County Child Welfare system and live elsewhere are eligible for the Family Forever Services Now, therefore, be it proclaimed by 00:12:14
the Boardwalk County Commissioners that November 17th, 2023 be known as, well County Adoption Day and in doing so urge all 00:12:19
citizens to join in the effort and the national effort to raise awareness about the importance of adoption signed by all five 00:12:24

want to talk to you about today, but I also just really want to celebrate the staff. They were able to come over that work just 00:12:50
non-stop. We talked about this all the time to really help the kids within our community that need adoption get get permanency so 00:12:57
that they can have their forever families. So the staff are really the heart behind what we do. 00:13:05
Within the department and and what we do for the community. So this is our 23rd year of National Adoption Day. We're very proud of 00:13:12
that. We're going to do about 10 adoptions on November 17th at the courthouse. I know some of you have attended that before and 00:13:18
it's always a great event to see these adoptions happening. 00:13:24
Excuse me? They saw the courtroom with stuffed animals and then there's going to be a celebration also at the courthouse that day, 00:13:32
so that's really fantastic. 00:13:37
In Colorado we currently have 396 children and youth who are legally free and awaiting permanency. So that's that's a huge number, 00:13:43
396 kids in Colorado that are are waiting to be adopted. So we really appreciate this recognition and hope that we can get the 00:13:50
word out that we've we've got a lot of kids in need. 00:13:56
By the end of 2023, we anticipate that approximately 40 while county children will have been adopted through the child welfare 00:14:05
system this year. That's a phenomenal number. And currently in Broad County we are 42 children who are legally available for 00:14:11
adoption and are currently residing with their forever families just waiting for that adoption day to occur for them. So another 00:14:17
tremendous. 00:14:23
Number for first success in our adoption team. We have 10 children in Wild County that are legally free, not currently with their 00:14:30
forever family. So we are actively recruiting adoptive families for them and we're hoping to make make those matches very soon. 00:14:39
One of the biggest challenges we have is we're trying to get our children adopted is the older kids. 00:14:49
Statistics show that after the age of 12. 00:14:58
The ability for us to find them a further family diminishes. So we really, really are trying to get those teams placed with our 00:15:02
forever family. I don't know about you, but I didn't stop meeting my parents at age 18 and neither do these kids. They they need 00:15:09
to find families, even if that's up until their 18th birthday, the day before or the day of we want to see them to be adopted. So 00:15:16
our focus this year is really focusing on those teams. 00:15:23
And with that, I would love to. 00:15:31

sized hole in your heart and you should consider it. And I just made this without crying. Thank you for what you. 00:17:09
Well, I just don't know where to begin. I was fortunate to absolutely blessed and honored to be the coordinator for Human Services 00:17:22
department and I did a ride along with I think it was a wrap up of a case where the adoption could go forward in a 37 year old 00:17:28
beautiful lady was taking on this, this beautiful young child and those memories will never leave me that feeling that I had that 00:17:35

But I just want to thank you all for making those movements happen. It is so special for the families and for well county saying 00:17:55

growing up and one of my closest friends was a foster child and had bounced around from home to home and the day that his foster 00:18:17
parents decided to formally adopt him and bring them into their family as one of their own. 00:18:25
I saw, my family saw a markedly different persona and my friend, he had that stability he'd been looking for his entire life. 00:18:33
That's what you guys are bringing. You're bringing. If you say parents have a hole in their heart the size of children, children 00:18:41
have a hole in their hearts where they're looking for those parents and and that love and having that stability, knowing they're 00:18:48
going to have it on a permanent basis is is quite remarkable. So you guys do that. I want to say thank you because you are making. 00:18:56

Impact on many people's lives. So great job. Thank you. 00:19:05
And then just referring to our model and God, we trust. And that means we trust in God's promises. 00:19:11
When I think about, especially our foster kids, who are some of the most vulnerable and given that chance to thrive with a family 00:19:18
of their own, something that many of them just dream of, it really fulfills. 00:19:24
When I'm hungry, you give me something to eat. When I'm thirsty, you give me something to drink. When I was a stranger, he invited 00:19:32
me in. 00:19:35
I need to close and clothe me in sure way. What you did release these brothers and sisters of mine. You did for me. 00:19:38
And so this is one of the most valuable missions we could provide and I'm so very proud that we. 00:19:43
We provide so many forever homes for our kids in all county. Thank you so much for what you're doing and thank you so much for 00:19:51

