I just want to see if we can bring this up and and perhaps take it out on. 00:04:48
Yeah, that'll be put on the agenda. I'm not sure I'm willing to pass something without having the chance to even read it before it 00:04:53
comes in front of us. 00:04:56

Good morning, Commissioners, Amy Muncie Public Works, Public Works is requesting this closure to begin on June 19th. 00:11:16

UH widening paving. Also be constructing a truck pull off for safety in this section. 00:11:35
The detour route is paved. 00:11:42
Variable message boards will be in place. 00:11:44
Local access will be provided throughout. 00:11:48
As well as protected on the gravel roads to keep unwanted traffic. 00:11:51
On those roads are off of those roads. 00:11:56
We'll be updating media outlets throughout and it was also scheduled around the Grover Rodeo so that it won't be impacted. 00:12:00
Mr. Ross. 00:12:09
No, I just was going to add that if Amy hadn't, but they worked with the town of Grover because you know their their Father's Day 00:12:10
rodeo is a big thing for that community and wanted to give them kudos for getting that done. So I just said the detour route is 00:12:15
tour is is paid, what's the detour so it'll be utilizing. 00:12:20
State Hwy. 14390. 00:12:26
And then, um. 00:12:30
126. 00:12:33
Ohh to come around, so it is along the hallways. 00:12:34
I can't think of any other payroll they have also added. You know, we know that some of the gravel roads for local access will get 00:12:39
used. 00:12:43
More than others, so we're also putting up some temporary stop signs. 00:12:48
And to ensure safety and some of those uncontrolled to make sure that the. 00:12:52
It's safe through there. We'll also be managing through the oversize overweight permitting to help the trucks get around through 00:12:56
this. OK. Thank you. Any further questions? 00:13:02
Second, second by Commissioner Buck to approve all in favor aye, opposed motion carries. 00:13:10
#4 Consider contract ID 69 Seven 6975 Change order number four to agreement for Professional Services for bridge 1946 and A and a 00:13:18
half. A replacement design project did V 1900113, Authorized chairside JUB Engineers. 00:13:26
Good morning, Commissioners Michael Bedell from Public Works and Don Dunker of County Engineer. 00:13:38
Umm. 00:13:44
This item is associated with a. 00:13:45
I'm going. 00:13:48
Bridge design contract. 00:13:51
That's been going on for. 00:13:53
Several years now for the replacement of bridge 1946.5 A. 00:13:56
Which is on County Road 19. 00:14:02
Just South of Hwy. 60 between Milliken and Johnstown. 00:14:05
And um. 00:14:10
This particular change order is. 00:14:12
For the most part associated with additional floodplain modeling and hydraulics. 00:14:16
Modeling. 00:14:24
2. 00:14:27
Which is was initiated at the request of. 00:14:29
An adjacent landowner and their attorney. 00:14:33
And. 00:14:37
Has now requires our. 00:14:39
And engineering company to perform some extra work. 00:14:42
To make it through the landowner coordination process. 00:14:47
And part of part of the proposed change order amount of 100 and 91816 is associated with those. 00:14:52
Additional work tasks. 00:15:03
And. 00:15:05
The other portion of it. 00:15:06
Umm. 00:15:09
That amounts about 132,000. The other portion of it like 50 to 60,000 is. 00:15:10
Associated with. 00:15:16
The upcoming anticipated construction. 00:15:18
Services. 00:15:22
Which the design engineer provides things like. 00:15:23
Reviewing shop drawings. 00:15:27
And. 00:15:30
Umm. 00:15:31
Overseeing the project during the construction phase. Help and review. 00:15:33
Submittals. 00:15:40
During the floodplain. 00:15:44
Um. 00:15:46
Lomas. 00:15:48
That will be required as part of this project. 00:15:50
That that documents that were not causing a rise in the floodplain, those type of things. 00:15:53
Any questions? 00:16:01
One of these questions. 00:16:03
Bring back the board. 00:16:05
It would improve contract 196975. Second move by Commissioner Ross. Second like Mr. James, do approve all in favor opposed motion 00:16:06
carries. 00:16:10
Thank you, Thank you #5 First reading of Code Ordinance 2023-07 and not repeating and Reenacting with Amendment. Chapter 17. 00:16:14
Public Places Over Weld County Code Camping on Public Properties. 00:16:20
Chairman, this is a four and was actually requested by the Sheriff's Office. 00:16:26
Other purposes of enforcement. 00:16:31
Of non camping or no camping on. 00:16:34
Public properties which would include rights of way and various other. 00:16:38
Public. 00:16:42
Publicly owned and owned by Weld County Properties. 00:16:44
It includes properties and municipalities. 00:16:48
Only in the sense that it then allows. 00:16:52
There is one forcement authorities that have jurisdiction. 00:16:55
To be able to enforce pursuant to. 00:16:59
CRS Section 18, nine 117. 00:17:02
And so that would be the courthouse, for example, with the GPD being able to enforce. 00:17:07
So this provides. 00:17:13
Some enforcement capability. 00:17:16
In anticipation of this being a concern. 00:17:20
Through the summer time, I think we recommend approval. 00:17:24
