2024, 9:00 AM Roll call, please. | 00:07:36
Mike Freeman, Scott James, Laurie. Same here for Liberty. Hey back, Kevin Ross here. And you know, today's a special day. I'd just | 00:07:41
like to take a point of privilege. And it's a Commissioner Fox birthday, so we won't say how old she is, right? But if everybody | 00:07:50
will join me, we'll sing this great young lady. Happy birthday. So Humphrey 123, happy birthday. | 00:07:59
To you. | 00:08:10 | |
Happy birthday to you. | 00:08:11
Happy birthday here. | 00:08:15
Thank you everybody for your assistance. I appreciate that. With that, are there any amendments to today's agenda? | 00:08:28
Hearing none approval of consent agenda please move to proof consent. | 00:08:36
Motion by Commissioner James, second by Commissioner Freeman to approve a consent agenda. All those in favor signify by saying | 00:08:42
aye, aye, opposed. Same thing. | 00:08:46
Consent agenda passes 5 to 0 presentations. We had a busy day here, everybody. So number one and recognition of services, | 00:08:50
Department of Human Services, John Needfeld, John, are you here today? | 00:08:57
Come on up, you're going to be here at the podium. | 00:09:04
I'll read this. | 00:09:11
Statement. And then Jamie, I'll turn it over to you, if that's all right. So this certificate is probably presented to Johnny | 00:09:15
Department of Human Services, whereas John McFarlane has served the Roe County Department of Human Services from October 5th, 2015 | 00:09:21
to January 31st of 2024. And whereas the Board of Globe County Commissioners wishes to recognize the dedication service to Royal | 00:09:26
County and its citizens, now, therefore, let it be known that the Board of Raleigh County Commissioners wishes to express its | 00:09:32
gratitude to John Nightfall. | 00:09:38
Dedication to Well County and its citizens. Signed by all 5 commissioners. Congratulations. | 00:09:45
Good morning, commissioners. Daniel with Department of Human Services. Thank you so much for recognizing John for his tremendous | 00:09:54
service to our county Department of Human Services. John has spent the last 8 1/2 years and our Family visitation Center, which | 00:10:00
has a new name, Family Time Center. | 00:10:06
And has just done a tremendous job in overseeing the visitations with the kids that are in placement with their their families and | 00:10:14
their parents and that takes a great deal of compassion and patience and expertise in the area of child offer which son has he | 00:10:21
prior to coming to Wall County he was a case worker I believe in Chaffee county and also did training for child welfare | 00:10:29
caseworkers so. | 00:10:36
In total, he has over 40 years in the child welfare business and we were lucky enough to. | 00:10:44
Get his expertise on part of his career, excuse me. And so all of that expertise has come in and really benefited us and the | 00:10:52
families in Weld County. So just really appreciative of all the good work that John has done. His coworkers really respect him and | 00:11:01
appreciate his calm demeanor and his ability to just really support those families. So, John, thank you very much. | 00:11:10
Excellent, John, you wish to see? | 00:11:19
Just it's been a long ride. | 00:11:22
Awful rewarding. | 00:11:26
Sometimes difficult work. We work with a population that most people would prefer to know, not know exists. | 00:11:27
But it's been a pleasure doing that and I'm very humbled by. | 00:11:37
What's going on right now? Thank you very much. | 00:11:43
Mr. James John We recognize a lot of folks who have provided their time and talents to to, well, County. Not many, though are | 00:11:47
backed up by A state championship cheerleading team that was ready to achieve. | 00:11:52
All right, John, thank you. I will cure you as well, Sir. We need folks, the the people of Rold County to step up and serve those, | 00:11:59
those folks in Weld County there perhaps among our most vulnerable populations. So thank you for doing so. We appreciate you. | 00:12:05
My pleasure. | 00:12:11 | |
Yeah, I would agree. Thank you, John, for everything that you've done for Well County and citizens. Well County, I hope you enjoy | 00:12:14
your retirement. I hope you got some fun things planned. | 00:12:17
I plan on just doing nothing. | 00:12:22
I don't want to really do so, thank you, but thank you for what you've done. | 00:12:25
I also want to thank you, John. Our children are sometimes the most vulnerable and that you definitely have a heart for children. | 00:12:33
So I definitely want to thank you and I hope you enjoy your retirement. Thank you. | 00:12:37
Trying to bet you're a man with a lot of stories. | 00:12:42
That's what they're telling me. So don't get me started. Actually, I would love to get you started. | 00:12:47