You know, it's unknown home or even in a nursing home or anything other institution, there's a lot of people that are lonely. 00:37:55
And it sure would help kind of adopt A grandparent as well as. 00:38:07
And we're having struggles in here, in your own home or apartment or just out homeless. 00:38:14
They do. Also, the government likes to take people's Medicaid away. That shouldn't. 00:38:24
And it makes you have a hard time coming from Medicare because if you take their Medicaid away, Medicare and you've got the 00:38:29
premiums, you got copays and whatever else. 00:38:36
And most people can't afford that, so something needs to be done about that too. 00:38:44
Otherwise we're going to have more people, just disabled and seniors homeless. 00:38:50
But, and also to the way the coronavirus is starting up again, too, and people just aren't Medicare. They're not gonna be able to 00:38:56
afford it if they, God forbid, they end up in the hospital. 00:39:03
And my other thing is Social Security. 00:39:11
Because of. 00:39:16
They control Medicare. 00:39:19
And there's all time you pay so much taxes. 00:39:23
We should clearly. 00:39:27
Medicare. Medicaid should join together and so people can have. 00:39:30

And I'm here because of the noise from the from all the ancient brakes from all the trucks. 00:41:31
We're being Hanford now by trucks whether it being harvest or whatever, you know before 3 being having the gas plant, the big 00:41:38
storage facility, the we have two feed lots, we have multiple mega dairies. 00:41:45
That are all, all have trucks going in and out all the time. But the main thing is I came back. I was here in 2018. 00:41:54
And talk to you guys about this and you guys put up some signs for me. I didn't know what they were going to read. 00:42:04
That in the six months the signs came up and it says. 00:42:10
Breaking must have mufflers. 00:42:14
That's all it says, $500. Fine. It does nothing. And I can guarantee you in the since 2018 there's often one citation ever wrote. 00:42:17
Because of that sign up. 00:42:29
Because it's not Pat. 00:42:32
And it's hard to patrol and how do you you go and. 00:42:33
Differentiate between mufflers because they're all they're all different. 00:42:40
You can say I have a muffler. It could be hollowed out, it could be just barely. It's. But anyway, they are loud and they're hard 00:42:44

And we cannot set up be outside many times because of the beginning, carry on the conversation because of the noise. 00:42:55

