So proud to be a part of World County. And I just wanted to share an interesting tidbit. We average between 16 and 18,000 unique | 00:16:36 | |
clients every year. I thought you guys might find that interesting. So we're serving well county all across the county and I | 00:16:43 | |

I'm sure that you are aware, came the team, that one of the priorities for Well County this year is working with the Commissioner, | 00:17:38 | |
Kurt Meyer on Senate Bill 59, which is adolescent behavioral. | 00:17:44 | |
Mental or behavioral health system of care. Bill and I have testified a couple of times with some folks who I've heard amazing | 00:17:51 | |
stories. One lady shared a personal story about how she was regrettably diagnosed with breast cancer, but the doors opened up for | 00:17:58 | |
her. She knew exactly where she needed to go, exactly who she needed to see, and lo and behold, here, six years later, she | 00:18:04 | |
continues to be in remission and the cancer is absent from her body because a system of care opened up perfectly for her. | 00:18:11 | |
Then she shared the the story of her younger brother who started exhibiting mental health issues and and everybody was confused | 00:18:19 | |
and didn't know where to go. Regrettably her story ended ended in a suicide. We must find a system of care and we're developing it | 00:18:25 | |
at the adolescent and then child behavioral level. But it needs to continue on through adults. We need to view ourselves as whole | 00:18:31 | |
persons and we need to do the best that we can to keep ourselves mentally and physically. Well I am feeling that the physical part | 00:18:36 | |
but nearly I'm pretty good. | 00:18:42 | |
But I am. I am blessed. There are those who are not blessed. I want to make sure that they have a system which they can plug into | 00:18:49 | |
to make sure that they lead wonderful lives. And you're doing that and we get to highlight that this month. So thank you for what | 00:18:53 | |

Commissioner Book, yes, it is absolutely wonderful to take this time to recognize Mental Health Day. But I have to tell you, in | 00:19:03 | |
the just the years as a county commissioner, N Range, Behavioral Health has created a legacy of outstanding service on so many | 00:19:11 | |
levels. But most often in the legislature for those eight years, N Range came over and over again being recognized as one of the | 00:19:19 | |
premier mental health organizations. And I just God bless you for all you do. It's amazing work. | 00:19:26 | |

Sure. What this does is in the third warehouse paragraph and then 4th. Whereas paragraphs. It refutes the statement that is made | 00:28:54 | |
on the website of the Center for Immigration Studies saying that well, County is a sanctuary county. Which according to that | 00:29:02 | |
website says that while county is shielding aliens in the United States in violation of law from the reach of federal immigration | 00:29:10 | |
officers. | 00:29:18 | |
Refutes that. | 00:29:26 | |
It then goes on and provides a new section 5170, which says no appropriation shall be made from the General Fund Capital | 00:29:28 | |
Expenditure Fund. Special revenue funds were proprietary funds for the specified purpose of providing emergency sheltering for | 00:29:39 | |
illegal aliens within while counting, and it defines what that includes. It also includes. | 00:29:49 | |
A prohibition against. | 00:30:01 | |
Purchasing properties for that purpose against specified purpose. And then the third thing would be a prohibition against taking. | 00:30:05 | |
Burnt while county properties and then leasing those to either a non governmental organization or a government organization that | 00:30:16 | |

If we pass this, I expect it to actually that it's to actually have occurred that we will not be spending money for housing and | 00:31:39 | |
transportation or meals, but that's through any department. So I just want to make sure that's in there and let people understand | 00:31:47 | |

And as far as discrepancies with this, I think that we put as far as the entire board, we put a lot of time and I mean we've been | 00:33:58 | |

Is why are there so many steps sometimes when there is an urgency to enact this? I know it's previously been written in law, so I | 00:34:13 | |

over our skis are noticing requirements here. Help me understand whether or not this board has the authority to do this in the | 00:35:53 | |

No. You have the ability to do an emergency ordinance at any meeting. You just need to have 4 affirmative votes to do that, and | 00:36:03 | |
you need to notice the ordinance immediately after that. So you need to call out why it is an emergency. One thing that I I | 00:36:11 | |

Typically you do those when you make your appropriations in December. It would have to be a supplemental appropriation, which you | 00:36:27 | |

So to address the emergent situation, I although I I sense the urgency that Miss Hamilton and others feel we would literally to | 00:36:55 | |

I'm sure that you are aware, came the team, that one of the priorities for Well County this year is working with the Commissioner, | 00:17:38 | |
Kurt Meyer on Senate Bill 59, which is adolescent behavioral. | 00:17:44 | |
Mental or behavioral health system of care. Bill and I have testified a couple of times with some folks who I've heard amazing | 00:17:51 | |
stories. One lady shared a personal story about how she was regrettably diagnosed with breast cancer, but the doors opened up for | 00:17:58 | |
her. She knew exactly where she needed to go, exactly who she needed to see, and lo and behold, here, six years later, she | 00:18:04 | |
continues to be in remission and the cancer is absent from her body because a system of care opened up perfectly for her. | 00:18:11 | |
Then she shared the the story of her younger brother who started exhibiting mental health issues and and everybody was confused | 00:18:19 | |
and didn't know where to go. Regrettably her story ended ended in a suicide. We must find a system of care and we're developing it | 00:18:25 | |
at the adolescent and then child behavioral level. But it needs to continue on through adults. We need to view ourselves as whole | 00:18:31 | |
persons and we need to do the best that we can to keep ourselves mentally and physically. Well I am feeling that the physical part | 00:18:36 | |
but nearly I'm pretty good. | 00:18:42 | |
But I am. I am blessed. There are those who are not blessed. I want to make sure that they have a system which they can plug into | 00:18:49 | |
to make sure that they lead wonderful lives. And you're doing that and we get to highlight that this month. So thank you for what | 00:18:53 | |

Commissioner Book, yes, it is absolutely wonderful to take this time to recognize Mental Health Day. But I have to tell you, in | 00:19:03 | |
the just the years as a county commissioner, N Range, Behavioral Health has created a legacy of outstanding service on so many | 00:19:11 | |
levels. But most often in the legislature for those eight years, N Range came over and over again being recognized as one of the | 00:19:19 | |
premier mental health organizations. And I just God bless you for all you do. It's amazing work. | 00:19:26 | |

Sure. What this does is in the third warehouse paragraph and then 4th. Whereas paragraphs. It refutes the statement that is made | 00:28:54 | |
on the website of the Center for Immigration Studies saying that well, County is a sanctuary county. Which according to that | 00:29:02 | |
website says that while county is shielding aliens in the United States in violation of law from the reach of federal immigration | 00:29:10 | |
officers. | 00:29:18 | |

It then goes on and provides a new section 5170, which says no appropriation shall be made from the General Fund Capital | 00:29:28 | |
Expenditure Fund. Special revenue funds were proprietary funds for the specified purpose of providing emergency sheltering for | 00:29:39 | |
illegal aliens within while counting, and it defines what that includes. It also includes. | 00:29:49 | |
