Guys, let's see the stunts for later. I appreciate you very much. I want to let you know that as your former mayor and as your 00:07:14
community member, I am thrilled every time that Roosevelt comes in here. The more that I'm thrilled whenever anybody from Weld 00:07:20
County brings home a championship, it just shows that Weld County continues to show the rest of the state how it's done. 00:07:27
We appreciate you very much. I want you to remember how you feel today. You apply that same kind of let's stick to this, that I 00:07:34
know that Johnstown American are so capable up to anything in life and you will succeed. God bless you guys and your future 00:07:39
endeavors and thank your parents for what they do as well. I appreciate your congratulations. 00:07:44

Completely agree with Commissioner James and Freeman. We are so proud of you and I just love this whole teamwork and you will be 00:08:44
friends forever. Like it's just wonderful. 00:08:50
What it takes to do and accomplish what you have. But I am the one that always has to ask for a little chair. So if I could ask 00:08:57
for just a small chair, I would really. I tried to warn you, I tried to warn you in the lobby and y'all didn't listen now, did 00:09:02
you? 00:09:07
You got this. 00:09:21
Everybody does it. 00:09:26
Riders. 00:09:44
So I heard a lot of bass today. Do you ever play that science all about the bass? 00:10:09
OK I was just kidding. I just want, I just looking at the the legends of the Rough Riders, the original Rough Riders and how they 00:10:21
charge hills and you know took on the challenge and and gave courage to others and that's what cheer teams are supposed to do, 00:10:26
right? 00:10:30
Yes. Yeah. We're just so very proud of you and and thank you so much for workers in Lowell County. So very well. 00:10:35
And with that team, we'd like to take a photo of you up here as I present you with the proclamation. OK. 00:11:12
Yep. 00:11:22
Actually up here. You guys finished the meeting up there? 00:11:24
Yeah. We'll begin with Michael Oregon. That's your chair right here. That's safe for people from Johnson. You from Johnson? All 00:11:28
right. Right here. 00:11:32
If we could try to squeeze in. 00:11:40
A Crouch? That would be fantastic. 00:11:45
You guys look great. 00:12:05

Great job. Have a great day. Well done. Good to hear. 00:12:33
All right, Roosevelt, look like your palms Come on up. It's now your moment. 00:12:58
As you're coming up, I'm going to go ahead and read this proclamation. It's a proclamation for Roosevelt Roughriders Day, Monday, 00:13:02
February 26th, 2024. 00:13:07
We're at the Roosevelt Rough Riders. Proms team competed in the Class 4A State Championships on Saturday, December 9th, 2023 at 00:13:12
the Denver Coliseum, and whereas with a score of 91.1, the Rough Riders continued their dominance in recent years, claiming 1/3 00:13:17
consecutive state championship. And whereas winning one state championship is difficult enough, winning three requires A continued 00:13:23
commitment from team members, coaches and parents to make the sacrifices needed to achieve excellence That excellence has shown in 00:13:29
team and individual effort. 00:13:35
And Goddard senior Cassidy Ongren and junior Madeline Sansone first team Allstate honors from Colorado High School Activities 00:13:42
Association. And whereas the energy bought by Palms teams to performances and athletic events creates an atmosphere equally 00:13:48
special for students, athletes and Roosevelt High School, that energy has also resulted in a state championship. And it's with 00:13:54
pride that we celebrate that accomplishment. 00:14:00
Now therefore be a proclaimed by the Board of well County Commissioners that the 26th day of February 2024 being known as 00:14:06
Roosevelt Roughriders Day signed by all 5 county Commissioners. Congratulations. 00:14:11

that led us to success. 00:14:39

our tier team, our community, our parents, our school, our coaches like and we all do it together and it's just the greatest thing 00:14:50
ever. So thank you. 00:14:55
Excellent. That's wonderful. 00:15:01

work together and be a team, that's that's something that they'll take forward into your realize when you guys graduate, you get 00:16:33
out in the real world. So congratulations once again. 00:16:39
Oh, I'm just so proud of you and just want to thank you so much for staying in sports and and being the the discipline it takes 00:16:45
and the camaraderie and the friendships that you'll have forever. But I will have to ask for a little bit of a cheer. 00:16:53

you did was a Turkey, right? You got three in a row, so we're proud of you. 3 is hard. I'm a fellow coach and I know how hard it 00:17:38
is because everyone comes gunning after you when you're the state championship. So you juniors and sophomores and and freshmen. It 00:17:45
takes extra work to go in next year and win that next one. So keep up that diligent work. Parents, again, thank you so much for 00:17:51
your hard work. 00:17:57
And dedication to making these young athletes successful. And with that, we'll go ahead and take a picture with you guys. OK, come 00:18:03

Entered into a MO U for shared maintenance on 168 and Well County Road 2. 00:22:23
As part of this, MOU shared maintenance costs are defined as major construction projects, which includes milling and paving 00:22:29

Two areas have been identified for milling and paving on 168 from Holly St. to Tuscany Street or Tuscan St. and then from Unwell 00:22:38

morning, Commissioners. Annie Lucci Public Works. I'm presenting on behalf of Connell Resources in the Town of Johnstown. They're 00:24:15
requesting this closure to begin on March 4th and go through March 25th. This is in order to install. 00:24:23
36 inch steel casing for their 24 inch sanitary sewer main. The reason they are open cutting on this is there is a fiber optic 00:24:32
line that serves the three town areas of Johnstown, Milliken and Need and if that line were compromised it would shut down all 00:24:39
those cities. So out of safety reasons they're going to go ahead and open cut to do this installation. 00:24:47

