doing a white spacing work for Grant on Indiana where the whole steel line. So we get to honor him today. 00:00:59

On October 23rd, 2023, at about 0200 hours, Deputy Wood was conducting a business check at the Quick Trip gas station on Hwy. 119 00:01:18
and Interstate 25. 00:01:22
As he was walking inside the store, he noticed a male or female in the parking lot. 00:01:28
Walking to A to walk another truck parked at the island. He's not sure why it caught his attention, but he noticed them a few 00:01:33
seconds later. One of the clerks from the store came inside, and so deputy would that the two individuals in the apartment have 00:01:38
just been in an argument inside the store. 00:01:43
Don't even walk outside getting those patrol car that have already exited the parking lot. So we followed them. He wanted to check 00:01:48
and make sure everything was. 00:01:51
The truck exited Hwy. 119, went northbound on Interstate 25. Debbie Wood got behind it to make a traffic stop when you truck 00:01:55
abruptly pulled over to the right hand shoulder and the male exited the vehicle and started walking into oncoming traffic. 00:02:01
Where he was at and said he needed a second unit for help. He got out of the car told him to get out of traffic and the mall 00:02:08
continued to walk into oncoming traffic and inner take 25 room. Grabbed him, moved him to the side of his truck. We held on to 00:02:14
him, called when he needed more cover emerg. 00:02:19
And then for the next two minutes or so, continue to struggle with this male who was just yelling let me go, just let me do it. 00:02:25
Trying to get away from Deputy Wood to run into oncoming traffic that we would move them from the driver's side of the car to the 00:02:32
back of the car, then eventually to the passenger side of the truck and held him there until. 00:02:36
Friends could arrive and put the man in custody so we can get him the help that he needed. 00:02:42
Deputy would listen to his intuition and natural curiosity. As a deputy, he recognized a dangerous situation. 00:02:49
Here we received confirmation of this situation from the clerk and immediately acted, ultimately preventing this distraught male 00:02:55
from falling through with his plan for cell phone. 00:03:00
Good. So, so stand here so everybody can see us. 00:03:07
So what we have is we have a life saving award for you for your actions on October 23rd, 2023. 00:03:14

Provide access to the COVID-19 vaccine for folks that are underinsured or uninsured. The total award is 108,000 but you'll see in 00:09:54
the contract this amendment is for $96,012.00. The award spans contract years. That's why the the contract is different than the 00:10:02
total award commissioners reviewed. This all passed round on September 26th of 2003. The contract term is October of this year 00:10:10
through September 30th of 2024. 00:10:18
And I recommend that the board approve contract pushes, yes. 00:10:26

Yes, this is a supplemental grant or an amendment, additional funding to the core immunization grant that we receive and that 00:10:36

FEMA Floodplain Map revision. 00:13:10

And I recognize that's a lot, quite a large number, but when I compare that number to the entire cost of this project, it equals 00:13:53

This form is an internal document set by UNC. It's simply to ensure that upon submission of the proposed proposal and as a sub 00:15:30

There would be clarity towards an agreement with UNC. 00:15:40
As a sub award entity and if UNC proposals appro. 00:15:44

process for 2024. There is one minor change between first and second reading under Appendix 5, J, which is the planning fee 00:17:32
schedule. Inadvertently, the solar facility fee was missed. 00:17:38
You if you look at what is posted right now for 2023, it is on there. So it is not a new fee but it was inadvertently missed 00:17:45
during first reading. So we are just adding that back in and I wanted to thank Tom and Jim from planning on looking through and 00:17:51