Working on something to eliminate that problem too, but they what they did was no engine breaking whatsoever. 00:43:10
And I think that's something we should look at for the intersection. 00:43:19
County wide even, But I think that well, county is so hard, so big, it'd be hard to to do. 00:43:24
And I go back to I go racing to Michigan once a year. 00:43:31
And on the way over there between Omaha and Nebraska and Omaha and Lincoln, there's a big sign up there and I can't remember what 00:43:37
county it is, but it's there's no engine breaking whatsoever county wide. 00:43:43
So I'm giving an example that somebody else has had issues. 00:43:50
The other thing is, I recently I talked to the officers every once in a while. 00:43:55
And there's several things they they do now have. 00:44:00
Decimal. 00:44:06
But you do have to check them out at the office after you get a complaint. They come out there and they this is one thing they 00:44:08
have to get out of the cars and they not only measure the decibels, but they also measure the duration. 00:44:15
Well, that's all good and well, but you're you're sitting out there in the middle by the intersection with the sheriff and every 00:44:23
trucker knows it's there and all of a sudden they scatter. 00:44:28
You know the noise is going to go down and up and they they know they're there. 00:44:35
So I don't know the the only situation I can think of is just actually ban the the engine braking. 00:44:39
And as far as if you know what I'm talking about for engine brakes, I usually call them Jake brakes. 00:44:46
And they were designed to be in the mountains in 1955 by Cummins, who had the Cummins engines. 00:44:51
And he almost lost a going down down our pass, the one in the California. So he he designed this break. But it was never ever 00:44:59
designed to be a primary braking tool. It was only for an auxiliary and they are still as an accessory on every truck there is out 00:45:04
there. 00:45:10
So the trucks are coming down there now and give me fits. They use them all the way down. They'll come down from 45 down the hill, 00:45:16
come into 43 and use it all the way down and never touch their brakes. 00:45:23
And a lot of them use them because they're going too fast at the intersection, so they'll turn on the Jake brake and to get them 00:45:30
slowed down. 00:45:33
The other thing that's a safety issue on that nobody seems to realize is that. 00:45:37
When you have the Jake break on, there are no brake lights. 00:45:43
So when the truckers are slowing down using the Jake brake. 00:45:47
Through the birth lights and they you won't see them on until they actually stop at the intersection if they do. 00:45:51
And you'll see the lights come on in. 00:45:57
So I'm here to just kind of get getting my input. 00:46:00
And hopefully you guys can come up with an idea that's my idea is to just. 00:46:04
Stay limited. Don't. Don't do it at that intersection. 00:46:09
They put the signs up there. It gives. It's a simple, it's a simple thing. Um. 00:46:13
I talked to an officer one time. It was well used to be with State Patrol. He's now with the Sheriff's Department, but there's 00:46:18
different levels of dot. 00:46:23
In the in in the in the forest there. 00:46:28
But they are not allowed to go and go underneath the truck or around the truck. All they can do is ask. Do you have a muffin? 00:46:31
That's all they can ask. They can't go and expect because of the dangerous issues of being maybe touching the hot exhaust or 00:46:37
something like that. 00:46:42
So it can't enforce that one either. So the only way I can see is do like what Eaton did do, like Severance Greeley and put the 00:46:48
signs up there and put an ordinance saying. 00:46:54
No engine breaking. It's all there is to it. 00:47:02
You and I have talked numerous times. Yes, yes. The difference is, as we've talked, the difference is whether you're in Eaton or 00:47:04
you're in Severance or you're in Greeley or even old, you've got constant police officers around. Exactly. It's impossible to, I 00:47:12
mean, we've put up whatever sign we want, but it's pretty impossible to enforce because you're just not going to have, you're not 00:47:19
going to have sheriff's deputies out there like you do in towns. 00:47:26
Right. And that's why I came up with this idea of just doing just eliminate the intimate. It makes it simple for the officer if he 00:47:34
does get out there, to be able to do something about it. 00:47:39
And that's the only that's the only thing it gives them. Also the sign saying, because when you see the sign saying engine, 00:47:45
brakes, muscles required, what does that mean? 00:47:49
No, it doesn't mean anything really. 00:47:55
And like I say, there's never been a citation. 00:47:58
I can get an alphabet 500 bucks on that one. 00:48:02
All right. Thanks. But anyway, that's just my idea and I'd like to see you pursue it a little bit farther. Talk to me a little bit 00:48:07

And their trucks, their old fleet of trucks are very quiet in there to use Jake brakes. They they actually have cameras in the 00:48:51
truck to make sure that the drivers are doing the right thing and stopping at the intersection. 00:48:56
But they also subcontract out to other contractors. And that's the problem I've had and we've talked about this before with Team B 00:49:01
trucking over there and I've been in contact with them only with DFA, with them and they're less than cooperative. 00:49:09
And then but. 00:49:17
I'll talk to you about that too. So anyway, that's what my issue is. I can't go around chasing everything. It's just like road 00:49:21
rage if I go on, you know, chasing down. 00:49:26

citizens to join in the effort and the national effort to raise awareness about the importance of adoption signed by all five 00:12:24

