Good move to approve contract ID 7522 second and move by commissioner Ross second by commissioner James approve All in favor 00:10:37
opposed. 00:10:41
Motion carries Thank you #5. Consider extension of temporary closure of Guard 77 between County Road 100 and State Highway 14. 00:10:45
Good morning, commissioners. Amy Machi, Public Works. 00:10:55
Public work is requesting permission to extend this closure through November 22nd. The reason for the delay is we are at the final 00:10:58
stages of the the project, which is the paving phase. Our paving schedule has been delayed. 00:11:05
Throughout the season because of some of the other previous weather delays. 00:11:12
And now we're into those seasonal delays as well. 00:11:15
For rising temperatures, so. 00:11:18
You know, we're having a great week this week, but the next couple weeks show that. 00:11:21
Possibly in the forecast there's only about three days a week. 00:11:25
Where they can do full days of painting. 00:11:28
We've also had some breakdowns with asphalt supply chain through the plants breaking down. 00:11:32
But the intent is if we get good paving weather, they'll open up as soon as possible, but this is the date that they would like to 00:11:38
extend it to. 00:11:42
Questions. 00:11:47
Proof. Second move by Mr. Brooks, I'd like you Mr. James approved all in favor aye opposed motion carries. Thank you. Thank you. 00:11:48
Number six, consider contract ID 7521 professional service agreement. The Weld County Strategic plan authorized caressing and 00:11:55
terminate agreement entered 2 under resolution 2022-0634 dated March 30th, 2022. 00:12:03
Catalyst LLC. 00:12:11
Good morning, commissioners, Cheryl Patelli Finance. This relates to our contract for strategic planning services. We are 00:12:14
cancelling our contract with Barry Dunn and replacing it with a contract with strategist. 00:12:20
The consultant working with us on this project recently left very done and has moved to straddle list and we want to ensure that 00:12:27
we have consistency in the project and are asking for your approval. 00:12:33
OK. What any questions on those? 00:12:41
Move to Approve contract ID 7521. 00:12:43
I would like Mr. James, second by Commissioner Buck to approve, and this is one of those that makes that makes perfect sense to 00:12:47
just stay with the consultant that we have and where she happens to have to. So OK, all all in favor, aye. Opposed motion carries. 00:12:53
#7 Consider expression of opposition to proposition high and strongly urging its defeat. Amen. 00:12:59
Oops. 00:13:07
I'm I'm sorry, this is the first time I've seen this and some of this is. 00:13:09
Unintelligible. 00:13:14
I have a question on at least a couple of these sentences, but in particular this is the one. 00:13:17
I'm not sure I understand what this means. 00:13:22
It would be on. Let's see. 00:13:26
Having church is an encroachment on local government ability to solve through existing means the rapid increase in property 00:13:30
assessments. What does that mean? 00:13:33
I think it gives. 00:13:39
Local governments have the ability. 00:13:40
To do certain things. 00:13:43
To take care of. 00:13:45
Higher assessments. 00:13:47
And this? 00:13:50
Doesn't allow. 00:13:52
Those local governments to do that all summer long. 00:13:55
County attorneys have been sharing ideas. 00:14:00
With assessors on ways that they can. 00:14:03
Address the issue of higher assessments. 00:14:08
Just takes that away and that's pretty much the consensus. 00:14:12
That Prop H takes the eliminates. 00:14:17
That ability of local governments to deal with the issue. 00:14:21
The way it reads it, it means we were we. It's gonna cause a rapid increase in property assessments. I don't think that's the way 00:14:26
what we mean by that sentence. 00:14:30
Is there a different way to say it? 00:14:36
I don't think I. 00:14:38
I think the rapid increase in property assessments. 00:14:39
Happened this year. What this says is. 00:14:43
Property changes and encroachment on local government ability to solve through existing means. 00:14:47
The rapid increase in property assessments. 00:14:54
Not having the state. 00:14:57
Through Prop. H say, How are you going to do it? 00:14:59