Is your favorite story you'd like to share and honestly, not details about the individuals, but just something in general. | 00:12:53
Well. | 00:13:00 | |
It's always a pleasure when you're doing visits to have the children give you that look during the visit. That kind of tells you | 00:13:02
that they feel safe and comfortable and and I always like to say. | 00:13:09
My last visit I got my Arthur time. He's a little guy, about a year old that just grabbed my heart. | 00:13:19
And I'm glad that was my last visit. It's positive memory. | 00:13:27
That's awesome. Thank you so much. | 00:13:32
I just want to say something with your heart. To serve is is really the welding. So I just want to thank you so much for all your | 00:13:35
years of service. | 00:13:40
Don't have an echo the sentiments my my fellow commissioners and I just want to say thank you. You do touch a great population in | 00:13:46
our community. Like you said sometimes it's often forgotten about. But I want to say you did an excellent job. That's not an easy | 00:13:54
job. But I just want to say thank you job well done. And with that let's let's take a picture if that's OK. So come on up. | 00:14:02
She's over there. She's taking pictures. | 00:14:20
All right, everybody. You ready, 123123? | 00:14:41
As well as I thank you. | 00:14:49
All right. Our next certificate of appreciation is for Pat. Ken Law, I don't see Pat here, but I'm going to go ahead and read this | 00:15:13
in. | 00:15:22 | |
This certificate is probably presented to Pat Kimball Extension Advisory Council, whereas Pat Kimball has served as a member of | 00:15:32
the Extension Advisory Council for the past six years. | 00:15:36
And whereas the Board of County Commissioners wishes to recognize your voluntary contributions to Wealth counties and its citizens | 00:15:41
through your services. Now, therefore, let it be known that the Board of Well County Commissioners wishes to express its gratitude | 00:15:47
to Pat Kenball for your contribution of time and voluntary execution of your deeds as a member of the Extension Advisory Council | 00:15:52
signed by all 5 County Commissioners. Congratulations, Pat. I just want to say just Pat Kinwal has done an amazing job, especially | 00:15:58
with the Royalty Court. | 00:16:04
Organizing the. | 00:16:11
Interviews, nominations, all of that. So I hopefully she's not moving on from that, but she's been an amazing asset to the fair | 00:16:12
board. | 00:16:16 | |
I would agree. Nice comments. Thank you. Travis Holder. Travis, are you here? | 00:16:22
Just slow over here. | 00:17:00
Leanne Bodine, come on up. | 00:17:36
Leanne is on the Area of Agency on Aging Advisory Board, whereas Leanne Bodine has served as a member of the Area Aging on an | 00:17:52
Agency on Aging Advisory Board for the past three years and whereas the Board of Weld County Commissioners wishes to recognize | 00:17:59
your voluntary contributions to Weld County and its citizens. | 00:18:05
Through your services. | 00:18:12
Now, therefore, let it be known that the Board of all County Commissioners wishes to express its gratitude to an Bodine for your | 00:18:13
contribution of time and voluntary execution of your duties as a member of the area agency on Legion Advisory Board, signed by R5 | 00:18:18
Commissioners and the others. Anything you'd like to say? | 00:18:24
I've just met a lot of wonderful people. It's great to work with them and land of the memory services the county offers to the | 00:18:30
aging, which was very helpful to me personally as I was a caregiver for more than one family member. So it was nice to know what's | 00:18:38
out there to help you do that particular role. And I particularly enjoyed the art show that we have started with our people over | 00:18:45
50 to participate in and it's been wonderful to see. | 00:18:52
The participation there and even after you retire, you can start a new talent and many of them are brand new artists. | 00:19:01
Right. Great to see. So I appreciate the time to serve. Thank you. Yeah, we'll go down the horn. Commissioner James, thank you so | 00:19:07
much for your service to the board that Commissioner Buck is one day closer to needing today. | 00:19:13
To do that. | 00:19:21 | |
He's still the oldest pair. Did you start? | 00:19:23
I appreciate your service to such a population. It's a treasure to this entire nation. We need to continue to honor those among us | 00:19:26
who are. We're more Gray in the temple. Thank you so much for working on behalf of the aging and well. | 00:19:32
Yeah. And I and I would say the same thing. I think that you know all of the two of us on this board. | 00:19:41
Is a little bit older. We're all there. So you know, I think, I think we've all been in, I'm sure all of us have been in a place | 00:19:48
where we've had aging parents or grandparents that. | 00:19:53
That that need assistance and so it's really wonderful that you're willing to take the time and help with with our aging | 00:20:01
