park to approve on final reading Code Ordinance, 2023 Dash 19. 00:16:32
Do you need a local? 00:16:40
Uh, no. OK, all in favor. Aye. I do want to roll call out. Sorry. Thought you might. OK, roll call. Roll please. 00:16:42
Scott, James. 00:16:50
Kevin Ross, Yes. Are you saying no? 00:16:51
Payback Yes. Mike Freeman Yes that's right. Click that it's 2023 that's 19 passes on the three one vote Mr. saying voting no. 00:16:54
So that concludes new business. We'll move on to planning. Number one, consider improvements and road maintenance agreement 00:17:02
according to policy. Regarding collateral for improvements, authorized share science and accept collateral for planned unit 00:17:09
development. Final plan PDF 22-0004, Olson Brothers LP and Spring Meadows Development LLC and care. Roger Olson. 00:17:15

044 Olson Brothers LP. 00:17:34
And Spring Meadows Development LLC and Carriger Olson. 00:17:37
I submitted a pass around for your review dated October 9th, 2023 and it was supported by all 5 Commissioners. We respectfully 00:17:41

$63,875.35. 00:17:52
Procured in the form of an irrevocable letter of credit. 00:17:56
#2023-01 Issued by Front Range State Bank and Longmont. 00:18:00
The applicant understands the required improvements to be completed and you should have the scope of work in your packets behind 00:18:07
the reserve. 00:18:10
Thank you for your consideration on this item. 00:18:13
Just one of the questions. 00:18:16
Move to approve improvements in Rd. maintenance maintenance agreement. Second then moved by Commissioner Ross. Second by 00:18:18

approval. 00:15:07
Or have any questions to approve? 00:15:12
Application for Mccarthys. 00:15:16
2nd. 00:15:18
We're back to Mr. Boxer by Commissioner Ross to approve the renewal application for McCartney's. All in favor, aye, opposed. 00:15:21
Motion carries. Thank you. Thank you #5. 00:15:27

Second moved by Commissioner Ross, second by Commissioner Park to approve on final reading Code Ordinance, 2023 Dash 19. 00:16:32
Do you need a local? 00:16:40
Uh, no. OK, all in favor. Aye. I do want to roll call out. Sorry. Thought you might. OK, roll call. Roll please. 00:16:42
Scott, James. 00:16:50