Sorry, maybe there should be a comma between means and the rapid increase or something, Because it's it's not. 00:15:05
Reading that way. 00:15:10
Because one away it allows the commissioners to, yeah, I mean we should probably say that in there. 00:15:15
Might also add that this was exactly what was in the resolution. 00:15:21
That the Board approved on June 5th, they all do is reaffirming the resolution that we did previously that should still be clear 00:15:25
to people what is exactly what we. 00:15:30
Mean to say, so I I would just propose on that sentence if that's what we mean to say is. 00:15:34
Ohh approached my local governability through SB108 to solve through existing means or. 00:15:39
Put under 108 comma. 00:15:45
Dealing with a rapid increase in property assessments. It still doesn't recurrently. 2 commas could put in be put in, so it says. 00:15:48
Is an encroachment on local government ability. 00:15:55
To solve and then a comma there. To solve through existing means comma rapid increase. 00:15:59
Got it. That makes a lot more sense. 00:16:05
That's great. 00:16:07
That's fine. Yeah. I would like to look over these before we put them on the docket. Just. 00:16:08
I have that skill set, so I'd like to be able to offer that to you well. 00:16:13
But it's exactly the same one we already passed, commissioners, You know, it's still needs to read so people can understand. OK, 00:16:17
Sir. 00:16:19
Mr. Chair, I move to approve. 00:16:23
The expression of opposition to Proposition H. 00:16:26
Strongly urging us to feed with the two commas proposed by Commissioner saying Bruce Parker for clarification. 00:16:29
Second by Commissioner Ross, second by Commissioner Botcher approve. 00:16:37
You want a local boat. 00:16:41
No, we put the comments in good all in favor Aye, opposed motion carries. 00:16:44
#8 Consider cancellation of Boyd County Commissioners meeting scheduled for November 15th, 2023. 00:16:50
And they're here. This is still going. We have multiple members out on that day due to. 00:16:58
A conference, I would move that we cancelled the board meeting. It's regularly scheduled for November 15th, 2023. 00:17:02
Second by Commissioner Ross, second by Commissioner James to approve. 00:17:09
All in favor, aye. Opposed motion carries. 00:17:14
Conclusion of business from public comment Is there anybody in the public who wish to come up and discuss anything for up to 3 00:17:17
minutes? It's not on our agenda. 00:17:20
Please come on up. 00:17:25
I brought good, cool morning. My name is Steve Teach. I'm in Gray. 00:17:38
First of all, I don't know if you've heard. 00:17:43
But somebody that is pretty well known in Greeley has been involved. 00:17:47
Yeah, in many ways. 00:17:53
Has passed on what I understand. His name is Rick Hartman, and I'm sure some of you know him. 00:17:56
Found that out last night at City Council meeting and I'm gonna miss him. 00:18:03
Because he he was, he greeted the the people at the door. 00:18:10
So I just want to acknowledge that. 00:18:18
I second of all, I agree that we need not to pass H in the rule book. I read it. 00:18:22
And even though I heard before that's not a good idea, but what I read it's definitely not a good idea. So I agree with you. 00:18:31
And also too. 00:18:40
It was something else. What was it? 00:18:43
Ohh OK I forgot what it was. 00:18:48
Anyway, but this next one is. 00:18:51
And. 00:18:56
But few months ago there was a you were building on something about. 00:18:57
I like to do certain things. 00:19:03
Like you guys have. 00:19:08
Different. 00:19:10
Departments that you kind of are over and. 00:19:12
I was just wondering why Larry can be what she had before, why it was taken away from her. 00:19:17
Because you guys filmed it on that few months ago and it's been kind of. I was just wondering that's part of her job and I just 00:19:25
wanna know why she couldn't do it. 00:19:30
I'd like to know too. 00:19:37
Commissioners. 00:19:38
Huh. 00:19:40
I think you know why. And I think we all know why. And I don't think that's gonna happen public. 00:19:41
You said you went to HR and he did not. 00:19:47
Nobody knows why, so why don't you say it in public? 00:19:50
Because you didn't vote against Syrian public. 00:19:55
Now one of the answers I received is. 00:20:05
I'm sorry because I'm not a team player. I wasn't voted. 00:20:08