population because really I mean that's that's so important it's it's what got us to all where we are today right because of | 00:20:07
parents and grandparents that. | 00:20:12
Raised us and taught us the values that we needed to be able to get to where we're at. So thank you for helping and working with | 00:20:19
the aging population. | 00:20:23
Say what pleasure it is to see you all the time at the meetings you have been always. | 00:20:29
Consistent, always been there and so supportive and thank you. Thank you very much for all that you're doing. I've had my fair | 00:20:34
share of working with my elderly parents, but. | 00:20:40
I just want to appreci. | 00:20:47
Sure. How much I appreciate you. Thank you, Mr. C and I just want to thank you for helping in some of the most vulnerable and | 00:20:48
valuable citizens over the dignity and and that's what you do on, on the AAA board. So I just thank you so much for finding those | 00:20:54
solutions to help those people have fallen in the cracks or they're having a hard time because aging is not for the week as we all | 00:20:59
know. So thank you. | 00:21:05
Yeah, I just want to say that AAA does an amazing job for for our advanced aged community and I just want to say thank you your | 00:21:12
time and efforts on there. I always got back to me how much you contributed and the wonderful job that you did. So I want to say | 00:21:18
thank you very much And with that, we'll take a quick picture and and celebrate you here real quick. | 00:21:24
Sure, if everybody wants to be great. | 00:21:31
But nothing before that. | 00:21:58
We ready? | 00:22:01 | |
1/2. | 00:22:03 | |
3123. | 00:22:06 | |
OK. Thank you. | 00:22:10
All right. That concludes presentations and takes us on to proclamations. This is a big day here. | 00:22:37
This is Erie Tigers Day and I'm pretty excited to see our Erie Tigers in the audience. We're going to celebrate the Class 4A | 00:22:43
football and cheerleading state championships, so I'm going to read a few proclamations and we'll do them individually. | 00:22:50
Whereas the Erie Tigers football team competed in the Class 4A state championship game on December 2nd, 2023 at Canvas Stadium in | 00:22:59
Fort Collins. | 00:23:03
And whereas against the Palmer Ridge Bears, the Tigers shine. Senior quarterback Blake Barnett scored two touchdowns and | 00:23:08
intercepted a pass on defense. The Tigers defense stopped the Bears momentum in the fourth quarter to earn a 20 to 6 state | 00:23:15
championship victory and whereas the victory showed grit, determination and teamwork to achieve a goal. | 00:23:21
In previous seasons, Eerie advanced deep in the playoffs only to fall short of the championship. This year, they'll continue | 00:23:28
practice and improvement. The Tigers completed their team model of unfinished business to earn their first football state | 00:23:34
championship since 1997, and whereas those characteristics great determination. | 00:23:41
Are ones in which we take the most pride. Yes, the athletic achievements are certainly special. However, the traits used to | 00:23:48
succeed athletically will also be needed later in life. The fact that your young people are utilizing them to win state | 00:23:53
championships as is confident they can achieve even greater things moving forward. | 00:23:59
Now therefore, be a proclaimed by the Boardwalk County Commissioners that the 29th day of January 2024 be known as Erie Tigers | 00:24:05
Day. Congratulations on the championship season signed by all 5 County Commissioners, coach and players. If you'd like to come to | 00:24:11
the podium, we can help to have you up here for a moment. | 00:24:17
I know. Coach, do you have a few words you'd like to share? Yes, Yes. First of all, thank you for inviting us and and recognizing | 00:24:43
us. We really appreciate it. We also have to congratulate our coaches. Ross. | 00:24:50
Six times they 10 cheerleaders, they set the standard at the high school or chase them. Now we're trying to get through where they | 00:24:58
are, but these young men? | 00:25:03
What you said is very accurate of these young men and the work they put in this year. | 00:25:10
And the togetherness that they they created throughout the years was uncommon and the results showed at the end in that game was a | 00:25:17
testament to them and and everything they put into the season. | 00:25:23
So rather than and once again, really appreciate you for having us here. | 00:25:30
And let one of these guys, because they all like talking a lot as far as of course we're going to make sure to have them have the | 00:25:36
opportunity to themselves. | 00:25:40
We just want to thank you guys for having us. | 00:25:46
Yeah, I don't. I don't really know. | 00:25:52