We did have a work session yesterday on this ordinance with the sheriff and and I would agree so with that, this is a public 00:17:28
hearing. Is there anybody in the public that wishes to come forward And this goes Code Ordinance 2023-07. 00:17:35
Mr. Teets. 00:17:42
Yes, for the record, my name is Steve Teats. I'm in Greeley. 00:17:55
Could you do one more explanation on this? 00:18:00
This amendment and the public places, could you explain a little more what it means? 00:18:04
Sure it'd be, and it would include camping on the public trail. 00:18:11
Could it ever trail? 00:18:16
Camping on rights of way. 00:18:19
Um. 00:18:22
Including we don't have they except for the missile side park. 00:18:23
Which does have. 00:18:27
I think we don't have camping there anymore. 00:18:29
But it would include that property. 00:18:33
OK, so camping is like with a fire or just have a tent. 00:18:36
But just something just sweeping there. What? Yeah, and the definition is 1, in which it includes. 00:18:40
Umm. 00:18:48
And I'll just. 00:18:50
Referred to it sleeping or making preparations to sleep. 00:18:51
Including laying down a bedding for the purpose of sleeping. 00:18:56
Occupying a shell shelter out of doors. Shelter could include either a tent. 00:19:00
Shack, sleeping bags, or other structural material. 00:19:06
And it does include exceptions for people who are in a vehicle that is been disabled for some some reason because of an emergency. 00:19:11
OK, well I just got one question. 00:19:22
And that is where they going to sweep, Where people gonna sweep. 00:19:27
That's my question. I'd like to have an answer. 00:19:32
Thank you. 00:19:35
OK. 00:19:37
Public comment. 00:19:40
OK. That went back to the board. 00:19:43
She moved to approve on 1st blush you code Ordinance #2023, dash 07 second, then move like Mr. James, second by Commissioner Moss 00:19:48
to approve all in favor opposed motion carried. 00:19:54
Seeing no further business, we will move to public comment everybody. 00:20:02
Again, for the record, my name is Steve, Peets and Grey. 00:20:19
I have a quick question. 00:20:24
I didn't quite hear and I got good hearing. 00:20:26
For my age group anyway, and like Commissioner saying was saying in the paper she passed out, I again wasn't able to hear because 00:20:29
she wasn't microphone. I would like her to kind of generalize what she passed out. She was asking to add something. She was asking 00:20:36
to add a resolution to our agenda this morning. 00:20:43
Yeah. What was that resolution about? 00:20:50
That's right. You're going to join the lawsuit against the state of Colorado on on the House on Senate Bill 303. 00:20:53
And what was sent Bill? Feel safe here? 00:21:00
Seven. OK, go ahead. Go ahead, Lori. Now essentially SB303 is the 1:00 where they're using deceptive language on the ballot, which 00:21:04
for one is is unconstitutional. They also have 4 subjects. 00:21:11
And the dollar versus a single subject bill under a constitution that demands that we have a single subject. 00:21:19
Also I mean and also what's Under the Dome needs is that under that the title of the bill. So they're violating the Constitution 00:21:26
in many ways including attacking taper which basically if this bill passes format and if the. 00:21:33
If it is approved, essentially the table will go away in 10 years and Tabor is one of the things that has kept. 00:21:40
Our government check as long as it is, it has. This will mean basically that you know. 00:21:46
We took another uphold the constitution, Section 20 of Article or article, I'm sorry, Section 20 of Article 10 of the Colorado 00:21:54
Constitution is tailored the tax bill repair Bill of Rights. So I applaud any effort that is moving forward to sue the governor 00:22:00
and Jenna Griswold over this particular piece of legislation. It's wrong and I think it's time for us to push back also on the 00:22:06
issue that. 00:22:12
The majority seems to violate the single subject rule repeatedly. 00:22:20
Within the legislature, we're looking more and more like Congress, where they can put a Christmas tree in their bills. 00:22:25
Versus actually following the law. So it's time somebody stood up. 00:22:31
And even if you know this is a long balance, it's a worthy 1. 00:22:35
And so I was just hoping that we can add that. 00:22:38
To our agenda and vote on that. OK. Thank you and. 00:22:42
Uh. What else I have is uh. 00:22:48
And you know about the best thing that goes from Sterling to Greeley? 00:22:52
I talked to a bus driver from that last week. 00:22:57
And he informed me that I would anybody uses that bus from Sterling to Greening and and he thinks that and he agrees with me that 00:23:02
should go to Loveland because it because people need to go to say if you have if you have to go to the VA clinical or a lot of 00:23:11
other things but it doesn't and so. 00:23:20
He's hoping that they will look at that and how they do that route system. 00:23:30
Also two. 00:23:37
I I was at the Will County Building Council meeting with a joint with Raymond County. 00:23:40
Mobility Council and we have two special speakers one was from DVR and and and he was talking about people that have low side or 00:23:48