want to talk to you about today, but I also just really want to celebrate the staff. They were able to come over that work just 00:12:50
non-stop. We talked about this all the time to really help the kids within our community that need adoption get get permanency so 00:12:57
that they can have their forever families. So the staff are really the heart behind what we do. 00:13:05
Within the department and and what we do for the community. So this is our 23rd year of National Adoption Day. We're very proud of 00:13:12
that. We're going to do about 10 adoptions on November 17th at the courthouse. I know some of you have attended that before and 00:13:18
it's always a great event to see these adoptions happening. 00:13:24
Excuse me? They saw the courtroom with stuffed animals and then there's going to be a celebration also at the courthouse that day, 00:13:32
so that's really fantastic. 00:13:37
In Colorado we currently have 396 children and youth who are legally free and awaiting permanency. So that's that's a huge number, 00:13:43
396 kids in Colorado that are are waiting to be adopted. So we really appreciate this recognition and hope that we can get the 00:13:50
word out that we've we've got a lot of kids in need. 00:13:56
By the end of 2023, we anticipate that approximately 40 while county children will have been adopted through the child welfare 00:14:05
system this year. That's a phenomenal number. And currently in Broad County we are 42 children who are legally available for 00:14:11
adoption and are currently residing with their forever families just waiting for that adoption day to occur for them. So another 00:14:17
tremendous. 00:14:23
Number for first success in our adoption team. We have 10 children in Wild County that are legally free, not currently with their 00:14:30
forever family. So we are actively recruiting adoptive families for them and we're hoping to make make those matches very soon. 00:14:39
One of the biggest challenges we have is we're trying to get our children adopted is the older kids. 00:14:49
Statistics show that after the age of 12. 00:14:58
The ability for us to find them a further family diminishes. So we really, really are trying to get those teams placed with our 00:15:02
forever family. I don't know about you, but I didn't stop meeting my parents at age 18 and neither do these kids. They they need 00:15:09
to find families, even if that's up until their 18th birthday, the day before or the day of we want to see them to be adopted. So 00:15:16
our focus this year is really focusing on those teams. 00:15:23
And with that, I would love to. 00:15:31

take care of our children who need forever families and forever homes. You kind staff do just that every day and you have my 00:16:54
personal thanks more than what those words can can ever empire me. Just know that I appreciate you very much. Adoption fills a kid 00:17:02
sized hole in your heart and you should consider it. And I just made this without crying. Thank you for what you. 00:17:09
Well, I just don't know where to begin. I was fortunate to absolutely blessed and honored to be the coordinator for Human Services 00:17:22
department and I did a ride along with I think it was a wrap up of a case where the adoption could go forward in a 37 year old 00:17:28
beautiful lady was taking on this, this beautiful young child and those memories will never leave me that feeling that I had that 00:17:35
day. 00:17:41
That beautiful picture of a family coming together. 00:17:49
But I just want to thank you all for making those movements happen. It is so special for the families and for well county saying 00:17:55

I saw, my family saw a markedly different persona and my friend, he had that stability he'd been looking for his entire life. 00:18:33
That's what you guys are bringing. You're bringing. If you say parents have a hole in their heart the size of children, children 00:18:41
have a hole in their hearts where they're looking for those parents and and that love and having that stability, knowing they're 00:18:48
going to have it on a permanent basis is is quite remarkable. So you guys do that. I want to say thank you because you are making. 00:18:56

Impact on many people's lives. So great job. Thank you. 00:19:05
And then just referring to our model and God, we trust. And that means we trust in God's promises. 00:19:11
When I think about, especially our foster kids, who are some of the most vulnerable and given that chance to thrive with a family 00:19:18
of their own, something that many of them just dream of, it really fulfills. 00:19:24
When I'm hungry, you give me something to eat. When I'm thirsty, you give me something to drink. When I was a stranger, he invited 00:19:32
me in. 00:19:35
I need to close and clothe me in sure way. What you did release these brothers and sisters of mine. You did for me. 00:19:38
And so this is one of the most valuable missions we could provide and I'm so very proud that we. 00:19:43
We provide so many forever homes for our kids in all county. Thank you so much for what you're doing and thank you so much for 00:19:51

We're being Hanford now by trucks whether it being harvest or whatever, you know before 3 being having the gas plant, the big 00:41:38
storage facility, the we have two feed lots, we have multiple mega dairies. 00:41:45
That are all, all have trucks going in and out all the time. But the main thing is I came back. I was here in 2018. 00:41:54
And talk to you guys about this and you guys put up some signs for me. I didn't know what they were going to read. 00:42:04
That in the six months the signs came up and it says. 00:42:10
Breaking must have mufflers. 00:42:14
That's all it says, $500. Fine. It does nothing. And I can guarantee you in the since 2018 there's often one citation ever wrote. 00:42:17
Because of that sign up. 00:42:29

And it's hard to patrol and how do you you go and. 00:42:33
Differentiate between mufflers because they're all they're all different. 00:42:40