We don't like talking. There's a strict program. We're no talking unless we win. So why don't you guys need to do yourself in a | 00:25:55
position you play? I'm pressing turnover, I play corner and I'm a senior. | 00:26:00
Each one is going to get to do that. | 00:26:08
Every day. | 00:26:12 | |
Joshua number, receiver. | 00:26:16
Make sure you say your class too. I'm a senior and I play D line. | 00:26:20
Keep serves, I put my biker of a senior. | 00:26:27
Tyler Hoffman I'm a kicker and I'm a senior. | 00:26:32
Jesse Kaufman I'm a junior and I play OD line. | 00:26:39
I'm going to I'm a sophomore and I play running back in DV. | 00:26:43
Dylan Firewall and I play corner and I'm not. | 00:26:48
Jenny Price I'm a sophomore. I play safety. | 00:26:53
That's a senior and I play wide receiver. | 00:26:59
As Frank Junior and I click corner. | 00:27:02
So everybody. | 00:27:06
And I play D1. I'm a junior. | 00:27:10
Excellent. Well, thank you, gentlemen, Commissioner James. | 00:27:13
You guys know why you're state champions, right? You know why? Why is Jesse little readily a bit Because you you easily admitted | 00:27:19
that the occupancy alignment is not only the most intelligent but most attractive player on the team and so your recognition of | 00:27:25
that is what Butcher is, is through the state championship. It's not that I'm biased for offensive lineman or anything. | 00:27:31
Congratulations, The reason your state champions is because you set your mind to it. You worked hard and you achieved it. | 00:27:39
Just remember that that can happen. Anything you set your mind to in life, it's Team York. Well, for success in the future, where | 00:27:45
to represent Weld County? Where to represent Erie and your school? Congratulations guys, on the state championship. Well deserved. | 00:27:51
And I would agree with my computer, James said. I'm not sure about the offensive one. | 00:27:57
Thanks again. Congratulations. | 00:28:42
Absolutely. Congratulations. When I was in high school, football players ruled. People look up to you. You are the leaders of your | 00:28:45
school and let you accomplished I think is outstanding and just keep doing it and hope all your seniors. | 00:28:51
Hopefully you have a strong future, maybe in football as well. | 00:28:59
Later on, but anyway, congratulations, outstanding. | 00:29:04
And getting congratulations, this kind of win, this kind of teamwork will stay with you your entire lives whether you do football, | 00:29:08
you don't do football. So again, congratulations. We're very, very proud of you. | 00:29:14
But gentlemen, I just want to say great job, we're proud of you, you represent well, County well and just say congratulations | 00:29:52
coach, job well done. | 00:29:55
Keep up the great work, hear great things about your program and with that we'll go ahead and come on up and we'll take a picture, | 00:29:59
so. | 00:30:03 | |
123. | 00:30:38 | |
123. | 00:30:41 | |
Hard to kick with the busted lighting is. | 00:30:59
Oh boy. | 00:31:26 | |
To continue Eerie Tigers Day, we get to go to our six time state Champions here real quick. Whereas the Erie Tigers cheerleading | 00:31:29
team completed, excuse me, competed in the Class 4A State Championships on Friday, December 8th, 2023 at the Denver Coliseum. | 00:31:37
Now therefore, be a proclaimed by the Board of well County Commissioners at the 29th day of January 2024. Be known as Erie Tigers | 00:32:50
Day. Congratulations to the Erie Cheer team on its continued success signed by all 5 County Commissioners. Congratulations coach, | 00:32:56
if you and your team would like to come forward. | 00:33:02
Yeah. | 00:33:11 | |
Thank you. So first of all, just think so. I love you for having us again. I think it's become a fun extra tradition for us. Added | 00:33:27
on to the success and congratulations to the football team and coach Geiger. It was really fun. Those state championships go | 00:33:34
back-to-back weekends, so the weekend before our state championship we were at theirs and I don't think they know, but honestly | 00:33:40
it's hard to get my kids to focus on their own state championship because they were so excited for football state championships, | 00:33:46
so. | 00:33:53 | |
It was fun to share that and have those back-to-back weekends of celebration, but this team is special. Obviously 6 state | 00:33:59
championships consecutively extremely difficult to come by. | 00:34:05
That their hard work, their dedication, their best friends. As you can tell, they're their inability to quit talking to each | 00:34:12
other. | 00:34:15 | |
Anytime. But it is fun to watch them come together and be able to hold each other accountable when it really matters to get things | 00:34:18
accomplished. Practice Senate competition. So they're really special group. | 00:34:25
It's awesome. Thank you Coach, and if someone from the team wants to say something then after that I'll have everyone go through | 00:34:32