And to be a team player, I was voted in to represent District 3, which are done with honor. 00:20:12
You know you were voted to represent all the world county, you just get elected from District 3. 00:20:18
You told me I couldn't vote my district and I had to vote with you. That is not correct, Sir. That's incorrect. And you know what? 00:20:23
We're not. You know what? I'm not trying to start, Steve. You know what? We're not going there this morning. So thank you. Do you 00:20:27
have anything else? 00:20:31
Alright, and yes, one more thing is that last week I came across something that I was going to a bus stop. 00:20:36
And then there's this young gentleman with the sign and said he had two kids and he was panhandling, as you call it. 00:20:48
And I would recommend that he go to. 00:20:56
To social service and he said he couldn't go because he was an illegal. 00:21:00
And we have, I mean. 00:21:05
It's been for years now. They've taken away our resources. 00:21:08
And now that. 00:21:12
I guess our resources are diminishing and you know, the citizens are having hard time. 00:21:16
So resources they want to take on some people with disabilities and scammers, they're Medicaids taken away. 00:21:23
But I repealed mine, but anyway, and that shouldn't be and and. 00:21:31
So I just turned very social service. He said he couldn't because he was illegal. How many more people that are illegals we need 00:21:38
to close those borders. 00:21:43
Because if we don't, we're gonna have more homeless. 00:21:49
And it's getting worse and worse out there and also too, where they're going to go to the restroom because downtown. 00:21:52
Businesses last night Kansas City Council on where he blasted the homeless. Yes. In any group there's criminals that cannot have 00:21:59
the group is because of a few. It's getting worse and worse out there. We we don't have nothing to really. 00:22:08
Help the people that are homeless families, disabled seniors and military veterans. 00:22:17
We need to have. 00:22:24
Some kind of solution? 00:22:25
It was not a complete at least. 00:22:28
Something that will head towards to a solution. 00:22:31
And we need to do it now because we're in a crisis. 00:22:35
And we're heading towards like we're like gonna be like Denver and even though Denver before they got swamped with. 00:22:38
Illegals. They were trying to do something and they were getting somewhere. 00:22:44
But now, because in the instant worse and worse and it's getting worse and worse up here. 00:22:49
And really, you're asking right? 00:22:55
And there was this guy wants to build a like apartments. 00:22:57
They are worse than most people cannot afford. 00:23:06
And the neighbors didn't want that. 00:23:10
And so that the City Council didn't listen to the neighbors. 00:23:13
And flipped off, which I don't blame them. 00:23:17
Uh. 00:23:20
In we. 00:23:22
Where people can't afford. 00:23:24
Uh. 00:23:27
To have a roof over their heads and. 00:23:28
OK, uh, well found in Greeley is. 00:23:31
One of the most incredible places in Colorado, even though most of Colorado isn't affordable. Thank you. 00:23:35
OK. Any other public comment this morning? 00:23:41
And like they asked for a moment, sounds for Rick Hartman, please, for his service station. 00:23:44
Ohh. 00:23:48
Thank you. OK. So you know further public comment, we will close that and we will adjourn at 9:20. We'll be back at 10:00 for all 00:23:57
these cases. Thanks everybody. 00:24:02

Expand the program, I will say that we have been notified that the funding, this will be the last year funding for this particular 00:08:39

authorized Department of Public Works to submit electronically. 00:09:25
Good morning, Michael Podell from Public Works Department. 00:09:32
Those items associated with a. 00:09:36
Umm. 00:09:38
Bridge Grant. 00:09:40
Application that we're hoping to submit with through Colorado Counties, Inc. 00:09:42
And it's associated. 00:09:47
With the bridge 16 half 49 A, which is about two miles east of the airport. 00:09:51
Which is on our five year CIP plan for replacement. 00:09:57
And. 00:10:02
We think that total bridge replacement cost is around nine and a half million dollars and the grant application is for. 00:10:04
$2,000,000. 00:10:13

Or have any questions? 00:10:35