And I go back to I go racing to Michigan once a year. 00:43:31
And on the way over there between Omaha and Nebraska and Omaha and Lincoln, there's a big sign up there and I can't remember what 00:43:37
county it is, but it's there's no engine breaking whatsoever county wide. 00:43:43
So I'm giving an example that somebody else has had issues. 00:43:50
The other thing is, I recently I talked to the officers every once in a while. 00:43:55
And there's several things they they do now have. 00:44:00

But you do have to check them out at the office after you get a complaint. They come out there and they this is one thing they 00:44:08
have to get out of the cars and they not only measure the decibels, but they also measure the duration. 00:44:15
Well, that's all good and well, but you're you're sitting out there in the middle by the intersection with the sheriff and every 00:44:23
trucker knows it's there and all of a sudden they scatter. 00:44:28
You know the noise is going to go down and up and they they know they're there. 00:44:35
So I don't know the the only situation I can think of is just actually ban the the engine braking. 00:44:39
And as far as if you know what I'm talking about for engine brakes, I usually call them Jake brakes. 00:44:46
And they were designed to be in the mountains in 1955 by Cummins, who had the Cummins engines. 00:44:51
And he almost lost a going down down our pass, the one in the California. So he he designed this break. But it was never ever 00:44:59
designed to be a primary braking tool. It was only for an auxiliary and they are still as an accessory on every truck there is out 00:45:04
there. 00:45:10
So the trucks are coming down there now and give me fits. They use them all the way down. They'll come down from 45 down the hill, 00:45:16
come into 43 and use it all the way down and never touch their brakes. 00:45:23
And a lot of them use them because they're going too fast at the intersection, so they'll turn on the Jake brake and to get them 00:45:30
slowed down. 00:45:33
The other thing that's a safety issue on that nobody seems to realize is that. 00:45:37
When you have the Jake break on, there are no brake lights. 00:45:43
So when the truckers are slowing down using the Jake brake. 00:45:47
Through the birth lights and they you won't see them on until they actually stop at the intersection if they do. 00:45:51
And you'll see the lights come on in. 00:45:57
So I'm here to just kind of get getting my input. 00:46:00
And hopefully you guys can come up with an idea that's my idea is to just. 00:46:04
Stay limited. Don't. Don't do it at that intersection. 00:46:09
They put the signs up there. It gives. It's a simple, it's a simple thing. Um. 00:46:13
I talked to an officer one time. It was well used to be with State Patrol. He's now with the Sheriff's Department, but there's 00:46:18
different levels of dot. 00:46:23
In the in in the in the forest there. 00:46:28
But they are not allowed to go and go underneath the truck or around the truck. All they can do is ask. Do you have a muffin? 00:46:31
That's all they can ask. They can't go and expect because of the dangerous issues of being maybe touching the hot exhaust or 00:46:37
something like that. 00:46:42
So it can't enforce that one either. So the only way I can see is do like what Eaton did do, like Severance Greeley and put the 00:46:48
signs up there and put an ordinance saying. 00:46:54
No engine breaking. It's all there is to it. 00:47:02
You and I have talked numerous times. Yes, yes. The difference is, as we've talked, the difference is whether you're in Eaton or 00:47:04
you're in Severance or you're in Greeley or even old, you've got constant police officers around. Exactly. It's impossible to, I 00:47:12
mean, we've put up whatever sign we want, but it's pretty impossible to enforce because you're just not going to have, you're not 00:47:19
going to have sheriff's deputies out there like you do in towns. 00:47:26
Right. And that's why I came up with this idea of just doing just eliminate the intimate. It makes it simple for the officer if he 00:47:34
does get out there, to be able to do something about it. 00:47:39
And that's the only that's the only thing it gives them. Also the sign saying, because when you see the sign saying engine, 00:47:45
brakes, muscles required, what does that mean? 00:47:49
No, it doesn't mean anything really. 00:47:55
And like I say, there's never been a citation. 00:47:58

But they also subcontract out to other contractors. And that's the problem I've had and we've talked about this before with Team B 00:49:01
trucking over there and I've been in contact with them only with DFA, with them and they're less than cooperative. 00:49:09
