for the sacrifices made. And whereas there are approximately 18.5 million veterans who live in the United States, with 16,609 00:08:40
calling Warren County home, it is essential to recognize the dedication, valor and selfless. 00:08:47
Selflessness demonstrated by our veterans and their families, who pay a crucial role in preserving the liberties we hold dear. 00:08:55
For our County veterans, including five hundred 53131 active treatments at a VA facility, staff has also fielded 47101 office 00:09:34
calls since January 1st. And whereas eligible veterans and their spouses can also receive priority job training and placement 00:09:42
throughout employment services and Wall, County Employment services can also connect eligible veterans and their families with the 00:09:49
Jobs for State program to align veterans and their skill sets with career opportunities throughout Colorado. 00:09:57
Now, therefore, that in honor of veteran's day, November 11, 2023, the Wall County Board of Commissioners wishes to thank our 00:10:04

occasion to honor express gratitude for the brave men and women who have sacrificed and served in the armed forces. 00:10:50
Their selflessness and sacrifice in defending our country and protecting our freedoms is truly something that we should not take 00:10:58

The holiday was originally established as a day to reflect upon the heroism, heroism of those who died in our country service. 00:11:06
And it was initially called Armistice Day. It fell on November 11th because that's the day that it was originally signed. And then 00:11:14
it was later updated to be veteran's day, to be inclusive of all wars and all veterans, not just those who originally served in 00:11:19
World War 1. 00:11:24
And this is an opportunity for us to remember and pay tribute to those violent heroes who made the ultimate sacrifice of service 00:11:31
to our nation. It serves as a reminder of the price of freedom and the importance of never forgetting those who gave their lives 00:11:36
to save our country. 00:11:41
Veteran's day also highlights ongoing responsibility to which we are committed to in supporting and caring for our veterans. Both 00:11:47
County is proud to provide service and some of the supports throughout the community that including the Veteran Service Office in 00:11:54
a part link between veterans and the Department of Veterans Affairs. We're very excited to announce and recognize that the 00:12:02
Department of Human Services will welcome the Veterans Service Office into our Department of Human Services. 00:12:09
Area they'll officially move later this month and Gwen, who is currently a veteran service office employee, has worked tirelessly 00:12:17
to become accredited recently and is helping us to maintain services throughout the transition. 00:12:25
As mentioned in the proclamation, we've provided services to over 16,000 or if there are 16,000 veterans who reside in Weld County 00:12:35
and over 6000 cases were filed and managed by our World County team with 178 claims processed for veterans in 2022. 00:12:44
We would like to take the time to recognize our team who's here, but then also everybody who has served in any of the branches of 00:12:53
military in the past. So our VSO team includes Gwen Glen if you want to stand up. Glenn Jenkins has been phenomenal and really 00:13:01
just taken all of the training opportunities that we've been able to help align and has ran with it and has done a great job. Tim 00:13:08

before us. But as Hannah Graham mentioned almost this day, it was 11th day. 11 months marked the end of the World War One honored 00:15:50

And people were hopeful that would be the end of all great wars. And of course we know that didn't happen so. But it's interesting 00:16:01
to know that World War 2 veteran Raymond Weeks, he had a years long campaign to turn Armistice Day into veteran's day to 00:16:07
commemorate veterans of all wars, all areas past, present and future, living and dead. 00:16:14
And so November 11th became a day of celebration and gratitude. 00:16:21
So I just want to say I'm grateful. Be here with all of you in the room, the veteran says. Served. Those who are serving veterans 00:16:25

And we are here this morning to address whether the board wishes to certify daily penalties that were ordered by the county court. 00:27:50
These are for zoning and or building violations. 00:27:56
I also have currently Google here who is the Deputy County Attorney. I do have council here, Miss Shea, who represents the 00:28:03
property owners Bruce Olson and Suzanne Brunstrom. 00:28:10
And I also have Cynthia, who is the code compliance officer for Wells County. 00:28:17
If I may to correct the record, Stacey, Shea, Otis and Bedingfield I only represent property owner Bruce Olson. 00:28:25

The first property that we have today, the owners are Bruce Olson and Susan Brunstrom. This property is located on Colorado Blvd. 00:28:36
And O'Connor. 00:28:42
And the case was filed due to a building being converted into a dwelling unit without the proper permits. 00:28:48
And also there are some issues on the property where it does not meet the offset, both requirements of code. 00:28:57
There were daily penalties that were ordered by the courts to begin on May 8th, 2023 and the amount of $25 per day. 00:29:05
However, I was informed that Mister Olson did obtain council. Since that time he has been working to bring the property in 00:29:14
compliance. 00:29:18
A motion was filed on October 4th, 2023 to suspend the daily penalties effective on that date. 00:29:23
So right now the question is, there are some outstanding daily penalties. 00:29:32
In the amount of $3725 and it is before the board to determine whether they wish to certify that amount. 00:29:37
Also, code compliance did go to the property recently. 00:29:47
And it is still in violation of. 00:29:51

So and tomorrow that property because I live very close, my understanding is they brought the property not realizing it was out of 00:29:58
compliance. So I would since they're working diligently to bring up to code it sounds like just from the information given I. 00:30:05
Ask that we not certify the penalties and show little mercy on this one because this is a very difficult situation. It's a very 00:30:13
unique home. I have no doubt he's going to bring it up to code compliance, but that's being not certified in penalties today. 00:30:20
I have a question just for further clarification and. 00:30:30

Representation can can speak to. So we started this process earlier this summer, May is is that what you said? 00:30:38
So that is when the court found that the property was not in compliance. But the case has been pending for quite some. 00:30:46

the beginning of November, very, very, just maybe the day before we requested the the pause on the daily penalties. So we are 00:31:25
working diligently with the neighboring property owners to see if we can negotiate some type of lot line adjustment in order to 00:31:33
create the set back if that is not a viable option because we really have no control over the third party's participation. 00:31:41
We intend to request a variance in this particular situation because the only other the the nuclear option really is tearing down. 00:31:50
So what? Well, is it the primary home or the secondary home that you're talking about? 00:32:02
The primary or secondary of the property owner or on the property On the property. 00:32:07
Because this isn't what I'm understanding is this is an illegal. 00:32:13
Secondary dwelling unit on the property is what's in violation here. 1 dwelling unit that I have been made aware of and then there 00:32:17
is a few other accessory structures on the property. 00:32:23
Am I correct? In my understanding, no, that is a primary residence. They do have a lot adjacent to it that has a another 00:32:31
residence. 00:32:35
So the primary resident didn't originally be a residence, it was something else. And they changed it into a residence, originally 00:32:40

But I think they believe they got as a residence, correct? That's my understanding. 00:32:49

You're thinking about the property itself. Commissioner Ross, I believe you're misunderstanding was that there is a the violation 00:33:20

So it looks like they purchased the property on May 2nd of 2018. 00:33:37

However, I was informed that Mister Olson did obtain council. Since that time he has been working to bring the property in 00:29:14
compliance. 00:29:18
A motion was filed on October 4th, 2023 to suspend the daily penalties effective on that date. 00:29:23
So right now the question is, there are some outstanding daily penalties. 00:29:32
In the amount of $3725 and it is before the board to determine whether they wish to certify that amount. 00:29:37

create the set back if that is not a viable option because we really have no control over the third party's participation. 00:31:41
We intend to request a variance in this particular situation because the only other the the nuclear option really is tearing down. 00:31:50