being blind and first of all how sometimes a lot of time get around especially on this side because the transportation. 00:24:00
Transit and also to proper way to. 00:24:12
Have somebody that's lower region. 00:24:17
9. 00:24:20
And we just don't go up. And you know, it was very interesting also somebody from RTE spoke that they talked about a new program 00:24:21
and RTD. 00:24:26
Let's keep trying to get some things out. That's working with over a lift as he trips and another. 00:24:32
Organization to have like a demand response the same day demand response through your fancy phones. 00:24:42
Set container. Not everybody has a fancy phone, so you'll be able to call in to make a right as well. They're getting some of the 00:24:52
keys out and I thought that was a a good program too, that. 00:24:58
Because human disabilities and seniors, but. 00:25:04
Just anybody that needs a car, they do give down there too. If you disable this thing, if you because Denver is a big metropolitan 00:25:07
area and they will compensate $25 if you go, you know, beyond that $25 and you gotta pay the difference. So I thought that was 00:25:16
that. That's good maybe. 00:25:24
One says something like this could happen up here in the northern region too. Thank you. Thank you. 00:25:33
OK. Any other public comment? 00:25:40
Good morning, Commissioners. 00:25:53
Monday night we had a housing the homeless meeting at the City Council. It's 11th Ave. and High Street, 11th Ave. 11th St. 00:25:56
And I did not go to that, Steve did. I went to the agree with Evans Weld County School District 6 meeting because of their four 00:26:04
bond issues on their upcoming deal of the override. They just had a 10 mil override. My name is Edwin Wayne Grad. I started 11th 00:26:11
Ave. and 16th St. and then went to 2320 110th Ave. Thirteen 1423 Avenue Court, now 2411 27th Ave. Place. My little quarter acre is 00:26:19
valued by a licensed appraiser at $430,000. The assessor of your county does with 510. 00:26:26
$1000 So anyway, this is going on all across the country from New York to California. All these assessment values are way up 00:26:34
there. 00:26:38
I cannot imagine how much extra taxes Donald John Trump raised on the Trump Tower. 00:26:42
But anyway, I brought in a couple of visual aids. First one was the. 00:26:47
School board And the second one is this an interesting movie. It's called The Moomba, came out about 30 years ago. It was an 00:26:51
assassination of Patrice family member in 1960. Now this is all about the time the Russians put missiles in Cuba. 00:26:58
And it made the United States really mad that they had Russian missiles 90 miles away from Florida. Well, right now we've got 00:27:06
Finland and NATO and we probably got American missiles like 90 inches from Russia. I can understand why Russia is a little ticked 00:27:12
off about that. Ironically, it's always same time, 1985 time frame we had the England fighting it out with Argentina over the 00:27:18
Malvinas Islands off of Argentina. Everyone has a bunch of sheep brothers down there. And anyway, so we're in NATO, the North 00:27:24
Atlantic Treaty Organization. 00:27:30
The event will also realization within states from Argentina. So the United States ended up sobering independent bills for both 00:27:36
sides of that war. We didn't even have a dog in that fight. 00:27:41
Maybe if we would keep our nose out of some of this other stuff that really doesn't concern us, like what we did with the CIA in 00:27:47
in the Congo in 1960, we would actually have some money to do all this other stuff. 00:27:52
For 30 to $40,000 sales taxes for the City of Greeley is one. We have 60,000 metropolitan taxing districts, 80,000 special taxing 00:27:58
districts, one of which is agree others Well County School District 6. I get the bill for them from you guys on on my Valentine's 00:28:04
Day card with my Weld County assessors fees. 00:28:10
And all of those things. More than 56 counties, the 50, the 50 states, and those trillion dollars federal budgets. 00:28:16
You know, if we quit wasting money on collecting much stuff, we might have some money to spend on some of these other stuff. But 00:28:23
having said that, I've never seen any welfare program the Democrats look like, and I've never seen a military program the 00:28:28
Republicans didn't like. Thank you. 00:28:33
OK. Any other public comment? 00:28:42
OK. So now we will adjourn at 9.5. We'll be back at 10:00. O'clock for land use case. Thanks everybody. 00:28:45

Yeah, that'll be put on the agenda. I'm not sure I'm willing to pass something without having the chance to even read it before it 00:04:53

It's your part, Lawrence. Don't you have to vote to move to amend the agenda? 00:05:31
Ohh, that's true. OK, so that was your motion to amend the agenda. Is there a second? 00:05:35
OK, see no second. It dies without a second. 00:05:44
OK. Put that on. Is there a motion to approve the consent agenda? There are two items on there, number 2 and #3 under consent 00:05:48

Good morning, Commissioners, Amy Muncie Public Works, Public Works is requesting this closure to begin on June 19th. 00:11:16

Subgrade upgrades, drainage improvements, culvert replacements and upgrades. 00:11:30
scroll up