and introduce your name and here you are in school. | 00:34:36
Oh yeah. I personally very grateful that this is like the team that we got as seniors for our senior, just because. | 00:34:41
Seriously. Like, we have such a special bond and like, we're all just very best friends, so it's so cool to like. | 00:34:55
Get to come together for something like a state champion and urge state championship. I remember like at state this would be like | 00:35:02
my third, but like just looking at like our freshmen and like how excited they were. | 00:35:08
Sorry. I literally like seeing how, like, special it is. So yeah, just our bond is like nothing else. And we're really like our | 00:35:17
best friends. So yeah, sorry for talking. | 00:35:23
What was your name in class? | 00:35:30
Welcome, girls. I see a lot of brain on your hands. It kind of looks like the New England Patriots up there, right? That's a lot | 00:35:34

That's a lot | 00:35:34
of championship rings. So that's cool. Everyone wants to go through and introduce yourself and what year you are in school. | 00:35:41
Oh my God. Melanie Bell junior. | 00:35:49
Senior. | 00:35:56 | |
Christian Singer. | 00:36:02
Arthur Highland Senior. | 00:36:05
Kenzie, Santino Software. | 00:36:08
American freshman. | 00:36:11
When she comes on you. | 00:36:15
Chloe Hopkins for a freshman. | 00:36:20
Kyrie Balaan singing. | 00:36:25
Sophia. | 00:36:38 | |
Guys start coming down, Jenna Noble junior. | 00:36:43
Master freshman. | 00:36:50
Can I locate this? | 00:36:54
You wanna restore cell phone? Emma Braden Junior. | 00:36:57
Congratulations, Lady Commissioner James. | 00:37:02
Senior citizen I not as old as **** though. Just so you know. Now there's old as ****. | 00:37:05
You are lying right now. | 00:37:12
Ladies, thank you so much for your commitment and your dedication to what you do. 6 State championships, You know, my mother used | 00:37:15
to tell me, Scott, you're going to learn this bigger lesson from losing as you can from winning. But obviously you didn't listen | 00:37:20
to my mother, so I'm good for you for not listening to my mother. | 00:37:25
Stick with it to set the same kind of determination of life and you will succeed. And you know we need on both the cases of the | 00:37:31
football team and of the cheer team here to thank your parents as well. You know your parents have a little sacrifice and and | 00:37:36
y'all getting there and and and then believe in and support you as well. So go home, thank your parents and actually listen to | 00:37:42
what they say because they're not so stupid. I have a senior in high school myself and he thinks I'm an idiot. | 00:37:47
Congratulations, ladies. Good for you, Commissioner Freeman. I don't even know how to follow that. | 00:37:55
Congratulations one thing you guys. | 00:38:02
Know is you had a big role in your football state championship, right? Because I'm sure you were. In every game, you're cheering | 00:38:06
them on, they hear you in the background and you inspire them with what you guys do. So congratulations, six of the world. That's | 00:38:12
pretty amazing. Once again, use that to succeed in life, OK? | 00:38:18
Thank you. | 00:38:25 | |
Congratulations. I love the bond and you will carry that probably through the rest of your life. But I do do this all the time. | 00:38:28
Just is there a small chair that you can just? | 00:38:32
This year. | 00:38:40 | |
We have like this one that we kind of just like celebrate each other. | 00:38:43
So it's really short. | 00:38:46
That is excellent. Thank you so much. So there's a reason there's cheer teams, right? | 00:39:04
Yeah. | 00:39:10 | |
And honestly, it's working. | 00:39:12
Get the Tigers here, We've got you here. It's very unsurprising to see you back. I just want to say we're so very proud of you and | 00:39:16
thanks for cheering on our high school athletes and again, this will stay with you all your lives is kind of teamwork whether you | 00:39:21
continue in the chair. | 00:39:26
Or do something different, shooting on the people in your life and maintaining those relationships to one of the most important | 00:39:32
things you can learn. And the fact that you can learn it at this level already means that you're very prepared for the world ahead | 00:39:36
of you. | 00:39:40 | |
And continue to succeed in life. And with that we'll take a quick picture. So that's awesome. That was excellent. | 00:40:16
Need to be out in the middle. | 00:40:25
Actually, can I have a couple girls come over here just so we're a little balanced? Yeah. Or screwed in? Sorry. Thank you. | 00:40:48
I can see all of you. | 00:41:06
Awesome 123. | 00:41:09 | |
One more 123. | 00:41:14 | |
To collapse in a punch for well, County. I like it. We're going to move forward and get fashion today. Thank you, coaches. Thank | 00:41:48