Public Works of the Public. County Code. Appendix 8 O. Functional Classification. 00:27:21
Bruce, Anything? 00:27:32
Mr. Chair, looking at this, I would recommend that we continue this item for a month so we have an opportunity to actually look at 00:27:34
it a little closer before we actually prove it. And so I would move that we continue this item until March 25th, 2023 at 9:00 AM. 00:27:41
OK, we have a motion for continuance from Commissioner Freeman. 00:27:49
I guess having listened to the tapes myself and listening to the comments at Planning Commission, we received several emails as 00:27:54
well regarding this. I would, I would concur with that sentiment. I don't know if this is ready for prime time yet. I think we 00:28:02
need to look at a few things before we move forward with this. So there's a motion on the floor second by Commissioner James. 00:28:09
With that, Bruce, we still need to open it up for public comment. 00:28:18
No, I I mean they can provide comment on what day wasn't marked. 00:28:22
OK, so with that, I would open it up for public comment. We have a motion and a second on the floor to continue this till March 00:28:30
25th so that we can work on this a little bit more if anyone would like to speak to the continuance. You said no. He said what I 00:28:36
said she said we did need to open it up for. 00:28:42
But if I suppose if there's someone who can't be here on that day, they're out of town or. 00:28:49
Is there anyone that would like to speak in that regard? 00:28:58
OK. Yes, ma'am. Come forward. 00:29:06
As you come forward, please state your name and address for the record please. And this is just on the continuance to March 25th. 00:29:08
I would request to be allowed to speak for you further because they've already made their trip here and they weren't aware there 00:29:17
was going to be a. 00:29:21
We're not having first reading today, so I would like to hear what their opinion is, please. In regards to the continuance. If 00:29:25
there's comments towards the actual plan is really what we're saying is we don't have a plan. It's not ready for prime time, 00:29:31
right. So that's why this is only about continuing this until March 25th. Do you wish to speak to that? 00:29:38
I guess I just do have a question. Is the transportation plan going to be changing then that 144 page document? 00:29:45
It'll be changing before that, March 25th. 00:29:53
Not the transportation plan per SE, but the functional classification map that's associated with that document. 00:29:56
Is what we're talking about right here. 00:30:04
Right. Yes. That won't change ahead of time because that's what we're talking about. I can hold it till then. All right. Sounds 00:30:07
great. Thank you. 00:30:10
Do you wish to speak to the continuance? 00:30:14
My name is Dave Mitchell, I live at County Road 2732799 and just in regards to the continuance of this, I just request that you. 00:30:17
Please give proper notification to the residents that live on that road so that they have an opportunity to understand what you're 00:30:28
talking about and what plans are being made. 00:30:34
Also that we be given some kind of scope after what the scope of work is really being looked at so that we can make. 00:30:41
Mr. James And where is this meeting? Where will it be held? 00:31:24
Just just like today, so we'll be on March 25th. I'm not sure what date second reading or third reading will be, but the first one 00:31:29
will be March 25th and then several weeks out will be the 2nd and several more weeks out will be the third. 00:31:34
OK. 00:31:40
Ten years later, then we we have to go tear down or something to that. I just want to make sure that I straighten my head. 00:32:21
Since Commissioner Ross is going to be out on March. 00:32:28
Yeah, I am. I just saw the e-mail. So I guess I would like to change my motion or do another motion and say could we continue 00:32:33
still? 00:32:36
March 27th. So I would move that we continue this item until March 27th, 2023. Mr. Freeman amended his motion. Are you OK with 00:32:43
amending your second district? Yes, yes. OK. So there's amendment to the motion to change that to the 27th of March 98 AM. 00:32:50
And we have a motion from Commissioner Freeman and 2nd from Commissioner James. Any further discussion? Yes, Mr. Chair. 00:32:58
Suggest that we have a community meeting. 00:33:05
With the folks that are more affected by this new classification map, because I still strongly believe we should take people's 00:33:08
comments and concerns before we actually make law and this is going to affect their property. When we're taking larger or 00:33:13
expanding rows or whatever is what we're doing for expanding traffic on certain roads, I think we should have a community meeting 00:33:19
first before we even have first reading. I think that would be the expectation of the planning department if that's what they 00:33:25
would do. 00:33:31
So, yeah, All right. Hearing no other comments. 00:33:36
Any other further discussion, All right, all in favor of the continuance to March 27th at 9:00 AM signify by saying aye aye, all 00:33:41
opposed. Same sign and first reading for code Ordinance 2024-01 is continued until March 27th at 9:00 AM With that that concludes 00:33:48
new business. That brings us to public comment. Does anybody wish to make comments about anything not scheduled on today's agenda? 00:33:56
So please come forward. 00:34:03
State your name, your address and please keep your comments to 3 minutes. 00:34:10
All right. Seeing them, we'll go ahead and close public comment and we will adjourn at 936. Appreciate everybody being here this 00:34:16
morning. Thank you. 00:34:20
